How to revive your belief in democracy

    As an American, it irritates me
    that my nation keeps sinking
  • 0:11 - 0:14
    in the annual rankings
    published by Freedom House.

    I'm the son of immigrants.
  • 0:16 - 0:19
    My parents were born in China
    during war and revolution,
  • 0:19 - 0:22
    went to Taiwan and then came
    to the United States,
  • 0:22 - 0:24
    which means all my life
  • 0:24 - 0:30
    I've been acutely aware just how fragile
    an inheritance freedom truly is.
  • 0:30 - 0:35
    That's why I spend my time teaching,
    preaching and practice democracy.
  • 0:35 - 0:37
    I have no illusions.
  • 0:37 - 0:40
    All around the world now,
  • 0:40 - 0:42
    people are doubting
    whether democracy can deliver.
  • 0:42 - 0:44
    Autocrats and demagogues seem emboldened,
  • 0:44 - 0:46
    even cocky.
  • 0:46 - 0:48
    The free world feels leaderless.
  • 0:48 - 0:51
    And yet, I remain hopeful.
  • 0:52 - 0:54
    I don't mean optimistic.
  • 0:54 - 0:56
    Optimism is for spectators.
  • 0:56 - 0:58
    Hope implies agency.
  • 0:58 - 1:00
    It says I have a hand in the outcome.
  • 1:00 - 1:03
    Democratic hope requires faith
  • 1:03 - 1:06
    not in a strongman
    or a charismatic savior
  • 1:06 - 1:08
    but in each other,
  • 1:08 - 1:14
    and it forces us to ask:
    how can we become worthy of such faith?
  • 1:15 - 1:18
    I believe we are a moment
    of moral awakening,
  • 1:18 - 1:22
    the kind that comes
    when old certainties collapse.
  • 1:22 - 1:27
    At the heart of that awakening
    is what I call civic religion,
  • 1:27 - 1:31
    and today I want to talk about
    what civic religion is,
  • 1:31 - 1:32
    how we practice it,
  • 1:32 - 1:35
    and why it matters now more than ever.
  • 1:35 - 1:37
    Let me start with the what.
  • 1:37 - 1:42
    I define civic religion as a system
    of shared beliefs and collective practices
  • 1:42 - 1:46
    by which the members
    of a self-governing community
  • 1:46 - 1:49
    choose to live like citizens.
  • 1:49 - 1:53
    Now, when I say citizen here,
    I'm not referring to papers or passports.
  • 1:53 - 1:56
    I'm talking about a deeper,
    broader ethical conception
  • 1:56 - 1:58
    of being a contributor to community,
    a member of the body.
  • 1:58 - 1:59
    To speak of civic religion as religion
    is not poetic license.
  • 1:59 - 2:03
    That's because democracy
  • 2:10 - 2:10
    is one of the most faith-fueled
    human activities there is.
  • 2:11 - 2:15
    Democracy works only when enough of us
    believes democracy works.
  • 2:15 - 2:18
    It is at once a gamble and a miracle.
  • 2:19 - 2:24
    Its legitimacy comes not from
    the outer frame of constitutional rules,
  • 2:24 - 2:27
    but from the inner workings
    of civic spirit.
  • 2:28 - 2:31
    Civic religion, like any religion,
  • 2:31 - 2:32
    contains a sacred creed,
    sacred deeds and sacred rituals.
  • 2:32 - 2:40
    My creed includes words like
    "equal protection of the laws"
  • 2:40 - 2:42
    and "we the people."
  • 2:42 - 2:47
    My roll call of hallowed deeds
    includes abolition, women's suffrage,
  • 2:47 - 2:49
    the Civil Rights Movement,
  • 2:49 - 2:51
    the Allied landing at Normandy,
  • 2:51 - 2:53
    the fall of the Berlin Wall.
  • 2:53 - 2:55
    And I have a new civic ritual
    that I'll tell you about in a moment.
  • 2:55 - 2:59
    Wherever on Earth you're from,
  • 2:59 - 3:05
    you can find or make
    your own set of creed, deed and ritual.
  • 3:05 - 3:09
    The practice of civic religion
    is not about worship of the state
  • 3:09 - 3:11
    or obedience to a ruling party.
  • 3:12 - 3:15
    It is about commitment to one another
  • 3:15 - 3:17
    and our common ideals.
  • 3:17 - 3:21
    And the sacredness of civic religion
    is not about divinity or the supernatural.
  • 3:21 - 3:23
    It is about a group of unlike people
  • 3:23 - 3:27
    speaking into being our alikeness,
  • 3:27 - 3:29
    our groupness.
  • 3:29 - 3:31
    Perhaps now you're getting
    a little worried
  • 3:31 - 3:34
    that I'm trying to sell you on a cult.
  • 3:34 - 3:35
    Relax, I'm not.
  • 3:35 - 3:37
    I don't need to sell you.
  • 3:37 - 3:41
    As a human, you are always
    in the market for a cult,
  • 3:41 - 3:44
    for some variety of religious experience.
  • 3:44 - 3:47
    We are wired to seek
    cosmological explanations,
  • 3:47 - 3:49
    to sacralize beliefs
    that unite in transcendent purpose.
  • 3:49 - 3:52
    Humans make religion
    because humans make groups.
  • 3:52 - 4:00
    The only choice we have is whether
    to activate that groupness for good.
  • 4:00 - 4:04
    If you are a devout person, you know this.
  • 4:04 - 4:06
    If you are not,
  • 4:06 - 4:09
    if you no longer go to prayer services
  • 4:09 - 4:09
    or never did,
  • 4:09 - 4:13
    then perhaps you'll say
    that yoga is your religion
  • 4:13 - 4:15
    or Premier League Football
  • 4:15 - 4:19
    or knitting or coding or TED Talks.
  • 4:19 - 4:22
    But whether you believe in a God
    or in the absence of gods,
  • 4:22 - 4:28
    civic religion does not require you
    to renounce your beliefs.
  • 4:28 - 4:31
    It requires you only
    to show up as a citizen.
  • 4:32 - 4:34
    And that brings me to my second topic:
  • 4:34 - 4:38
    how we can practice
    civic religion productively.
  • 4:39 - 4:41
    Let me tell you now
    about that new civic ritual.
  • 4:41 - 4:43
    It's called "Civic Saturday,"
  • 4:43 - 4:46
    and it follows the arc
    of a faith gathering.
  • 4:46 - 4:47
    We sing together,
  • 4:47 - 4:52
    we turn to the strangers next to us
    to discuss a common question,
  • 4:52 - 4:55
    we hear poetry and scripture,
  • 4:55 - 4:58
    there's a sermon that ties those texts
  • 4:58 - 5:01
    to the ethical choices
    and controversies of our time,
  • 5:01 - 5:04
    but the song and scripture and the sermon
  • 5:04 - 5:07
    are not from church
    or synagogue or mosque.
  • 5:07 - 5:08
    They are civic,
  • 5:08 - 5:10
    drawn from our shared civic ideals
  • 5:10 - 5:15
    and a shared history of claiming
    and contesting those ideals.
  • 5:15 - 5:21
    Afterwards, we form up in circles
    to organize rallies, register voters,
  • 5:21 - 5:24
    join new clubs, make new friends.
  • 5:24 - 5:28
    My colleagues and I
    started organizing Civic Saturdays
  • 5:28 - 5:30
    in Seattle in 2016.
  • 5:30 - 5:33
    Since then, they have spread
    across the continent.
  • 5:33 - 5:36
    Sometimes hundreds attend,
    sometimes dozens.
  • 5:36 - 5:40
    They happen in libraries
    and community centers
  • 5:40 - 5:41
    and coworking spaces,
  • 5:41 - 5:43
    under festive tents
    and inside great halls.
  • 5:43 - 5:47
    There's nothing high-tech
    about this social technology.
  • 5:47 - 5:52
    It speaks to a basic human yearning
    for face-to-face fellowship.
  • 5:53 - 5:56
    It draws young and old, left and right,
  • 5:56 - 5:59
    poor and rich, churched and unchurched
  • 5:59 - 6:01
    of all races.
  • 6:01 - 6:07
    When you come to a Civic Saturday
    and are invited to discuss a question
  • 6:07 - 6:09
    like, "Who are you responsible for?"
  • 6:09 - 6:13
    or "What are you willing to risk
    or to give up for your community?"
  • 6:13 - 6:18
    when that happens, something moves.
  • 6:18 - 6:20
    You are moved.
  • 6:20 - 6:21
    You start telling your story.
  • 6:21 - 6:24
    We start actually seeing one another.
  • 6:24 - 6:28
    You realize that homelessness,
    gun violence, gentrification,
  • 6:28 - 6:31
    terrible traffic, mistrust of newcomers,
  • 6:31 - 6:34
    fake news, these things
    aren't someone else's problem,
  • 6:34 - 6:39
    they are the aggregation
    of your own habits and omissions.
  • 6:39 - 6:42
    Society becomes how you behave.
  • 6:44 - 6:47
    We are never asked
  • 6:47 - 6:50
    to reflect on the content
    of our citizenship.
  • 6:50 - 6:53
    Most of us are never invited to do more
  • 6:53 - 6:56
    or to be more,
  • 6:56 - 7:01
    and most of us have no idea
    how much we crave that invitation.
  • 7:01 - 7:04
    We've since created a civic seminary
  • 7:04 - 7:07
    to start training people from all over
    to lead Civic Saturday gatherings
  • 7:07 - 7:10
    on their own in their own towns.
  • 7:10 - 7:13
    In the community of Athens, Tennessee,
  • 7:13 - 7:15
    a feisty leader named Whitney Kimball Coe
  • 7:15 - 7:18
    leads hers is an art and framing shop
  • 7:18 - 7:20
    with a youth choir
    and lots of little flags.
  • 7:20 - 7:23
    A young activist named [?]
  • 7:23 - 7:25
    led his Civic Saturday on a street corner
  • 7:25 - 7:28
    in the Back of the Yards
    neighborhood of Chicago.
  • 7:28 - 7:31
    Berto was once involved with gangs.
  • 7:31 - 7:33
    Now, he's keeping the peace
  • 7:33 - 7:36
    and organizing political campaigns.
  • 7:36 - 7:39
    In Honolulu, Rafael Bergstrom,
  • 7:39 - 7:43
    a former pro baseball player
    turned photographer and conservationist,
  • 7:43 - 7:47
    leads his under the banner
    "Civics Is Sexy."
  • 7:47 - 7:48
    It is.
  • 7:48 - 7:51
    (Laughter)
  • 7:51 - 7:53
    Sometimes I'm asked,
    even by our seminarians,
  • 7:53 - 7:56
    isn't it dangerous
    to use religious language?
  • 7:56 - 8:01
    Won't that just make our politics
    even more dogmatic and self-righteous?
  • 8:01 - 8:05
    But this view assumes that all religion
    is fanatical fundamentalism.
  • 8:05 - 8:07
    It is not.
  • 8:07 - 8:11
    Religion is also moral discernment,
  • 8:11 - 8:13
    an embrace of doubt,
  • 8:13 - 8:16
    a commitment to detach from self
    and serve others,
  • 8:16 - 8:19
    a challenge to repair the world.
  • 8:19 - 8:24
    In this sense, politics could stand
    to be a little more like religion,
  • 8:24 - 8:26
    not less.
  • 8:26 - 8:29
    Thus, my final topic today:

    why civic religion matters now.
  • 8:32 - 8:34
    I want to offer two reasons.
  • 8:34 - 8:38
    One is to counter the culture
    of hyper-individualism.
  • 8:38 - 8:42
    Every message we get
    from every screen and surface
  • 8:42 - 8:44
    of the modern marketplace
  • 8:44 - 8:45
    is that each of us is on our own,
  • 8:45 - 8:47
    a free agent,
  • 8:47 - 8:49
    free to manage our own brands,
  • 8:49 - 8:51
    free to live under bridges,
  • 8:51 - 8:53
    free to have side hustles,
  • 8:53 - 8:56
    free to die alone without insurance.
  • 8:56 - 8:58
    Market liberalism tells us
  • 8:58 - 9:00
    we are masters beholden to none,
  • 9:00 - 9:03
    but then it enslaves us
  • 9:03 - 9:06
    in the awful isolation
    of consumerism and status anxiety.
  • 9:06 - 9:12
    Millions of us are on to the con now.
  • 9:12 - 9:15
    We are realizing now
  • 9:15 - 9:18
    that a free-for-all is not the same
    as freedom for all.
  • 9:18 - 9:22

    What truly makes us free
    is being bound to others
  • 9:29 - 9:29
    in mutual aid and obligation,
  • 9:29 - 9:33
    having to work things out the best we can
    in our neighborhoods and towns,
  • 9:33 - 9:35
    as if our fates were entwined,
  • 9:35 - 9:37
    because they are,
  • 9:37 - 9:39
    as if we could not secede
    from one another,
  • 9:39 - 9:42
    because in the end we cannot.
  • 9:42 - 9:44
    Binding ourselves this way
  • 9:44 - 9:46
    actually liberates us.
  • 9:46 - 9:49
    It reveals that we are equal in dignity.
  • 9:49 - 9:53
    It reminds us that rights
    come with responsibilities.
  • 9:53 - 9:55
    It reminds us, in fact,
  • 9:55 - 10:00
    that rights properly understood
    are responsibilities.
  • 10:00 - 10:03
    The second reason
    why civic religion matters now
  • 10:03 - 10:07
    is that it offers the healthiest
    possible story of us and them.
  • 10:10 - 10:13
    We talk about identity politics today
  • 10:13 - 10:15
    as if it were something new,
  • 10:15 - 10:17
    but it's not.
  • 10:17 - 10:19
    All politics is identity politics,
  • 10:19 - 10:23
    a never-ending struggle
    to define who truly belongs.
  • 10:23 - 10:29
    Instead of noxious myth of blood and soil
    that mark some as forever outsiders,
  • 10:29 - 10:33
    civic religion offers everyone
    a path to belonging
  • 10:33 - 10:37
    based only a universal creed
    of contribution, participation,
  • 10:37 - 10:39
    inclusion.
  • 10:39 - 10:44
    In civic religion, the us
    is those who wish to serve,
  • 10:44 - 10:48
    volunteer, vote, listen, learn,
    empathize, argue better,
  • 10:48 - 10:51
    circulate power rather than hoard it.
  • 10:51 - 10:55
    The them is those who don't.
  • 10:55 - 10:58
    It is possible to judge the them harshly,
  • 10:58 - 11:00
    but it isn't necessary,
  • 11:00 - 11:04
    for at any time one of them
    can become one of us
  • 11:04 - 11:07
    simply by choosing to live like a citizen.
  • 11:08 - 11:10
    So let's welcome them in.
  • 11:10 - 11:15
    Whitney and Berto and Rafael
    are gifted welcomers.
  • 11:15 - 11:18
    Each has a distinctive, locally rooted way
  • 11:18 - 11:22
    to make faith in democracy
    relatable to others.
  • 11:22 - 11:25
    Their slang might be Appalachian
    or South Side or Hawaiian.
  • 11:25 - 11:27
    Their message is the same:
  • 11:27 - 11:30
    civic love, civic spirit,
    civic responsibility.
  • 11:30 - 11:36
    Now you might think
    that all this civic religion stuff
  • 11:36 - 11:40
    is just for over-zealous
    second generation Americans like me,
  • 11:40 - 11:43
    but actually it is for anyone anywhere
  • 11:43 - 11:45
    who wants to kindle the bonds of trust,
  • 11:45 - 11:48
    affection, and joint action
  • 11:48 - 11:51
    needed to govern ourselves in freedom.
  • 11:51 - 11:54
    Now maybe Civic Saturdays aren't for you.
  • 11:54 - 11:55
    That's OK.
  • 11:55 - 12:00
    Find your own ways to foster
    civic habits of the heart.
  • 12:00 - 12:04
    Many forms of beloved
    civic community are thriving now
  • 12:04 - 12:06
    in this age of awakening,
  • 12:06 - 12:08
    groups like Community Organizing Japan,
  • 12:08 - 12:11
    which uses creative performative
    rituals of storytelling
  • 12:11 - 12:14
    to promote equality for women:
  • 12:14 - 12:16
    in Iceland, civil confirmations,
  • 12:16 - 12:19
    where young people are led by an elder
  • 12:19 - 12:22
    to learn the history
    and civic traditions of their society,
  • 12:22 - 12:25
    culminating in a rite of passage ceremony
  • 12:25 - 12:28
    akin to church confirmation;
  • 12:28 - 12:31
    Ben Franklin circles in the United States,
  • 12:31 - 12:32
    where friends meet monthly
  • 12:32 - 12:36
    to discuss and reflect upon the virtues
    that Franklin codified
  • 12:36 - 12:38
    in his autobiography
  • 12:38 - 12:43
    like justice and gratitude
    and forgiveness.
  • 12:44 - 12:46
    I know civic religion is not enough
  • 12:46 - 12:49
    to remedy the radical
    inequities of our age.
  • 12:49 - 12:51
    We need power for that.
  • 12:51 - 12:56
    But power without character
    is a cure worse than the disease.
  • 12:56 - 13:00
    I know civic religion alone
    can't fix corrupt institutions,
  • 13:00 - 13:06
    but institutional reforms
    without new norms will not last.
  • 13:07 - 13:09
    Culture is upstream of law.
  • 13:09 - 13:11
    Spirit is upstream of policy.
  • 13:11 - 13:14
    The soul is upstream of the state.
  • 13:14 - 13:16
    We cannot unpollute our politics
  • 13:16 - 13:19
    if we clean only downstream.
  • 13:19 - 13:21
    We must get to the source.
  • 13:21 - 13:24
    The source is our values,
  • 13:24 - 13:29
    and on the topic of values,
    my advice is simple: have some.
  • 13:29 - 13:33

    Make sure those values are pro-social.
  • 13:38 - 13:40
    Put them into practice,
  • 13:40 - 13:42
    and do so in the company of others

    with a structure of creed,
    deed and joyful ritual

    that'll keep all of you coming back.
  • 13:49 - 13:53
    Those of us who believe in democracy
    and believe it is still possible,
  • 13:53 - 13:55
    we have the burden of proving it.
  • 13:55 - 13:57
    but remember,
  • 13:57 - 13:59
    it is no burden at all
  • 13:59 - 14:02
    to be in a community where you
    are seen as fully human,
  • 14:02 - 14:05
    where you have a say
    in the things that affect you,
  • 14:05 - 14:08
    where you don't need
    to be connected to be respected.

    That is called a blessing,
  • 14:10 - 14:14
    and it is available to all who believe.
