Address in reply debate - Video 74

  • 0:00 - 0:02
    And protecting the climate
  • 0:02 - 0:03
    threw actions to reduce
  • 0:03 - 0:06
    short lived climate pollutants.
  • 0:06 - 0:09
    [Speaker] That concludes oral questions
  • 0:09 - 0:11
I call on the order of the day
  • 0:11 - 0:13
to the addressing reply to both.
  • 0:13 - 0:15
    Interrupted debate on the addressing
  • 0:15 - 0:18
reply and the amendment proposed to it.
  • 0:18 - 0:20
[Speaker] The Rt Honourable Winston Peters
  • 0:20 - 0:22
    Mr Speaker five weeks ago
  • 0:22 - 0:24
    the government was sworn in
  • 0:24 - 0:25
    on the 26th of October.
  • 0:26 - 0:29
Since then there has been hectic weeks of
  • 0:29 - 0:31
    briefings and requesting papers
  • 0:31 - 0:34
    and changing policy directions.
  • 0:34 - 0:36
And we and this government are committed
  • 0:36 - 0:40
to governing for the many not the few.
  • 0:41 - 0:43
    To ensuring economic programmes
  • 0:43 - 0:45
    uplift the mass majority
  • 0:45 - 0:47
    and not a small elite.
  • 0:47 - 0:48
    We are resolved to einsure
  • 0:48 - 0:50
    that economic plans
  • 0:50 - 0:52
    come with a responsible
  • 0:52 - 0:53
    human face.
  • 0:53 - 0:55
Mr Speaker, what we have seen
  • 0:55 - 0:57
    in contrast of the course
  • 0:57 - 0:59
    is a bitter Party,
  • 0:59 - 1:00
    imploding on itself,
  • 1:00 - 1:02
    knowing full well that
  • 1:02 - 1:03
    when the fights start
  • 1:03 - 1:04
    many people in the backbench
  • 1:04 - 1:05
    will not have seen
  • 1:05 - 1:07
anything unlike it in the past
  • 1:07 - 1:09
because that's what's going to happen.
  • 1:09 - 1:10
And when you look at the
  • 1:10 - 1:12
    frontbench of the National Party
  • 1:12 - 1:13
    you can see why they're
  • 1:13 - 1:14
    no longer in government.
  • 1:14 - 1:16
    They singularly, collectively
  • 1:16 - 1:19
lack the talent and the ability
  • 1:19 - 1:21
and it shows when they make claims of
  • 1:21 - 1:23
    being a dynamic opposition.
  • 1:23 - 1:25
    We have seen dynamic oppositions
  • 1:25 - 1:27
in the past led by people like
  • 1:27 - 1:28
    Muldoon and Lange and others,
  • 1:28 - 1:31
But we have not seen a replication of that
  • 1:31 - 1:33
    in this House since Parliament
  • 1:33 - 1:34
has come back, post the election.
  • 1:34 - 1:36
The fact that you have got to ask
  • 1:36 - 1:38
    six thousands questions...
  • 1:38 - 1:40
    ...six thousand questions
  • 1:40 - 1:42
suggested, after nine years of government
  • 1:42 - 1:44
you had no idea what you were doing
  • 1:44 - 1:45
    in the first place.
  • 1:46 - 1:48
    Six thousand questions!
  • 1:48 - 1:49
    I think that's more questions
  • 1:49 - 1:52
that I've asked from my whole career!
  • 1:52 - 1:53
    (INTERJECTION)
  • 1:53 - 1:54
    Or possibly not
  • 1:54 - 1:57
    (laughs)
  • 1:57 - 1:59
And all we are're getting there is
  • 1:59 - 2:00
a diet of cynicism and doubt
  • 2:00 - 2:01
    blackguarding the new
  • 2:01 - 2:03
    governments political policies
  • 2:03 - 2:05
    and plans, throwing cold water
  • 2:05 - 2:07
    on visions and aspirations
  • 2:07 - 2:09
and bad mouthing the future of
  • 2:09 - 2:12
    a country called New Zealand.
  • 2:12 - 2:14
It put's one in mind that famous line in
  • 2:14 - 2:15
    The Mikado.
  • 2:15 - 2:16
    "The idiot who praises"
  • 2:16 - 2:18
    "With enthusiastic tone"
  • 2:18 - 2:19
    "All centuries but this"
  • 2:19 - 2:22
"and every country but his own"
  • 2:22 - 2:24
Now, there's one who especially does this
  • 2:24 - 2:26
is a man whose name is Finlayson.
  • 2:26 - 2:30
He waited until I was out of the country
  • 2:30 - 2:31
    and then he attacked me.
  • 2:31 - 2:32
    (INTERJECTION)
  • 2:32 - 2:34
He waited, until I was out of the country
  • 2:34 - 2:35
    halfway around the world
  • 2:35 - 2:36
    and he launches his
  • 2:36 - 2:37
    personal attack.
  • 2:37 - 2:38
and he said I acted for
  • 2:38 - 2:40
    the National Party when it
  • 2:40 - 2:42
expelled you, way back early '90's.
  • 2:42 - 2:44
Funny about that, because on day one
  • 2:44 - 2:48
of the court case they sort an adjournment
  • 2:48 - 2:50
    their case collapsed!
  • 2:50 - 2:52
    Collapsed in total!
  • 2:52 - 2:53
    He was the legal advisor.
  • 2:53 - 2:55
Well let me tell you, the greatest
  • 2:55 - 2:57
legal mind in the whole Commonwealth,
  • 2:57 - 2:59
    namely.....
  • 2:59 - 3:02
    himself.....and yours truly from Rongotai
  • 3:02 - 3:03
    From Rongotai
  • 3:03 - 3:07
lines up in Rongotai four times in a row
  • 3:07 - 3:10
and four times in a row, the smart people
  • 3:10 - 3:12
    of Rongotai rejected him!
  • 3:12 - 3:14
And so should the National Party!
  • 3:14 - 3:17
This is a man who made himself a QC.
  • 3:17 - 3:18
    Made himself a QC!
  • 3:18 - 3:20
    Didn't wait for the profession
  • 3:20 - 3:21
    to make him a QC.
  • 3:21 - 3:24
No he thought he, I'll make myself one
  • 3:24 - 3:25
    (INTERRUPTION)
  • 3:25 - 3:26
    Beg your pardon?
  • 3:26 - 3:29
    (INTERRUPTION)
  • 3:29 - 3:31
Is that the man from Pakuranga?
  • 3:31 - 3:34
    (HOUSE ERUPTS)
  • 3:34 - 3:35
    Is he?
  • 3:35 - 3:38
    Helensville?
  • 3:38 - 3:40
    Well he sounds as stupid!
  • 3:40 - 3:43
    That's why I made a mistake.
  • 3:43 - 3:45
    Oh I see
  • 3:45 - 3:47
    Listen sunshine...
  • 3:47 - 3:48
    I can even say this
  • 3:48 - 3:49
    [Speaker] ORDER!
  • 3:49 - 3:51
I'll be here long after your gone.
  • 3:51 - 3:53
    [Speaker] Order!
  • 3:53 - 3:55
    [Speaker] I'm on my feet.
  • 3:55 - 3:58
I think we'll have a bit of order thank you
  • 3:58 - 4:00
    that is not helpful.
  • 4:00 - 4:03
    [Peters] It is most unhelpful
  • 4:03 - 4:05
when you lead with your chin
  • 4:05 - 4:07
And let me tell ya, you know when....
  • 4:07 - 4:09
    [Speaker] It's not my chin
  • 4:09 - 4:11
[Peters] Ah yes, quite right there.
  • 4:11 - 4:14
    And in this case...decidedly so
  • 4:14 - 4:15
    It's his chin!
  • 4:15 - 4:17
that's the one I'm talking about.
  • 4:17 - 4:19
In fact, if I came from Helensville
  • 4:19 - 4:21
    where the last incumbent member
  • 4:21 - 4:23
visited about once every six months,
  • 4:23 - 4:26
I wouldn't be shouting from the treetops
  • 4:26 - 4:27
    like that member is.
  • 4:27 - 4:29
    Helensville's a place that's never
  • 4:29 - 4:30
    seen an MP.
  • 4:30 - 4:32
In fact the last MP there
  • 4:32 - 4:34
    didn't know that the
  • 4:34 - 4:35
    biggest controversy coming
  • 4:35 - 4:36
    in the country was a
  • 4:36 - 4:38
    New Zealand electorate
  • 4:38 - 4:40
    in the form of Kim.Com
  • 4:40 - 4:42
Kim.Com had been to his office twice
  • 4:42 - 4:43
    and he told everybody he
  • 4:43 - 4:45
    didn't know about it.
  • 4:45 - 4:47
And offshore, in comes the overseas
  • 4:47 - 4:50
security brigade and there was an
  • 4:50 - 4:53
    international raid on Kim.Com's home
  • 4:53 - 4:55
    and his predecessor said
  • 4:55 - 4:57
    he neither knew about it
  • 4:57 - 4:58
as the head of the GCSB
  • 4:58 - 5:00
or the head of the SIS.
  • 5:00 - 5:02
I hope that member's an improvement
  • 5:02 - 5:05
from what I've just seen, I don't think so.
  • 5:05 - 5:07
    I don't think so.
  • 5:08 - 5:10
But I want to say to that member
  • 5:10 - 5:11
    that his colleagues
  • 5:11 - 5:12
    sitting back with him
  • 5:12 - 5:13
    were forewarned
  • 5:13 - 5:14
    before the last election
  • 5:14 - 5:16
as to what was going to happen.
  • 5:16 - 5:18
I told all those members there
  • 5:18 - 5:19
    that they're gonna be
  • 5:19 - 5:20
    in the backbench for
  • 5:20 - 5:22
    a long, long, long time.
  • 5:23 - 5:25
At least he could have the decency
  • 5:25 - 5:27
    of acknowledging a forecast
  • 5:27 - 5:29
and a prediction that came right.
  • 5:29 - 5:30
    (laughter)
  • 5:30 - 5:31
    As it will!
  • 5:31 - 5:32
And I want to say this,
  • 5:32 - 5:34
    that member will have to
  • 5:34 - 5:35
    do a whole lot more
  • 5:35 - 5:36
    about judging the lack of
  • 5:36 - 5:37
talent in front of him up here
  • 5:37 - 5:39
if he ever wants to see his
  • 5:39 - 5:40
    his Party come back
  • 5:40 - 5:41
    in government
  • 5:41 - 5:43
'Cos this Party over there is tired
  • 5:43 - 5:45
the whole frontbench will not last
  • 5:45 - 5:46
    and even now
  • 5:46 - 5:49
    any signs of strife
  • 5:49 - 5:51
    and the backstabbing has started
  • 5:51 - 5:53
Oh yes, you can hear those
  • 5:53 - 5:56
    knives on the grindstone.
  • 5:56 - 5:59
And this is not...this is not
  • 5:59 - 6:00
    an alternative government
  • 6:00 - 6:02
    we're looking at right now.
  • 6:02 - 6:03
I want to make it very clear
  • 6:03 - 6:05
I want to make it very, very clear
  • 6:05 - 6:07
    that we have plans for
  • 6:07 - 6:08
    regional recovery
  • 6:08 - 6:09
    We have plans for
  • 6:09 - 6:11
    infrastructural investment
  • 6:11 - 6:13
and we have plans to restore our
  • 6:13 - 6:14
    health and education system
  • 6:14 - 6:16
    and it's resources.
  • 6:16 - 6:19
As I travel around the country
  • 6:19 - 6:21
    and I do extensively
  • 6:21 - 6:24
far more than that member there.
  • 6:24 - 6:25
Let me say what is the
  • 6:25 - 6:28
    most amazing comment I get.
  • 6:28 - 6:30
Thank god you guys turned up
  • 6:30 - 6:32
    and made the right decision
  • 6:32 - 6:34
    Now, I'm a humble man...
  • 6:34 - 6:36
    (Laughter)
  • 6:38 - 6:39
    And I say to them,
  • 6:39 - 6:40
    when I evaluated
  • 6:40 - 6:42
    and my colleagues evaluated
  • 6:42 - 6:43
    the alternatives
  • 6:43 - 6:44
    the sense of going
  • 6:44 - 6:46
    with the conscience
  • 6:46 - 6:47
    against the blind ideology
  • 6:47 - 6:50
    that doesn't work, was profound.
  • 6:50 - 6:52
And we made the right decision!
  • 6:52 - 6:54
And wearing a blue tie is
  • 6:54 - 6:56
is not going to save that member now!
  • 6:56 - 7:00
    (APPLAUSE)
