    in southwest ninth is in the grouping

    that has the budget to correct any yes

    I was thinking that originally Sherman

    Hill did too because they budgeted

    economic development and environmental

    justice issues for for the neighborhoods

    I think this is is going to hinder

    safety and neighborhood economic

    developments we're taking four

    properties I've asked for a 25 year

    study on what that the loss of property

    taxes would be for those properties

    there's also several other properties
  • 51:13 - 51:18
    that would be severely impacted by the
  • 51:15 - 51:21
    loss of proper parking in front of their
  • 51:18 - 51:25
    buildings the Fox auto body which is the
  • 51:21 - 51:32
    nearest property to the Des Moines River
  • 51:25 - 51:36
    on the west side of the road losing five
  • 51:32 - 51:39
    parking places there is essentially
  • 51:36 - 51:43
    going to put them out of business so
  • 51:39 - 51:46
    let's take another look at this project

    and it spent some more time to see if a
  • 51:46 - 51:57
    three lane road would work on second
  • 51:51 - 52:00
    avenue bill if you'll allow me to say

    something I'm sure you might want to

    appreciate Carl your concern I've had

    similar concerns for probably 15 or 20

    years however there's a group of folks

    between University and the river that

    are on the east side of the road that

    have substantial movement of very large

    trucks with merchandise ingress and

    egress in and out of there who through

    the years have been very concerned

    especially in that specific section with
  • 52:33 - 52:41
    having less lineage and the congestion
  • 52:37 - 52:43
    in obstacles to delivery that
  • 52:41 - 52:45
    might occur the bill has been attending
  • 52:43 - 52:50
    those meetings much more regularly in
  • 52:45 - 52:54
    the recent past then I but I've got to
  • 52:50 - 52:58
    tell you we've had long discussions with
  • 52:54 - 53:00
    a a very large contingent of business
  • 52:58 - 53:02
    owners to the east of the road
  • 53:00 - 53:04
    I also am concerned about the people on
  • 53:02 - 53:08
    the west as as are you
  • 53:04 - 53:11
    it sounds like Carl but we need to

    analyze what the the needs are for the
  • 53:11 - 53:17
    full section and I think that's what

    we've been struggling through for the

    last decade plus bill do you want to say

    in agreement we have come to many

    discussions on where we want to go what
  • 53:51 - 53:58
    compromises we needed to do and we have
  • 53:55 - 54:00
    a pretty good idea how this thing is
  • 53:58 - 54:02
    going to work we were gonna go with a
  • 54:00 - 54:05
    five lane approach a three lane approach
  • 54:02 - 54:08
    is laughable it will never will never do
  • 54:05 - 54:11
    anything and I don't know why you put
  • 54:08 - 54:14
    something in your email that congestion
  • 54:11 - 54:17
    is good I'm challenged think would you
  • 54:14 - 54:19
    want to go tell the parents of a child

    that was injured and trying to get to

    Mercy or Methodist Hospital that they

    died because there was congestion on 2nd

    city majors walked it with us we've gone

    done everything feasible to make this

    thing work engineering has given you the

    responses I wholeheartedly agree but

    everything that engineering does now I'm

    a telecommunications engineer now a

    civil engineer but I agree that they've

    done their homework we push it back here

    we've got the money in the budget to do

    it and this is the thing that we need to

    have going forward these businesses

    bring in a lot of people to work and the

    final thing is we know what the final

    look on the project's could it be I

    don't know where do you think that

    the council really is just making a

    policy decision as you do and you're the

    policymaking body in the city duly

    elected really you're making decision
  • 58:51 - 58:56
    whether or not this is an area that
  • 58:53 - 58:58
    should be primarily benefiting suburban
  • 58:56 - 59:02
    commuters who move through our city for
  • 58:58 - 59:05
    generating wealth for the city and I
  • 59:02 - 59:09
    think that by not considering during the
  • 59:05 - 59:14
    process a three lane configuration
  • 59:09 - 59:16
    council is is losing an opportunity to
  • 59:14 - 59:18
    continue to allow traffic to move
  • 59:16 - 59:22
    through safely in fact safer than and
  • 59:18 - 59:24
    then the proposed design by lowering and
  • 59:22 - 59:29
    generating wealth along the corridor we
  • 59:24 - 59:32
    have a road that has currently fewer
  • 59:29 - 59:34
    cars per day than Douglas Avenue council
  • 59:32 - 59:38
    has already approved or is it is going
  • 59:34 - 59:39
    to approve tonight a proposal to start a
  • 59:38 - 59:41
    pilot project on Douglas Avenue we
  • 59:39 - 59:43
    should go from four to three lanes
  • 59:41 - 59:45
    Douglas Avenue in 2040 is proposed to
  • 59:43 - 59:48
    have approximately 20,000 cars a day
  • 59:45 - 59:52
    this project is proposed to have
  • 59:48 - 59:55
    approximately 20,000 cars a day the the
  • 59:52 - 59:58
    speeds that will be projected on this
  • 59:55 - 60:01
    road just by design it's not regardless
  • 59:58 - 60:02
    of what you post the speed at a four
  • 60:01 - 60:06
    lane road you're going to go faster than
  • 60:02 - 60:12
    you do on a three lane road and as a
  • 60:06 - 60:14
    real estate attorney my really really
  • 60:12 - 60:17
    focusing on the development and as a
  • 60:14 - 60:18
    taxpayer of Des Moines I'm really
  • 60:17 - 60:21
    concerned about the removal of
  • 60:18 - 60:23
    additional properties from from the tax
  • 60:21 - 60:26
    rolls especially concerning the fact
  • 60:23 - 60:28
    that if you look at a map of the four
  • 60:26 - 60:30
    properties that we taking completely a
  • 60:28 - 60:33
    three of them appear to be
  • 60:30 - 60:35
    minority-owned businesses and
  • 60:33 - 60:38
    you know we have an area here that is
  • 60:35 - 60:41
    actually fairly thriving Chinese and
  • 60:38 - 60:44
    Vietnamese district in our city we're
  • 60:41 - 60:47
    taking out a couple businesses there
  • 60:44 - 60:49
    completely and actually reducing the
  • 60:47 - 60:52
    parking of the Double Dragon grocery
  • 60:49 - 60:55
    store so I think that the social equity
  • 60:52 - 60:59
    cost is high on here I think that the
  • 60:55 - 61:00
    the the reluctance for some I don't
  • 60:59 - 61:02
    understand the reluctance but there's no
  • 61:00 - 61:06
    reluctance to consider a three lane
  • 61:02 - 61:08
    configuration and I think that by
  • 61:06 - 61:10
    pursuing this and proceeding tonight
  • 61:08 - 61:11
    what just sounds like you will I just
  • 61:10 - 61:14
    want to be on record that's to say that
  • 61:11 - 61:18
    as a taxpayer that I feel like this is
  • 61:14 - 61:19
    not going to benefit the city as the
  • 61:18 - 61:21
    whole I think that the return on
  • 61:19 - 61:25
    investment on this project which is
  • 61:21 - 61:28
    estimated in total to be over seventeen
  • 61:25 - 61:30
    million dollars I'd be hard-pressed to
  • 61:28 - 61:35
    see how the ROI for the city is going to
  • 61:30 - 61:38
    be benefited in a positive manner over
  • 61:35 - 61:41
    and above that that that amount so just
  • 61:38 - 61:43
    my two cents and I know that it sounds
  • 61:41 - 61:44
    like it's a foregone conclusion but I

    number of CIP decision

    our budget situation is is changing due

    to the pandemic and everything that is

    going on so I would be willing to look

    at this particular issue I plan on

    voting for the budget but I would be

    willing to look at this particular issue

    that they didn't get the wool pull over

    their eyes we went through a pandemic

    and we went through a some major major

    things that no one's seen coming and I

    think it's important to know that at

    least we were able to keep the tax rate

    is we need to fix our streets our sewers

    ESG those funds can be spent with staff

    time and other expenditures on any

    aspect of responding to cope at 19 not

    just these programs that we are

    considering and as you might imagine

    there is significant time being spent

    throughout our organization in the
  • 89:03 - 89:11
    general fund to respond to covin 19 and
  • 89:08 - 89:16
    so at this point in time we have no
  • 89:11 - 89:19
    assurances that there will actually be
  • 89:16 - 89:23
    federal funding coming to the city we've
  • 89:19 - 89:26
    we've got the intent from a couple of
  • 89:23 - 89:29
    our federal legislators that that that
  • 89:26 - 89:32
    is the direction being headed but at
  • 89:29 - 89:36
    this point in time I would urge that we
  • 89:32 - 89:39
    leave the administrative portion at what
  • 89:36 - 89:42
    is allowed by HUD and we can always come
  • 89:39 - 89:44
    back and redress that and reallocate
  • 89:42 - 89:47
    those administrative funds if we find
  • 89:44 - 89:51
    that we've been recouped through a new
  • 89:47 - 89:56
    source or a new federal bill forthcoming
  • 89:51 - 89:58
    so I have Chris and Erin and also

    restrictions on the 500,000 portion in

    combination with the million dollars of
  • 90:32 - 90:40
    CDBG funds that will have either
  • 90:35 - 90:43
    Geographic requirements for applicants
  • 90:40 - 90:44
    would have specific requirements as to
  • 90:43 - 90:49
    be
  • 90:44 - 90:52
    fitting low income wage earners okay
  • 90:49 - 90:56
    councilmember Gatos got his hand up sure

    talked originally I know you were going

    to talk to the county about contributing

    and we were partnering also with them

    recommendation for this million dollars

    of CDBG fund will be in combination with

    the Des Moines partnership and the

    county and potentially other cities

    addressing their own municipalities but

    our funds and whatever matching funds we

    get from the private side and the county

    would be spent on Des Moines businesses

    only my understanding the county is that
  • 91:36 - 91:41
    they're looking at what would roughly
  • 91:40 - 91:44
    end up being I believe a hundred
  • 91:41 - 91:48
    thousand dollars of potential
  • 91:44 - 91:52
    contribution towards the City of Des
  • 91:48 - 91:55
    Moines program and the private
  • 91:52 - 91:57
    fundraising has targeted roughly two
  • 91:55 - 91:58
    hundred that a little over two hundred
  • 91:57 - 92:01
    thousand and we do have some individuals
  • 91:58 - 92:04
    on that on the call that can help answer
  • 92:01 - 92:06
    some additional questions from the
  • 92:04 - 92:11
    partnership aspect of this they are
  • 92:06 - 92:13
    continuing to privately fundraise to to
  • 92:11 - 92:15
    add to that number but at this point in
  • 92:13 - 92:17
    time there was some confidence I'm
  • 92:15 - 92:20
    hearing from about 200 over two hundred
  • 92:17 - 92:23
    thousand on the private side and around
  • 92:20 - 92:27
    a hundred thousand three county sources
  • 92:23 - 92:29
    to add to ours and will defer we talked
  • 92:27 - 92:33
    about the forgivable loan being is that
  • 92:29 - 92:37
    a third party review of that or how does
  • 92:33 - 92:38
    that work yes so we for the partnership
  • 92:37 - 92:41
    has been fabulous in putting us in
  • 92:38 - 92:44
    contact with some resources third party
  • 92:41 - 92:48
    that can administrate the application
  • 92:44 - 92:52
    process electronically actually do
  • 92:48 - 92:57
    reviews on the fiscal viability of those
  • 92:52 - 92:57
    companies and applicants and then score
  • 92:57 - 93:02
    them based
  • 92:57 - 93:06
    how harmful the Cova 19 impacts have
  • 93:02 - 93:09
    been any corresponding closures through
  • 93:06 - 93:12
    proclamations for which these small
  • 93:09 - 93:14
    businesses have lost revenue as you
  • 93:12 - 93:17
    might imagine some applicants have
  • 93:14 - 93:19
    completely had to shut down others may
  • 93:17 - 93:22
    only be partially shut down and so that
  • 93:19 - 93:24
    review will be done by the third party
  • 93:22 - 93:28
    in asking for fiscal information from
  • 93:24 - 93:30
    the applicants and then that fiscal
  • 93:28 - 93:32
    scoring would be provided to us along
  • 93:30 - 93:36
    with the applications the requests for
  • 93:32 - 93:39
    funding such that the city gets to
  • 93:36 - 93:41
    determine the actual Awards at the end
  • 93:39 - 93:44
    of this process so they are only
  • 93:41 - 93:47
    starting us out and we would get the
  • 93:44 - 93:50
    final answer on which batch of
  • 93:47 - 93:52
    applicants would actually receive would
  • 93:50 - 93:54
    that be with that is that a council vote
  • 93:52 - 93:58
    that will be okay and all the applicants
  • 93:54 - 94:01
    or would that be a staff through staff
  • 93:58 - 94:03
    so that's partly a legal question there

    will have to be some obviously some
  • 94:03 - 94:11
    council approvals yet in the grant

    agreements I would hope and envision

    that that process would allow for one

    an idea of paying to have local

    restaurants provide hot meals evening

    meals for those families in need all

    three of these have great amount of

    needs far beyond the numbers you see in
  • 96:57 - 97:02
    front of you so okay there's there's an

    opportunity to shift those numbers as

    needed

    having a very difficult time filling

    their food budget need this is intended

    to be an evening meal a hot meal

    provided to families in local low income
  • 101:48 - 101:55
    areas there would be some reimbursement
  • 101:51 - 101:57
    of the child's meal through the USDA a
  • 101:55 - 102:01
    Summer Food Service Program we think we
  • 101:57 - 102:04
    can leverage USDA food that the Bank of
  • 102:01 - 102:07
    Iowa manages and that restaurant
  • 102:04 - 102:09
    partners could also leverage vendor
  • 102:07 - 102:12
    relationships to have product donated
  • 102:09 - 102:16
    knowing that at this time institutional
  • 102:12 - 102:19
    risk restaurant-grade food is a glut in
  • 102:16 - 102:23
    the in the marketplace so I appreciate

    it was also difficult for them to

    connect with the opportunities as well

    and so as a result these organizations
  • 104:55 - 105:00
    decided to create a supplemental fun
  • 104:57 - 105:03
    with $50,000 and seed money and it's
  • 105:00 - 105:05
    grown since then and and the goal is to
  • 105:03 - 105:08
    connect our small businesses in our
  • 105:05 - 105:10
    community our communities of color who
  • 105:08 - 105:12
    often do not apply or connect with
  • 105:10 - 105:15
    resources like this encourage them to
  • 105:12 - 105:18
    participate while also ensuring that
  • 105:15 - 105:19
    they're connecting with the dollars that
  • 105:18 - 105:21
    are going to help them through this
  • 105:19 - 105:24
    process which also means education and
  • 105:21 - 105:26
    so I'll piggy to push it off to

    Cameron's just to talk about the

    educational component and because as

    we're working with our small business

    owners in this process helping them to

    others there's a great need for

    technical assistance and our partners

    are amongst those partners in the state

    different responses right now one we'll

    currently we have ten that will be going

    up over the weekend we're also be doing

    is our fiscal agent for this program and

    they are processing all of our granted

    dollars out at no cost to us which is

    of Iowa embarked focuses on refugees

    specifically from the Burmese population

    but not exclusively the Des Moines

    Latino resources of Iowa they put on the

    Latino Heritage Festival each year a Des

    Moines area community college through

    the financial empowerment center in

    Evelyn K Davis and then one voice DSM

    which is an up-and-coming organization

    that focuses on outreach to African

    folks immigrants from Africa and those

    who are originally from Africa and so

    this alliance not only is connecting

    people with this resource and the
  • 109:44 - 109:49
    resources that exist amongst this

    alliance but taking a step board to also

    be a part of the selection committee as
  • 109:50 - 109:55
    well and I think this is a tremendous

    grassroots effort by these organizations

    to ensure that the dollars that are

    necessary to help these businesses see

    themselves through kovat are put in

    their hands and so we're really proud of

    this initiative we're continuing to

    raise money and we would love for the

    city to make a contribution to this fund

    right now we have over 480 some-odd

    ones that have been submitted from the

    up about 5 million dollars in gross

    that's their annual gross collectively

    for people of color in Des Moines there

    have been 21 applicants this is as of

    last Wednesday and their gross is 1.5

    million dollars annually the losses for

    Des Moines businesses the 47 is almost
  • 110:49 - 110:53
    $350,000 and so we're trying to do
  • 110:52 - 110:55
    whatever we can to help these Des Moines
  • 110:53 - 110:58
    businesses considering and mind you
  • 110:55 - 111:00
    these are just March losses right this
  • 110:58 - 111:02
    is half of March so you can imagine what
  • 111:00 - 111:04
    April is going to look like for so many
  • 111:02 - 111:06
    of these business owners and so as we're
  • 111:04 - 111:08
    looking to try to help we're asking the
  • 111:06 - 111:10
    city to just you know support these
  • 111:08 - 111:12
    organizations in this effort to ensure

    that the dollars are connecting with the

    communities that are most vulnerable in

    question that I have and one of the

    things that I like about the idea of the

    emergency food distribution is that

    their layers of benefit there's the

    direct relief with the food distribution

    there's an element of small business
  • 121:06 - 121:13
    relief because you're engaging at least

    some restaurants as well as employees of
  • 121:13 - 121:19
    those restaurants on the small business

    side you know one of the criteria might

    be the

    employee low-income workers is there

    anything that's going to require dollars

    getting back to those workers and then

    how are we dealing with that piece of it
