The settings pages have a different submit button and a link at the bottom of the form to scroll back up to the top. The Save Changes button appear whenever a change is made to any of the form fields, it does not disappear when the changes made are still the same with the original form data since it would be weird if you had the submit button appearing and disappearing. Important to note are the `.saveChangesButton` and `.fieldset-backtotop-container` classes to make those two elements work. The `.fieldset-footer-shadow` class is used for a footer that has some background shadow.
