Not Synced
On Tuesday, January 16, 1996,
-
Not Synced
I walked in to the office of the president
-
Not Synced
as Head of State
of the Republic of Sierra Leone.
-
Not Synced
I had not been elected.
-
Not Synced
Four years earlier,
-
Not Synced
I was one of of 30 heavily-armed
military officers,
-
Not Synced
all in our 20s,
-
Not Synced
who had driven from the war front
-
Not Synced
into the capital city, Freetown.
-
Not Synced
We had only one objective:
-
Not Synced
to overthrow a corrupt, repressive,
and single-party dictatorship
-
Not Synced
that had kept itself in power
for over 25 years.
-
Not Synced
But in the end, it wasn't a violent coup.
-
Not Synced
After we fired a few shots
and seized the radio station,
-
Not Synced
hundreds of thousands of citizens
jumped onto the streets
-
Not Synced
to welcome us as liberators.
-
Not Synced
If you are thinking this seems
like a movie script, I'm with you.
-
Not Synced
I was part of the ruling
military government,
-
Not Synced
and I served in several roles.
-
Not Synced
Our goal was always to return the country
to democratic civilian rule,
-
Not Synced
but after four years,
-
Not Synced
those multi-party democratic elections
had still not happened.
-
Not Synced
Citizens were beginning
to lose faith in our promise.
-
Not Synced
But you know what?
-
Not Synced
I like to keep my promises.
-
Not Synced
Some of my comrades and I
staged another military coup,
-
Not Synced
but this time against
our own head of state and commander.
-
Not Synced
Again it was a bloodless coup.
-
Not Synced
That is how I became the new military
head of state on January 16, 1996.
-
Not Synced
I was still only 31 years old.
-
Not Synced
Of course, power was sweet.
-
Not Synced
I felt invulnerable.
-
Not Synced
I had thousands of heavily armed men
-
Not Synced
and aircraft at my command.
-
Not Synced
I was heavily protected,
-
Not Synced
and I lived in luxury.
-
Not Synced
But my obligations to my nation
were always superior.
-
Not Synced
Millions of fellow citizens
were either displaced
-
Not Synced
or fleeing the violence
and pillage of war,
-
Not Synced
so I engaged in a series
of diplomatic activities
-
Not Synced
right across the sub-region,
-
Not Synced
and convinced the reclusive rebel leader
-
Not Synced
to initiate peace talks
for the very first time.
-
Not Synced
I also called a national
consultative conference
-
Not Synced
of civil society organizations
and stakeholders
-
Not Synced
to advise on the best way forward.
-
Not Synced
In both cases, I shared with them
what I believed in then and now,
-
Not Synced
that Sierra Leone is bigger than all of us
-
Not Synced
and that Sierra Leone must be a secure,
peaceful and just society
-
Not Synced
where every person can thrive
-
Not Synced
and contribute to national development.
-
Not Synced
And so I initiated peace talks
with the rebels.
-
Not Synced
I organized the first multi-party
democratic elections in nearly 30 years.
-
Not Synced
(Applause)
-
Not Synced
I handed over power
-
Not Synced
to the newly elected president,
-
Not Synced
I retired from the army,
-
Not Synced
and I left my country
for the United States of America
-
Not Synced
to study,
-
Not Synced
all in three months.
-
Not Synced
(Applause)
-
Not Synced
In many a long walk,
-
Not Synced
I wondered how we could get it
right again as a nation.
-
Not Synced
More than 20 years later,
-
Not Synced
in April 2018,
-
Not Synced
with a few more wrinkles and grey hair,
-
Not Synced
I was again head of state.
-
Not Synced
But guess what?
-
Not Synced
This time I have been
democratically elected.
-
Not Synced
(Applause)
-
Not Synced
At the polling stations last year,
-
Not Synced
my three-year old daughter
Amina was in my arms.
-
Not Synced
She insisted on holding on
to my ballot paper with me.
-
Not Synced
She was intent and focused.
-
Not Synced
At that moment,
-
Not Synced
with my ballot papers in both our hands,
-
Not Synced
I fully understood the one priority for me
-
Not Synced
if I was elected President
of the Republic of Sierra Leone:
-
Not Synced
that is, how could I make
the lives of Amina
-
Not Synced
and millions of other young girls and boys
-
Not Synced
better in our country?
-
Not Synced
I believe that leadership is about
creating possibilities that everyone,
-
Not Synced
especially the young people,
can believe in,
-
Not Synced
own,
-
Not Synced
work to actualize,
-
Not Synced
and which they can
actively fight to protect.
-
Not Synced
The pathway to power and leadership
-
Not Synced
can be littered with impediments,
-
Not Synced
but more often with funny questions
-
Not Synced
that may similarly defy answers.
-
Not Synced
How does one take on the unique challenges
of a country like Sierra Leone?
-
Not Synced
We had mine mineral resources
for over a hundred years,
-
Not Synced
but we still are poor.
-
Not Synced
We had collected foreign aid
for 58 years, but we are still poor.
-
Not Synced
The secret to economic development
-
Not Synced
is in nature's best resources:
-
Not Synced
skilled, healthy
and productive human beings.
-
Not Synced
The secret to changing our country
lay in enhancing and supporting
-
Not Synced
the limitless potential
of the next generation
-
Not Synced
and challenging them
to change our country.
-
Not Synced
Human capital development
-
Not Synced
was the key to national development
-
Not Synced
in Sierra Leone.
-
Not Synced
As a candidate,
-
Not Synced
I met with and listened
to many young men and women
-
Not Synced
right across the country
and in the diaspora.
-
Not Synced
Though we are feeling disconnected
from political leadership
-
Not Synced
and care little about
the future of our country,
-
Not Synced
how could we engage them
-
Not Synced
and make them believe that the answers
to transforming our nation
-
Not Synced
was right in their hands?
-
Not Synced
Immediately after becoming president,
-
Not Synced
I appointed some of Sierra Leone's
brightest young people as leaders
-
Not Synced
with responsibility to realize
our shared vision
-
Not Synced
of transforming Sierra Leone.
-
Not Synced
I am grateful many of them said yes.
-
Not Synced
Let me give you a few examples.
-
Not Synced
Corruption had been endemic
in governance institutions
-
Not Synced
and in public life in Sierra Leone,
-
Not Synced
undermining public trust
-
Not Synced
and the country's
international reputation.
-
Not Synced
I appointed a young ??
as Commissioner
-
Not Synced
for the Anti-Corruption Commission.
-
Not Synced
In less than a year,
-
Not Synced
he had a hundred percent conviction rate
-
Not Synced
and recovered over
1.5 million dollars of stolen money.
-
Not Synced
That is seed money for building
-
Not Synced
the country's first ever national medical
diagnostic center in Sierra Leone.
-
Not Synced
(Applause)
-
Not Synced
The Millennium Challenge Corporation
recently gave us a green scorecard
-
Not Synced
for the control of corruption indicator,
-
Not Synced
and multilateral development partners
that had left Sierra Leone
-
Not Synced
are now beginning to return.
-
Not Synced
We are determined to break
a culture of corruption
-
Not Synced
and the culture of impunity
-
Not Synced
that is associated with corruption.
-
Not Synced
Before I became president,
-
Not Synced
I met a skinny, dreadlocked
MIT/Harvard-trained inventor in London.
-
Not Synced
Over coffee, I challenged him
to think and plan along with me
-
Not Synced
how innovation could help
to drive national development
-
Not Synced
in the areas of governance,
revenue mobilization, healthcare,
-
Not Synced
education, delivering public service
-
Not Synced
and supporting private sector growth.
-
Not Synced
How could Sierra Leone participate
in the digital economy
-
Not Synced
and become an innovation hub?
-
Not Synced
Guess what?
-
Not Synced
He left his cozy job at IBM
-
Not Synced
and he now leads a team
of young men and women
-
Not Synced
within the newly established Directorate
of Science, Technology and Innovation
-
Not Synced
in my own office.
-
Not Synced
(Applause)
-
Not Synced
That young man is right in here.
-
Not Synced
I challenged another
young Sierra Leonian woman
-
Not Synced
to set up and lead the new Ministry
of Planning and Economic Development.
-
Not Synced
She consulted widely with Sierra Leonians
-
Not Synced
and produced in record time
-
Not Synced
the medium-term national development plan,
-
Not Synced
titled, "Education For Development."
-
Not Synced
We now have our national development needs
-
Not Synced
in easily understandable clusters,
-
Not Synced
and we can now plan our budgets,
-
Not Synced
align development partner contributions,
-
Not Synced
and measure our own progress.
-
Not Synced
But the story of
my government's flagship program
-
Not Synced
is even more daring,
-
Not Synced
if I can call it that.
-
Not Synced
Today, three out of five adults
in Sierra Leone cannot read or write.
-
Not Synced
Thousands of children
were not able to go to school
-
Not Synced
or had dropped out of school
-
Not Synced
because their parents could just
not afford the $20 school fees per year.
-
Not Synced
Women and girls who constitute
51 percent of our population
-
Not Synced
were not given equal opportunity
-
Not Synced
to be educated.
-
Not Synced
So the obvious answer is to put in place
free quality education
-
Not Synced
for every Sierra Leonian child,
-
Not Synced
regardless of gender,
ability or ethnicity.
-
Not Synced
(Applause)
-
Not Synced
Great idea you've clapped for.
-
Not Synced
Right?
-
Not Synced
But the only problem is we had no money
to start the program, absolutely nothing.
-
Not Synced
Development partners wanted to see data
before associating with my vision.
-
Not Synced
Of course, political
opponents laughed at me.
-
Not Synced
But I campaigned that innovation
-
Not Synced
that invests in human capital development
-
Not Synced
through free quality education,
-
Not Synced
affordable and high quality
healthcare services,
-
Not Synced
and food security
-
Not Synced
would accelerate its national
development program.
-
Not Synced
I argued that for Sierra Leone
to produce a highly skilled,
-
Not Synced
innovative and productive workforce
-
Not Synced
fit for the 21st century global economy,
-
Not Synced
we needed to invest heavily in human
capital development in Sierra Leone.
-
Not Synced
But we had no money because
the previous government
-
Not Synced
had virtually emptied the coffers.
-
Not Synced
We clamped down on corruption,
-
Not Synced
closed up the loopholes
for fraud and waste,
-
Not Synced
and we watched the money build up.
-
Not Synced
We successfully launched
a free quality education program
-
Not Synced
in August last year,
-
Not Synced
four years, four months later.
-
Not Synced
Today, two million children
are going to school.
-
Not Synced
(Applause)
-
Not Synced
Twenty-one percent of the national budget
-
Not Synced
supports free quality education.
-
Not Synced
In close collaboration and in partnership
with development partners,
-
Not Synced
we have now provided teaching
and learning materials,
-
Not Synced
safe spaces for girls,
-
Not Synced
and started implementing
school feeding programs
-
Not Synced
across the entire country.
-
Not Synced
We have even paid a backlog
of salaries for teachers.
-
Not Synced
Any girl admitted to university
to study science, technology,
-
Not Synced
engineering, mathematics
and other related disciplines
-
Not Synced
receives a full scholarship
in Sierra Leone today.
-
Not Synced
(Applause)
-
Not Synced
And here is why this matters:
-
Not Synced
in a few years, we will have
a healthier, better educated,
-
Not Synced
and highly skilled young population
-
Not Synced
that will lead and drive
the country's national development.
-
Not Synced
Though the world equipped to deploy
science, technology and innovation,
-
Not Synced
that we attract investment
in diversified areas of our economy,
-
Not Synced
from tourism to fisheries and from
renewable energy to manufacturing.
-
Not Synced
That is my biggest bet.
-
Not Synced
In my mind, this is what
leadership is all about,
-
Not Synced
a mission to listen with empathy
-
Not Synced
to the creators of ideas,
-
Not Synced
the hopes and aspirations
of a younger generation
-
Not Synced
who are just looking
for a chance to be better
-
Not Synced
and to make our country better.
-
Not Synced
It is about letting them know
-
Not Synced
that their dreams matter.
-
Not Synced
It is about standing with them
and asking, "Why not?"
-
Not Synced
when they ask seemingly
impossible questions.
-
Not Synced
It is about exploring, making,
-
Not Synced
and owning a shared vision.
-
Not Synced
The most audacious
and nation-changing events
-
Not Synced
or policies or even personal choices
-
Not Synced
happen when we ask, "Why not?"
-
Not Synced
then make bold choices and ensure
those bold choices happen.
-
Not Synced
I wake up every day believing that
our country should no longer be defined
-
Not Synced
by the stigma of the past.
-
Not Synced
The future offers hope
and opportunity for all.
-
Not Synced
It matters to me that young men and women
-
Not Synced
right across the country can imagine
for themselves that they to can be
-
Not Synced
and are part of this story of our nation.
-
Not Synced
I want to challenge them to build a nation
-
Not Synced
where three-year-olds like my daughter,
-
Not Synced
??.
-
Not Synced
can grow up in good governance,
-
Not Synced
quality education,
-
Not Synced
healthcare,
-
Not Synced
and good infrastructure.
-
Not Synced
I want our children
-
Not Synced
to become young men and women
-
Not Synced
who can continue nourishing
the trees that will grow
-
Not Synced
from the seeds that we are planting today.
-
Not Synced
Now can someone tell me
-
Not Synced
why we should not dare imagine
that future in Sierra Leone?
-
Not Synced
Thank you.
-
Not Synced
(Applause)
