0:09 - 0:17For some background, Universities in the Eastern
Africa Region have come together to implement -
0:17 - 0:24an initiative Health Emergency Management
Program (HEMP) that will build the capacity -
0:24 - 0:29of local governments in the region to manage
and plan for response to major disasters of -
0:29 - 0:33public health importance.

0:33 - 0:40The Eastern African Region is prone to many
natural and technological disasters of different -
0:40 - 0:40kinds.

0:40 - 0:46There is not one nation in the region that
is not vulnerable to the devastating effects -
0:46 - 0:50of these disasters.

0:50 - 0:58Many of these disasters have a public health
significance either directly in the case of -
0:58 - 1:04epidemics of infectious diseases, or indirectly
as a result of the breakdown of infrastructure -
1:04 - 1:07associated with these disasters.

1:07 - 1:14The purpose of this initiative therefore is
to increase the capacity of districts to plan -
1:14 - 1:21for response, mitigation and preparedness
for disasters, so as to reduce human suffering, -
1:21 - 1:28morbidity and mortality that often arise from
such incidents -
1:28 - 1:33What is the goal of this training? The goal
of this training is to strengthen capacity -
1:33 - 1:40for public health disaster planning and management
at district level. -
1:40 - 1:47The specific objectives of this training are: To
create awareness about public health emergencies, -
1:47 - 1:52to develop district disaster response management
plans for common emergencies and disasters -
1:52 - 1:58at district level, and to build capacity for
district officials to train lower levels in -
1:58 - 2:03disaster response management

2:03 - 2:05What is our key output?

2:05 - 2:12To produce a district level disaster response
plan. -
2:12 - 2:13How will we get there?

2:13 - 2:20Day 1: We shall have a consensus on terms
and concepts of disasters and how disasters -
2:20 - 2:21affect the districts

2:21 - 2:28Day 2: We shall discuss some common hazards
in our region and districts -
2:28 - 2:34Day 3: We shall look at some policies and
standards for disaster management -
2:34 - 2:39Day 4 and 5: We shall work in groups to produce
a District Disaster Management plan -
2:39 - 2:46Day 6: Presentation of the district plans
