On his way back to his own town, Wu Sung beats a vicious tiger to death in Yang Ku. The local magistrate appoints him assistant chief constable on account of his bravery, and Sung settles in the town. There he comes across his ugly brother, Wu the Elder, a hawker, who takes him home to meet his alluring wife Pan Chin-lien. Pan cajoles Sung into moving in with them. She is smitten with Sung and attempts to seduce him, but Sung forcibly rejects her. When her husband returns, she accuses her brother-in-law instead. Wu the Elder does not believe her, but Sung nevertheless leaves quietly on a mission to another town.
Hsi Men-ching, a rich playboy, falls for Pan. An old lady who owns a tea house allows them to meet in her house, where Wu the Elder eventually catches them in the act. He is wounded by Hsi and then later poisoned to death by his wife and her lover.
Sung returns from his assignment to learn of his brother's tragic death, and reports it to the magistracy. The judge, bribed by Hsi, refuses to handle the case on the grounds of insufficient evidence.....
