    Inaugurate:
  • 0:18 - 0:22
to begin or introduce a system, policy, or period
  • 0:22 - 0:26
or to admit someone formally into public office.
  • 0:26 - 0:29
    The word inaugurate probably begins
  • 0:29 - 0:31
    with the Latin word avis,
  • 0:31 - 0:32
    meaning bird.
  • 0:32 - 0:35
In ancient Rome, avis was combined
  • 0:35 - 0:39
with the Latin verb garrire, to talk.
  • 0:39 - 0:44
The two words together made augur,
  • 0:44 - 0:47
literally one who talks to birds.
  • 0:47 - 0:50
Figuratively, however, augur was the name given
  • 0:50 - 0:52
    to a specific religious official,
  • 0:52 - 0:55
a type of soothsayer or prophet,
  • 0:57 - 1:00
who foretold events by studying the behavior of birds.
  • 1:00 - 1:02
    No major decision was made
  • 1:02 - 1:05
    without the augur's consultation.
  • 1:05 - 1:08
He would analyze flight patterns and direction,
  • 1:08 - 1:09
    bird calls,
  • 1:09 - 1:11
    and general bird activities,
  • 1:11 - 1:16
and then use these signs to interpret the will of the gods.
  • 1:16 - 1:20
From augur comes the verb inaugurare,
  • 1:20 - 1:23
to see omens from the flight of birds,
  • 1:23 - 1:26
and, then later, to consecrate or act
  • 1:26 - 1:30
    when such omens are favorable.
  • 1:30 - 1:33
Roman officials could only be installed in office
  • 1:33 - 1:37
when the avian omens were auspicious.
  • 1:37 - 1:38
    Centuries later,
  • 1:38 - 1:42
the word was eventually transmuted into English
  • 1:42 - 1:44
    as inaugurate.
  • 1:44 - 1:47
Along the way, it lost its veneer of superstition
  • 1:47 - 1:49
    and was admitted formally
  • 1:49 - 1:52
    into the jargon of politics.
