  • 0:46 - 0:49
Project Lifesaver was implemented in 2002
  • 0:49 - 0:51
    at the Lynchburg Sheriff's Office
  • 0:51 - 0:54
We wanted to offer this to the citizens
  • 0:54 - 0:57
of Lynchberg to give the caregivers
  • 0:57 - 0:59
and family members peace of mind that
  • 0:59 - 1:01
there loved ones can be found quickly
  • 1:01 - 1:03
Well I was a police officer in Westpeak
  • 1:03 - 1:04
    Virginia for 33 years
  • 1:04 - 1:07
One of my jobs was commanding officer of
  • 1:07 - 1:09
    special operations which was
  • 1:09 - 1:11
    SWOT and search and rescue.
  • 1:11 - 1:15
We were having a lot of recurring cases
  • 1:15 - 1:17
for alzheimer's patients that had wondered
  • 1:17 - 1:18
and frankly we weren't doing a very
  • 1:18 - 1:19
    good job of finding them.
  • 1:19 - 1:24
And I really was getting a little tired
  • 1:24 - 1:26
    and disheartened about
  • 1:26 - 1:27
having to tell families we were
  • 1:27 - 1:31
discontinuing the search or worse, we had
  • 1:31 - 1:32
    found them however
  • 1:32 - 1:36
Project Lifesaver, number one is a tool to
  • 1:36 - 1:41
help public safety personnel locate people
  • 1:41 - 1:43
that have a condition that would cause
  • 1:43 - 1:44
    them to wonder
  • 1:44 - 1:46
It's not just equipment, thats the big
  • 1:46 - 1:50
thing, were not just a vendor or something
  • 1:50 - 1:52
    were a programme.
  • 1:52 - 1:55
We have had 92 successful searches
  • 1:55 - 1:57
its a great feeling, its a great peace of
  • 1:57 - 1:59
mind for families and citizens of
  • 1:59 - 2:03
Lynchburg. We enjoy getting to know the
  • 2:03 - 2:05
families and getting to build reports with
  • 2:05 - 2:07
them, so it really hits home when one
  • 2:07 - 2:10
wanders and you know more about them
  • 2:10 - 2:12
you have a bond with the family and
  • 2:12 - 2:15
    the child or the adult.
  • 2:15 - 2:16
My fervent hope was to be able to find
  • 2:16 - 2:18
something that would help us in, uh,
  • 2:19 - 2:20
making these searches more successful. I
  • 2:21 - 2:23
    came across some information about
  • 2:23 - 2:26
wildlife tracking and a thought occurred
  • 2:26 - 2:28
to me, if we can do this with wildlife,
  • 2:28 - 2:33
why can't we do it with people? So, I was
  • 2:33 - 2:35
able to contact a company and get them to
  • 2:35 - 2:38
work with me, uh, and develop a
  • 2:38 - 2:39
transmitter that could be put on a
  • 2:39 - 2:42
person's arm. And that was the start of
  • 2:42 - 2:44
    Project Lifesaver. Our passion, our
  • 2:44 - 2:46
    desire, uh, we think Project
  • 2:46 - 2:48
    Lifesaver, the Lynchberg Project
  • 2:48 - 2:50
Lifesaver program, is uh, our premier
  • 2:50 - 2:52
community service program, here in the
  • 2:52 - 2:56
city of Lynchberg. Uh, we provide it now
  • 2:56 - 2:58
at no cost to those that cannot afford it
  • 2:58 - 3:01
through an annual fundraiser and so,
  • 3:01 - 3:04
but, again the goal behind that is, is
  • 3:04 - 3:06
when we bring that individual back home
  • 3:06 - 3:09
safely and historically with our 92 all
  • 3:09 - 3:14
within thirty minutes or less, um, the
  • 3:14 - 3:16
emotion that we feel, the, the
  • 3:16 - 3:19
satisfaction that we have done our job
  • 3:19 - 3:21
and done it well, with the assistance of
  • 3:21 - 3:23
this technology, you can't put a price on
  • 3:23 - 3:26
    that, because someone's life, someone's
  • 3:26 - 3:31
loved one is brought home and um, it
  • 3:31 - 3:32
    makes a difference.
  • 3:32 - 3:33
I tell people when you work at
  • Not Synced
    Project Lifesaver International, it's not
  • Not Synced
a job, it's a way of life. And you adapt
  • Not Synced
    yourself to it.
  • Not Synced
    I'm not getting a signal.
  • Not Synced
We're going to have to call in the drone.
  • Not Synced
I use to describe it and still do as when
  • Not Synced
you're searching for somebody and you
  • Not Synced
don't anything like this to help you, you
  • Not Synced
are actually doing a swag search. And
  • Not Synced
people say 'Well what's a swag?' I said
  • Not Synced
    it's a scientific wilda** guess.
  • Not Synced
Before Project Lifesaver, you didn't have
  • Not Synced
    any resources but individuals.
  • Not Synced
When we first started the program, I mean
  • Not Synced
it was very bare basics, you know, we had
  • Not Synced
the receiver, we had the transmitter, uh,
  • Not Synced
and they were pretty, uh, bare, I mean it
  • Not Synced
was just a, it was a, something had never
  • Not Synced
been done before, so we were doing what
  • Not Synced
we could with what we had.
  • Not Synced
Uh, the new hat tracking equipment that
  • Not Synced
could assist with you, assist with the
  • Not Synced
search, narrow it down, make it a little
  • Not Synced
faster, give that extra peace of mind to
  • Not Synced
    caregivers.
  • Not Synced
When the Project Lifesaver went to
  • Not Synced
Lynchberg sheriffs office, and we had
  • Not Synced
basic, uh, receivers that we used, in
  • Not Synced
fact our first rescue we used those
  • Not Synced
    receivers and saved a ninety-two year-old
  • Not Synced
lady that had wandered from a nursing
  • Not Synced
home, um, using that equipment she was
  • Not Synced
located in eight minutes and she would
  • Not Synced
not have made it until morning, it was in
  • Not Synced
December and all she had on was a house
  • Not Synced
    coat.
  • Not Synced
I kept feeling, well we, we need to be
  • Not Synced
stepping ahead, we need to improve all
  • Not Synced
the time, we need to make it easier for
  • Not Synced
the agencies, easier for the people,
  • Not Synced
give them more, more that they can work
  • Not Synced
    with.
  • Not Synced
Then, you're actually able to ascend
  • Not Synced
that through air searches, which was
  • Not Synced
    wonderful, but the availability of
  • Not Synced
    gett'in a helicopter in a timely manner
  • Not Synced
and gett'in someone available to fly the
  • Not Synced
helicopter, your having to depend on
  • Not Synced
other people and other departments and
  • Not Synced
    other resources.
  • Not Synced
Helicopters are great, I love ' em,
  • Not Synced
however, their expensive and when you
  • Not Synced
need ' em, sometimes you can't get 'em,
  • Not Synced
    maintenance issues, weather issues,
  • Not Synced
crew issues, and even if you can get it,
  • Not Synced
you're thirty to forty-five minutes and
  • Not Synced
sometimes an hour away from it arriving
  • Not Synced
    on scene.
  • Not Synced
Where with the drone, if you had that
  • Not Synced
you could just implement the search right
  • Not Synced
there, you don't have to depend on
  • Not Synced
gett'in an outside agency to come in and
  • Not Synced
    start your search.
  • Not Synced
Here's something you can have in the
  • Not Synced
trunk of the car and it gives you what a
  • Not Synced
helicopter would give you and it gives it
  • Not Synced
to you much quicker, much cheaper.
  • Not Synced
I was on a search and rescue at one
  • Not Synced
point, and the individual, he had
  • Not Synced
autism, and he had wandered, and he had
  • Not Synced
actually gone on his bicycle, so we do
  • Not Synced
not know how far he had gotten at that
  • Not Synced
    point, we weren't gett'in a signal from
  • Not Synced
his last known location, so of course we
  • Not Synced
had to spread out our perimeter, but we
  • Not Synced
live in a very hilly city, there's tons
  • Not Synced
of hills, low dips, creeks, and he had
  • Not Synced
actually, gotten along a creek line and
  • Not Synced
was just gunning it, I mean he had gotten
  • Not Synced
miles from home, quickly and he was a
  • Not Synced
young boy, so, um, with having just the
  • Not Synced
ground units, it made it difficult.
  • Not Synced
    The average alzheimer's search lasts
  • Not Synced
nine hours. The average cost is fifteen
  • Not Synced
hundred dollars an hour. You factor that
  • Not Synced
into, you can search with this equipment
  • Not Synced
and in thirty minutes find this person,
  • Not Synced
this program is already paid for itself
  • Not Synced
and much cheaper than you would have by
  • Not Synced
    launching this massive search.
  • Not Synced
    Lynchberg Project Lifesaver, Project
  • Not Synced
    Lifesaver International delivers exactly
  • Not Synced
    what it says.
  • Not Synced
You know Project Lifesaver is just
  • Not Synced
wonderful and it gives that extra peace
  • Not Synced
of mind to the family members.
  • Not Synced
I have made the statement that if it was
  • Not Synced
just one person, that we were able to go
  • Not Synced
out and bring home safely, uh this
  • Not Synced
    program would be worth it.
  • Not Synced
I think a lot of people don't realize how
  • Not Synced
big this problem is and if you don't
  • Not Synced
think it's a big problem, pick up a
  • Not Synced
newspaper, go on Facebook and look at all
  • Not Synced
the searches for people that have
  • Not Synced
wandered off and not been found
