    that I am a woman first.

    before I'm an inmate.

    I'm a daughter

    who was supposed to make
    her parents proud.

    I never thought my life choices
    would cause them to count me out.

    I'm a woman first

    before I'm an inmate.

    I'm a sister of 17,
  • 0:51 - 0:52
    but I only know
  • 0:52 - 0:55
    and have a relationship with six.

    Even though I know they love me,

    I'm out of sight, out of mind

    during this prison bid.

    I'm a woman first

    before I'm an inmate.

    I'm a mother of five beautiful children

    who has made some poor choices.

    whose bad decisions

    not only affect me
  • 1:23 - 1:25
    but also my lineage.

    I'm a friend to many.

    I'm an aunt of 14.

    that our department
    has really been talking about
  • 5:23 - 5:25
    and trying to express
  • 5:25 - 5:28
    to policy-makers and others
    who think about this issue,
  • 5:29 - 5:34
    and that's that the children are impacted
    by our response to crime.
  • 5:35 - 5:38
    So in the Pennsylvania
    Department of Corrections alone,
  • 5:38 - 5:41
    where we have 51,000 people incarcerated,
  • 5:41 - 5:43
    they have at least 81,000 children.
  • 5:46 - 5:49
    So we don't have
    51,000 inmates, just inmates,
  • 5:49 - 5:52
    we have 51,000 mothers
  • 5:52 - 5:54
    and children
  • 5:54 - 5:56
    and fathers.
  • 5:56 - 6:01
    So when we look at
    how we should use incarceration,
  • 6:02 - 6:06
    I hope we, as policy-makers,
    keep that in our mind
  • 6:06 - 6:10
    and understand that this tool
    needs to be used with precision,
  • 6:11 - 6:12
    specifically for that reason:
  • 6:12 - 6:16
    because of the impact
    it could potentially have on the back end.
