As you've heard, when I was very young,

the New Zealand Parliament.

you learn mostly by listening
to others' stories.

I remember a woman
who'd been injured in a farm accident,

and it was coming up to shearing time

on the farm,

Not Synced
and she had to be replaced by a shepherd,

by a rousie in the wool shed,

and of course there was still someone
needed to manage the household

and to prepare the food
for the shearing gangs.

And her mother came to help with that.

Not Synced
But the family got
no compensation for the mother,
-
Not Synced
because that's what mothers
and family members are supposed to do.

One year, a company called
Gold Mines New Zealand

Not Synced
applied for a prospecting license
on our beautiful Mt. Pirongia.

It is a mountain
-
Not Synced
full of extraordinary ecosystems,
-
Not Synced
of verdant, verdant native forests.

Not Synced
It produced oxygen, it was a carbon sink,
-
Not Synced
it was a home for endangered species
and for pollinating species
-
Not Synced
in the farmland around.
-
Not Synced
And the mining company put up
this great economy prospectus
-
Not Synced
that was about how much money
-
Not Synced
could be made from mining our mountain,
-
Not Synced
about all the growth and development
-
Not Synced
that would show in New Zealand's
budgetary forecasts,
-
Not Synced
and we were just left with the language
-
Not Synced
of all that we valued about our mountain.
-
Not Synced
Fortunately, we stopped,
-
Not Synced
and then I remembered
-
Not Synced
a woman who had three children under five,
-
Not Synced
who was caring for her elderly parents,
-
Not Synced
and nobody seemed to think
that at some stage
-
Not Synced
she might actually need
some assistance with childcare,
-
Not Synced
because she wasn't in the paid workforce.
-
Not Synced
And there began to be a pattern
-
Not Synced
in all of these stories I was being told,
-
Not Synced
and I started to ask enough questions
-
Not Synced
to try and track to the core
of this pattern of values
-
Not Synced
that was part of all of these stories.
-
Not Synced
And I found it
-
Not Synced
in an economic formula
-
Not Synced
called the Gross Domestic Product,
-
Not Synced
or the GDP.
-
Not Synced
Most of you will have heard of it.
-
Not Synced
Many of you won't have any idea
what it actually means.
-
Not Synced
The rules were drawn up
by Western-educated men in 1953.
-
Not Synced
They established a boundary of production
-
Not Synced
in drawing up these rules.
-
Not Synced
What they were keen to measure
-
Not Synced
was everything that involved
a market transaction.
-
Not Synced
So on one side of the boundary,
-
Not Synced
everything where there was
a market exchange was counted.
-
Not Synced
It doesn't matter whether
the exchange is legal or illegal.
-
Not Synced
Market exchange in the illegal trade
in armaments, musicians,
-
Not Synced
drugs, endangered species,
-
Not Synced
trafficking of people,
-
Not Synced
all of this is great for growth
-
Not Synced
and it all counts.
-
Not Synced
On the other side
-
Not Synced
of the boundary of production,
-
Not Synced
there was this extraordinary
phrase in the rules
-
Not Synced
that the work done by the people
they called "non-primary producers"
-
Not Synced
was "of little or no value."
-
Not Synced
So I thought, let's see how many
non-primary producers we have here today.

Not Synced
So in the last week or so,
-
Not Synced
how many of you have transported
members of your household or their goods
-
Not Synced
without payment?
-
Not Synced
How many of you have done
a bit of cleaning, a bit of vacuuming,

Not Synced
a bit of sweeping,
a bit of tidying up the kitchen?

Yeah?

Not Synced
How about going shopping
for members of the household?

Preparing food? Cleaning up afterwards?

Not Synced
Laundry? Ironing?

Not Synced
(Laughter)

Well, as far as economics is concerned,

you were at leisure.

(Laughter)

Now, how about the women

who have been pregnant
and who have had children?

Yes.

Not Synced
Now, I really hate to tell you this,

because it might well
have been hard labor,

but at that moment you were unproductive.

And some of you may
have breastfed your infant.

Now, in the New Zealand
national accounts --

that's what the figures are called,
that's where we get the GDP --

in the New Zealand national accounts,

the milk of buffalo, goats, sheep and cows
-
Not Synced
is of value,
-
Not Synced
but not human breast milk.

It is the very best food on the planet.

It is the very best investment
that we can make in the future health
-
Not Synced
and education of their child.
-
Not Synced
It doesn't count at all.
-
Not Synced
All of those activities are on
the wrong side of the production boundary.

And something that's very important
-
Not Synced
to know about this accounting framework,
-
Not Synced
they call it accounts,
-
Not Synced
but there's no debit side.

Not Synced
We just keep market exchanges going
-
Not Synced
and it's all good for growth.
-
Not Synced
We're in Christchurch,
-
Not Synced
where people have lived through
a devastating natural disaster
-
Not Synced
and recovered,
-
Not Synced
and ever since that time,
-
Not Synced
New Zealand has been told
-
Not Synced
our growth figures are great
because we're rebuilding Christchurch.

Not Synced
Nothing was ever lost
-
Not Synced
from the national accounting framework
-
Not Synced
because of the loss of lives,
-
Not Synced
the loss of land,
-
Not Synced
the loss of buildings,
-
Not Synced
the loss of special spaces.
-
Not Synced
Now it might also
be becoming obvious to you
-
Not Synced
that this boundary of production works
in terms of our environment.
-
Not Synced
When we're mining it,
-
Not Synced
when we're deforesting,
-
Not Synced
when we're deleting our environment,
-
Not Synced
when we're fishing out
our marine resources,
-
Not Synced
legal or illegal,
-
Not Synced
as long as market is exchanged,
it's all good for growth.

To leave our natural environment alone,
-
Not Synced
to sustain it, to protect it,
-
Not Synced
is apparently worth nothing.

Now, how and what can we do about this?

Well, I wrote first about it 30 years ago.

Then in 2008, after
the Global Financial Crisis,

President Sarkozy of France,

Not Synced
asked three men who had all
won Nobel Prizes in Economics,
-
Not Synced
Sen, Fitoussi, and Stiglitz,
-
Not Synced
to discover what I'd written about
-
Not Synced
30 years ago.

Not Synced

Relying on per capita GDP, relying
on these growth figures, they said,
-
Not Synced
doesn't appear to be
the best way to proceed
-
Not Synced
to make public policy,
-
Not Synced
and I totally agree with them.
-
Not Synced
(Laughter)

Not Synced
One of the things that you notice
about these rules,
-
Not Synced
they are revised --
-
Not Synced
1968 they were revised, 1993, 2008 --
-
Not Synced
is that the revisions
are mostly done by statisticians,
-
Not Synced
and the statisticians do know
what is wrong with the data,
-
Not Synced
but hardly any of the economists
ever stop to ask that same question.

Not Synced
So, in 2019,
-
Not Synced
the GDP is in even worse shape.
-
Not Synced
You see, to measure GDP,
-
Not Synced
you have to assume
that some kind of production
-
Not Synced
or service delivery or consumption
-
Not Synced
occurs inside a nation-state,
-
Not Synced
and you know where that is.
-
Not Synced
But trillions of dollars
are circling the globe
-
Not Synced
in mini-parts from our Googles,
our Facebooks, our Twitters,
-
Not Synced
siphoned through a number of tax shelters,
-
Not Synced
so that when we click on our computer
-
Not Synced
and go to download some software,
-
Not Synced
we don't know where it was produced,
-
Not Synced
and frankly no one knows where we are
-
Not Synced
as we're consuming it either.
-
Not Synced
These tax-free havens
-
Not Synced
distort the GDP to such an extent
-
Not Synced
that about three years ago,
-
Not Synced
Europe looked askance at Ireland
-
Not Synced
and said, "We don't think
you're reporting correctly,"
-
Not Synced
and in the next year their GDP
went up 35 percent.
-
Not Synced
Now, all that work that you're doing
-
Not Synced
when you were at leisure and unproductive,
-
Not Synced
we can measure this
-
Not Synced
and we can measure this
in time use surveys.
-
Not Synced
When we look at the amount
of time that's taken
-
Not Synced
in the unpaid sector,
-
Not Synced
what we find is that in almost every
country where I've ever seen the data,
-
Not Synced
it is the single largest sector
of the nation's economy.

Not Synced
In the last three years, for example,

Not Synced
the UK statistician has declared
-
Not Synced
that all of that unpaid work
-
Not Synced
is the equivalent of all manufacturing
-
Not Synced
and all retailing in the UK.
-
Not Synced
In Australia, the single largest sector
-
Not Synced
of Australia's economy
is unpaid childcare,
-
Not Synced
and the second largest sector
is all the rest of the unpaid work,
-
Not Synced
before banking and insurance
-
Not Synced
and financial intermediation services
-
Not Synced
clock in at the largest part
of the market sector.

Not Synced
Just last year, the Premier
of the Victoria state of Australia
-
Not Synced
declared that half of that state's GDP
-
Not Synced
was in fact the value
of all the unpaid work.

Not Synced
Now, as a policy maker,
-
Not Synced
you cannot make good policy
-
Not Synced
if the single largest sector
of your nation's economy
-
Not Synced
is not visible.
-
Not Synced
You can't presume to know
-
Not Synced
where the needs are.
-
Not Synced
You can't locate time poverty.
-
Not Synced
You can't address
the most critical issues of need.
-
Not Synced
So what can go in the place of GDP?

Well, GDP has got many other problems, OK?

Not Synced
We don't behave in a way that assists GDP.

Not Synced
Large numbers of people around the planet
-
Not Synced
are now using household assets,
-
Not Synced
their cars, their homes themselves,
-
Not Synced
for Uber, for Airbnb.
-
Not Synced
And no, we're not supposed to use
assets from the unpaid sector
-
Not Synced
to make money in the market sector.
-
Not Synced
This is confusing!
-
Not Synced
(Laughter)
-
Not Synced
And very difficult to measure.
-
Not Synced
So economists don't want to know
-
Not Synced
what's wrong with their
most important GDP,
-
Not Synced
and I think they've got so many problems
they can just move off to a quiet corner
-
Not Synced
and continue to publish that
-
Not Synced
and not come anywhere near the rest of us
-
Not Synced
with this talk of capitals
-
Not Synced
and natural assets
-
Not Synced
and other ways in which to colonize
the rest of our lives.

I think time use is the most important
indicator going forward.
-
Not Synced
Every one of us has
exactly the same amount of it.
-
Not Synced
If there are going to be critical issues
-
Not Synced
as we move forward,
-
Not Synced
we need a solid database,
-
Not Synced
because whatever we change
away from the GDP,
-
Not Synced
we're going to be stuck with it
for about 50 years,
-
Not Synced
and we need something
that's solid and immutable
-
Not Synced
and that everybody understands,
-
Not Synced
because if I put
time use data in front of you,
-
Not Synced
you'll immediately start nodding.
-
Not Synced
You'll immediately start
recognizing what it means.
-
Not Synced
And, honestly,
-
Not Synced
if I put the GDP data in front of you,
-
Not Synced
a lot of you would prefer
to leave for morning tea.
-
Not Synced

Not Synced
We also need to be looking
at the quality of our environment.

As every year goes past,
-
Not Synced
we get much better
-
Not Synced
at measuring the devastation of it,
-
Not Synced
of measuring how little
we protect anymore.
-

And yet, with climate change,
-
Not Synced
we don't all have to be scientists
-
Not Synced
to see, to feel, to know
what is happening to our beautiful planet.
-
Not Synced
We need, in this country,
-
Not Synced
the paramountcy of what we can learn
from ??, from ??,
-
Not Synced
from what Maori who have been here
for centuries can teach us.
-
Not Synced
When you're in parliament,
-
Not Synced
and you're not in
an economist's frame of mind,
-
Not Synced
you make decisions across a range of data.
-
Not Synced
You look at the tradeoffs.
-
Not Synced
You think deeply about implications
-
Not Synced
way beyond whether or not
GDP is up or down.
-
Not Synced
Economists want to turn everything
-
Not Synced
into a monetary exchange,
-
Not Synced
even time use data,
-
Not Synced
so that they can carry on
-
Not Synced
trying to decide
-
Not Synced
whether GDP is up or down.
-
Not Synced
That's not a great way to go.
-
Not Synced
And others have said to me,
-
Not Synced
"Marilyn, why don't you just work
on a system that includes
-
Not Synced
all the unpaid work,
-
Not Synced
and the pregnancy and the birth
-
Not Synced
and the lactation in the GDP?"
-
Not Synced
There's a very important
moral and ethical answer to that,
-
Not Synced
and it is that I do not want
the most valuable things on earth,
-
Not Synced
the things I treasure,
-
Not Synced
sitting in an accounting framework
that things that war is great for growth.

Not Synced

So from now on,

Not Synced
whenever you listen to the news,
-
Not Synced
you're not going to go blank
when they say GDP.

Not Synced
You're going to think,
-
Not Synced
I know what they're talking about,
and it's not good.

I know that there are alternatives,

Not Synced
and I'm going to spend my time

Not Synced
correcting people,
-
Not Synced
talking to them about this value base,

Not Synced
and talking to them about
what the alternatives can be,

because humankind
-
Not Synced
and our planet
-
Not Synced
need another way.
