The hidden opportunities of the informal economy

  • Not Synced
    The informal markets of Africa
    are stereotypically seen
  • Not Synced
    as chaotic and lackadaisical.
  • Not Synced
The downside of hearing the word informal
  • Not Synced
is this automatic association we have,
  • Not Synced
    which is very negative,
  • Not Synced
    and it's had significant consequences
    and economic losses,
  • Not Synced
    easily adding --
  • Not Synced
or subrtacting 40 to 60 percent
    of the profit margin
  • Not Synced
    for the informal markets alone.
  • Not Synced
As part of a task of mapping
    the informal trade ecosystem,
  • Not Synced
we've done an extensive literature review
of all the reports and reseach
  • Not Synced
on cross-border trade in East Africa,
  • Not Synced
    going back 20 years.
  • Not Synced
This was to prepare us for field work
to understand what was the problem,
  • Not Synced
what was holding back informal trade
    in the informal sector.
  • Not Synced
What we discovered over the last 20 years
  • Not Synced
    was nobody had distinguished
    between illicit,
  • Not Synced
which is like smuggling or contraband
    in the informal sector,
  • Not Synced
    from the legal but unrecorded,
  • Not Synced
    such as tomatoes, oranges --
  • Not Synced
    fruit.
  • Not Synced
    This criminalization,
  • Not Synced
what in Swahili refers to as "Biashara,"
  • Not Synced
which is the trade or the commerce,
  • Not Synced
    versus "Magendo,"
  • Not Synced
which is the smuggling or contraband.
  • Not Synced
    This criminalization
    of the informal sector,
  • Not Synced
    in English,
  • Not Synced
    by not distinguishing these aspects,
  • Not Synced
easily can cost each African economy
between 60 to 80 percent addition
  • Not Synced
on the annual DP growth rate
  • Not Synced
    because we are not recognizing
  • Not Synced
    the engine of what keeps
    the economies running.
  • Not Synced
The informal sector is growing jobs
    at four times the rate
  • Not Synced
    of the traditional formal economy,
  • Not Synced
or "modern" economy, as many call it.
  • Not Synced
    It offers employment and income
    generation opportunities
  • Not Synced
    to the most "unskilled"
    in conventional disciplines.
  • Not Synced
But can you make a french fry
machine out of an old car?
  • Not Synced
    So, this, ladies and gentlemen,
  • Not Synced
    is what so desperately needs
    to be recognized.
  • Not Synced
As long as the current assumptions hold
    that this is criminal,
  • Not Synced
    this is shadow,
  • Not Synced
    this is illegal,
  • Not Synced
there will be no attempt at integrating
    the informal economic ecosystem
  • Not Synced
with the form or even the global one.
  • Not Synced
I'm going to tell you a story of Theresea,
  • Not Synced
    a trader who overturned
    all our assumptions,
  • Not Synced
made us question all the stereotypes
    that we'd gone in on
  • Not Synced
based on 20 years of literature review.
  • Not Synced
Theresea sells clothes under a tree
    in a town called [Manaba]
  • Not Synced
on the border of Uganda and Kenya.
  • Not Synced
You think it's very simple, don't you?
  • Not Synced
We'll go hang up new clothes
    from the branches,
  • Not Synced
    put out the tarp,
  • Not Synced
    settle down,
  • Not Synced
    wait for customers
  • Not Synced
    and there we have it.
  • Not Synced
She was everything we were expecting
    according to the literature,
  • Not Synced
    to the research.
  • Not Synced
Right down to she was a single mom,
  • Not Synced
    driven to trade,
  • Not Synced
    supporting her kids.
  • Not Synced
    So what overturned our assumptions?
  • Not Synced
    What surprised us?
  • Not Synced
    First, Theresea paid the county
    government market fees
  • Not Synced
    every single working day
  • Not Synced
    for the privilege of setting
    up shop under her tree.
  • Not Synced
She's been doing it for seven years,
  • Not Synced
    and she's been getting receipts.
  • Not Synced
    She keeps records.
  • Not Synced
    We're seeing not a marginal,
  • Not Synced
    underprivileged,
  • Not Synced
    [wearable],
  • Not Synced
    African woman trader
by the side of the road,
  • Not Synced
    no.
  • Not Synced
We were seeing somebody who's keeping
    sales records for years.
  • Not Synced
Somebody who had an entire ecosystem
of retail that comes in from Uganda
  • Not Synced
    to pick up inventory.
  • Not Synced
    Someone who's got handcarts
    bringing the goods in,
  • Not Synced
    [and the] mobile money agent
    who comes to collect cash
  • Not Synced
at the end of the evening.
  • Not Synced
Can you guess how much Theresea spends
on average each month on inventory --
  • Not Synced
    stocks of new clothes
    that she gets from Nairobi?
  • Not Synced
    $1,500 US dollars.
  • Not Synced
    That's around 20,000 US dollars
invested in trade goods and services
  • Not Synced
    every year.
  • Not Synced
    This is Theresea,
  • Not Synced
    the invisible one,
  • Not Synced
    the hidden middle.
  • Not Synced
And she's only the first rung
    of the small entrepreneurs,
  • Not Synced
the microbusinesses that can be found
    in these market towns,
  • Not Synced
at least in the larger [Malaba] border,
  • Not Synced
    she's at the first rung.
  • Not Synced
The people further up the value chain
  • Not Synced
    are easily running
    three lines of business,
  • Not Synced
    investing 2,500 to 3,000
    US dollars every month.
  • Not Synced
    So the problem turned out
    that it wasn't the criminalization,
  • Not Synced
    you can't really criminalize someone
    you're charging receipts from,
  • Not Synced
    it's the lack of recognition
    of their skilled occupations.
  • Not Synced
    The bank systems and structures
have no means to recognize them
  • Not Synced
    as microbusinesses,
  • Not Synced
    much less the fact that,
  • Not Synced
    you know,
  • Not Synced
    a tree doesn't have a forwarding address.
  • Not Synced
So she's trapped in the middle.
  • Not Synced
    She's falling through the cracks
    of our assumptions.
  • Not Synced
    You know all those microloans
    to help African women traders?
  • Not Synced
    They're going to loan her
    50 dollars or 100 dollars.
  • Not Synced
What's she going to do with it?
  • Not Synced
    She spends 10 times
    that amount every month
  • Not Synced
    just on inventory,
  • Not Synced
    we're not talking about
    the additional services
  • Not Synced
    or the support ecosystem.
  • Not Synced
These are the ones who fit neither
    the policy stereotype
  • Not Synced
of the low-skilled and the marginalized,
  • Not Synced
    nor the white-collar,
    salaried office worker
  • Not Synced
or civil servant with a pension
  • Not Synced
    that the middle classes
    are allegedly composed of.
  • Not Synced
    Instead, what we have here
    are the [proto-esenes],
  • Not Synced
    these are the fertile seeds
    of businesses and enterprises
  • Not Synced
    that keep the engines running.
  • Not Synced
They put food on your table.
  • Not Synced
    Even here in this hotel,
  • Not Synced
    the invisible ones,
  • Not Synced
    the butchers, the bakers
    the candle-stick makers.
  • Not Synced
They make the machines that make
your french fries and they make your beds.
  • Not Synced
    These are the invisible businesswomen
    trading across borders.
  • Not Synced
All on the side of the road,
  • Not Synced
    and so they're invisible
    to data gatherers.
  • Not Synced
    And get mashed together
    with the vast informal sector
  • Not Synced
    that doesn't bother to distinguish
    between smuggles and tax evaders
  • Not Synced
    and those running illegal whatnot,
  • Not Synced
    and the ladies who trade
and who put food on the table,
  • Not Synced
and send their kids to university.
  • Not Synced
So that's really what I'm asking here.
  • Not Synced
    That's all that we need
    to start by doing.
  • Not Synced
Can we start by recognizing the skills,
  • Not Synced
    the occupations,
  • Not Synced
we could transform the informal economy
    by beginning the recognition
  • Not Synced
and then designing the customized doorways
for them to enter or integrate
  • Not Synced
    with the formal, with global,
    with the entire system.
  • Not Synced
    Thank you ladies and gentlemen.
  • Not Synced
    (Applause)
