    this point of that property not really

    sure what I can say here so let's get

    for helping that area develop it's

    obviously going to help my property what

    I'm concerned about is the things that

    have happened in developing to get the

    property ready for Steve so when the

    trees were excavated which was a very

    large tree excavation my property was
  • 20:04 - 20:13
    damaged during that time a tree fell on

    my gutter and caused damage the
  • 20:13 - 20:18
    excavating company gave me a hundred
  • 20:14 - 20:20
    bucks tapped it said it's good but since
  • 20:18 - 20:23
    then I've been getting puddling in the
  • 20:20 - 20:27
    front yard really bad puddling that I'm
  • 20:23 - 20:30
    concerned about they also put up a
  • 20:27 - 20:32
    commercial line or a commercial fence to
  • 20:30 - 20:34
    protect the property I have a
  • 20:32 - 20:38
    residential small fence and they've
  • 20:34 - 20:42
    hooked the fences up so now my fence is
  • 20:38 - 20:45
    damaged I removed it myself
  • 20:42 - 20:49
    and someone came back and put it up so I
  • 20:45 - 20:52
    had pictures my landscaping in the
  • 20:49 - 20:55
    backyard as they removed the trees and
  • 20:52 - 20:56
    they came with their cranes they came
  • 20:55 - 20:59
    into my property and damaged the
  • 20:56 - 21:01
    landscape back there as well I have
  • 20:59 - 21:02
    pictures it's very difficult for me to
  • 21:01 - 21:06
    mow on the west side of the house
  • 21:02 - 21:08
    because there's no real division of
  • 21:06 - 21:11
    property because now that the trees are
  • 21:08 - 21:13
    gone it's just kind of like open field
  • 21:11 - 21:16
    so this is kind of a request for me I

    don't know how we can establish a
  • 21:16 - 21:19
    boundary that

    makes sense because when you look at

    your city plans or the plot plans they

    kind of go zigzag I would before this

    happens I would really like for us to

    establish some kind of straight line

    between my property and the new property

    I'm really concerned with flooding

    because it's a large hill and it's

    already been happening since the trees

    have been removed and then just

    generally people coming in and out of my

    yard because it's just such an open area

    and it looks like I don't know you can

    just go play in both yards I don't know

    so and then the last thing I wrote down

    was just constantly have to call the

    city to have him mow the area because

    the grass gets extremely long and it's

    hard to see and you know going into that

    like that from the driveway what would

    be the easement I guess you want to call

    it and you know probably more field-mice

    than there needs to be because the it

    just doesn't get mowed often enough so

    small town before I ran for council but

    tonight I want to talk to you about the

    Harkin Institute for Public Policy and
  • 63:25 - 63:29
    citizen engagement that was established
  • 63:27 - 63:31
    at Drake in 2013 with a mission to
  • 63:29 - 63:33
    inform citizens inspire creative
  • 63:31 - 63:35
    cooperation and catalyze change on
  • 63:33 - 63:38
    issues of social justice fairness and
  • 63:35 - 63:40
    opportunity and as our name suggests we
  • 63:38 - 63:43
    have two primary goals the first is to
  • 63:40 - 63:45
    produce high quality nonpartisan Public
  • 63:43 - 63:47
    Policy Research to help policymakers
  • 63:45 - 63:50
    make educated decisions the second is to
  • 63:47 - 63:51
    engage the public in conversations that
  • 63:50 - 63:54
    foster active and informed civic
  • 63:51 - 63:56
    participation so it's worth noting that
  • 63:54 - 63:59
    we have several programs specifically
  • 63:56 - 64:00
    for Drake and Drake University students
  • 63:59 - 64:02
    a large number of those participating in
  • 64:00 - 64:03
    our public programming are members of
  • 64:02 - 64:06
    the Des Moines community at large in
  • 64:03 - 64:08
    fact we brought nearly 11,000 people to
  • 64:06 - 64:09
    campus since we came to drink and
  • 64:08 - 64:11
    although we work around the globe we're
  • 64:09 - 64:12
    proud to be located in Des Moines and
  • 64:11 - 64:13
    we're proud of the
  • 64:12 - 64:15
    money programming we're able to provide
  • 64:13 - 64:18
    to our neighbors and our community
  • 64:15 - 64:20
    members much of our research and program
  • 64:18 - 64:22
    is concentrated in for public policy
  • 64:20 - 64:25
    areas to which Senator Harkin dedicated
  • 64:22 - 64:27
    his career wellness and nutrition labor
  • 64:25 - 64:29
    and employment retirement security and
  • 64:27 - 64:31
    of course people with disabilities and
  • 64:29 - 64:32
    as you all know fighting for the rights
  • 64:31 - 64:34
    of individuals with disabilities was a
  • 64:32 - 64:37
    hallmark of Senator Harkins career and
  • 64:34 - 64:39
    it's an area we're proud to continue to
  • 64:37 - 64:40
    work on at the Institute in particular
  • 64:39 - 64:43
    the Institute has been focused on how we
  • 64:40 - 64:45
    can help promote competitive integrated
  • 64:43 - 64:47
    employment for people with disabilities
  • 64:45 - 64:49
    around the world we partnered around the
  • 64:47 - 64:51
    world with those who are working to
  • 64:49 - 64:53
    tackle this challenge and Senator Harkin
  • 64:51 - 64:54
    has set an ambitious goal that we will
  • 64:53 - 64:56
    double the labor force participation
  • 64:54 - 65:00
    rate among people with disabilities by
  • 64:56 - 65:02
    2027 it's not an easy task to get there
  • 65:00 - 65:03
    we need to completely rethink our
  • 65:02 - 65:05
    approach to our workforce and we need to
  • 65:03 - 65:07
    be bold in our commitment to creating
  • 65:05 - 65:10
    spaces that are accessible to everyone
  • 65:07 - 65:12
    so the ADA a was signed 29 years ago but
  • 65:10 - 65:14
    when it comes to building design too
  • 65:12 - 65:15
    many people are still in the mindset of
  • 65:14 - 65:17
    providing the bare minimum to comply
  • 65:15 - 65:19
    with the law when we should be thinking
  • 65:17 - 65:22
    of how we can create the most inclusive
  • 65:19 - 65:23
    and accessible spaces possible so the
  • 65:22 - 65:25
    Harkin Institute we're constantly
  • 65:23 - 65:28
    re-evaluating how we do things
  • 65:25 - 65:31
    questioning ourselves and asking how we
  • 65:28 - 65:32
    can make things more accessible whether
  • 65:31 - 65:34
    that's through our communications
  • 65:32 - 65:36
    materials our events or our public
  • 65:34 - 65:38
    spaces and that's why we challenged our
  • 65:36 - 65:40
    architect to create a space that serves
  • 65:38 - 65:42
    is not just a model of inclusive design
  • 65:40 - 65:44
    but also a challenge to others to
  • 65:42 - 65:46
    rethink their own practices and how they
  • 65:44 - 65:48
    can raise the bar when it comes to
  • 65:46 - 65:50
    inclusion and equity lastly I want to
  • 65:48 - 65:52
    highlight briefly one of the deliberate
  • 65:50 - 65:54
    processes we undertook while designing
  • 65:52 - 65:56
    this space there's a phrase in the
  • 65:54 - 65:59
    disability community that's regularly
  • 65:56 - 66:01
    heard that is nothing about us without
  • 65:59 - 66:03
    us and I cannot presume to know the most
  • 66:01 - 66:05
    important factors of an accessible space
  • 66:03 - 66:07
    for someone who is deaf or someone who
  • 66:05 - 66:09
    is blind or someone who is user of a
  • 66:07 - 66:11
    wheelchair but at the Institute we have
  • 66:09 - 66:14
    a disability policy committee made up of
  • 66:11 - 66:16
    15 experts in different areas of
  • 66:14 - 66:18
    disability and most of whom have
  • 66:16 - 66:20
    disabilities themselves now ordinarily
  • 66:18 - 66:23
    this groups responsibility is to help us
  • 66:20 - 66:25
    with our policy research help us set our
  • 66:23 - 66:27
    agenda but we knew how important
  • 66:25 - 66:29
    to get this building right so we along
  • 66:27 - 66:31
    with Kevin our architect met with this
  • 66:29 - 66:33
    group on multiple occasions to discuss
  • 66:31 - 66:34
    with them directly what was most
  • 66:33 - 66:36
    important to them when it comes to the
  • 66:34 - 66:40
    making the built environment not only
  • 66:36 - 66:41
    accessible but truly inclusive so you'll
  • 66:40 - 66:43
    see their feedback reflected in the
  • 66:41 - 66:45
    building proposal you have before you in
  • 66:43 - 66:47
    all sorts of ways so at the harken
  • 66:45 - 66:50
    Institute we have a tremendous legacy to
  • 66:47 - 66:52
    live up to equitable access is immensely
  • 66:50 - 66:54
    important to us it's not enough for us
  • 66:52 - 66:56
    to meet the minimum standards of
  • 66:54 - 66:57
    accessibility access and Universal
  • 66:56 - 66:59
    Design are at the heart of this building
  • 66:57 - 67:02
    as well as the Institute's mission and
  • 66:59 - 67:04
    identity a place known for its work on
  • 67:02 - 67:06
    behalf of persons with disabilities can
  • 67:04 - 67:08
    do no less we need to create a space
  • 67:06 - 67:10
    that is truly inclusive for all
  • 67:08 - 67:12
    individuals a building that were drawn
  • 67:10 - 67:14
    national attention as an iconic example

    of universal design can serve as a model
  • 67:14 - 67:18
    for other organizations of how to create
  • 67:16 - 67:20
    a work space and a space for public

    gatherings that's welcoming for everyone

    of retrofitted to make that work at the

    time but all of this area is sort of a

    plateau about five five to six feet
  • 68:31 - 68:38
    higher than University and 28th Street
  • 68:34 - 68:42
    something just note I should mention too
  • 68:38 - 68:46
    that I do agree Drake does agree with
  • 68:42 - 68:48
    Eric and that the only issue we have
  • 68:46 - 68:51
    with the staff recommendations is this
  • 68:48 - 68:54
    notion of a an entrance on University we
  • 68:51 - 68:56
    we cannot accommodate that and and you
  • 68:54 - 68:59
    know I'll demonstrate why here in a
  • 68:56 - 69:02
    second we do also meet four of the five
  • 68:59 - 69:04
    criteria for you folks to grant
  • 69:02 - 69:06
    exceptions to the design guidelines we
  • 69:04 - 69:08
    have at a regular shaped site it's one
  • 69:06 - 69:11
    point eight eight acres we have
  • 69:08 - 69:12
    topography challenges and existing
  • 69:11 - 69:15
    buildings that we're all trying to
  • 69:12 - 69:20
    maintain so within the within the
  • 69:15 - 69:22
    ordinance we meet four or five of the of
  • 69:20 - 69:26
    the things that require or that allow
  • 69:22 - 69:28
    you to grant exceptions so again here is
  • 69:26 - 69:29
    the corner at 28th and university

    looking Southwest this is the church

    we're placing the building in this zone

    right here and so you'll see here when

    we drive in we're ascending grade so one

    of the issues with the ordinance as it

    stands right now is that by requiring

    and for good reason by requiring an

    entrance on on the north side at

    University the ordinance actually

    suggests parking on the rear side the
  • 69:55 - 69:59
    issue with everything that Joseph just

    said with accessibility is that your

    parking on the back side of the building

    with an entrance on the north side of

    the building and so for this particular

    building not only is there a distance

    issue just for any site related to that

    there's an issue with this particular
  • 70:11 - 70:15
    site because there's a
  • 70:12 - 70:17
    for changing grade so you'll see in our
  • 70:15 - 70:19
    design solution how we tried to manage

    that which requires us to move the

    entrance off of University is the main
  • 70:22 - 70:25
    thing

    so for me I have multiple sclerosis and

    for me I have to scope out ahead of time

    if I'm gonna beat somebody I have to
  • 70:31 - 70:34
    scope out you know a couple of days in

    advance what am I going to meet them

    warming in a park how far do I have to

    walk to get from parking to a front door
  • 70:39 - 70:47
    so here's another issue or another sight

    way for a person like me that can still

    walk thankfully to get to the front door

    even though the front door is accessible

    to University in for transit folks you

    know walking on the sidewalk those of us

    those of us with disabilities will have

    a challenge getting to that front door

    so what we did is the first thing we did

    is we slid the building west by sliding
  • 71:46 - 71:52
    the building west we've created this
  • 71:48 - 71:54
    this public plaza space that absolutely
  • 71:52 - 71:56
    has a wonderful presence and you'll see
  • 71:54 - 71:58
    here in a second to university and it's
  • 71:56 - 72:02
    creating that front door experience for
  • 71:58 - 72:03
    us off of the University Avenue in
  • 72:02 - 72:05
    key thing here though is that this was
  • 72:03 - 72:08
    initial concepts we had from the
  • 72:05 - 72:10
    beginning the parking here is handicap
  • 72:08 - 72:12
    parking right by the front door rather
  • 72:10 - 72:14
    than parking anywhere in this zone

    having to walk around the building to a
  • 72:14 - 72:20
    front door over here distance distance
  • 72:17 - 72:23
    does matter and so that's one thing

    ordinances and city plants don't account
  • 72:23 - 72:26
    for appropriately as the distance

    someone has to walk from a parking stall

    the front door so we are trying to

    manage that very well right here all of

    the visitors for this building will park

    back here staff will park back here and

    everyone's a lot of people for this

    building will be coming from this

    direction and that's why we felt the

    best and most appropriate and gracious

    accessible entry is at that southeast

    corner the other thing to note here is

    there's a visual access from Drake
