Torture in Egypt is systematic, whether at the hands of police, the army, or lately civilians supporting Morsi. The new constitution neither provides guarantees that torture will be treated as criminal activity nor that torture will be ended. Moreover, the document codifies the right of security to detain citizens for 12 hours without any reason given: without habeas corpus.
