Black Bloc Tactics - 10 Quick Points! (2 of 3)

    So in terms of the specifics of the Heart Attack demonstration

    and the black bloc in general during the Convergence,

    um, i do think, you know, one of the points that people have made

    is that sometimes there are tactics that undermine other tactics.

    And i think what was really specific about this convergence,
  • 0:15 - 0:19
    which is why i would argue Feb 13th was successful,
  • 0:19 - 0:24
    is the fact that the black bloc has been in commuication with the entire,
  • 0:24 - 0:26
    organizers of the entire Convergence.
  • 0:26 - 0:28
    Feb 12th, as people know,
  • 0:28 - 0:32
    was explicitly called as an action that was inclusive.
  • 0:32 - 0:37
    And in Feb 12th, lets not forget, black bloc was present.
  • 0:37 - 0:41
    Let's not forget, black bloc members were present in the Feb 14th Memorial March;
  • 0:41 - 0:44
    let's not forget as i mentioned the black bloc is present at Tent City,
  • 0:44 - 0:46
    has been present in every action.
  • 0:46 - 0:48
    And for those of us who are involved in organizing,
  • 0:49 - 0:50
    we know this.
  • 0:50 - 0:52
    We know this because we're the organizers.
  • 0:52 - 0:54
    We know this because we're in communication,
  • 0:54 - 0:55
    and therefore, you know,
  • 0:55 - 0:56
    including the Memorial March,
  • 0:56 - 0:58
    because a lot of people have, um,
  • 0:58 - 1:00
    have strategically kind of used the Memorial March
  • 1:00 - 1:04
    to say that "oh, you know, people are worried about the black bloc infiltrating the Memorial March".

    im an organizer of the Memorial March,
  • 1:06 - 1:07
    and i can say as a member of the Memorial March Committee,
  • 1:07 - 1:12
    we have never had isues with the black bloc being present at the Memorial March.

    The only issues in fact, for those who are are gaurdians here all know,
  • 1:16 - 1:19
    explicitly in our Gaurdian sheet,
  • 1:19 - 1:22
    we explicitly mention that if there was going to be any concerns about violence
  • 1:22 - 1:24
    it will come from police provocateurs,
  • 1:24 - 1:26
    and not from our allies in the bloc
  • 1:26 - 1:28
    who knew and respected the protocol of the Memorial March,
  • 1:28 - 1:30
    including not wearing face masks.
  • 1:30 - 1:33
    So in terms of the thoughtfulness of the Heart Attack demonstration,
  • 1:33 - 1:37
    um, i want to reiterate that there was many conversations,
  • 1:37 - 1:38
    and many commitments made
  • 1:38 - 1:41
    to respect the other days of action.
  • 1:41 - 1:45
    The front line on February 12th, was held by indigenous Elders
  • 1:45 - 1:46
    with 2 contingents behind them,
  • 1:46 - 1:49
    one of which was the No One Is Illegal / Canada Is Illegal contingent,
  • 1:49 - 1:51
    and the contingent next to it, which was the black bloc.
  • 1:51 - 1:55
    All of this was in consultation with the 2010 Welcoming Committee.
  • 1:55 - 1:58
    The organizers of that demonstration knew this.
  • 1:58 - 2:01
    When the black bloc took the front line on February 12th,
  • 2:01 - 2:03
    THAT happened in consultation with the Elders,
  • 2:03 - 2:07
    two of whom explicitly told us that they were gonna go to the back
  • 2:07 - 2:10
    so the black bloc could take the front line and push through the police line.
  • 2:10 - 2:12
    So before we start you know, talking about what Elders want,
  • 2:12 - 2:17
    let's remember they explicitly asked for the black bloc to come to the front line.
  • 2:21 - 2:24
    Um, in terms of, in terms of Feb 13th,
  • 2:24 - 2:27
    and this idea that people were somehow endangered on February 13th,
  • 2:27 - 2:31
    February 13th was explicitly called as a diversity of tactics.
  • 2:31 - 2:35
    Everyone in the movement knows what a diversity of tactics means,
  • 2:35 - 2:38
    and when you go out on the street you know what you are engaging in.
  • 2:38 - 2:39
    As far as i know, like i said,
  • 2:39 - 2:41
    as someone who marched on February 13th,
  • 2:41 - 2:45
    unmasked, in solidarity with black bloc allies,
  • 2:45 - 2:47
    i did not feel endangered.
  • 2:47 - 2:51
    i cant speak for everyone else, but i can speak for myself, that i was happy to be there,
  • 2:51 - 2:54
    and i was happy to see the black bloc doing their thing.
  • 2:54 - 2:59
    um, in terms of the actual demonstration on the 13th,
  • 2:59 - 3:01
    there was various spokescouncils,
  • 3:01 - 3:03
    some of which were publicly announced,
  • 3:03 - 3:06
    for anyone who was interested in getting information about what the 13th would involve.
  • 3:06 - 3:10
    There was public meetings and public consultations
  • 3:10 - 3:11
    --well, consultations is not the right word--
  • 3:11 - 3:16
    but public spokescouncils, which shared information about what people could expect
  • 3:16 - 3:17
    about the 13th.
  • 3:17 - 3:22
    So anyone who wanted to find out that information was able to do that.
  • 3:22 - 3:24
    Um, there was explanation of "green zones".
  • 3:24 - 3:26
    There was "green zones" within the February 13th,
  • 3:26 - 3:30
    and again, at no point did i see the black bloc trying
  • 3:30 - 3:33
    to hide under the cover of other "peaceful protesters".
  • 3:33 - 3:36
    We were out on the streets knowing what would happen,
  • 3:36 - 3:40
    and thousands of people were not at risk on February 13th.
  • 3:40 - 3:41
    And i think thats important to reiterate,
  • 3:41 - 3:44
    because the people who were actually arrested on February 13th
  • 3:44 - 3:49
    have not denounced the black bloc, so why are other people doing that?
  • 3:55 - 3:58
    Um, 5th point [laughing] only half way through...
  • 3:58 - 4:00
    This'll go faster...
  • 4:00 - 4:03
    The argument that the bloc is succeptible to police provocateurs.
  • 4:03 - 4:07
    The entire movement is succeptible to police provocateurs.
  • 4:07 - 4:09
    There's probably provocateurs in this meeting,
  • 4:09 - 4:10
    there's informants in this meeting,
  • 4:10 - 4:14
    and the actual police provocateurs who were outed
  • 4:14 - 4:16
    were again, as Derrick mentioned, on February 12th,
  • 4:16 - 4:20
    um, and those were police provocateurs who were posing as journalists.
  • 4:20 - 4:23
    So in my opinion, the idea that the bloc should not be masked
  • 4:23 - 4:26
    because that will make them more succeptible to police provocateurs
  • 4:26 - 4:28
    um, isnt true.
  • 4:28 - 4:32
    And also, uh, a very clear example is what happened in Montebelo,
  • 4:32 - 4:38
    which is that when police provocateurs, um, presented themselves as the black bloc,
  • 4:38 - 4:41
    they were first outed by the black bloc.
  • 4:44 - 4:46
    Um, 6th point:
  • 4:46 - 4:48
    Whether the black bloc tactic is effective?
  • 4:48 - 4:53
    And i think a lot of the, um, the debate seems to focus around this idea of effectiveness,
  • 4:53 - 4:56
    um, and i hope my earlier points kind of build on this point,
  • 4:56 - 5:00
    which is the black bloc tactic cannot be judged in and of itself, right?
  • 5:00 - 5:04
    Like any other mass movement, as Derrick mentioned,
  • 5:04 - 5:07
    you know, we have to gauge them as a longterm campaign.
  • 5:07 - 5:09
    So if we're going to talk about the black bloc tactic,
  • 5:09 - 5:14
    we have to talk about the black bloc tactic as part of the anti-olympics convergence,
  • 5:14 - 5:16
    as part of the anti olympics movement,
  • 5:16 - 5:18
    and in my opinion you cant separate those things,
  • 5:18 - 5:21
    and as far as i know the anti-olympic movement as a whole,
  • 5:21 - 5:23
    including all of its parts,
  • 5:23 - 5:25
    has been very successful.
  • 5:27 - 5:30
    Um, in terms of the black bloc tactic in and of itself,
  • 5:30 - 5:31
    if we are to separate it out,
  • 5:31 - 5:34
    i would argue that it has been effective for several reasons.
  • 5:34 - 5:38
    Um, the 1st is that the black bloc tactic
  • 5:38 - 5:41
    does actually help build mass movements,
  • 5:41 - 5:47
    counter to kind of this idea that the black bloc movement marginalizes mass movements.
  • 5:47 - 5:49
    And i think that happens in several ways.
  • 5:49 - 5:52
    The first is, is that there is no monopoly on the mass movement.
  • 5:52 - 5:57
    There are a lot of people who dont engage in what is kind of the monoculture of the mass movement
  • 5:57 - 5:59
    in symbolic protest,
  • 5:59 - 6:02
    who find direct action to be very empowering,
  • 6:02 - 6:05
    and from that perspective the black bloc is growing,
  • 6:05 - 6:10
    and therefore the black bloc as part of the movement is helping the movement grow.
  • 6:10 - 6:15
    Um, second of all, corporate sponsors, in my experience in the past 6 years
  • 6:15 - 6:17
    of anti olympic organizing,
  • 6:17 - 6:20
    corporate sponsors have only been mentioned in mainstream media
  • 6:20 - 6:24
    when there has been insurrectionary attacks on them.
  • 6:24 - 6:28
    And a lot of these have happened in Ottawa in particular, and Montreal.
  • 6:28 - 6:32
    So in terms of effectiveness, the only times that ive seen Hudson's Bay Company
  • 6:32 - 6:38
    and Royal Bank mentioned and involved in the direct kind of, um, olympic industry,
  • 6:38 - 6:41
    has been when they have taken a hit.
  • 6:41 - 6:44
    Um, and i think thats, thats the reality.
  • 6:44 - 6:48
    Theres been no other times when those corporations have been held responsible
  • 6:48 - 6:52
    in a public way, other than when they have taken a hit.
  • 6:52 - 6:57
    Um, in terms of whether the black bloc tactic of smashing windows
  • 6:57 - 7:00
    is simply symbolic, and gains nothing,
  • 7:00 - 7:01
    well again back to the earlier point.
  • 7:01 - 7:04
    A whole lot of our protests are often symbolic,
  • 7:04 - 7:06
    so we can sit here and have a back and forth
  • 7:06 - 7:09
    about whether it's simply symbolic or effective,
  • 7:09 - 7:10
    but as part of a larger movement,
  • 7:10 - 7:13
    its certainly effective.
  • 7:13 - 7:16
    Um, i would also argue two other points,
  • 7:16 - 7:22
    which is that black bloc tactics actually help open up space for more mainstream tactics
  • 7:22 - 7:24
    to take place.
  • 7:24 - 7:26
    And thats something that i cannot emphasize enough.

    i would argue that the success of the Memorial March
  • 7:28 - 7:30
    and the success of the Tent City
  • 7:30 - 7:34
    at least in part was due to Saturday Feb 13th,
  • 7:34 - 7:36
    and the reason for that is several-fold:
  • 7:36 - 7:41
    one, is that law enforcement, because they create a good protestor / bad protestor divide
  • 7:41 - 7:44
    have been largely absent from the Tent City,
  • 7:44 - 7:46
    because they know, and they wanna play up the idea
  • 7:46 - 7:51
    that Feb 13th is the bad proestors, and we're gonna let these other spaces go.
  • 7:51 - 7:53
    Um, and so i can without a doubt say
  • 7:53 - 7:54
    one of the successes of the Tent Village
  • 7:54 - 7:57
    has been the fact that Saturday Feb 13th
  • 7:57 - 8:00
    opened up a space for that to happen.
  • 8:00 - 8:06
    Um, also, yknow, the idea that we've lost credibility in mainstream media?
  • 8:06 - 8:10
    Um, part of, for what thats worth,
  • 8:10 - 8:11
    not that we ever had any to begin with,
  • 8:11 - 8:15
    but for what it's worth, the mainstream media
  • 8:15 - 8:17
    plays into the good protestor / bad protestor,
  • 8:17 - 8:21
    and again, part of the reason the Tent Village has gotten positive mainstream media
  • 8:21 - 8:24
    i their own spin, not our spin, but their own spin,
  • 8:24 - 8:28
    that this is a "peaceful tent village that should be defended and should be supported".
  • 8:28 - 8:33
    So i would argue that black bloc tactics abolutely do help build a broader movement
  • 8:33 - 8:37
    and absolutely do help build a space for various other tactics to take place,
  • 8:37 - 8:40
    and they dont exist in isolation of them.
