Black Bloc Tactics - 10 Quick Points! (2 of 3)

0:00 - 0:03So in terms of the specifics of the Heart Attack demonstration

0:03 - 0:06and the black bloc in general during the Convergence,
-
0:06 - 0:09um, i do think, you know, one of the points that people have made
-
0:09 - 0:13is that sometimes there are tactics that undermine other tactics.
-
0:13 - 0:15And i think what was really specific about this convergence,
-
0:15 - 0:19which is why i would argue Feb 13th was successful,
-
0:19 - 0:24is the fact that the black bloc has been in commuication with the entire,
-
0:24 - 0:26organizers of the entire Convergence.

0:26 - 0:28Feb 12th, as people know,
-
0:28 - 0:32was explicitly called as an action that was inclusive.
-
0:32 - 0:37And in Feb 12th, lets not forget, black bloc was present.
-
0:37 - 0:41Let's not forget, black bloc members were present in the Feb 14th Memorial March;
-
0:41 - 0:44let's not forget as i mentioned the black bloc is present at Tent City,
-
0:44 - 0:46has been present in every action.

0:46 - 0:48And for those of us who are involved in organizing,
-
0:49 - 0:50we know this.

0:50 - 0:52We know this because we're the organizers.
-
0:52 - 0:54We know this because we're in communication,
-
0:54 - 0:55and therefore, you know,
-
0:55 - 0:56including the Memorial March,
-
0:56 - 0:58because a lot of people have, um,
-
0:58 - 1:00have strategically kind of used the Memorial March
-
1:00 - 1:04to say that "oh, you know, people are worried about the black bloc infiltrating the Memorial March".

1:04 - 1:06im an organizer of the Memorial March,
-
1:06 - 1:07and i can say as a member of the Memorial March Committee,
-
1:07 - 1:12we have never had isues with the black bloc being present at the Memorial March.
-
1:12 - 1:16The only issues in fact, for those who are are gaurdians here all know,
-
1:16 - 1:19explicitly in our Gaurdian sheet,
-
1:19 - 1:22we explicitly mention that if there was going to be any concerns about violence
-
1:22 - 1:24it will come from police provocateurs,
-
1:24 - 1:26and not from our allies in the bloc
-
1:26 - 1:28who knew and respected the protocol of the Memorial March,
-
1:28 - 1:30including not wearing face masks.
-
1:30 - 1:33So in terms of the thoughtfulness of the Heart Attack demonstration,
-
1:33 - 1:37um, i want to reiterate that there was many conversations,
-
1:37 - 1:38and many commitments made
-
1:38 - 1:41to respect the other days of action.
-
1:41 - 1:45The front line on February 12th, was held by indigenous Elders
-
1:45 - 1:46with 2 contingents behind them,
-
1:46 - 1:49one of which was the No One Is Illegal / Canada Is Illegal contingent,
-
1:49 - 1:51and the contingent next to it, which was the black bloc.
-
1:51 - 1:55All of this was in consultation with the 2010 Welcoming Committee.
-
1:55 - 1:58The organizers of that demonstration knew this.
-
1:58 - 2:01When the black bloc took the front line on February 12th,
-
2:01 - 2:03THAT happened in consultation with the Elders,
-
2:03 - 2:07two of whom explicitly told us that they were gonna go to the back
-
2:07 - 2:10so the black bloc could take the front line and push through the police line.
-
2:10 - 2:12So before we start you know, talking about what Elders want,
-
2:12 - 2:17let's remember they explicitly asked for the black bloc to come to the front line.
-
2:21 - 2:24Um, in terms of, in terms of Feb 13th,
-
2:24 - 2:27and this idea that people were somehow endangered on February 13th,
-
2:27 - 2:31February 13th was explicitly called as a diversity of tactics.
-
2:31 - 2:35Everyone in the movement knows what a diversity of tactics means,
-
2:35 - 2:38and when you go out on the street you know what you are engaging in.
-
2:38 - 2:39As far as i know, like i said,
-
2:39 - 2:41as someone who marched on February 13th,
-
2:41 - 2:45unmasked, in solidarity with black bloc allies,
-
2:45 - 2:47i did not feel endangered.
-
2:47 - 2:51i cant speak for everyone else, but i can speak for myself, that i was happy to be there,
-
2:51 - 2:54and i was happy to see the black bloc doing their thing.
-
2:54 - 2:59um, in terms of the actual demonstration on the 13th,
-
2:59 - 3:01there was various spokescouncils,
-
3:01 - 3:03some of which were publicly announced,
-
3:03 - 3:06for anyone who was interested in getting information about what the 13th would involve.
-
3:06 - 3:10There was public meetings and public consultations
-
3:10 - 3:11--well, consultations is not the right word--
-
3:11 - 3:16but public spokescouncils, which shared information about what people could expect
-
3:16 - 3:17about the 13th.
-
3:17 - 3:22So anyone who wanted to find out that information was able to do that.
-
3:22 - 3:24Um, there was explanation of "green zones".
-
3:24 - 3:26There was "green zones" within the February 13th,
-
3:26 - 3:30and again, at no point did i see the black bloc trying
-
3:30 - 3:33to hide under the cover of other "peaceful protesters".
-
3:33 - 3:36We were out on the streets knowing what would happen,
-
3:36 - 3:40and thousands of people were not at risk on February 13th.
-
3:40 - 3:41And i think thats important to reiterate,
-
3:41 - 3:44because the people who were actually arrested on February 13th
-
3:44 - 3:49have not denounced the black bloc, so why are other people doing that?
-
3:55 - 3:58Um, 5th point [laughing] only half way through...
-
3:58 - 4:00This'll go faster...
-
4:00 - 4:03The argument that the bloc is succeptible to police provocateurs.
-
4:03 - 4:07The entire movement is succeptible to police provocateurs.
-
4:07 - 4:09There's probably provocateurs in this meeting,
-
4:09 - 4:10there's informants in this meeting,
-
4:10 - 4:14and the actual police provocateurs who were outed
-
4:14 - 4:16were again, as Derrick mentioned, on February 12th,
-
4:16 - 4:20um, and those were police provocateurs who were posing as journalists.
-
4:20 - 4:23So in my opinion, the idea that the bloc should not be masked
-
4:23 - 4:26because that will make them more succeptible to police provocateurs
-
4:26 - 4:28um, isnt true.
-
4:28 - 4:32And also, uh, a very clear example is what happened in Montebelo,
-
4:32 - 4:38which is that when police provocateurs, um, presented themselves as the black bloc,
-
4:38 - 4:41they were first outed by the black bloc.

4:44 - 4:46Um, 6th point:

4:46 - 4:48Whether the black bloc tactic is effective?
-
4:48 - 4:53And i think a lot of the, um, the debate seems to focus around this idea of effectiveness,
-
4:53 - 4:56um, and i hope my earlier points kind of build on this point,
-
4:56 - 5:00which is the black bloc tactic cannot be judged in and of itself, right?
-
5:00 - 5:04Like any other mass movement, as Derrick mentioned,
-
5:04 - 5:07you know, we have to gauge them as a longterm campaign.
-
5:07 - 5:09So if we're going to talk about the black bloc tactic,
-
5:09 - 5:14we have to talk about the black bloc tactic as part of the anti-olympics convergence,
-
5:14 - 5:16as part of the anti olympics movement,
-
5:16 - 5:18and in my opinion you cant separate those things,
-
5:18 - 5:21and as far as i know the anti-olympic movement as a whole,
-
5:21 - 5:23including all of its parts,
-
5:23 - 5:25has been very successful.

5:27 - 5:30Um, in terms of the black bloc tactic in and of itself,
-
5:30 - 5:31if we are to separate it out,
-
5:31 - 5:34i would argue that it has been effective for several reasons.
-
5:34 - 5:38Um, the 1st is that the black bloc tactic
-
5:38 - 5:41does actually help build mass movements,
-
5:41 - 5:47counter to kind of this idea that the black bloc movement marginalizes mass movements.
-
5:47 - 5:49And i think that happens in several ways.
-
5:49 - 5:52The first is, is that there is no monopoly on the mass movement.
-
5:52 - 5:57There are a lot of people who dont engage in what is kind of the monoculture of the mass movement
-
5:57 - 5:59in symbolic protest,
-
5:59 - 6:02who find direct action to be very empowering,
-
6:02 - 6:05and from that perspective the black bloc is growing,
-
6:05 - 6:10and therefore the black bloc as part of the movement is helping the movement grow.

6:10 - 6:15Um, second of all, corporate sponsors, in my experience in the past 6 years
-
6:15 - 6:17of anti olympic organizing,
-
6:17 - 6:20corporate sponsors have only been mentioned in mainstream media
-
6:20 - 6:24when there has been insurrectionary attacks on them.
-
6:24 - 6:28And a lot of these have happened in Ottawa in particular, and Montreal.
-
6:28 - 6:32So in terms of effectiveness, the only times that ive seen Hudson's Bay Company
-
6:32 - 6:38and Royal Bank mentioned and involved in the direct kind of, um, olympic industry,
-
6:38 - 6:41has been when they have taken a hit.

6:41 - 6:44Um, and i think thats, thats the reality.
-
6:44 - 6:48Theres been no other times when those corporations have been held responsible
-
6:48 - 6:52in a public way, other than when they have taken a hit.
-
6:52 - 6:57Um, in terms of whether the black bloc tactic of smashing windows
-
6:57 - 7:00is simply symbolic, and gains nothing,
-
7:00 - 7:01well again back to the earlier point.

7:01 - 7:04A whole lot of our protests are often symbolic,
-
7:04 - 7:06so we can sit here and have a back and forth
-
7:06 - 7:09about whether it's simply symbolic or effective,
-
7:09 - 7:10but as part of a larger movement,
-
7:10 - 7:13its certainly effective.

7:13 - 7:16Um, i would also argue two other points,
-
7:16 - 7:22which is that black bloc tactics actually help open up space for more mainstream tactics
-
7:22 - 7:24to take place.
-
7:24 - 7:26And thats something that i cannot emphasize enough.

7:26 - 7:28i would argue that the success of the Memorial March
-
7:28 - 7:30and the success of the Tent City
-
7:30 - 7:34at least in part was due to Saturday Feb 13th,
-
7:34 - 7:36and the reason for that is several-fold:
-
7:36 - 7:41one, is that law enforcement, because they create a good protestor / bad protestor divide
-
7:41 - 7:44have been largely absent from the Tent City,
-
7:44 - 7:46because they know, and they wanna play up the idea
-
7:46 - 7:51that Feb 13th is the bad proestors, and we're gonna let these other spaces go.

7:51 - 7:53Um, and so i can without a doubt say
-
7:53 - 7:54one of the successes of the Tent Village
-
7:54 - 7:57has been the fact that Saturday Feb 13th
-
7:57 - 8:00opened up a space for that to happen.

8:00 - 8:06Um, also, yknow, the idea that we've lost credibility in mainstream media?
-
8:06 - 8:10Um, part of, for what thats worth,
-
8:10 - 8:11not that we ever had any to begin with,
-
8:11 - 8:15but for what it's worth, the mainstream media
-
8:15 - 8:17plays into the good protestor / bad protestor,
-
8:17 - 8:21and again, part of the reason the Tent Village has gotten positive mainstream media
-
8:21 - 8:24i their own spin, not our spin, but their own spin,
-
8:24 - 8:28that this is a "peaceful tent village that should be defended and should be supported".

8:28 - 8:33So i would argue that black bloc tactics abolutely do help build a broader movement
-
8:33 - 8:37and absolutely do help build a space for various other tactics to take place,
-
8:37 - 8:40and they dont exist in isolation of them.
