1:53 - 1:55when you share your opinions.

1:55 - 1:57It’s the presence of a World that you don’t yet acknowledge,

1:57 - 2:00but impacts every aspect of your life.

3:43 - 3:46But can anyone actually get work done in this environment?

3:49 - 3:52If you’re talking about cubicles, drab colours, fluorescent

3:52 - 3:54lighting, and TPS reports,

3:54 - 3:57then a work environment is simply a place for doing things.

4:11 - 4:14The World as it was at the end of the 20th Century.

4:14 - 4:16It exists now only as part of a mentally depressing

4:16 - 4:19paradigm that we call the “bureaucracy.”

4:21 - 4:23You’ve been living in a Closed World.

4:23 - 4:26A World that is being replaced by this.

4:43 - 4:45Welcome to an Open Community.

4:45 - 4:48We have only bits and pieces of information,

4:48 - 4:50but what we do know is that at a certain point

4:50 - 4:54in the early 21st century, all of mankind was

4:54 - 4:55united in celebration.

4:55 - 4:58We marveled at our own magnificence as we gave birth to
-
4:58 - 5:01Open Government, Open Data, and Open Source.

5:02 - 5:03O3.

5:04 - 5:07A communal realization that spawned massive changes in the

5:07 - 5:09culture of how we do things.

5:10 - 5:12We don’t know exactly how it happened, but we know

5:12 - 5:15things started changing with the arrival of the Internet.

5:15 - 5:18Throughout human history we have been dependent on
-
5:18 - 5:21hierarchies to be innovative, responsive, and efficient.
-
5:22 - 5:25Fate, it seems, is not without a sense of irony.
-
5:27 - 5:29The Internet creates more per second
-
5:29 - 5:31than the entire Renaissance
-
5:31 - 5:33and gives all people an equal opportunity to
-
5:33 - 5:35share their perspectives and ideas.
-
5:35 - 5:38Combined with the proper social tools, the Internet has
-
5:38 - 5:40ushered a new collaborative dynamic between
-
5:40 - 5:43the people and their government.

5:43 - 5:46There are sites. Endless sites where people are
-
5:46 - 5:49no longer indifferent, they are engaged.

5:49 - 5:53For the longest time I wouldn’t believe it, but then I saw
-
5:53 - 5:56these sites with my own eyes. Saw the transparency tools
-
5:56 - 5:59that are actually effective at keeping people accountable
-
5:59 - 6:01for their words and actions.

6:01 - 6:04Observed citizens working together with public servants.
-
6:04 - 6:07Standing there, facing the pure delightful progress,
-
6:07 - 6:11I came to realize the obviousness of the truth.

6:11 - 6:13What is O3?
-
6:13 - 6:15Trust.
-
6:15 - 6:18O3 is a new social standard designed to foster
-
6:18 - 6:21accountability, transparency, and engagement
-
6:21 - 6:23in order to bring about a functional relationship
-
6:23 - 6:25between people and government.

6:27 - 6:28You have got to be joking, right?

6:28 - 6:30I never said it would be easy,
-
6:30 - 6:33I only said that this is what progress looks like.

6:33 - 6:35And it is happening now.

6:35 - 6:39This may work for coding apps and websites,

6:39 - 6:41but government is too big and messy.

6:41 - 6:43It can't be done

6:43 - 6:50You have to let it all go. Fear. Doubt. Disbelief.
