Merkel im Bürgerdialog - Das ungeschnittene Gespräch mit dem Flüchtlingsmädchen Reem

  • 0:00 - 0:02
Reem: I came here with my whole family
  • 0:02 - 0:05
and my father used to work as a welder
  • 0:05 - 0:07
    and now, here in Germany,
  • 0:07 - 0:08
    because we don't have
  • 0:08 - 0:10
    a confirmation of residence yet
  • 0:10 - 0:14
    he can't work and yesterday
  • 0:14 - 0:15
    many people at home asked:
  • 0:15 - 0:17
    "Why is it like this,
  • 0:17 - 0:21
foreigners not getting a job as fast
  • 0:22 - 0:23
    as Germans?"
  • 0:23 - 0:26
I was gone for two minutes and
  • 0:26 - 0:28
thought, myself: "Why is it like this?"
  • 0:29 - 0:31
I didn't find an answer to this question.
  • 0:32 - 0:33
    Merkel: So you don't have
  • 0:33 - 0:35
    a confirmation of residence?
  • 0:35 - 0:40
Reem: We had a very hard time lately,
  • 0:40 - 0:44
    since we were almost deported
  • 0:44 - 0:47
and things were not going well at school.
  • 0:47 - 0:49
The teachers and students noticed it,
  • 0:50 - 0:52
therefore- Merkel: You were supposed to
  • 0:52 - 0:53
    go back to Lebanon?
  • 0:53 - 0:57
Reem: Exactly. And I was really unwell-
  • 0:57 - 0:59
    Merkel: What happened now?
  • 0:59 - 1:03
Reem: Now we got a temporary approval.
  • 1:03 - 1:06
We were in Berlin at the embassy,
  • 1:06 - 1:09
    got our Lebanese passports
  • 1:09 - 1:11
and now we are waiting for an answer
  • 1:11 - 1:14
    at the foreigners' registration office.
  • 1:14 - 1:17
Honestly, I want to see my family, again.
  • 1:17 - 1:19
All of this is really intense.
  • 1:19 - 1:23
I have not seen my family for four years.
  • 1:23 - 1:25
    My aunt, grandma, grandpa...
  • 1:25 - 1:28
It's one of the things that really
  • 1:28 - 1:30
    bear me down,
  • 1:32 - 1:34
    that I really want.
  • 1:34 - 1:35
    Merkel: Regarding the asylum bid,
  • 1:35 - 1:37
    we have to ask ourselves:
  • 1:37 - 1:40
"Is there a reason for the request?"
  • 1:40 - 1:43
One thing we want to change is,
  • 1:43 - 1:45
as we discussed with the federal states,
  • 1:45 - 1:46
    the following:
  • 1:46 - 1:47
    When somebody already lives here
  • 1:47 - 1:49
for four years, it is very hard to say:
  • 1:49 - 1:51
"Well, now you learned German, beautifully,
  • 1:51 - 1:53
    and are well-integrated,
  • 1:53 - 1:54
but we notice after these four years,
  • 1:55 - 1:56
that your asylum plea is not rightful."
  • 1:56 - 1:58
On the other hand, it is like this:
  • 1:58 - 2:01
Did you come directly from Lebanon
  • 2:01 - 2:03
or are you originally from Syria?
  • 2:03 - 2:05
    Reem: Lebanon.
  • 2:05 - 2:07
    Merkel: Lebanon is not considered
  • 2:08 - 2:10
a country that is directly involved
  • 2:10 - 2:12
    in a civil war.
  • 2:12 - 2:13
    Reem: Exactly.
  • 2:13 - 2:14
    Merkel: Meaning,
  • 2:14 - 2:16
there are living very many people.
  • 2:16 - 2:18
Palestinian are living in refugee hostels.
  • 2:18 - 2:20
    They live under bad circumstances,
  • 2:20 - 2:21
    we know that.
  • 2:21 - 2:23
    On the other hand,
  • 2:23 - 2:24
there are people who are in need,
  • 2:24 - 2:25
    even more.
  • 2:25 - 2:26
    They flee the civil war.
  • 2:27 - 2:29
We have to favour their asylum requests.
  • 2:29 - 2:31
    Nevertheless, it is not good,
  • 2:31 - 2:32
if the decision takes so long.
  • 2:32 - 2:33
    We have to change this
  • 2:34 - 2:36
and we also discussed it with the states.
  • 2:36 - 2:38
We will consider how to deal with those,
  • 2:38 - 2:40
who are living here since many years
  • 2:41 - 2:43
    in an intermediate state.
  • 2:43 - 2:45
We now want a faster procedure,
  • 2:45 - 2:47
    it might benefit you, too.
  • 2:47 - 2:48
We will say "yes" or "no".
  • 2:48 - 2:51
However, and I have got to say this,
  • 2:51 - 2:53
we will not take in all the people
  • 2:53 - 2:55
living in refugee hostels in Lebanon
  • 2:55 - 2:56
    for 25 years.
  • 2:56 - 2:59
The reason is, that there are many
  • 2:59 - 3:00
coming directly from a war zone, still.
  • 3:00 - 3:02
    Reem: Understandable.
  • 3:02 - 3:04
There is one question on my mind:
  • 3:04 - 3:06
I am here, now and I live.
  • 3:06 - 3:09
    Yet my future is uncertain,
  • 3:09 - 3:11
so long as I don't really know,
  • 3:11 - 3:12
    that I can stay here.
  • 3:13 - 3:14
    Merkel: Well, of course.
  • 3:14 - 3:15
    Reem: Can I -
  • 3:15 - 3:16
    Merkel: Therefore,
  • 3:17 - 3:18
there has to be a decision, now.
  • 3:18 - 3:19
    Reem: Exactly.
  • 3:19 - 3:20
    Merkel: We asked ourselves
  • 3:20 - 3:22
    "What should be changed?"
  • 3:22 - 3:23
and what we plan to do is
  • 3:23 - 3:25
    to change the system
  • 3:25 - 3:27
so that someone like you does not
  • 3:27 - 3:28
    live here for four years
  • 3:28 - 3:29
    before a decison is made.
  • 3:29 - 3:30
Reem: Because I have goals just like -
  • 3:31 - 3:33
    Merkel: Just like everybody else,
  • 3:33 - 3:34
    of course.
  • 3:34 - 3:35
Reem: Exactly. I want to go to uni,
  • 3:35 - 3:37
    that's a dream of mine
  • 3:37 - 3:39
and a goal I want to achieve, badly.
  • 3:39 - 3:43
    It's really unpleasant
  • 3:43 - 3:49
    to watch others enjoy life,
  • 3:49 - 3:54
while not being able to participate.
  • 3:54 - 3:56
    Merkel: I understand it.
  • 3:56 - 4:03
    However, politics can be hard.
  • 4:03 - 4:05
    Now I met you,
  • 4:05 - 4:08
you are an incredibly likeable person.
  • 4:08 - 4:11
But you also know that there are
  • 4:11 - 4:13
    thousands of people left
  • 4:13 - 4:15
    in Lebanons refugee hostels.
  • 4:15 - 4:17
If we say: "You all can come here"
  • 4:17 - 4:19
and "everybody from Africa can come"
  • 4:19 - 4:20
    and "All can come",
  • 4:20 - 4:22
    we can't manage that.
  • 4:22 - 4:24
    We are in this conflict
  • 4:25 - 4:27
    and the only answer is
  • 4:27 - 4:30
not to take so long to decide things.
  • 4:30 - 4:31
    It is a fact,
  • 4:31 - 4:34
that some will have to be sent back, though.
  • 4:34 - 4:36
host: Would be nice to take Reems' face
  • 4:36 - 4:38
    with You, wouldn't it?
  • 4:38 - 4:40
Each time You discuss this speedup,
  • 4:40 - 4:41
You could remember the friendly face.
  • 4:41 - 4:43
    It might encourage You,
  • 4:43 - 4:44
    Federal Chancellor.
  • 4:44 - 4:46
Merkel: Encourage to do what? Be faster?
  • 4:46 - 4:48
host: To actively work on it.
  • 4:48 - 4:50
    Merkel: We are doing that.
  • 4:50 - 4:51
    We are determined
  • 4:51 - 4:53
that the situation is not acceptable
  • 4:53 - 4:54
    We have so many familys
  • 4:54 - 4:56
    with children going to school
  • 4:56 - 4:57
    and something must change.
  • 4:57 - 4:58
host: Could You define a time frame?
  • 4:58 - 4:59
    What does determined mean?
  • 4:59 - 5:03
Merkel: I think we might, in one year -
  • 5:08 - 5:10
    You did a great job!
  • 5:10 - 5:12
host: Federal Chancellor, I don't think
  • 5:12 - 5:13
this is about doing a great job.
  • 5:13 - 5:15
This is a very burdening situation.
  • 5:15 - 5:16
    Merkel: I know,
  • 5:16 - 5:17
that it is a burdening situation.
  • 5:18 - 5:19
And yet again I want to caress her,
  • 5:19 - 5:21
    because we don't want
  • 5:21 - 5:22
to get you in such situations.
  • 5:22 - 5:24
Because you had a rough ride,
  • 5:24 - 5:26
but you did a great job
  • 5:26 - 5:27
at explaining to many, many others,
  • 5:28 - 5:31
in what situation one can be.
  • 5:35 - 5:37
host: We wanted to give you this wish
  • 5:37 - 5:38
    to take along.
  • 5:38 - 5:40
Merkel: We also spoke about it,
  • 5:40 - 5:42
    which is important.
  • 5:42 - 5:44
Sadly, she is not the only one
  • 5:44 - 5:45
    in such a situation.
  • 5:45 - 5:47
Also, we spoke about it in carbinet,
  • 5:47 - 5:49
as we met as a government, today.
  • 5:49 - 5:51
By now there are 6.000 or even 7000
  • 5:52 - 5:55
    underaged people,
  • 5:55 - 6:00
who are seeking asylum, on their own
  • 6:00 - 6:03
    with Germany as a whole
  • 6:03 - 6:06
    and the different federal states
  • 6:06 - 6:09
    taking care.
  • 6:11 - 6:13
We do it, we want it.
  • 6:14 - 6:16
Even so, this makes us aware
  • 6:16 - 6:19
that at other places in the world
  • 6:20 - 6:23
it is not always as nice as here.
  • 6:23 - 6:25
    There are so many people
  • 6:26 - 6:29
    living under horrible circumstances.
  • 6:29 - 6:33
Part of this is the conflict between
  • 6:33 - 6:36
Israel and Palestine and the Arabic states
  • 6:36 - 6:39
    waiting for resolving, still.
  • 6:39 - 6:42
You and many others suffer as a result.
  • 6:42 - 6:45
    For years, decades,
  • 6:45 - 6:49
    families and superfamilies
  • 6:49 - 6:51
    live in refugee hostels, there.
  • 6:51 - 6:54
At the moment millions of people from
  • 6:54 - 6:57
    Syria live in Jordan, Lebanon,
  • 6:57 - 6:58
    as you know.
  • 6:59 - 7:01
    We want your own countrys
  • 7:01 - 7:03
to become a good home, again.
  • 7:03 - 7:05
We help to achieve this, too.
  • 7:05 - 7:07
We can not welcome everyone to Germany,
  • 7:07 - 7:10
our political task also is to create
  • 7:10 - 7:12
    good circumstances in other countrys,
  • 7:12 - 7:13
    again.
  • 7:13 - 7:15
Germany helps to do that, too.
