tonight, I want to speak to you about what
the United States will do with our friends
and allies to degrade and ultimately destroy
the terrorist group known as ISIL.\'a0

\f1\fs30 \
\f0\fs32 As Commander-in-Chief, my highest
priority is the security of the American people.
Over the last several years, we have consistently
taken the fight to terrorists who threaten
our country. We took out Osama bin Laden and
much of al Qaeda\'92s leadership in Afghanistan
and Pakistan. We\'92ve targeted al Qaeda\'92s
affiliate in Yemen, and recently eliminated
the top commander of its affiliate in Somalia.
We\'92ve done so while bringing more than
140,000 American troops home from Iraq, and
drawing down our forces in Afghanistan, where
our combat mission will end later this year.
Thanks to our military and counterterrorism
professionals, America is safer.\'a0
\f1\fs30 \
\f0\fs32 \'a0
\f1\fs30 \
\f0\fs32 Still, we continue to face a terrorist
threat. We cannot erase every trace of evil
from the world, and small groups of killers
have the capacity to do great harm. That was
the case before 9/11, and that remains true
today. That\'92s why we must remain vigilant
as threats emerge. At this moment, the greatest
threats come from the Middle East and North
Africa, where radical groups exploit grievances
for their own gain. And one of those groups
is ISIL \'96 which calls itself the \'93Islamic
State.\'94

\f0\fs32 \'a0
\f1\fs30 \
\f0\fs32 Now let\'92s make two things clear:
ISIL is not \'93Islamic.\'94 No religion condones
the killing of innocents, and the vast majority
of ISIL\'92s victims have been Muslim. And
ISIL is certainly not a state. It was formerly
al Qaeda\'92s affiliate in Iraq, and has taken
advantage of sectarian strife and Syria\'92s
civil war to gain territory on both sides
of the Iraq-Syrian border. It is recognized
by no government, nor the people it subjugates.
ISIL is a terrorist organization, pure and
simple. And it has no vision other than the
slaughter of all who stand in its way.

\f0\fs32 \'a0
\f1\fs30 \
\f0\fs32 In a region that has known so much
bloodshed, these terrorists are unique in
their brutality. They execute captured prisoners.
They kill children. They enslave, rape, and
force women into marriage. They threatened
a religious minority with genocide. In acts
of barbarism, they took the lives of two American
journalists \'96 Jim Foley and Steven Sotloff.

\f0\fs32 \'a0
\f1\fs30 \
\f0\fs32 So ISIL poses a threat to the people
of Iraq and Syria, and the broader Middle
East \'96 including American citizens, personnel
and facilities. If left unchecked, these terrorists
could pose a growing threat beyond that region
\'96 including to the United States. While
we have not yet detected specific plotting
against our homeland, ISIL leaders have threatened
America and our allies. Our intelligence community
believes that thousands of foreigners \'96
including Europeans and some Americans \'96
have joined them in Syria and Iraq. Trained
and battle-hardened, these fighters could
try to return to their home countries and
carry out deadly attacks.

\f0\fs32 \'a0
\f1\fs30 \
\f0\fs32 I know many Americans are concerned
about these threats. Tonight, I want you to
know that the United States of America is
meeting them with strength and resolve. Last
month, I ordered our military to take targeted
action against ISIL to stop its advances.
Since then, we have conducted more than 150
successful airstrikes in Iraq. These strikes
have protected American personnel and facilities,
killed ISIL fighters, destroyed weapons, and
given space for Iraqi and Kurdish forces to
reclaim key territory. These strikes have
helped save the lives of thousands of innocent
men, women and children.\'a0
\f1\fs30 \
\f0\fs32 \'a0
\f1\fs30 \
\f0\fs32 But this is not our fight alone.
American power can make a decisive difference,
but we cannot do for Iraqis what they must
do for themselves, nor can we take the place
of Arab partners in securing their region.
That\'92s why I\'92ve insisted that additional
U.S. action depended upon Iraqis forming an
inclusive government, which they have now
done in recent days. So tonight, with a new
Iraqi government in place, and following consultations
with allies abroad and Congress at home, I
can announce that America will lead a broad
coalition to roll back this terrorist threat.

\f0\fs32 Our objective is clear: we will degrade,
and ultimately destroy, ISIL through a comprehensive
and sustained counter-terrorism strategy.

\f0\fs32 First, we will conduct a systematic
campaign of airstrikes against these terrorists.
Working with the Iraqi government, we will
expand our efforts beyond protecting our own
people and humanitarian missions, so that
we\'92re hitting ISIL targets as Iraqi forces
go on offense. Moreover, I have made it clear
that we will hunt down terrorists who threaten
our country, wherever they are. That means
I will not hesitate to take action against
ISIL in Syria, as well as Iraq. This is a
core principle of my presidency: if you threaten
America, you will find no safe haven.\'a0

\f1\fs30 \
\f0\fs32 Second, we will increase our support
to forces fighting these terrorists on the
ground. In June, I deployed several hundred
American service members to Iraq to assess
how we can best support Iraqi Security Forces.
Now that those teams have completed their
work \'96 and Iraq has formed a government
\'96 we will send an additional 475 service
members to Iraq. As I have said before, these
American forces will not have a combat mission
\'96 we will not get dragged into another
ground war in Iraq. But they are needed to
support Iraqi and Kurdish forces with training,
intelligence and equipment. We will also support
Iraq\'92s efforts to stand up National Guard
Units to help Sunni communities secure their
own freedom from ISIL control.

\f0\fs32 Across the border, in Syria, we have
ramped up our military assistance to the Syrian
opposition. Tonight, I again call on Congress
to give us additional authorities and resources
to train and equip these fighters. In the
fight against ISIL, we cannot rely on an Assad
regime that terrorizes its people; a regime
that will never regain the legitimacy it has
lost. Instead, we must strengthen the opposition
as the best counterweight to extremists like
ISIL, while pursuing the political solution
necessary to solve Syria\'92s crisis once
and for all.\'a0

\f1\fs30 \
\f0\fs32 Third, we will continue to draw on
our substantial counterterrorism capabilities
to prevent ISIL attacks. Working with our
partners, we will redouble our efforts to
cut off its funding; improve our intelligence;
strengthen our defenses; counter its warped
ideology; and stem the flow of foreign fighters
into \'96 and out of \'96 the Middle East.
And in two weeks, I will chair a meeting of
the UN Security Council to further mobilize
the international community around this effort.

\f0\fs32 Fourth, we will continue providing
humanitarian assistance to innocent civilians
who have been displaced by this terrorist
organization. This includes Sunni and Shia
Muslims who are at grave risk, as well as
tens of thousands of Christians and other
religious minorities. We cannot allow these
communities to be driven from their ancient
homelands.\'a0

\f0\fs32 This is our strategy. And in each
of these four parts of our strategy, America
will be joined by a broad coalition of partners.
Already, allies are flying planes with us
over Iraq; sending arms and assistance to
Iraqi Security Forces and the Syrian opposition;
sharing intelligence; and providing billions
of dollars in humanitarian aid. Secretary
Kerry was in Iraq today meeting with the new
government and supporting their efforts to
promote unity, and in the coming days he will
travel across the Middle East and Europe to
enlist more partners in this fight, especially
Arab nations who can help mobilize Sunni communities
in Iraq and Syria to drive these terrorists
from their lands. This is American leadership
at its best: we stand with people who fight
for their own freedom; and we rally other
nations on behalf of our common security and
common humanity.\'a0

\f0\fs32 My Administration has also secured
bipartisan support for this approach here
at home. I have the authority to address the
threat from ISIL. But I believe we are strongest
as a nation when the President and Congress
work together. So I welcome congressional
support for this effort in order to show the
world that Americans are united in confronting
this danger.

\f0\fs32 Now, it will take time to eradicate
a cancer like ISIL. And any time we take military
action, there are risks involved \'96 especially
to the servicemen and women who carry out
these missions. But I want the American people
to understand how this effort will be different
from the wars in Iraq and Afghanistan. It
will not involve American combat troops fighting
on foreign soil. This counter-terrorism campaign
will be waged through a steady, relentless
effort to take out ISIL wherever they exist,
using our air power and our support for partner
forces on the ground. This strategy of taking
out terrorists who threaten us, while supporting
partners on the front lines, is one that we
have successfully pursued in Yemen and Somalia
for years. And it is consistent with the approach
I outlined earlier this year: to use force
against anyone who threatens America\'92s
core interests, but to mobilize partners wherever
possible to address broader challenges to
international order.\'a0

\f0\fs32 My fellow Americans, we live in a
time of great change. Tomorrow marks 13 years
since our country was attacked.\'a0 Next week
marks 6 years since our economy suffered its
worst setback since the Great Depression.
Yet despite these shocks; through the pain
we have felt and the grueling work required
to bounce back \'96 America is better positioned
today to seize the future than any other nation
on Earth.

\f0\fs32 Our technology companies and universities
are unmatched; our manufacturing and auto
industries are thriving.\'a0 Energy independence

job creation in our history.\'a0 Despite all
the divisions and discord within our democracy,
I see the grit and determination and common
goodness of the American people every single
day \'96 and that makes me more confident
than ever about our country\'92s future.

one constant in an uncertain world. It is
America that has the capacity and the will
to mobilize the world against terrorists.
It is America that has rallied the world against

own destiny. It is America \'96 our scientists,
our doctors, our know-how \'96 that can help
contain and cure the outbreak of Ebola. It
is America that helped remove and destroy
Syria\'92s declared chemical weapons so they
cannot pose a threat to the Syrian people
\'96 or the world \'96 again. And it is America
that is helping Muslim communities around
the world not just in the fight against terrorism,
but in the fight for opportunity, tolerance,
and a more hopeful future.

\f0\fs32 America, our endless blessings bestow
an enduring burden. But as Americans, we welcome
our responsibility to lead. From Europe to
Asia \'96 from the far reaches of Africa to

These are values that have guided our nation
since its founding.\'a0 Tonight, I ask for
your support in carrying that leadership forward.
I do so as a Commander-in-Chief who could
not be prouder of our men and women in uniform
\'96 pilots who bravely fly in the face of
danger above the Middle East, and service-members
who support our partners on the ground.

وجزء كبير من قادة تنظيم القاعدة
في أفغانستان وباكستان.
لقد استهدفنا حلفاء تنظيم القاعدة في اليمن،
وقضينا مؤخرًا على القائد العسكري
لحلفائهم في الصومال.
لقد قمنا بذلك بينما كنّا نستعيد أكثر

ضحايا داعش هم من المسلمين.
وداعش بلا شك ليست دولة.
لقد كانت من أتباع تنظيم القاعدة في العراق،
وقد استغلّت صراع الطائفيّة والحرب الأهليّة
في سوريا لكسب الأراضي العراقية والسّوريّة.
إنّها غير معترف بها من قِبَل أي حكومة،
ولا من قِبَل النّاس الخاضعة لحكمها.
إن داعش -بكلّ بساطة- منظّمة إرهابيّة.
وليس لديها رؤية غير بقتل كل من يقف بطريها.
في منطقة شهدت الكثير من سفك الدّماء،
إلّا أن هؤلاء الإرهابيّن متميّزين بوحشيتهم.
فإنهم يعدمون أسراهم. يقتلون الأطفال.
فهم يستعبدون، ويغتصبون،
ويجبرون النساء على الزواج.
إنّهم يشكّلون تهديدًا
للأقليّات الدينيّة بالإبادة الجماعيّة.
بأفعال همجيّة، فقتلوا الصحفيّان أمريكيّان،
جيم فولي وستيفين سوتلوف.
فإن داعش تشكّل تهديدًا للشعب العراقيّ
والشعب السوريّ والشرق الأوسط المحيط
الّذي يتضمّن مواطنيين أمريكيّين،
عامِلين ومَرافِق. فإن لم نبقي عيننا عليها،
فهاؤلاء الإرهابيّون قد تشكّلون
تهديدًا ناميًا أوسع من تلك المنطقة
بما يتضمّن الولايات المتّحدة.
بينما لم نضبط أي تخطيطات ضد أرضنا،
فإنّ قادة داعش قامت هدّدت أمريكا وحلفائنا.
مجتمعنا الاستخباريّ يؤمن بأن آلافًا
من الأجنبيين الذين يتضمّنهم أوروبيّين وبعض
الأمريكيين قد انضمّوا إليهم في سوريا والعراق.
متدرّبين وقاسين للحرب، فإن هاؤلاء
المقاتلين قد يعودون إلى أوطانهم
ويستمرّون بالقيام بالهجماتٍ مميتة.
أنا أعرف بأن الكثير من الأمركيين
قلقين بشأن هذه الهجمات.
اليوم، أريد منكم أن تعرفوا
بأن الولايات المتّحدة الأمريكيّة
تواجههم بالقوّة والإصرار.

الشُركاء العرب بتأمين إقليمهم.
لذلك أصّريت على أنّ هجمات أمريكيّة اضافيّة
ستعتمد على أن تبني العراق حكومةً شاملةً،
ألا وهو شيء قاموا به الآن في الأيام الأخيرة.
لذا اللّية، مع حكومة عراقيّة جديدة، وتبعًا
لمشاورات مع حلفاءنا في الخارج
ومع الكونغروس في الوطن،
يمككنني أن أعلن بأن أمريكا ستقود تحالفًا
واسعًا لدحر هذا التهديد الإرهابي.
هدفنا واضح:
سنحط ومن ثمّ نحطّم داعش من خلال
استراتيجيّات مكافحة ارهاب شاملة وواسعة
أولًا، سنقوم بحملة من الهجمات الجويّة
ضدّ هاؤلاء الإرهابيين.
عاملين مع الحكومة العراقيّة، سنوسّع جهودنا
لأوسع من حماية شعبنا ومهمّتنا الإنسانيّة،
حتّى نكون نضرب أهدافًا في داعش بينما تقوم
الحكومة العراقيّة بالهجوم.
وفوق ذلك، أنا كنت واضحًا
على أنّنا سنطيح بالإرهابيين
الّذين يهدّدون بلدَنا أينما كانوا.
هذا يعني أنّي لن أتردد باتخاذ الاجراءات
ضذ داعش في سوريا، وكذلك في العراق.
هذا مبدأ أساسي في رئاستي: إن هدّدت أمريكا،
لن تجد لنفسك ملاذًا آمنًا.
ثانيًا، سنزيد دعمنا للقوى الّتي تقاتل
هاؤلاء الإرهابيّين أرضًا.
في يونيو، قمت بإطلاق بضعة مئات من أعضاء
الخدمات الأمريكيّة للعراق لتقدير
كيف يمكننا أن ندعم قوى أمن العراق.
الآن بينما أنهت هذه الفِرق عملها

الليلة، أطالب مجدّدًا من الكونغرس
بأن يعطينا المزيد من الصّلاحيّات والمصادر
لتدريب وتجنيد هؤلاء المقاتلين.
في حربنا ضد داعش، لا يمكننا أن نعتمد
على نظام حكم بشّار الأسد
اللّذي أرهب شعبه؛ الحكم الّذي لن يستردّ
يومًا شرعيّته التي فقدتها.
بل علينا تقوية المقاومة كونه أفضل
طريقة للخفض من متطلرّفين مثل داعش،
بينما أنّ متابعة حلول سياسيّة مهمّة لحل
الأزمة السوريّة جذريًا.

ISIL es una organización terrorista, sencilamente. Y espera

Formados y endurecidos por el campo de batalla, estos luchadores podrían tratar de volver a su tierra natal y
llevar a cabo misiones escalofriantes.
Yo sé que muchos nortemericanos están preocupados por estas amenazas. Esta noche quiero asegurarles que
Estados Unidos se enfrenta con estos ataques con fuerza y resolución.
El mes pasado, organicé una acción dirigida en contra de ISIL para parar sus avances.
Desde entonces, hemos hecho más de 150 ataques aéreos exitosos en Iraq. Estos ataques
han protegido a personal y facilidades norteamericanos. Han matado a luchadores de ISIL. Han destruido armas
y han creado un espacio en el cual las fuerzas iraquíes y kurdas pueden reclamar territorios claves. Estos ataques han
ayudado en los esfuerzos para salvar la vida de miles de hombres, mujeres y niños inocentes.
Pero la lucha no solo nos pertenece a nosotros. Con nuestro poder, podemos marcar una diferencia decisiva,
pero no podemos actuar en nombre del pueblo iraquí cuando han de tomar decisiones propias. Tampoco podemos reemplazar
a poblaciones árabes en el proceso de asegurar la región. Por eso insisto en que

le groupe terroriste ISIS.
En tant que chef des Armées, ma priorité absolue est la sécurité des Américains.
Au cours des dernières années, nous nous sommes continuellement battus contre les terroristes qui menacent
notre pays. Nous avons évincé Osama ben Laden et la plupart des dirigeants d'Al Quaida en Afghanistan
et au Pakistan. Les affiliés d'Al Quaida au Yemen ont été notre cible, et nous avons récemment éliminé
le principal commandant de ses affiliés en Somalie. Nous avons fait cela tout en ramenant plus de
140,000 troupes américaines d'Iraq, en réduisant nos forces en Afghanistan, où
notre mission militaire s'arrêtera plus tard cette année. Grâce à notre armée et à nos professionnels de la lutte anti-terroriste,
l'Amérique est un pays plus sûr.
Néanmoins, nous continuons à faire face à une menace terroriste. Nous ne pouvons pas effacer toute trace malveillante
du monde, et des petits groupes de tueurs ont la capacité de créer beaucoup de dommages. C'était le cas
avant le 11 septembre, et ça l'est toujours aujourd'hui. C'est pourquoi nous devons rester vigilants,
face à l'émergence des menaces. À ce moment, les plus grandes menaces viennent du Moyen Orient et
de l'Afrique du Nord, où des groupes radicaux exploitent le deuil des autres pour leur propre profit. Et l'un de ces groupes
est ISIS, qui s'autoproclame État islamique.
Maintenant clarifions deux points:
ISIS n'est pas islamique. Aucune religion ne cautionne
le massacre d'innocents, et la grande majorité des victimes d'ISIS était de confession musulmane.
Et ISIS n'est certainement pas un État. ISIS était au départ affilié à Al Quaida en Iraq, et a profité
de luttes intestines et de la guerre civile en Syrie pour gagner du terrain de chaque côté
de la frontière entre l'Irak et la Syrie. ISIS n'est reconnu par aucun gouvernement, ni même par le peuple qu'il contrôle.
ISIS est une organisation terroriste, purement et simplement. Et ils ont pour seul but
l'assassinat de tous ceux qui se tiennent sur leur route.
Dans une région qui a connu tant de bains de sang, ces terroristes sont uniques
dans leur brutalité. Ils exécutent leurs prisonniers. Ils tuent des enfants. Ils asservissent, violent,
et forcent les femmes à se marier. Ils menacent de génocide une minorité religieuse. Par des actes
de barbarie, ils ont pris les vies de deux journalistes américains, James Foley et Steven Sotloff.
ISIS représente une menace pour les peuples d'Irak et de Syrie, et du Moyen-Orient,
comprenant des citoyens, du personnel et des équipements américains. Si on ne les arrête pas, ces terroristes
pourraient élargir leur menace à d'autres territoires, y compris les États-Unis. Bien que
nous n'ayons pas encore détecté de plans d'attaques visant spécifiquement notre pays, les dirigeants d'ISIS ont menacé
les États-Unis et nos Alliés. Nos services de renseignements pensent que des milliers d'étrangers
y compris des européens et quelques américains ont rejoint ISIS en Syrie et en Irak. Entraînés et endurcis au combat,
ces combattants pourraient essayer de rentrer dans leurs pays et
lancer des attaques meurtrières.
Je sais de nombreux américains sont concernés par ces menaces. Ce soir, je veux que vous sachiez
que les États-Unis d'Amérique les accueillent avec force et résolution.
Le mois dernier, j'ai ordonné à notre armée de conduire une action ciblée contre ISIS pour stopper son développement.
Depuis ce moment, nous avons menés à bien plus de 150 attaques aériennes en Irak. Ces attaques
ont protégé le personnel américain et ses installations, tué des combattants d'ISIS, détruit des armes, et
donné de l'espace aux forces Kurdes et irakiennes pour reprendre des territoires clé. Ces luttes ont aidé à
sauver la vie de milliers d'innocents, hommes, femmes et enfants.
Mais ce combat n'est pas que le notre. La puissance américaine peut marquer une différence capitale,
mais nous ne pouvons pas faire ce que les iraquis doivent faire eux-mêmes, ni remplacer
les partenaires arabes à sécuriser la région. C'est pour quoi j'ai maintes fois insister pour que le nouvel
engagement états-unisien soit lié à la creation d'un gouvernement iraquien, fait
récemment accompli. Donc ce soir, avec un nouveau gouvernement iraquien crée, et après consultation
avec nos alliées à l'étranger et avec notre congrès, je peux annoncer que l'amérique va diriger
une grande coalition pour réduire cette menace terroriste.
Notre objectif est clair : nous allons dégrader et enfin détruire ISIS en utilisant
une stratégie compréhensive et soutenue contre le terrorisme.
