  • 1:45 - 1:52
alright item two on the agenda is
  • 1:49 - 1:54
approving the agenda as presented and/or
  • 1:52 - 1:57
as amended and let me quickly check
  • 1:54 - 2:00
there are a couple of amendments and
  • 1:57 - 2:03
changes item 10e is withdrawn by the

  • 2:43 - 2:48
the direction to direct the city manager
  • 2:45 - 2:52
on the on a tax levy and we'll go over
  • 2:48 - 2:55
that as the extra item other than that I
  • 2:52 - 2:57
think if somebody gives a little bit
  • 2:55 - 2:59
kind of question first I'm sorry
  • 2:57 - 3:03
sure did we have to take action on the
  • 2:59 - 3:06
East Village parking garage I pulled it
  • 3:03 - 3:09
okay okay I think I actually just pulled
  • 3:06 - 3:13
off the whole rate of item 49 then I'm
  • 3:09 - 3:16
the speaker okay but yes I am all right
  • 3:13 - 3:19
I know you're going with that I'll move
  • 3:16 - 3:23
item 2 okay item 2 has been moved on
  • 3:19 - 3:25
    paper I post item passes
  • 3:23 - 3:28
item 3 is approving the consent agenda
  • 3:25 - 3:31
tonight those are items 3 through 50 and
  • 3:28 - 3:34
generally we take these there routine
  • 3:31 - 3:36
items and are enacted as a single roll
  • 3:34 - 3:37
call unless either a member of our
  • 3:36 - 3:40
Council asked to pull one for further
  • 3:37 - 3:45
    clarification or discussion or someone
  • 3:40 - 3:49
    from the audience asked similar
  • 3:45 - 3:50
questions in once and clarification so
  • 3:49 - 3:53
for this evening again items 3 through
  • 3:50 - 3:56
    50 item
  • 3:53 - 3:59
for B and for Z council member kulmann
  • 3:56 - 4:02
votes no item for J council member
  • 3:59 - 4:05
Coleman was to speak item five County
  • 4:02 - 4:09
votes no item seven Coleman wishes to
  • 4:05 - 4:12
speak item 42 Coleman and Westergaard
  • 4:09 - 4:15
wish to speak at him 43 mandelbaum
  • 4:12 - 4:17
wishes to speak in item 49 council
  • 4:15 - 4:19
member gadelle will speak are there any
  • 4:17 - 4:21
other items anyone would like to have
  • 4:19 - 4:26
pulled again those are items 3 through
  • 4:21 - 4:38
50 I'll move it all right seeing none
  • 4:26 - 4:42
items been moved 7 0 motion carried
  • 4:38 - 4:46
    virgin all right
  • 4:42 - 4:50
item 4 is approving alcohol beverage
  • 4:46 - 4:53
licenses and J in this case is district
  • 4:50 - 4:58
it's at 2:16 court Avenue and they are
  • 4:53 - 4:58
asking for AC liquor license mr. Coleman
  • 4:58 - 5:05
thank you I I doubt Sue Ann is here I
  • 5:02 - 5:08
noticed this over the weekend we've been
  • 5:05 - 5:12
back and forth with resident actually
  • 5:08 - 5:14
several residents about violation of the
  • 5:12 - 5:17
noise ordinance at this facility and I
  • 5:14 - 5:20
think there was a dispute between our
  • 5:17 - 5:22
    zoning officers and the business
  • 5:20 - 5:24
operator as to whether or not they'd
  • 5:22 - 5:26
allow in so under our current ordinance
  • 5:24 - 5:28
to check some of that stuff we have to
  • 5:26 - 5:33
have access to the facility Chris do you
  • 5:28 - 5:35
know if that got worked out or I don't
  • 5:33 - 5:37
know when their license expires but I
  • 5:35 - 5:38
think even if we delay if they have a
  • 5:37 - 5:42
right to continue until we take it up
  • 5:38 - 5:44
next I'd like to delay action on this if
  • 5:42 - 5:46
we could Josh a few weeks and give our
  • 5:44 - 5:52
zoning officers all the leverage they
  • 5:46 - 5:56
needed thank you sir raise it up
  • 5:52 - 6:00
I'll write the motion on for J then is
  • 5:56 - 6:03
to what would you say mr. continued so
  • 6:00 - 6:05
we're going to continue this item till
  • 6:03 - 6:11
    the next meeting
  • 6:05 - 6:14
that'd be great 7-0 motion carry
  • 6:11 - 6:17
okay the next one is item 7 this is a
  • 6:14 - 6:19
    public improvement is approving Iowa
  • 6:17 - 6:21
    Department of Transportation I dot
  • 6:19 - 6:22
    agreement for resurfacing and second
  • 6:21 - 6:25
    Avenue
  • 6:22 - 6:29
Iowa for 15 from Euclid Avenue to North
  • 6:25 - 6:35
    West 72nd Place Council communication
  • 6:29 - 6:37
    number 19 - 489 mr. Coleman thank you I
  • 6:35 - 6:41
take this off bill and I have had the
  • 6:37 - 6:47
chance to talk a couple of times as have
  • 6:41 - 6:48
many of us over time I I I have limited
  • 6:47 - 6:51
times that somebody already pointed out
  • 6:48 - 6:53
I'm down to my final three meetings and
  • 6:51 - 6:55
    I've served on the long-range
  • 6:53 - 6:59
    transportation plan for the region
  • 6:55 - 7:01
through the MPO the last year plus it
  • 6:59 - 7:03
takes and in the coming weeks we're
  • 7:01 - 7:06
going to vote on a final adoption this
  • 7:03 - 7:07
is a required document that kind of
  • 7:06 - 7:10
talks about how growth will happen in
  • 7:07 - 7:14
the metro area how it affects Des Moines
  • 7:10 - 7:17
one of the things that fell out of that
  • 7:14 - 7:21
document the last time we did the plan
  • 7:17 - 7:24
is is we walked away from discussions
  • 7:21 - 7:26
and long term plans and when I say long
  • 7:24 - 7:29
term it's probably a decade or two away
  • 7:26 - 7:33
    of a north-south thoroughfare through
  • 7:29 - 7:35
town as as the council will remember at
  • 7:33 - 7:37
our last workshop we talked a little bit
  • 7:35 - 7:39
about second Avenue and could that be
  • 7:37 - 7:43
designed in a way that created more of
  • 7:39 - 7:46
of that of that opportunity for much of
  • 7:43 - 7:48
the last 50 years the concept was that
  • 7:46 - 7:50
you know m.l.king that connects to
  • 7:48 - 7:53
highway five on the south side could go
  • 7:50 - 7:55
north to connect to the interstate or
  • 7:53 - 7:55
one of the state highways on the north
  • 7:55 - 7:58
    side
  • 7:55 - 8:03
in fact the council spent significant
  • 7:58 - 8:05
money over that period of time to to
  • 8:03 - 8:05
study the hundreds of thousands of
  • 8:05 - 8:09
    dollars
  • 8:05 - 8:12
of course any big project we ran into
  • 8:09 - 8:14
this with m.l.king going over the
  • 8:12 - 8:16
Raccoon River we ran into it with
  • 8:14 - 8:18
m.l.king going over the Des Moines River
  • 8:16 - 8:21
and through the southeast side any
  • 8:18 - 8:24
project that we have is in in our city
  • 8:21 - 8:27
is ripe with considerations about impact
  • 8:24 - 8:30
on flooding impact on the environment
  • 8:27 - 8:33
and it's it would be - it would be
  • 8:30 - 8:35
premature for anybody to say here's the
  • 8:33 - 8:38
solution to the north-south corridor but
  • 8:35 - 8:40
I do think that as we begin to spend a
  • 8:38 - 8:43
lot of money on 2nd Avenue and realize
  • 8:40 - 8:45
that's not going to take the strain off
  • 8:43 - 8:47
of the neighborhoods on the north side
  • 8:45 - 8:49
and I think about the Merle hay
  • 8:47 - 8:51
    Neighborhood Association I think about
  • 8:49 - 8:54
Island Park I think about Beaver Avenue
  • 8:51 - 8:58
some of those streets in those areas
  • 8:54 - 9:02
have such a traffic demand that's not
  • 8:58 - 9:04
well managed and problem that that you
  • 9:02 - 9:07
know it's really hard to run a business
  • 9:04 - 9:09
and do different things in in those
  • 9:07 - 9:13
corridors because the amount of traffic
  • 9:09 - 9:15
so I would propose that the council put
  • 9:13 - 9:18
back on the agenda how we're going to
  • 9:15 - 9:21
deal with this north/south concept I'd
  • 9:18 - 9:25
say two other things mainly you know to
  • 9:21 - 9:28
memorialize you know my memory and and I
  • 9:25 - 9:32
I would assure you that these are facts
  • 9:28 - 9:34
that when we did the i-235 build so if
  • 9:32 - 9:37
you went back in time we kind of made
  • 9:34 - 9:40
that decision on the design of that in
  • 9:37 - 9:45
99 and 2000 and then it was built and I
  • 9:40 - 9:48
think completed around 2007 we decided
  • 9:45 - 9:50
not to build the design that Iowa
  • 9:48 - 9:53
    Department of Transportation recommended
  • 9:50 - 9:56
they wanted it to be wider take more
  • 9:53 - 10:02
houses out and to do you know
  • 9:56 - 10:05
more what they called the full build
  • 10:02 - 10:07
they agreed to it reluctantly to design
  • 10:05 - 10:10
it the way they have with not as many
  • 10:07 - 10:12
lanes which I support in part because
  • 10:10 - 10:16
the city agreed to pursue a north-south
  • 10:12 - 10:18
corridor to take the load off of i-235
  • 10:16 - 10:21
    we're not seeing it as
  • 10:18 - 10:23
as will be some day you know but the
  • 10:21 - 10:25
    long-range forecast says that we're
  • 10:23 - 10:26
going to have an increase of hundreds of
  • 10:25 - 10:30
thousands of people still in the metro
  • 10:26 - 10:32
area and and so that that's point number
  • 10:30 - 10:35
one point number two is that along with
  • 10:32 - 10:37
that when we talked about about ml King
  • 10:35 - 10:39
and flu or being that solution going
  • 10:37 - 10:41
north to south there was lots of talk
  • 10:39 - 10:43
    and I think there's there's documents in
  • 10:41 - 10:45
the city manager's office that talk
  • 10:43 - 10:47
about once that connection is made from
  • 10:45 - 10:51
you know a state highway to a state
  • 10:47 - 10:55
highway that that would be controlled
  • 10:51 - 10:58
improved maintained by the state which
  • 10:55 - 11:00
could save our citizens millions of
  • 10:58 - 11:01
dollars what are we spending thirteen
  • 11:00 - 11:03
    million on Fluer right now
  • 11:01 - 11:06
had it happened a decade ago that would
  • 11:03 - 11:10
be there you know costs not ours so I
  • 11:06 - 11:12
don't want movement what it does connect
  • 11:10 - 11:14
to a state highway so we've got the
  • 11:12 - 11:17
Purple Heart Highway and we got 235
  • 11:14 - 11:20
those are both my ways Ryan it should be
  • 11:17 - 11:23
maintained now and they agreed to it
  • 11:20 - 11:25
they I think we can find documentation
  • 11:23 - 11:27
that says says do you know that but they
  • 11:25 - 11:28
    they they agreed to it
  • 11:27 - 11:31
that was about the time you came on the
  • 11:28 - 11:35
council mayor I think when or maybe
  • 11:31 - 11:37
became mayor Oh 302 so anyway one of the
  • 11:35 - 11:39
undone pieces of work that I've been on
  • 11:37 - 11:42
since I've been on the council is better
  • 11:39 - 11:45
better traffic control going north and
  • 11:42 - 11:47
south through town and I I think that we
  • 11:45 - 11:49
have to have that on the agenda and I
  • 11:47 - 11:52
hope the council as we kind of finalize
  • 11:49 - 11:54
a design of second Avenue that's not
  • 11:52 - 11:57
going to expand the capacity that we
  • 11:54 - 12:00
find it somewhere on the north side and
  • 11:57 - 12:05
this was my excuse to pull it off the
  • 12:00 - 12:08
agenda right now they're going through a
  • 12:05 - 12:08
    residential area
  • 12:08 - 12:16
yeah second was the tree 12th Street
  • 12:14 - 12:19
through a moral story Morningstar yeah
  • 12:16 - 12:21
that's I mean that yeah that takes a lot
  • 12:19 - 12:24
of traffic right there and you kind of
  • 12:21 - 12:26
could run by that old literally yeah
  • 12:24 - 12:30
that appealed yeah labor Park and the
  • 12:26 - 12:32
Little League so we're talking about a
  • 12:30 - 12:35
    you know decade
  • 12:32 - 12:38
plus of work to be done with DC people
  • 12:35 - 12:42
and state transportation and the MPO and
  • 12:38 - 12:45
you know our own feelings about it but I
  • 12:42 - 12:46
I would challenge the council was you
  • 12:45 - 12:47
know you guys are all going to be back
  • 12:46 - 12:50
    next year
  • 12:47 - 12:53
that you make this a priority to think
  • 12:50 - 12:56
about thank you Chris I wholeheartedly
  • 12:53 - 12:59
    agree and wholeheartedly support it
  • 12:56 - 13:03
we've taken some pretty major hits down
  • 12:59 - 13:05
there on Euclid / Douglas along that
  • 13:03 - 13:07
Douglas Avenue corridor of course we
  • 13:05 - 13:10
lost Plaza lanes they will not rebuild
  • 13:07 - 13:12
the Saigon market in that corner is
  • 13:10 - 13:17
closing they are not going to be back in
  • 13:12 - 13:19
    business we've got some fringe
  • 13:17 - 13:22
businesses that are not adding anything
  • 13:19 - 13:25
to the community and as you look at that
  • 13:22 - 13:28
that stretch of road that's pretty
  • 13:25 - 13:30
important to the entire city we've got
  • 13:28 - 13:32
all of our major hospitals can be
  • 13:30 - 13:35
reached through m.l.king you can get to
  • 13:32 - 13:37
broad lines you can get to Mercy you can
  • 13:35 - 13:40
get to Methodist you can get to Lutheran
  • 13:37 - 13:42
everyone and one of the times advance
  • 13:40 - 13:43
sat and talked with Mercy Hospital and
  • 13:42 - 13:46
that's why they want to be a part of the
  • 13:43 - 13:48
second Avenue discussion is because they
  • 13:46 - 13:49
get a lot of their people coming in from
  • 13:48 - 13:52
    out of town
  • 13:49 - 13:55
mostly seniors and they say they're
  • 13:52 - 13:58
scared to death to drive on the freeway
  • 13:55 - 14:01
of Des Moines now that they can drive 35
  • 13:58 - 14:04
miles an hour down m.l.king they feel
  • 14:01 - 14:06
more comfortable more safe and so that's
  • 14:04 - 14:07
part of the reason I was pushing 2nd
  • 14:06 - 14:10
Avenue it to be that north-south
  • 14:07 - 14:14
corridor it's not going to be I think
  • 14:10 - 14:17
the time is right to look at this we if
  • 14:14 - 14:20
you look across the metro area we've
  • 14:17 - 14:23
added new interchanges at a hundred
  • 14:20 - 14:25
street for Urbandale we best added the
  • 14:23 - 14:27
flyover and that 141 exit in Urbandale
  • 14:25 - 14:29
grimes and we're adding a new
  • 14:27 - 14:32
    interchange on Meredith in Urbandale
  • 14:29 - 14:35
plus West Des Moines getting their own
  • 14:32 - 14:37
interchanges over there any Ankeny is
  • 14:35 - 14:39
getting their own interchanges the one
  • 14:37 - 14:41
missing piece of the puzzle here is
  • 14:39 - 14:43
where as Des Moines fit in and why are
  • 14:41 - 14:45
all these going in each one of them
  • 14:43 - 14:45
    represents economic development in that
  • 14:45 - 14:48
    area
  • 14:45 - 14:50
and this is an area that sorely needs
  • 14:48 - 14:53
some economic development I'd like to
  • 14:50 - 14:55
make sure that somewhere in this next
  • 14:53 - 14:57
decade hopefully we can put a focus on
  • 14:55 - 15:00
it this year is that we take a look and
  • 14:57 - 15:02
dust off that plan and let's make this
  • 15:00 - 15:05
thing a priority for this council so
  • 15:02 - 15:07
this city can continue to grow and enjoy
  • 15:05 - 15:09
the amenities that we we put our money
  • 15:07 - 15:12
into so Chris I won't really thank you
  • 15:09 - 15:14
for that lead him that is absolutely
  • 15:12 - 15:16
something that we sorely need in our
  • 15:14 - 15:21
city and and definitely in Ward one so I
  • 15:16 - 15:23
appreciate that thank you mayor mayor
  • 15:21 - 15:28
thanks Chris for pulling off and I know
  • 15:23 - 15:28
that we've had discussions at the MPO
  • 15:28 - 15:35
about this and and I knew that I asked
  • 15:33 - 15:37
Chris about this about two three years
  • 15:35 - 15:41
ago like why have we never thought that
  • 15:37 - 15:43
we needed another north/south and I know
  • 15:41 - 15:46
there's a there was been a lot of push
  • 15:43 - 15:49
back to make it easier for people to get
  • 15:46 - 15:52
out of our city well the road goes both
  • 15:49 - 15:54
ways folks I mean the road comes back
  • 15:52 - 15:57
into Des Moines as well as it goes out
  • 15:54 - 16:01
so for that type of argument or that
  • 15:57 - 16:04
type of mindset I think that's I think
  • 16:01 - 16:06
that's somewhat silly and in my mind so
  • 16:04 - 16:08
I would be very supportive of that
  • 16:06 - 16:12
obviously we have a lot of hurdles to
  • 16:08 - 16:16
    get through I know
  • 16:12 - 16:20
February I believe I will be the chair
  • 16:16 - 16:24
of the MPO and that'll be for two years
  • 16:20 - 16:26
so I would I would like to I'd like to
  • 16:24 - 16:29
see where the discussions would go I
  • 16:26 - 16:31
know that speaking with the folks in
  • 16:29 - 16:36
West Des Moines in Ankeny they were all
  • 16:31 - 16:38
very supportive of that being done but
  • 16:36 - 16:39
they can't be the only person that would
  • 16:38 - 16:41
be supportive of it because as my
  • 16:39 - 16:42
understanding they got beat up pretty
  • 16:41 - 16:45
good the last time they try to get it
  • 16:42 - 16:47
done we are going to need some help with
  • 16:45 - 16:51
    Polk County because Polk incorporated
  • 16:47 - 16:53
Polk County it was is part of it and so
  • 16:51 - 16:55
we're gonna have to start some
  • 16:53 - 16:58
discussions with them and and see where
  • 16:55 - 17:00
    those discussions go but
  • 16:58 - 17:03
you know I think that that's something
  • 17:00 - 17:05
for the growth of our city and economic
  • 17:03 - 17:07
development that we'd be silly not to
  • 17:05 - 17:10
think of for the future of our kids and
  • 17:07 - 17:11
our grandkids and and and you know just
  • 17:10 - 17:14
the future of our city you can't just
  • 17:11 - 17:16
have one interstate going north and
  • 17:14 - 17:19
south if you want to continue to grow
  • 17:16 - 17:24
the right way so that's that's my two
  • 17:19 - 17:27
cents worth there anybody else well good
  • 17:24 - 17:30
I mean one I I mean I think these are
  • 17:27 - 17:33
important discussions to have but I also
  • 17:30 - 17:38
think that we need to and we did a lot
  • 17:33 - 17:42
of good work around move DSM which we
  • 17:38 - 17:44
    just adopted that transportation plan
  • 17:42 - 17:47
you know it's not quite a year ago or a
  • 17:44 - 17:49
year ago the that provides us some
  • 17:47 - 17:53
guidance on that but I think we need to
  • 17:49 - 17:56
be mindful of the impact some of these
  • 17:53 - 17:58
widening projects have and what we've
  • 17:56 - 18:00
learned not just from our own community
  • 17:58 - 18:02
    but communities around the country
  • 18:00 - 18:04
because I do have questions about what
  • 18:02 - 18:08
that does from an economic development
  • 18:04 - 18:12
perspective I think the wider when you
  • 18:08 - 18:15
create wider thoroughfares I think it
  • 18:12 - 18:17
    creates challenges for businesses along
  • 18:15 - 18:18
those those areas and it creates
  • 18:17 - 18:21
challenges for creating the type of
  • 18:18 - 18:24
spaces that that we're talking about and
  • 18:21 - 18:26
wait you say that we want so I want to
  • 18:24 - 18:30
be mindful of that and I also want to be
  • 18:26 - 18:33
mindful of one of the things that I
  • 18:30 - 18:36
think we we need to do and are hopefully
  • 18:33 - 18:39
on the the path to doing which is we
  • 18:36 - 18:43
need to fix our existing roads first and
  • 18:39 - 18:45
focus on that before we widen and expand
  • 18:43 - 18:52
the amount of roadway that we are taking
  • 18:45 - 18:53
on and and so those are the lenses that
  • 18:52 - 18:55
I'm going to be looking at these
  • 18:53 - 18:58
decisions through and and I think it's
  • 18:55 - 19:01
important to to keep those pieces in
  • 18:58 - 19:04
mind going forward and Joe is our you
  • 19:01 - 19:06
know as chair of the MPO I hope you'll
  • 19:04 - 19:08
take those things into consideration as
  • 19:06 - 19:10
well yeah we're at we're absolutely
  • 19:08 - 19:13
gonna continue to fix the road
  • 19:10 - 19:15
that we have and continue the path this
  • 19:13 - 19:16
this wouldn't be any additional funding
  • 19:15 - 19:18
that would come out of our road
  • 19:16 - 19:20
improvement funds that we got or
  • 19:18 - 19:22
anything like that I mean that those are
  • 19:20 - 19:28
our number one priority I believe that
  • 19:22 - 19:30
this would be a state feds would help
  • 19:28 - 19:33
with some of the funding with this with
  • 19:30 - 19:36
some ST BG funds and and things like
  • 19:33 - 19:39
that but no under any circumstances this
  • 19:36 - 19:41
isn't going to take away from our road
  • 19:39 - 19:42
improvement front in any way I just want
  • 19:41 - 19:44
to make that clear yeah thank you for
  • 19:42 - 19:46
that pointing that out that that that
  • 19:44 - 19:48
that's not our I don't think any of our
  • 19:46 - 19:48
intentions that work no I would worded I
  • 19:48 - 19:51
    wouldn't allow it
  • 19:48 - 19:54
yeah there's nothing much that even even
  • 19:51 - 19:57
is the city's yeah thank you I mean I
  • 19:54 - 19:59
that's what how far out the the boundary
  • 19:57 - 20:01
is pretty short there before he hits two
  • 19:59 - 20:03
jobs right right patchy probably depends
  • 20:01 - 20:05
on the engineering of which way they but
  • 20:03 - 20:08
it's you know a couple hundred yards
  • 20:05 - 20:10
north of Euclid you know which is where
  • 20:08 - 20:12
it would become a which now becomes an
  • 20:10 - 20:14
MLK he's gonna need reconstructed I
  • 20:12 - 20:16
would think in the next five years after
  • 20:14 - 20:19
driving down at many times to head north
  • 20:16 - 20:21
and south it's got some serious problems
  • 20:19 - 20:23
on that road so if we're gonna
  • 20:21 - 20:25
reconstruct it and let's think let's be
  • 20:23 - 20:28
smart about reconstructing that road in
  • 20:25 - 20:30
the right way I do want to I do want to
  • 20:28 - 20:33
say one other thing if other people are
  • 20:30 - 20:35
done you know that the nature of this
  • 20:33 - 20:39
road in the 20 years that I've served
  • 20:35 - 20:41
has changed a little bit I think 20
  • 20:39 - 20:43
years ago where 22 years ago somebody
  • 20:41 - 20:46
might make the case that building roads
  • 20:43 - 20:50
like this creates urban sprawl my guess
  • 20:46 - 20:51
is a hundred percent of the good
  • 20:50 - 20:54
development that would happen as a
  • 20:51 - 20:57
result of this and the houses that would
  • 20:54 - 21:00
be constructed will be five miles closer
  • 20:57 - 21:03
to the core of the city of the metro
  • 21:00 - 21:06
area than where let's say Ankeny is
  • 21:03 - 21:08
building now or where West Des Moines is
  • 21:06 - 21:10
building this is a chance it may not be
  • 21:08 - 21:12
in the city but it's a chance as we
  • 21:10 - 21:15
think about the environment and being
  • 21:12 - 21:18
    good stewards of transportation systems
  • 21:15 - 21:22
that this is a way to combat urban
  • 21:18 - 21:25
sprawl and not add to it
  • 21:22 - 21:29
three point all right I think we've got
  • 21:25 - 21:30
a with that maybe emotion do you not
  • 21:29 - 21:34
    accept this
  • 21:30 - 21:36
I will also in sort of the dovetail on
  • 21:34 - 21:38
what Bill was talking about about that
  • 21:36 - 21:42
whole Douglas Avenue corridor and down
  • 21:38 - 21:45
to the river and all that the RTG has
  • 21:42 - 21:48
been working on a study for that whole
  • 21:45 - 21:49
    corridor that's really exciting and
  • 21:48 - 21:51
Connie was there the other night
  • 21:49 - 21:56
Bela you may have touched into it for a
  • 21:51 - 21:58
few minutes it it this whole idea with
  • 21:56 - 22:01
the proper planning for highways and
  • 21:58 - 22:05
    transportation and with appropriate
  • 22:01 - 22:07
funding and sidewalks and and multimodal
  • 22:05 - 22:11
transportation and they could really add
  • 22:07 - 22:14
to this whole area and but I do agree we
  • 22:11 - 22:16
need to be careful of funding sources
  • 22:14 - 22:22
and how it goes because we we've made a
  • 22:16 - 22:25
lot of promises around streets and roads
  • 22:22 - 22:27
    reconstruction repairs I mean quite
  • 22:25 - 22:29
frankly and in in storm sewer stuff
  • 22:27 - 22:30
around it too which is around the Des
  • 22:29 - 22:32
Moines River as well and around four
  • 22:30 - 22:35
Mile Creek and everywhere else I mean we
  • 22:32 - 22:38
are talking about one hundred and forty
  • 22:35 - 22:40
five million on storm water improvements
  • 22:38 - 22:43
we're talking about over three hundred
  • 22:40 - 22:44
million dollars of improvements and in
  • 22:43 - 22:47
streets on top of everything that we've
  • 22:44 - 22:49
been doing recently we're talking about
  • 22:47 - 22:51
a hundred and eighty miles of new
  • 22:49 - 22:55
    connectivity through sidewalks and
  • 22:51 - 22:58
connecting people and have made EA
  • 22:55 - 23:01
    compliant and connecting students to
  • 22:58 - 23:03
schools and safe ways we have really
  • 23:01 - 23:06
spent a lot of time and is was pointed
  • 23:03 - 23:07
out on the whole move DSM things so
  • 23:06 - 23:09
thanks for bringing it all up but I
  • 23:07 - 23:11
think these are all have to be on the
  • 23:09 - 23:13
table and hopefully we can get the
  • 23:11 - 23:16
appropriate support to to move these
  • 23:13 - 23:18
projects forward I'm excited and we're
  • 23:16 - 23:21
all sitting here committed to keeping
  • 23:18 - 23:24
that bed guide moving forward I'll move
  • 23:21 - 23:27
item seven as it exists on our agenda
  • 23:24 - 23:30
and then add to it a referral to the
  • 23:27 - 23:35
city manager's office to put this on a
  • 23:30 - 23:35
workshop agenda for you know early 2020
  • 23:39 - 23:48
    seven yes motion carried
  • 23:42 - 23:50
all right next item I believe is item 42
  • 23:48 - 23:53
however well I guess we had a couple of
  • 23:50 - 23:56
minutes left so item 42 is approving a
  • 23:53 - 23:57
    donation construction agreement with
  • 23:56 - 24:01
    kick it forward regarding installation
  • 23:57 - 24:04
of a mini pitch system pitches all court
  • 24:01 - 24:08
at Birdland Sports Park what counts of
  • 24:04 - 24:12
    communication number 19 - 488 and under
  • 24:08 - 24:14
that renaming the Mike McPherson Tennis
  • 24:12 - 24:17
Complex we Birdland sports park tennis
  • 24:14 - 24:20
courts in the sponsor on this item is
  • 24:17 - 24:22
council member Coleman mr. Coleman well
  • 24:20 - 24:24
Linda was also there and I'll let her go
  • 24:22 - 24:27
first yes I just wanted to extend my
  • 24:24 - 24:30
gratitude to the parks department into
  • 24:27 - 24:34
the nonprofit kick it forward forward
  • 24:30 - 24:37
    choosing this location for the
  • 24:34 - 24:40
futsal courts I had to like google it to
  • 24:37 - 24:44
figure out what it was Matt just
  • 24:40 - 24:47
explained it to me it's very exciting
  • 24:44 - 24:50
and it I mean there are so many things
  • 24:47 - 24:53
going on in Ward 2 you know I know we've
  • 24:50 - 24:55
got a new ropes course over farther east
  • 24:53 - 24:58
and and with this and there's just
  • 24:55 - 25:01
really a lot of things going on in it's
  • 24:58 - 25:04
an exciting time to be in war too so I
  • 25:01 - 25:07
just want to thank kick it forward and I
  • 25:04 - 25:13
look forward to being there to watch the
  • 25:07 - 25:18
    first game start especially me
  • 25:13 - 25:21
that's great that's very good mr.
  • 25:18 - 25:24
    Coleman let's get it I I just I wanted
  • 25:21 - 25:27
to say exactly what Linda did so good
  • 25:24 - 25:31
job our parts department keeps bringing
  • 25:27 - 25:34
    interesting games and opportunities for
  • 25:31 - 25:36
our residents I just think everything
  • 25:34 - 25:39
their team is doing been and and
  • 25:36 - 25:43
everybody in parks is hitting home runs
  • 25:39 - 25:45
every week I think it's exciting and
  • 25:43 - 25:47
like so much of what they've done I
  • 25:45 - 25:49
    think they're I think they're at the
  • 25:47 - 25:53
forefront for the city to of you know
  • 25:49 - 25:56
recognizing the diversity of age groups
  • 25:53 - 25:58
and races and you know ethnic cultures
  • 25:56 - 26:00
of of what might be attractive to
  • 25:58 - 26:02
    different groups of people playing
  • 26:00 - 26:05
different sports so I'm really proud
  • 26:02 - 26:07
that we have this on our agenda and that
  • 26:05 - 26:11
we're moving forward a long time ago our
  • 26:07 - 26:14
daughter played it at the soccer house
  • 26:11 - 26:18
and nor Walker coming down there and it
  • 26:14 - 26:21
is it is a it's a fun great game and
  • 26:18 - 26:26
small court it'll be great and well use
  • 26:21 - 26:33
so all right we have a motion for 4222 a
  • 26:26 - 26:33
okay can I move 42 and 42 a thank you
  • 26:33 - 26:39
you want to call something out it's good
  • 26:37 - 26:40
job everybody that sounds like fun and
  • 26:39 - 26:43
thank you again to the parts department
  • 26:40 - 26:45
then glad to here with this boat we're
  • 26:43 - 26:49
moving forward quickly let's move to
  • 26:45 - 26:51
item 43 which is amended scheduled
  • 26:49 - 26:53
    administrative penalties for failure to
  • 26:51 - 26:55
remove snow and ice from sidewalks in
  • 26:53 - 26:59
violation chapter 102 with Misbah Code
  • 26:55 - 27:05
    Council communication number 19 - 505
  • 26:59 - 27:07
Josh so right I took a look at this and
  • 27:05 - 27:11
this comes kind of after the the work
  • 27:07 - 27:13
session that we had and and I had asked
  • 27:11 - 27:18
    because we're essentially adding an
  • 27:13 - 27:25
increased fee scale and adding what
  • 27:18 - 27:28
third fourth and fifth fees right is is
  • 27:25 - 27:32
what we were we were doing or adding a
  • 27:28 - 27:36
few we're increasing the fee scale and
  • 27:32 - 27:39
adding third fourth and fifth but we're
  • 27:36 - 27:43
doing this within one snow season and
  • 27:39 - 27:44
    it's essentially I mean it's essentially
  • 27:43 - 27:46
going to be meaningless if we keep it
  • 27:44 - 27:49
within one snow season at least based on
  • 27:46 - 27:55
past experience we've in the last five
  • 27:49 - 27:57
years had zero third offenses but my
  • 27:55 - 27:59
guess is the people who are getting
  • 27:57 - 28:02
those first and second offenses are
  • 27:59 - 28:06
probably oftentimes the same people year
  • 28:02 - 28:08
after year so what I would propose and
  • 28:06 - 28:12
rather than make this within a snow
  • 28:08 - 28:18
season maybe make it within three snow
  • 28:12 - 28:20
seasons I mean I would be curious as to
  • 28:18 - 28:23
    legals
  • 28:20 - 28:24
you know we asked asked about that and I
  • 28:23 - 28:27
think legal said that there there were
  • 28:24 - 28:30
not issues but the longer the time
  • 28:27 - 28:36
period and maybe we run into additional
  • 28:30 - 28:41
risks I think the best way that I can
  • 28:36 - 28:42
can explain our our concern is that the
  • 28:41 - 28:44
    its Channel
  • 28:42 - 28:47
    kind of the
  • 28:44 - 28:49
mirror the opposite reflection back from
  • 28:47 - 28:53
our discussion earlier when we talked
  • 28:49 - 28:55
about compressing dates and times if we
  • 28:53 - 28:58
extend dates and times out too far I
  • 28:55 - 29:01
think it's gonna be hard to to hold that
  • 28:58 - 29:03
that property owner to it and I think
  • 29:01 - 29:05
the other concern that we would have is
  • 29:03 - 29:07
that it would need to be the same
  • 29:05 - 29:09
property owner not it's not just against
  • 29:07 - 29:10
the property so it would have to be the
  • 29:09 - 29:12
same property owner you you mean as a
  • 29:10 - 29:14
sole and it's right if they sold it and
  • 29:12 - 29:16
and then the next person that moves in I
  • 29:14 - 29:19
don't think that we can charge them for
  • 29:16 - 29:20
the whatever happens by the spread so
  • 29:19 - 29:22
    sure I think that's absolutely
  • 29:20 - 29:24
reasonable okay would you have concern
  • 29:22 - 29:27
with a five-year five five starts to be
  • 29:24 - 29:28
too too too long that that gives us
  • 29:27 - 29:31
concerns we'd want some time to flush
  • 29:28 - 29:33
that out with more more research I three
  • 29:31 - 29:33
    three three
  • 29:34 - 29:42
so could we could we amend this to a
  • 29:36 - 29:45
three year I think longer you want to
  • 29:42 - 29:47
hold them accountable because well I've
  • 29:45 - 29:50
got a person that I never shovels that
  • 29:47 - 29:52
lives in California hey didn't shovel
  • 29:50 - 29:55
the last night and if you have a mild
  • 29:52 - 29:58
winter in between to two heavy winters
  • 29:55 - 30:00
which it looks like you know we've had a
  • 29:58 - 30:02
few mild winters yeah I know it would be
  • 30:00 - 30:04
for purposes of the record those would
  • 30:02 - 30:06
be consecutive snow seasons that we're
  • 30:04 - 30:08
    talking about three three consecutive
  • 30:06 - 30:09
snow season okay so the amended
  • 30:08 - 30:12
    scheduled administrative penalties for
  • 30:09 - 30:16
failure to remove snow and ice from
  • 30:12 - 30:20
sidewalks in violation chapter 102 of
  • 30:16 - 30:28
the Municipal Code for a period of three
  • 30:20 - 30:31
    consecutive frequencies by Councillor
  • 30:28 - 30:31

appreciate both the staff and the
  • 36:38 - 36:43
council involvement in this matter what
  • 36:41 - 36:46
we're down to is the staging of this
  • 36:43 - 36:48
    project as the easement is
  • 36:46 - 36:52
as the as the culvert is installed
  • 36:48 - 36:54
across the 3121 beam property we had a
  • 36:52 - 36:56
very productive meeting with we feel
  • 36:54 - 36:58
like we did we're not there yet but we
  • 36:56 - 37:00
think what this thing is moving forward
  • 36:58 - 37:02
and we're going to get get to that aget
  • 37:00 - 37:04
to the point where we have a resolution
  • 37:02 - 37:07
that's certainly our goal we're here
  • 37:04 - 37:09
tonight just because we want to make
  • 37:07 - 37:12
sure that everyone just understands that
  • 37:09 - 37:14
we appreciate where we are where we need
  • 37:12 - 37:16
to be and we certainly support the
  • 37:14 - 37:19
project and we hope we can get this
  • 37:16 - 37:22
    staging issue resolved mr. mayor
  • 37:19 - 37:22
yes thank you I appreciate the
  • 37:22 - 37:25

  • 37:22 - 37:27
mr. mayor was there and myself and we I
  • 37:25 - 37:32
thought we had a productive meeting with
  • 37:27 - 37:34
your owner obviously we know that we we
  • 37:32 - 37:37
have to come up with a resolution sooner
  • 37:34 - 37:38
than later we understand your time we
  • 37:37 - 37:40
understand your timeline and and I'm
  • 37:38 - 37:44
hoping that you know with the help of
  • 37:40 - 37:46
staff and they've been very very good to
  • 37:44 - 37:49
work with us I feel like they've been
  • 37:46 - 37:51
bending over backwards and trying to
  • 37:49 - 37:54
come up with the resolution but you know
  • 37:51 - 37:56
we have many many homes that are
  • 37:54 - 38:00
affected and we appreciate that and as

and myself and the rest of the council
  • 40:11 - 40:16
agreed that it would be beneficial for
  • 40:14 - 40:18
the East Village to allow some
  • 40:16 - 40:21
additional parking there and we would do
  • 40:18 - 40:24
that until January 1 for free in the
  • 40:21 - 40:27
lower level of that parking garage
  • 40:24 - 40:28
so that'll be part of this resolution I
  • 40:27 - 40:32
I believe that that was written
  • 40:28 - 40:33
incorrect it's maybe what was change was
  • 40:32 - 40:36
the effect of the day that's made
  • 40:33 - 40:38
    January 1 2020 so there's no okay
  • 40:36 - 40:41
changing the rate until January 1 2020
  • 40:38 - 40:43
right okay so that one so we'll be able
  • 40:41 - 40:47
to enter that one free of charge be able
  • 40:43 - 40:48
to use it so I would encourage hopefully
  • 40:47 - 40:50
we will be able to get the word out to
  • 40:48 - 40:52
the business owners maybe some of their
  • 40:50 - 40:55
property some of their employees can use
  • 40:52 - 40:57
it if not obviously I'm hoping some of
  • 40:55 - 40:59
the shoppers can use it in the East
  • 40:57 - 41:01
Village that they're going to be there
  • 40:59 - 41:05
so I will move that being said I will
  • 41:01 - 41:07
move 49 and 49 a and that relates
  • 41:05 - 41:10
specifically to the first level only the
  • 41:07 - 41:13
first level is only the public parking
  • 41:10 - 41:16
for for that garage the rest is lease
  • 41:13 - 41:18
parking it's my understanding that's the
  • 41:16 - 41:21
holiday gift they spell it it is the
  • 41:18 - 41:25
holiday gift to the East Village yes and
  • 41:21 - 41:27
thank you for that it was a brilliant
  • 41:25 - 41:27
    idea by you
  • 41:30 - 41:40
good job she understands retail I shared
  • 41:37 - 41:42
this idea earlier at the CBB and they
  • 41:40 - 41:44
were all fake all right yeah it takes us
  • 41:42 - 41:47
to item 51 that was the end of the
  • 41:44 - 41:51
consent agenda our last item was that
  • 41:47 - 41:53
item 49 51 is emitting various sections
  • 41:51 - 41:55
of chapter 26 the Municipal Code
  • 41:53 - 41:57
regarding the adoption of the state of
  • 41:55 - 42:02
Iowa plumbing code and Mechanical Code
  • 41:57 - 42:05
    Council communication number 19 - 499 a
  • 42:02 - 42:08
the energy code these are building and
  • 42:05 - 42:09
building regulation 1 is the final
  • 42:08 - 42:12
    consideration the orange above the
  • 42:09 - 42:14
    waivers requested requested by Chris
  • 42:12 - 42:16
    Johansen who is the community
  • 42:14 - 42:20
    development department director it
  • 42:16 - 42:24
requires 6 votes be his buildings and
  • 42:20 - 42:26
building regulations 1 is the final
  • 42:24 - 42:28
consideration the orders of the waivers
  • 42:26 - 42:30
    requested again by Chris Johansen
  • 42:28 - 42:34
    Community Development Department
  • 42:30 - 42:37
director and again requires six votes C
  • 42:34 - 42:41
is the national fuel gas code amendments
  • 42:37 - 42:42
mechanical code and fuel gas code 1 is
  • 42:41 - 42:44
the final consideration the orange above
  • 42:42 - 42:46
the waivers again requested by Krista
  • 42:44 - 42:51
    Hanson Community Development Department
  • 42:46 - 42:55
director and requires six votes D is an
  • 42:51 - 42:58
adoption to the state plumbing code 1
  • 42:55 - 42:59
under that is the final consideration in
  • 42:58 - 43:02
the ordinance above and again the waiver
  • 42:59 - 43:03
is requested by Chris Johnson the
  • 43:02 - 43:05
    Community Development Department
  • 43:03 - 43:09
Director and again requires six votes
  • 43:05 - 43:10
let's open it up and see if anybody has
  • 43:09 - 43:14
any comments on any of these code
  • 43:10 - 43:18
amendments anything anybody I have a
  • 43:14 - 43:21
question on help me what number that is
  • 43:18 - 43:24
hey I don't I meant to ask this
  • 43:21 - 43:28
beforehand so I apologize but 51a the
  • 43:24 - 43:33
energy code I don't know what changes
  • 43:28 - 43:33
are being made to that I don't know what
  • 43:34 - 43:43
    yeah you know it's it's a that I'm
  • 43:37 - 43:43
    interested in understanding that's why
  • 43:43 - 43:46
    he's here
  • 43:43 - 43:48
I'm sure you know mr. mayor members of
  • 43:46 - 43:51
    council Cody Christensen permit develop
  • 43:48 - 43:53
    an administrator mr. Mandelbaum in
  • 43:51 - 43:58
response to your question a number of
  • 43:53 - 44:00
these like items a B and C are merely
  • 43:58 - 44:03
changing out the references to the
  • 44:00 - 44:05
    International plumbing code and the
  • 44:03 - 44:08
    International Mechanical Code to read
  • 44:05 - 44:11
the state plumbing code in the state
  • 44:08 - 44:13
mechanical good ok so that's all that
  • 44:11 - 44:15
it's doing within the energy code it is
  • 44:13 - 44:17
yeah it's just changing the references
  • 44:15 - 44:20
state mechanical code but it's not
  • 44:17 - 44:23
changing to the state energy code no
  • 44:20 - 44:25
it's not ok I asked a similar question
  • 44:23 - 44:28
and it turned out as I looked into it
  • 44:25 - 44:30
was about nuts and bolts and in sealing
  • 44:28 - 44:32
materials and stuff like that as opposed
  • 44:30 - 44:37
to efficiency which is what I was hoping
  • 44:32 - 44:42
it was about but I guess this is a very
  • 44:37 - 44:45
specific change in how these systems
  • 44:42 - 44:48
were put together it is and and the code
  • 44:45 - 44:50
cycles don't specifically line up where
  • 44:48 - 44:52
the state adopts the plumbing and
  • 44:50 - 44:54
mechanical codes it doesn't line up with
  • 44:52 - 44:56
the adoption cycle that we we use for
  • 44:54 - 44:58
adopting our other codes that's why you
  • 44:56 - 45:01
see the amendments to some of these
  • 44:58 - 45:04
other codes that reference those - all
  • 45:01 - 45:10
right any other questions I see none
  • 45:04 - 45:16
    I'll move 51 a B C and D do I have to do
  • 45:10 - 45:17
    51 a 151 B 151 C 1 and 50 1 D 1 thank
  • 45:16 - 45:20
    you you're welcome
  • 45:17 - 45:21
it's a mouthful you would think I would
  • 45:20 - 45:23
    know that by now
  • 45:21 - 45:25
Josh I don't know where you were going
  • 45:23 - 45:28
with it but I was hoping that we were
  • 45:25 - 45:30
gonna be looking at energy code updates
  • 45:28 - 45:33
that were maybe a little more stringent
  • 45:30 - 45:35
in terms of performance of equipment and
  • 45:33 - 45:36
that sort of thing but but if that
  • 45:35 - 45:40
wasn't what it was about and my concern
  • 45:36 - 45:41
was that we weren't our code is better
  • 45:40 - 45:43
than the state code on the energy code
  • 45:41 - 45:45
    and I don't want a back crack yep I'm
  • 45:43 - 45:53
    with you
  • 45:45 - 45:58
seven yes motion carried all right that
  • 45:53 - 46:01
takes us to item 52 item 52 is amending
  • 45:58 - 46:03
    chapter 114 admissible code regarding
  • 46:01 - 46:07
    traffic regulation changes as follows
  • 46:03 - 46:09
    counsel communication number 19 - 494 he
  • 46:07 - 46:12
    has a proposed parking restriction
  • 46:09 - 46:14
    Evergreen Avenue between southeast 19th
  • 46:12 - 46:17
Street and southeast 20th Street be is a
  • 46:14 - 46:19
    code modifications related to school
  • 46:17 - 46:22
passenger loading and unloading on Park
  • 46:19 - 46:25
Avenue and South West 7th Street to Park
  • 46:22 - 46:27
Avenue Elementary School let's go ahead
  • 46:25 - 46:28
and ask if there's anyone here that
  • 46:27 - 46:33
would like to speak to any of these
  • 46:28 - 46:36
items mening chapter 114 mr. mayor real
  • 46:33 - 46:38
quick this was this issue was brought up
  • 46:36 - 46:40
the meeting that you and I are at the
  • 46:38 - 46:43
neighborhood meeting and so hats off to
  • 46:40 - 46:44
our staff because they've moved in a
  • 46:43 - 46:48
matter of three weeks putting this on
  • 46:44 - 46:50
the agenda and in making this the the
  • 46:48 - 46:53
parking restriction on evergreen and yep
  • 46:50 - 46:56
we had a citizen can tell us about it
  • 46:53 - 46:58
the next day I've made the phone call
  • 46:56 - 47:00
they went out and checked it and you
  • 46:58 - 47:01
know sure enough three weeks later we've
  • 47:00 - 47:03
got it on the agenda we're gonna have a
  • 47:01 - 47:05
sign-up so yeah great follow-up post
  • 47:03 - 47:07
about thank you really really good and
  • 47:05 - 47:10
good response time it's something that's
  • 47:07 - 47:12
a public safety issue that that worked
  • 47:10 - 47:15
out really good so thank you Steve and
  • 47:12 - 47:16
your team really do appreciate the quick
  • 47:15 - 47:19
    response
  • 47:16 - 47:22
I'll move fifty to a and B if no one
  • 47:19 - 47:22
    else has any other comments
  • 47:23 - 47:27
and I'll waive the second and third
  • 47:25 - 47:27
    reading
  • 47:31 - 47:35
    seven yes motion carried
  • 47:33 - 47:40
I thought you were just waving at
  • 47:35 - 47:40
everyone hey this one to talk
  • 47:40 - 47:46
alright item 53 was not used moves this
  • 47:43 - 47:50
item 54 these are items regarding the
  • 47:46 - 47:52
annual urban renewal report a URR and
  • 47:50 - 47:54
    tax increment financing TIF
  • 47:52 - 47:59
    certification accounts communication
  • 47:54 - 48:01
    number 19 - 500 - pays advance of funds
  • 47:59 - 48:03
to the Metro Center urban renewal
  • 48:01 - 48:07
    project for planning oversight and
  • 48:03 - 48:09
administration for $800,000 be is a
  • 48:07 - 48:13
    recommendation from the city manager
  • 48:09 - 48:16
regarding TIF needs for fiscal year 2020
  • 48:13 - 48:20
through 2021 and a certification of TIF
  • 48:16 - 48:22
indebtedness see is the urban renewal
  • 48:20 - 48:26
report for the urban renewal plans and
  • 48:22 - 48:28
areas within the City of Des Moines we
  • 48:26 - 48:31
did begin a discussion on this this
  • 48:28 - 48:35
morning however I think that this is
  • 48:31 - 48:39
going to be taken up at one of our next
  • 48:35 - 48:42
it's been well so any rate if anybody
  • 48:39 - 48:47
has any thoughts regarding the Schmid
  • 48:42 - 48:51
Daria's and and tip areas I otherwise
  • 48:47 - 48:53
    will look for a - I will move it I I did
  • 48:51 - 48:58
ask in preparation for the agenda and
  • 48:53 - 48:59
maybe everybody got this list but you
  • 48:58 - 49:03
know most of the TIF things that we've
  • 48:59 - 49:06
done have been 20 years Matt Matt you
  • 49:03 - 49:09
know authored a number of those that's
  • 49:06 - 49:11
significant because the real uptick in
  • 49:09 - 49:13
our ability to leverage TIF for the
  • 49:11 - 49:18
citizens of the Moines started about 20
  • 49:13 - 49:20
years ago and this year and every year
  • 49:18 - 49:23
going forward some of those early TIF
  • 49:20 - 49:24
projects are going to roll off early on
  • 49:23 - 49:27
they were like everything for 20 years
  • 49:24 - 49:28
you know and just like the hotels and
  • 49:27 - 49:31
others we have it you know now they're
  • 49:28 - 49:34
getting 75% for ten years instead of a
  • 49:31 - 49:36
    hundred percent for 20 anyway
  • 49:34 - 49:39
the next couple years are going to be
  • 49:36 - 49:43
big for the city as projects like
  • 49:39 - 49:43
nationwide all those buildings come off
  • 49:43 - 49:46
    and
  • 49:43 - 49:49
start to pour a lot of funds into the
  • 49:46 - 49:51
city coffers because the investment we
  • 49:49 - 49:54
made 20 years ago and I hope that you
  • 49:51 - 49:56
celebrate that as as those start to come
  • 49:54 - 49:59
off nationwide is called a line on that
  • 49:56 - 50:03
list but well mark 20 22 well mark comes
  • 49:59 - 50:07
off quicker because that that was a more
  • 50:03 - 50:08
recent one didn't last as long and you
  • 50:07 - 50:11
know a lot of us are concerned about
  • 50:08 - 50:13
different aspects of these but you know
  • 50:11 - 50:16
a lot of this TIF stuff helped them
  • 50:13 - 50:19
become more you know lead compliant in
  • 50:16 - 50:21
terms of energy efficiency and and
  • 50:19 - 50:24
making sure that they had real jobs and
  • 50:21 - 50:28
they weren't just hollow shells of
  • 50:24 - 50:30
servers for instance you know this has
  • 50:28 - 50:33
worked out really well for the city and
  • 50:30 - 50:35
I think we're gonna see all that
  • 50:33 - 50:38
investment in hard decisions of the
  • 50:35 - 50:39
council pay off and I hope that you
  • 50:38 - 50:41
celebrate it and that's kind of an early
  • 50:39 - 50:44
list as we look at the next three or
  • 50:41 - 50:47
four years you know I think that that to
  • 50:44 - 50:50
your point is we've changed those
  • 50:47 - 50:52
policies we've seen a roll up of the
  • 50:50 - 50:55
amount of money that's coming out of
  • 50:52 - 50:57
those projects that is being released
  • 50:55 - 51:00
into the general fund to support school
  • 50:57 - 51:03
district and in the county and and
  • 51:00 - 51:07
whatever and I think that numbers I know
  • 51:03 - 51:11
gone from like 8 to 30 million more yeah
  • 51:07 - 51:14
in in the recent past so hats off to our
  • 51:11 - 51:19
budget finance people and in looking at
  • 51:14 - 51:21
it we pushed very hard to look at those
  • 51:19 - 51:23
kinds of projects and how they're funded
  • 51:21 - 51:26
and make sure that that everything that
  • 51:23 - 51:27
we do is moving forward to supporting
  • 51:26 - 51:29
the whole city and moving forward in
  • 51:27 - 51:31
this it's some of those funds are what
  • 51:29 - 51:33
allows us to make the investments that I
  • 51:31 - 51:35
talked about earlier so good point mr.
  • 51:33 - 51:38
Coleman we keep getting smarter you made
  • 51:35 - 51:40
the point about returning to the county
  • 51:38 - 51:41
and the school district we talked about
  • 51:40 - 51:44
the need for better mental health that's
  • 51:41 - 51:46
what the county does that funds you know
  • 51:44 - 51:47
returning that to them gives them the
  • 51:46 - 51:49
necessary funds to do that we could
  • 51:47 - 51:52
consume that the the other thing that
  • 51:49 - 51:54
goes I think I noticed by many is we're
  • 51:52 - 51:56
using this more and more for leverage
  • 51:54 - 51:57
Joe has a really good hotel project in
  • 51:56 - 52:00
    the East
  • 51:57 - 52:01
they got TIF money because we didn't
  • 52:00 - 52:03
want any parking on the first floor you
  • 52:01 - 52:07
know we wanted some commercial and
  • 52:03 - 52:08
retail and restaurants or a bar and so
  • 52:07 - 52:10
it's helping us design a better City as
  • 52:08 - 52:15
    well that'll be more sustainable
  • 52:10 - 52:20
    long-term yep I'll move it I don't have
  • 52:15 - 52:27
it in front of me but it's 54:54 a B and
  • 52:20 - 52:30
    G and c7 yes
  • 52:27 - 52:34
motion carries all right that takes us
  • 52:30 - 52:34
to one extra item that's on the
  • 52:34 - 52:41
steepening that was added and it's the
  • 52:39 - 52:44
directions of the city manager regarding
  • 52:41 - 52:46
a tax levy decrease of 40 cents per
  • 52:44 - 52:49
    thousand valuation for the homeowners
  • 52:46 - 52:54
and small businesses city of Des Moines
  • 52:49 - 52:56
and sponsor as myself quickly will read
  • 52:54 - 53:00
the direction to the city manager
  • 52:56 - 53:02
regarding this he is to look at a budget
  • 53:00 - 53:05
and show us what that looks like and how
  • 53:02 - 53:07
that might be achieved but whereas the
  • 53:05 - 53:09
mayor and city council acknowledge the
  • 53:07 - 53:11
    affordable homes and neighborhoods are
  • 53:09 - 53:14
critical to the success of our city and
  • 53:11 - 53:17
whereas keeping property taxes low is
  • 53:14 - 53:20
critical to ensuring our city remains
  • 53:17 - 53:22
affordable and whereas the mayor and
  • 53:20 - 53:25
city council have already lowered the
  • 53:22 - 53:29
city's total property tax levy by 60
  • 53:25 - 53:32
cents per 1000 in value in 2019 and
  • 53:29 - 53:34
whereas the city has new revenue from
  • 53:32 - 53:35
the local option sales and service tax
  • 53:34 - 53:38
    in the city's homeowners are
  • 53:35 - 53:42
    experiencing rising home values and
  • 53:38 - 53:45
whereas at the November 18 2019 city
  • 53:42 - 53:47
council work session the mayor proposed
  • 53:45 - 53:49
decreasing the total property tax rate
  • 53:47 - 53:52
an additional 40 cents per 1,000
  • 53:49 - 53:54
valuation in the council believes that
  • 53:52 - 53:58
    such an additional decrease is
  • 53:54 - 53:59
appropriate and for benefit of its
  • 53:58 - 54:02
    citizens and small business owners
  • 53:59 - 54:07
resulting in a cumulative total property
  • 54:02 - 54:10
tax levy disk decrease of $1.00 in 2019
  • 54:07 - 54:14
this would be enacted I believe in tooth
  • 54:10 - 54:20
in 2021 to the lowest tax rate in over
  • 54:14 - 54:25
24 years how long 24 years that's before
  • 54:20 - 54:26
you and now therefore be it resolved by
  • 54:25 - 54:28
the City Council of the City of Des
  • 54:26 - 54:30
Moines that the council is hereby
  • 54:28 - 54:34
directing the city manager to recommend
  • 54:30 - 54:37
a budget for the fiscal year 2021 which
  • 54:34 - 54:42
reduces the city's total property tax
  • 54:37 - 54:45
levy by an additional 60 cents or 40
  • 54:42 - 54:48
cents I'm sorry for 1,000 in valuation
  • 54:45 - 54:51
and we've asked him to look at that and
  • 54:48 - 54:52
kind of look at all of our priorities
  • 54:51 - 54:55
that we mentioned earlier that we're
  • 54:52 - 54:58
moving forward with and made commitments
  • 54:55 - 55:01
for to our citizens but we think it's
  • 54:58 - 55:04
important that that he give us a
  • 55:01 - 55:06
recommendation back in regard to our
  • 55:04 - 55:10
request so that would be what I'm
  • 55:06 - 55:13
putting forward for a for about this
  • 55:10 - 55:13
    evening
  • 55:13 - 55:20
    anybody I I'll start I'm sure other
  • 55:17 - 55:23
people have stuff I think that this is
  • 55:20 - 55:26
brilliant you know one of the reasons
  • 55:23 - 55:29
why why we're elected by the people is
  • 55:26 - 55:32
we have to go out and listen to them and
  • 55:29 - 55:36
what I've heard more than any time in my
  • 55:32 - 55:38
career on the council is that people are
  • 55:36 - 55:42
happy that their assessments are going
  • 55:38 - 55:42
out you know that's I put on Facebook
  • 55:42 - 55:45
    today
  • 55:42 - 55:48
    that's my largest investment I don't
  • 55:45 - 55:52
have any investment that I root for that
  • 55:48 - 55:54
it doesn't go up my retirement is
  • 55:52 - 55:57
dependent on it it's like my 401 K or a
  • 55:54 - 56:00
you know a money market I want it to go
  • 55:57 - 56:02
up in value as much as it can but when
  • 56:00 - 56:04
it goes up too quick because that's part
  • 56:02 - 56:07
of the formula for what your taxes are
  • 56:04 - 56:10
the city has to respond and Mayor I'm
  • 56:07 - 56:16
really proud of you for recognizing that
  • 56:10 - 56:21
and recommending this to the council I
  • 56:16 - 56:24
I'm sensitive that were were we run the
  • 56:21 - 56:26
risk while other communities have been
  • 56:24 - 56:29
able to cut their taxes more drastically
  • 56:26 - 56:32
that we're gonna fall behind and give
  • 56:29 - 56:34
people a convenient excuse to move away
  • 56:32 - 56:36
not raise their family here by their
  • 56:34 - 56:38
second house in a different community we
  • 56:36 - 56:40
want people to come to Des Moines stay
  • 56:38 - 56:41
here and live here for life and part of
  • 56:40 - 56:44
that is respecting that pressure on
  • 56:41 - 56:47
their own budget and us spending money
  • 56:44 - 56:51
like you know like it's our own and so
  • 56:47 - 56:53
being reasonable in the tax levy is
  • 56:51 - 56:57
    brilliant and I appreciate your
  • 56:53 - 57:00
leadership on this and to everybody in
  • 56:57 - 57:04
the audience you know we have been
  • 57:00 - 57:07
starting our budget discussions a couple
  • 57:04 - 57:10
three months ago moving into this season
  • 57:07 - 57:13
because we've got to certify March 15th
  • 57:10 - 57:15
and it's important that we move this
  • 57:13 - 57:19
discussion forward and give direction to
  • 57:15 - 57:24
our staff and to our city manager and
  • 57:19 - 57:27
his his team we can't wait another few
  • 57:24 - 57:29
weeks or another month to have this
  • 57:27 - 57:31
    these staff members have their
  • 57:29 - 57:34
responsibilities they have to look at
  • 57:31 - 57:37
the implications here and give us a
  • 57:34 - 57:41
report back as we look at finalizing
  • 57:37 - 57:44
this this budget for the 2020 2021
  • 57:41 - 57:47
fiscal year and so it's our
  • 57:44 - 57:49
responsibility to have respect to the to
  • 57:47 - 57:51
the staff to move this directive forward
  • 57:49 - 57:55
so that they can give us appropriate
  • 57:51 - 57:57
feedback in direction so with that being
  • 57:55 - 58:00
said anybody else have anything yep I
  • 57:57 - 58:05
too support it mayor thank you very much
  • 58:00 - 58:08
this will help the citizens in our city
  • 58:05 - 58:11
mr. mayor thank you for bringing this
  • 58:08 - 58:13
bringing this up obviously we've been a
  • 58:11 - 58:16
    lot of neighborhood beatings together
  • 58:13 - 58:21
we've been talking to our residents
  • 58:16 - 58:30
heard a lot about assessments which we
  • 58:21 - 58:33
    don't control but I think it's important
  • 58:30 - 58:38
to note to our residents that with a 40
  • 58:33 - 58:40
cent decrease this doesn't affect an end
  • 58:38 - 58:45
to our employees of the city it doesn't
  • 58:40 - 58:48
in fact that we're doing cuts to you
  • 58:45 - 58:51
know services that that is not we're
  • 58:48 - 58:54
looking to do our assessment has grown
  • 58:51 - 58:56
tremendously and will go into effect
  • 58:54 - 58:58
this fall so if we don't react to that
  • 58:56 - 59:00
and I've said it from the very beginning
  • 58:58 - 59:02
    I wouldn't vote for a budget that didn't
  • 59:00 - 59:04
have a significant increase and I think
  • 59:02 - 59:07
this is significant we are still going
  • 59:04 - 59:11
to see an increase in property taxes
  • 59:07 - 59:14
    we're not decrease - I mean you went a
  • 59:11 - 59:17
    significant decrease is a significant
  • 59:14 - 59:19
decrease but I do believe with the
  • 59:17 - 59:21
assessment of that this the dollar
  • 59:19 - 59:24
amount that we're all the way to pay is
  • 59:21 - 59:25
not going to be less and
  • 59:24 - 59:27
I think that we need to make sure that
  • 59:25 - 59:30
we're clarifying that and we're not
  • 59:27 - 59:33
reducing the services that were going to
  • 59:30 - 59:35
provide to our citizens and no employees
  • 59:33 - 59:38
are gonna lose their job when we talk
  • 59:35 - 59:40
about a decrease in the levy rate so I
  • 59:38 - 59:42
    think that's important that everyone
  • 59:40 - 59:46
knows that to all of our employees in to
  • 59:42 - 59:47
all of our residents I think this is
  • 59:46 - 59:48
really a great step in the right
  • 59:47 - 59:51
    direction
  • 59:48 - 59:54
I'm sure the Scots going to come up with
  • 59:51 - 59:56
a great budget that we're still going to
  • 59:54 - 60:00
be able to do all of our CIP all of our
  • 59:56 - 60:03
CIP things we're gonna be able to still
  • 60:00 - 60:04
keep our services where what we have
  • 60:03 - 60:06
promised that we're going to provide
  • 60:04 - 60:09
that we're still going to be able to do
  • 60:06 - 60:11
that and no one's going to lose their
  • 60:09 - 60:14
job I think that's very important
  • 60:11 - 60:16
because I'm sure when when people start
  • 60:14 - 60:19
hearing the council is going to reduce
  • 60:16 - 60:21
taxes the next thing they think of well
  • 60:19 - 60:25
am I going to lose my job and that's not
  • 60:21 - 60:26
what we're up here going to do at least
  • 60:25 - 60:28
that's not what I'm looking to do but I
  • 60:26 - 60:31
am looking at providing the basic
  • 60:28 - 60:34
services for our residents and providing
  • 60:31 - 60:37
that at a cost that where we can say hey
  • 60:34 - 60:38
we're we see what your assessments going
  • 60:37 - 60:41
to do and we're not going to allow that
  • 60:38 - 60:44
to you know keep our levy rate we have
  • 60:41 - 60:46
to lower our levy rate because a lot of
  • 60:44 - 60:49
the properties went up 10 to 15 to
  • 60:46 - 60:52
sometimes 20 percent you can't have that
  • 60:49 - 60:54
and not reduce the levy rate so thank
  • 60:52 - 60:56
you mayor for bringing it to everyone's
  • 60:54 - 60:58
attention and directing the the staff to
  • 60:56 - 60:59
do what they needed to do and I applaud
  • 60:58 - 61:01
you for that for those efforts and and
  • 60:59 - 61:05
bringing it to the forefront this quick
  • 61:01 - 61:07
so thank you well we're in the budget
  • 61:05 - 61:11
cycle it need to be done yo now rather
  • 61:07 - 61:13
than later anybody else when we go out
  • 61:11 - 61:14
for the community conversations - I
  • 61:13 - 61:16
think you know by then we'll have
  • 61:14 - 61:18
probably the budget and I think we just
  • 61:16 - 61:21
have to be able to address to our
  • 61:18 - 61:22
citizens and ask them - are you you know
  • 61:21 - 61:24
as long as we can maintain all the
  • 61:22 - 61:26
services and everything that we've got
  • 61:24 - 61:29
in the CIP and that we're proposing and
  • 61:26 - 61:32
then you know say they're still saying
  • 61:29 - 61:35
we need more then we need to offset that
  • 61:32 - 61:36
with how much do we're going to do is
  • 61:35 - 61:37
services and how much we're going to do
  • 61:36 - 61:39
    so levy and we're
  • 61:37 - 61:40
is it all come out I know we're getting
  • 61:39 - 61:43
more in the sales tax and I have the
  • 61:40 - 61:44
assessment so we still might if we still
  • 61:43 - 61:47
have an increase I think we have to be
  • 61:44 - 61:49
able to weigh those things with what we
  • 61:47 - 61:51
also hear when we go out that we need
  • 61:49 - 61:54
more done in a lot of different areas
  • 61:51 - 61:55
more you know infrastructure things so I
  • 61:54 - 61:57
think I just want to make sure that
  • 61:55 - 61:59
    everybody understands that we're still
  • 61:57 - 62:00
going to be able to do it what else do
  • 61:59 - 62:04
we need to do and how fast could we do
  • 62:00 - 62:06
it if we had more so right given that
  • 62:04 - 62:08
whole picture so people can have an open
  • 62:06 - 62:09
discussion and that's we're asking the
  • 62:08 - 62:13
management to bring that back watch the
  • 62:09 - 62:14
choice what that means bill yeah as you
  • 62:13 - 62:17
mentioned we go to the neighborhood
  • 62:14 - 62:18
meetings and for like it or not they're
  • 62:17 - 62:21
going to come back they came to say to
  • 62:18 - 62:25
us you raised my taxes no we did not we
  • 62:21 - 62:26
lowered it 60 cents the the assessment
  • 62:25 - 62:29
went up people don't understand that and
  • 62:26 - 62:33
so I think we are taking the right step
  • 62:29 - 62:36
and taking another bite on the levy and
  • 62:33 - 62:38
like councilman gato said it probably is
  • 62:36 - 62:39
not going to make a difference where
  • 62:38 - 62:41
it's going to be below what they paid
  • 62:39 - 62:42
before but it shows that we're
  • 62:41 - 62:46
addressing an issue that they can't
  • 62:42 - 62:47
understand and want to get resolved to
  • 62:46 - 62:49
the best of their ability so I think
  • 62:47 - 62:52
we're going at it in the right direction
  • 62:49 - 62:54
and I like the idea that as a councilman
  • 62:52 - 62:56
gato said we're not causing any jobs
  • 62:54 - 62:59
we're not taking anything out of CIP
  • 62:56 - 63:01
we're making sure that we're competitive
  • 62:59 - 63:03
in the housing market and we make sure
  • 63:01 - 63:04
that our residents feel like they're
  • 63:03 - 63:06
part of the process and we've done a
  • 63:04 - 63:09
good job of listening and made
  • 63:06 - 63:11
adjustments accordingly so hats off to
  • 63:09 - 63:18
you today mayor thank you yeah thank you
  • 63:11 - 63:19
well it and I'm gonna support asking the
  • 63:18 - 63:21
manager to come back with a
  • 63:19 - 63:22
    recommendation and understanding what
  • 63:21 - 63:23
    this looks like
  • 63:22 - 63:25
    I think we're understanding the
  • 63:23 - 63:28
    implications are important like many
  • 63:25 - 63:32
things we do this is part of getting the
  • 63:28 - 63:36
balance right and one of the things that
  • 63:32 - 63:39
I know because I I hear it a lot and it
  • 63:36 - 63:43
will only increase because even if we
  • 63:39 - 63:45
reduce our levy rate people will will be
  • 63:43 - 63:48
seeing a an increase in what they are
  • 63:45 - 63:50
paying because the assessments have gone
  • 63:48 - 63:53
    up significantly and when they
  • 63:50 - 63:55
do people expect our services to go up
  • 63:53 - 63:58
even if we're decreasing our levy rate
  • 63:55 - 64:00
people expect it you know the thing that
  • 63:58 - 64:04
I get all the time is for the taxes I
  • 64:00 - 64:07
pay I want my Road in X condition or I I
  • 64:04 - 64:10
want to be able to to go to the library
  • 64:07 - 64:12
on a Saturday those are the type of
  • 64:10 - 64:15
things that that I hear and it's
  • 64:12 - 64:17
    important that we understand the
  • 64:15 - 64:20
implication and that we can stay on
  • 64:17 - 64:23
track with the investments that we have
  • 64:20 - 64:26
been making in terms of the roads that
  • 64:23 - 64:28
we are building and reconstructing so
  • 64:26 - 64:30
that the quality of our roads continue
  • 64:28 - 64:32
to improve so that we're hitting that
  • 64:30 - 64:35
long term will return around our
  • 64:32 - 64:37
situation because I think we are on that
  • 64:35 - 64:40
path but I want to make sure that we
  • 64:37 - 64:42
stay on that path and I'd even like to
  • 64:40 - 64:44
accelerate that path in terms of
  • 64:42 - 64:47
improving our existing roads if we have
  • 64:44 - 64:50
the ability because I think that service
  • 64:47 - 64:51
is what what I hear the most from from
  • 64:50 - 64:54
our residents they want to improve that
  • 64:51 - 64:57
similarly the requests for sidewalks and
  • 64:54 - 65:02
we're taking important steps on our
  • 64:57 - 65:04
priority 1 sidewalks but there's more
  • 65:02 - 65:05
there's a lot more to be done
  • 65:04 - 65:08
we know that it's going to be a long
  • 65:05 - 65:11
slow process even with the increased
  • 65:08 - 65:14
investment that we made and so I want to
  • 65:11 - 65:16
make sure that we are balancing and we
  • 65:14 - 65:20
understand what's not going to be
  • 65:16 - 65:24
getting done if if we do this because we
  • 65:20 - 65:26
talked about responding when when the
  • 65:24 - 65:29
assessments go up in a significant way
  • 65:26 - 65:32
but typically this is you know we don't
  • 65:29 - 65:36
talk about the opposite when assessments
  • 65:32 - 65:39
are stagnant and I mean what we do and
  • 65:36 - 65:41
the good years balance out the bad and
  • 65:39 - 65:44
what we do in assessments are stagnant
  • 65:41 - 65:46
is we we tighten our belts a little bit
  • 65:44 - 65:49
because we don't want to we don't want
  • 65:46 - 65:51
to increase taxes so we need to be
  • 65:49 - 65:53
mindful of that and we need to think
  • 65:51 - 65:55
about what kind of long-term investments
  • 65:53 - 65:57
we can make that will improve service
  • 65:55 - 65:59
and we need to understand all of the
  • 65:57 - 66:01
implications so those are the type of
  • 65:59 - 66:03
things that when this comes back I'm
  • 66:01 - 66:06
    going to be looking to
  • 66:03 - 66:08
from the managers budget and looking to
  • 66:06 - 66:10
understand I think it's appropriate to
  • 66:08 - 66:13
take this step at this time because you
  • 66:10 - 66:15
can't if you don't evaluate it if you
  • 66:13 - 66:18
don't get that information we can't make
  • 66:15 - 66:20
a good decision going forward and I
  • 66:18 - 66:28
think it's important that we do that
  • 66:20 - 66:31
thank you so I generally don't move this
  • 66:28 - 66:37
is somebody want to move all of this
  • 66:31 - 66:41
extra item one unless you and I want to
  • 66:37 - 66:44
say in support of everything's been set
  • 66:41 - 66:47
up here it is our directive to staff and
  • 66:44 - 66:50
to the manager is they put this together
  • 66:47 - 66:54
that they make sure that we can make
  • 66:50 - 66:58
good on all of the promises that we made
  • 66:54 - 67:01
on the investments in streets in
  • 66:58 - 67:03
infrastructure in parks in sidewalks in
  • 67:01 - 67:07
the neighborhoods that we laid out in to
  • 67:03 - 67:09
Josh's point to make sure we keep those
  • 67:07 - 67:12
libraries open that's part of what our
  • 67:09 - 67:14
whole Local Option Sales Tax was we said
  • 67:12 - 67:15
that's what we're going to do and we
  • 67:14 - 67:18
want to make sure that we can maintain
  • 67:15 - 67:21
those promises and deliver on them I
  • 67:18 - 67:24
won't back down from that either but I
  • 67:21 - 67:27
think that that with the appropriate
  • 67:24 - 67:30
look at our budget and with a really
  • 67:27 - 67:33
good sharp financial staff that I think
  • 67:30 - 67:35
that we've put together over the last
  • 67:33 - 67:38
number of years we're going to be able
  • 67:35 - 67:43
to deliver and I want to thank all the
  • 67:38 - 67:46
council for supporting this seven yet
  • 67:43 - 67:50
work motion carry all right and with
  • 67:46 - 67:52
that unless anybody has did you want to
  • 67:50 - 67:56
say something I see on crutches you came
  • 67:52 - 67:57
in he's just here those guys you're just
