0:04 - 0:09In this session, you will be introduced to
the SPHERE standards. -
0:12 - 0:17A set of guidelines has been developed to
guide decision makers on key issues to consider -
0:17 - 0:21in responding to disaster situations.

0:22 - 0:25SPHERE is basically three things.
-
0:25 - 0:26It is a handbook.
-
0:26 - 0:33It is a process of collaboration, and an expression
of commitment to quality and accountability -
0:33 - 0:39and human rights for people involved in disaster
situations. -
0:41 - 0:47The rationale of the SPHERE project is that
it is an international collaboration for consensus -
0:47 - 0:53involving standards for disaster response,
a process to create a common language leading -
0:53 - 1:05to transparency, accountability and increased quality,
a drive to improve quality and accountability in disaster situations. -
1:09 - 1:13The SPHERE manual is laid out in chapters.

1:13 - 1:20Each chapter covers a key area for consideration
in disaster management and it includes minimum -
1:20 - 1:27standards, key indicators for those standards,
and guidance notes on what to consider in -
1:27 - 1:29preparing to meet these standards.

1:29 - 1:35Please acquire a copy of the SPHERE manual.

1:35 - 1:42The minimum standards section shows the
minimum requirements for the particular area -
1:42 - 1:45of consideration.

1:45 - 1:51Key indicators act as signals that determine
whether or not a standard has been attained. -
1:51 - 1:58The guidance notes are guidance notes for
implementers that provide additional information -
1:58 - 2:07that is useful for actual implementation of
the standards. -
2:07 - 2:10These are the contents of the SPHERE manual.

2:10 - 2:13It begins with the humanitarian chapter.

2:13 - 2:20It shows the common standards, that is, standards
common to all disasters. -
2:20 - 2:29In our set team, we have adjusted it to mean
standards for response management. -
2:29 - 2:35Underneath this, it shows standards for water
supply and sanitation, food security and nutrition -
2:35 - 2:42and food aid, shelter and settlement management
of non-food items, the management of health -
2:42 - 2:45services in disaster situations.

2:45 - 2:51These standards are mainly applicable for
disasters that result in mass displacement -
2:51 - 2:58of people, with people living in camps and
they need assistance in these various areas. -
2:58 - 3:06But excerpts of these standards can be used,
can be extracted and used for smaller scale -
3:06 - 3:17disaster situations provided they involve
displacement or resettlement of people. -
3:17 - 3:26Standards are given for response mechanisms
common to all disasters, that is, response -
3:26 - 3:27management.

3:27 - 3:34Water supply, sanitation and hygiene, food
security, nutrition and food-aid, shelter, -
3:34 - 3:41settlement and non-food items, and health
services. -
3:41 - 3:44The standards also include appendices.

3:44 - 3:51Water Supply and Sanitation Initial Needs
Assessment Checklist is provided there. -
3:51 - 3:55Planning guidelines for minimum water quantities
for institutions and other uses, an appendix -
3:55 - 3:58is provided.

3:58 - 4:03Water and excreta related diseases and transmission
mechanisms, an appendix is provided. -
4:03 - 4:08And the standards also give references.

4:08 - 4:10Examples.

4:10 - 4:14If you have a copy of the manual, check for
the standards. -
4:14 - 4:21What is the minimum recommended standard on the
amount of water required per individual per -
4:21 - 4:23day?

4:23 - 4:28How much of this is required for drinking?

4:28 - 4:33What is the standard for quality of drinking
water? -
4:33 - 4:36What is the standard for sanitation facilities?

4:36 - 4:39What is the standard for water stand-pipes?
-
4:39 - 4:48What is the standard for distance to water
source among displaced populations? -
4:48 - 4:50Water and sanitation.

4:50 - 5:04An average of 15 liters of water for use per day per person,
and includes 2.5-3 liters for drinking and food. -
5:04 - 5:12On water quality, the standards specify that
the water should have no fecal coliforms -
5:12 - 5:15in every 100 mls.

5:15 - 5:23Other issues: standards have provided for
excreta disposal a maximum of 20 people per -
5:23 - 5:30latrine, involvement of the people in planning
the sanitation resources, 250 people per stand -
5:30 - 5:37of pipe, and the distance from the dwellings
to the water standpipe should be less than -
5:37 - 5:43500 meters.

5:43 - 5:47Other examples.

5:47 - 5:50Refer to your SPHERE standards manual.

5:50 - 6:01With regards to food and nutrition, 2100 kilocalories
per person per day recommended. -
6:01 - 6:10With regard to cereals, they need about
14 kilograms per person per month. -
6:10 - 6:18Pulses, such as issues like beans, peas, about
2.4 kilograms per person per month. -
6:18 - 6:25Oil 0.8 kilograms per person per month.

6:25 - 6:30And the corn soya blend (CSB) 1.6 Kg per person
per month. -
6:30 - 6:34Remember the vulnerable people!

6:34 - 6:44This is an example of a planned shelter as
a standard. -
6:44 - 6:48In summary, Sphere is based on qualitative
and quantitative standards. -
6:48 - 6:51The standards are universal in nature.

6:51 - 6:57The standards are a summary of five capabilities
that are important in the management of disasters -
6:57 - 7:00that evoke the mass displacement of people.

7:00 - 7:08These include general response management,
or standards common to all disasters, shelter, -
7:08 - 7:12provisions for water and sanitation, provisions
for health, and provisions for food and nutrition.
