Torture in Egypt is systematic, whether at the hands of police, the army, or lately civilians supporting Morsi. The new constitution neither provides guarantees that torture will be treated as criminal activity nor that torture will be ended. Moreover, the document codifies the right of security to detain citizens for 12 hours without any reason given: without habeas corpus.

A regime that practices torture,

we can't tolerate this no matter who's at the head of it

The new constitution says that people can be detained without know the charges against them,

for 12 hours

Let's imagine this scenario:

Someone gets held for 11 and a half hours without anyone telling him why,

He's then set free after 11 and a half hours,
without any breach of law

At which point he is arrested again, and the whole
process starts over

a whole new 12 hour window

The constitution does not discusses torture,

nor define it,

neither does it mention it's obligation to the
UN Convention against Torture

despite the fact that the article could
have been included in the constitution

in a clear fashion, saying:

"Torture is a crime with no statute of limitations,"

"and it is the right of victims to direct judicial redress."

This is an illegitimate constitution

I don't even have to read the rest of it to make up my mind.

Insofar as we're not voting on individual amendments,

but rather the constitution in its entirety,

then these articles are enough on their own
for me to reject this constitution
