0:03:09.420,0:03:12.549 As probably, many of you[br]have seen the talk about 0:03:12.549,0:03:15.349 the people who got incarcerated[br]in Guantanamo, 0:03:15.349,0:03:18.270 there are people out there[br]who really don’t believe 0:03:18.270,0:03:21.129 in freedom and democracy and they[br]are plenty, and they are powerful. 0:03:21.129,0:03:24.770 And this is what we meant with “they”. 0:03:24.770,0:03:26.750 chuckles 0:03:26.750,0:03:28.640 In that sense. 0:03:28.640,0:03:34.030 Rop: The other criticism that we got is[br]that you can’t really speak of a war, 0:03:34.030,0:03:38.300 upholding civil liberties, upholding[br]democracy is a perpetual fight. 0:03:38.300,0:03:41.690 You have to continuously fight,[br]there is no winning, there is no losing, 0:03:41.690,0:03:44.239 there is just this continuous struggle. 0:03:44.239,0:03:47.550 Which is of course true![br]That criticism is completely right. 0:03:47.550,0:03:49.970 But we argued and continue to argue 0:03:49.970,0:03:54.580 that there are certain things that are so[br]much easier to prevent than to undo 0:03:54.580,0:03:57.500 and that the introduction of[br]ubiquitous general surveillance, 0:03:57.500,0:03:59.769 recording of everything,[br]is one of these things 0:03:59.769,0:04:03.340 that grows power structures[br]which are incredibly hard to get rid of 0:04:03.340,0:04:05.699 and it’s so much better to prevent. 0:04:05.699,0:04:09.700 And that’s probably part of[br]a class of events 0:04:09.700,0:04:14.530 of turnings that are better to prevent 0:04:14.530,0:04:16.329 than to have happened. 0:04:16.329,0:04:19.889 The drone war is the beginning[br]of the perpetual undeclared war 0:04:19.889,0:04:23.230 fought by robots. 0:04:23.230,0:04:25.230 There’s something fundamentally[br]that changed 0:04:25.230,0:04:28.240 when the West, when America[br]introduced a system 0:04:28.240,0:04:32.140 of black sites and torture happening[br]all over the world; 0:04:32.140,0:04:35.910 prisons without any accountability[br]where people can be locked up for a decade 0:04:35.910,0:04:38.670 without any trial, without anything. 0:04:38.670,0:04:41.580 And of course climate change[br]brings possible tipping points, 0:04:41.580,0:04:44.600 maybe behind us, maybe still ahead of us. 0:04:44.600,0:04:47.890 So these are all events where,[br]yes, you can speak of war 0:04:47.890,0:04:53.840 or at least of major battles,[br]and of winnings and losses, in that sense. 0:04:53.840,0:04:56.670 Frank: So, essentially, what we said was: 0:04:56.670,0:05:01.770 “We lost the war when 9/11 happened.” 0:05:01.770,0:05:07.610 And that was the war for taking[br]the direct route to a positive utopia 0:05:07.610,0:05:12.110 to a utopia that is not from the[br]dystopian novels and computer games 0:05:12.110,0:05:17.789 but is going straight to, yeah, the[br]positive world outcome. We lost that war. 0:05:17.789,0:05:22.160 And, if we look back, 10 years later, 0:05:22.160,0:05:26.680 very few people will probably[br]dispute this finding. 0:05:26.680,0:05:29.270 So when we look quickly back[br]at the predictions that we made 0:05:29.270,0:05:33.710 we were mostly right.[br]So the economy tanked 3 years later 0:05:33.710,0:05:38.449 because the brittle system[br]of banking nearly collapsed 0:05:38.449,0:05:42.509 and was just by hair breadth rescued 0:05:42.509,0:05:46.580 by means that really nobody[br]understands anymore. 0:05:46.580,0:05:51.720 So the one thing that we were[br]wrong about so far is the price of oil 0:05:51.720,0:05:56.430 that, miraculously, currently is very low. 0:05:56.430,0:05:59.079 But still nobody really understands[br]why this is truly the case. 0:05:59.079,0:06:01.109 It is utterly bizarre. 0:06:01.109,0:06:04.770 So, democracy, if you look at[br]what has happened to democracy 0:06:04.770,0:06:06.680 in the Western societies 0:06:06.680,0:06:11.280 it is hard to argue that [br]democracy has made large progress. 0:06:11.280,0:06:13.400 On the contrary, what we see is, 0:06:13.400,0:06:16.750 that in many countries[br]democracy is on the way out, 0:06:16.750,0:06:21.220 is no longer the preferred[br]system of government for many people. 0:06:21.229,0:06:26.080 The security state, we can see it[br]in our everyday lives, it is encroaching. 0:06:26.080,0:06:29.020 Meanwhile, you need to[br]pass security check gates 0:06:29.020,0:06:32.650 when you want to board[br]a train in several countries. 0:06:32.650,0:06:35.999 Ubiquitous surveillance is there.[br]We have data retention. 0:06:35.999,0:06:39.260 So the security state is[br]making large progress. 0:06:39.260,0:06:43.289 What we said back then, about[br]climate and the refugees, 0:06:43.289,0:06:46.209 has largely been vindicated. 0:06:46.209,0:06:49.970 If you look at the weather[br]patterns that we have: 0:06:49.970,0:06:56.270 Today even in Reykjavik, they have now[br]a storm with over 300 km/h 0:06:56.270,0:06:58.210 that is coming in there. 0:06:58.210,0:07:00.460 We don’t have winter anymore in Germany, 0:07:00.460,0:07:03.259 so it is becoming kind of obvious 0:07:03.259,0:07:05.889 that the climate is not right anymore. 0:07:05.889,0:07:10.580 And the refugees that are being[br]caused by this climate change 0:07:10.580,0:07:13.250 are around the corner. 0:07:13.250,0:07:16.810 So, another thing that[br]we were talking about 0:07:16.810,0:07:18.949 was surveillance and whistleblowers, 0:07:18.949,0:07:23.600 and the need for that, we come[br]a little bit later to that. 0:07:26.150,0:07:30.200 Rop: This talk is not going[br]to be as depressing as the one in 2005, 0:07:30.200,0:07:33.289 not because the subject[br]matter is less depressing 0:07:33.289,0:07:35.350 or has become better all of a sudden 0:07:35.350,0:07:39.470 but because more people are used to[br]the world being the way it is. 0:07:39.470,0:07:43.820 There’s no longer... we no longer need[br]to shock an audience into a world we see, 0:07:43.820,0:07:47.259 that is completely different from[br]the world that most people perceive. 0:07:47.259,0:07:51.970 And the goal for this talk is to get[br]a large group of mostly very smart people 0:07:51.970,0:07:54.829 – being you and whoever watches this – 0:07:54.829,0:07:57.780 to be as happy and as politically[br]productive as possible 0:07:57.780,0:08:03.650 in an environment that is still[br]going to be increasingly dystopian. 0:08:03.650,0:08:06.080 And when we talk about[br]a dystopian environment 0:08:06.080,0:08:10.039 the most important issue that is pressing,[br]immediate, and involves all of humanity, 0:08:10.039,0:08:13.090 is, of course, climate change. 0:08:13.090,0:08:16.090 F: So what we see is not so much 0:08:16.090,0:08:20.210 a direct global warming but a[br]“global weirding”. 0:08:20.210,0:08:23.510 That means, that the weather patterns[br]are shifting. The Hadley Cells, which is 0:08:23.510,0:08:27.280 the way the water goes up and where[br]the water goes down, are shifting. 0:08:27.280,0:08:31.420 That means that the livelyhoods of many[br]people who are depending on agriculture 0:08:31.420,0:08:35.919 are threatened. And we don’t know 0:08:35.919,0:08:40.129 where these patterns will be moving. 0:08:40.129,0:08:44.309 The one thing that we can see[br]is that future generations 0:08:44.309,0:08:48.290 will look back at us as the guilty party. 0:08:48.290,0:08:53.270 We are the people, in their eyes,[br]in the eyes of our children, 0:08:53.270,0:08:57.359 we and our parents were the people [br]who basically fucked up the planet, 0:08:57.359,0:08:59.189 probably beyond repair. 0:08:59.189,0:09:06.160 applause 0:09:06.160,0:09:09.459 And the one thing that we[br]would like to call you on 0:09:09.459,0:09:12.260 is taking this responsibility. 0:09:12.260,0:09:17.689 So, what we see now with the[br]Syrian war is just the beginning. 0:09:17.689,0:09:20.989 It is just the early wars 0:09:20.989,0:09:24.439 that have a strong climate component 0:09:24.439,0:09:29.269 that we can see in many more[br]conflicts that are rising. 0:09:29.269,0:09:33.959 So most of the Arab spring had[br]a large component of food riots, 0:09:33.959,0:09:36.020 of food prices going up, 0:09:36.020,0:09:38.810 which was certainly to a large[br]extent also speculation, 0:09:38.810,0:09:44.220 but also draught, meaning lack of[br]water in large parts of the world. 0:09:44.220,0:09:46.180 And there will be many more. 0:09:46.180,0:09:53.179 So there is no real way to[br]escape this reality any more. 0:09:55.519,0:09:59.039 Rop: This planet is largely a crime scene. 0:09:59.039,0:10:02.160 The fossil fuel industry,[br]who have known about this 0:10:02.160,0:10:05.020 since the 1970s, 0:10:05.020,0:10:08.730 needs to be killed or needs to be...[br]their bottom line 0:10:08.730,0:10:11.969 needs to be hurt significantly[br]because a lot of the carbon that 0:10:11.969,0:10:17.579 they’re currently getting out of the Earth[br]needs to stay there and not be burned. 0:10:17.579,0:10:21.339 The technology to change our energy[br]infrastructure is already there, 0:10:21.339,0:10:26.799 solar is already profitable or[br]near profitable in a lot of places, 0:10:26.799,0:10:30.759 and we need to fight conflicts that are 0:10:30.759,0:10:34.519 going to have components[br]in fighting in courts, 0:10:34.519,0:10:38.500 they have components in fighting[br]in demonstrations in the streets, 0:10:38.500,0:10:42.759 we need to take charge of these issues. 0:10:42.759,0:10:45.960 If you look at what’s currently happening[br]with the fossil fuel industry, 0:10:45.960,0:10:48.369 it’s a lot like the tobacco industry. 0:10:48.369,0:10:52.099 If you have known for so[br]long that this was going on, 0:10:52.099,0:10:54.379 and you have prevented[br]the correct policy response 0:10:54.379,0:10:59.809 by hiding the science,[br]by muddling the image, 0:10:59.809,0:11:02.159 then you have responsibility, and 0:11:02.159,0:11:07.499 if there is damage,[br]you are culpable for that. 0:11:07.509,0:11:12.259 Also techno-optimism is[br]a problem in our circles. 0:11:12.259,0:11:16.520 Many people think: “Well, we screwed up[br]this planet maybe, but we have spacecraft, 0:11:16.520,0:11:19.739 we can go to other planets,[br]there’s other worlds!” 0:11:19.739,0:11:22.639 That doesn’t work. There are no[br]habitable planets in our reach 0:11:22.639,0:11:26.049 and there won’t be[br]for generations to come. 0:11:26.049,0:11:29.379 So no matter how bad[br]things may get on Earth, 0:11:29.379,0:11:33.860 it’s still not going to be anywhere near[br]as inhospitable, on a bad day, 0:11:33.860,0:11:36.749 as it will be on Mars[br]on the best possible day. 0:11:36.749,0:11:39.069 See? That’s a positive message, huh? 0:11:39.069,0:11:41.160 laughter 0:11:41.160,0:11:47.239 applause 0:11:48.549,0:11:52.389 Frank: Yeah, I mean, the core[br]of the hacker culture is: 0:11:52.389,0:11:54.739 breaking stuff, fixing things. 0:11:54.739,0:11:58.959 And this planet, if you can say so,[br]is our spaceship, 0:11:58.959,0:12:02.129 and it really needs fixing. 0:12:02.129,0:12:04.419 And so this is something that we see 0:12:04.419,0:12:07.579 that the hacker community[br]or hacking community 0:12:07.579,0:12:09.659 can do much more. 0:12:09.659,0:12:13.719 And if you look at [from] where[br]the refugees are coming 0:12:13.719,0:12:16.189 and for what reasons they are coming, 0:12:16.189,0:12:20.309 we see that there is a lot of regions that 0:12:20.309,0:12:23.470 will become hard to live in 0:12:23.470,0:12:29.559 so either because there is[br]too much water, there’s too little water, 0:12:29.559,0:12:32.219 the ground turns into swamps, 0:12:32.219,0:12:37.580 and so these countries will[br]be massively struggling 0:12:37.580,0:12:43.059 with how to feed their population,[br]how to give them space to live, 0:12:43.059,0:12:45.899 and there’s a lot of stuff to do, 0:12:45.899,0:12:48.969 for technological minded people with[br]organisational capabilities 0:12:48.969,0:12:51.940 like our community is,[br]to help these people. 0:12:51.940,0:12:56.469 And to prevent also the dystopian[br]streak that governments 0:12:56.469,0:13:00.469 usually take on when they[br]are in emergency situations. 0:13:00.469,0:13:04.649 If you look at the larger refugee camps, 0:13:04.649,0:13:08.319 that is a massively dystopian set-up. 0:13:08.319,0:13:13.649 So people are wearing wristbands to[br]register at every checkpoint, 0:13:13.649,0:13:16.609 they are limited in their[br]range of movement, 0:13:16.609,0:13:20.669 they are just barely fed and[br]housed and that’s about it. 0:13:20.669,0:13:25.940 And that means that a world that[br]is in constant emergency mode 0:13:25.940,0:13:32.060 has a really hard time[br]to be a democratic society. 0:13:32.060,0:13:36.259 But on top of that, the West,[br]the Western countries, 0:13:36.259,0:13:40.459 but increasingly also China,[br]and the other upcoming 0:13:40.459,0:13:43.919 larger powers, have their[br]hands in pushing countries 0:13:43.919,0:13:48.639 into chaos, so we have seen now[br]a large sequence of things 0:13:48.639,0:13:51.149 that end up with Syria and Libya, 0:13:51.149,0:13:54.880 where under the disguise of[br]bringing forward democracy 0:13:54.880,0:13:58.690 with drones, countries are[br]essentially pushed into chaos. 0:13:58.690,0:14:00.639 Because no one took responsibility of 0:14:00.639,0:14:03.119 setting up structures,[br]setting up stability, 0:14:03.119,0:14:05.249 making sure that the people there 0:14:05.249,0:14:08.119 actually end up not in[br]a much worse situation 0:14:08.119,0:14:10.009 than they have been in before. 0:14:10.009,0:14:15.879 And so the human rights[br]and the managing of 0:14:15.879,0:14:22.089 migration is in direct conflict[br]with the economic interest 0:14:22.089,0:14:25.039 of the arms industry. If we look at 0:14:25.039,0:14:27.150 who is selling these[br]arms it’s mostly Western 0:14:27.150,0:14:30.729 countries and Russia. And we are[br]selling these arms to countries 0:14:30.729,0:14:32.760 like Saudi Arabia which will be the next 0:14:32.760,0:14:37.629 large conflict zone. And which[br]don’t have any democratic control. 0:14:37.629,0:14:40.379 And we just do that under the disguise of 0:14:40.379,0:14:43.209 providing stability to regions. 0:14:43.209,0:14:45.589 And while bombing[br]countries into democracy 0:14:45.589,0:14:49.350 fortunately has become very much unpopular 0:14:49.350,0:14:52.589 this is also why the arms[br]industry is pushing so much 0:14:52.589,0:14:55.720 for drones. Because drones can fly around 0:14:55.720,0:14:59.279 and not destabilize countries for oil 0:14:59.279,0:15:04.149 and not causing body bags coming home. 0:15:04.149,0:15:09.839 But it would be wrong to[br]say that US foreign policy 0:15:09.839,0:15:14.120 has been a failure. It has not. 0:15:14.120,0:15:18.409 So if you look at the core interest [br]behind this foreign policy 0:15:18.409,0:15:23.420 what is happening there, basically[br]countries being un-balanced, 0:15:23.420,0:15:28.419 nobody really being able to concentrate[br]their power to challenge their hegemony, 0:15:28.419,0:15:30.689 this has been largely a success. 0:15:30.689,0:15:34.339 So, sure, there has been[br]a lot of chaos around, 0:15:34.339,0:15:37.480 but economically, and[br]for the arms industry 0:15:37.480,0:15:40.369 in these countries,[br]especially in the US and the UK, 0:15:40.369,0:15:44.309 but also other Western countries,[br]this has been a very successful decade. 0:15:44.309,0:15:49.220 So it’s not like their policies[br]have been failures. 0:15:54.250,0:15:57.389 Rop: quietly, to Frank[br]Do you want to put this ? 0:15:57.389,0:16:00.369 Next slide I think. 0:16:00.369,0:16:06.199 Frank: Yeah, one of the[br]things that are the tools 0:16:06.199,0:16:10.799 of foreign policy[br]scoffs in the West 0:16:10.799,0:16:14.079 is of course ubiquitous surveillance[br]and we had... 0:16:14.079,0:16:18.349 In 2005, we wrote that we need 0:16:18.349,0:16:21.339 to know how the intelligence[br]agencies work today, 0:16:21.339,0:16:25.599 we need to know how the backdoors work, 0:16:25.599,0:16:30.329 and how that is done in large scale.[br]That was 2005. 0:16:30.329,0:16:33.970 And we also wrote that we need 0:16:33.970,0:16:37.309 the infrastructure to[br]harbour whistleblowers, 0:16:37.309,0:16:39.449 to make it possible for[br]people from the dark side to 0:16:39.449,0:16:44.109 come forward, and get[br]this information out. 0:16:44.109,0:16:47.439 At least on this, it has been a success.[br]scoffs 0:16:47.439,0:16:49.299 This we can say. 0:16:49.299,0:16:56.299 applause 0:16:57.549,0:17:00.880 So we now know much more about 0:17:00.880,0:17:07.130 how the surveillance works, and[br]– but does it really help? 0:17:07.130,0:17:10.569 Rop: For most people, looking at the[br]Snowden revelations, it’s like 0:17:10.569,0:17:13.569 discovering a new force of nature.[br]It’s like they have discovered 0:17:13.569,0:17:16.989 this whole universe[br]that they didn’t previously know about, 0:17:16.989,0:17:21.909 there’s this “deep state” level[br]of logic, of thinking, of diplomacy, 0:17:21.919,0:17:27.939 of how countries really interact,[br]that now many more people know about. 0:17:27.939,0:17:30.749 What was considered paranoid,[br]what was considered: 0:17:30.749,0:17:33.940 “Oh my god, this is like a really[br]cynical way of looking at things!” 0:17:33.940,0:17:37.879 – now, many more people can see the[br]documents, be they diplomatic cables, 0:17:37.879,0:17:41.609 or be they the Snowden revelations,[br]and they can look and they can see: 0:17:41.609,0:17:46.659 “Look, this is really how[br]the world works.” 0:17:46.659,0:17:49.779 But, leaking alone is not sufficient. 0:17:49.779,0:17:53.400 There’s – as we can now see –[br]there’s too much systemic corruption, 0:17:53.400,0:17:56.850 too many secrets, too many[br]anti-leaker laws and measures. 0:17:56.850,0:18:00.170 We’re going to need true transparency[br]laws and we’re going to need to be able 0:18:00.170,0:18:03.159 to trust our governments and our[br]parliaments to do the right thing. 0:18:03.159,0:18:06.849 There was this naive belief that[br]if the scandal is big enough, 0:18:06.849,0:18:09.870 the system will finally correct itself. 0:18:09.870,0:18:14.599 What we see is the opposite. We see a[br]scandal of the magnitude of Watergate 0:18:14.599,0:18:19.069 every week or every two weeks[br]and nothing is happening. 0:18:19.069,0:18:21.859 We need to cope with that,[br]we need to come up with new strategies. 0:18:21.859,0:18:26.170 It’s like the paranoid movies[br]where finally the protagonist 0:18:26.170,0:18:30.590 gets to the president, and tells[br]the conspiracy to the president, and then 0:18:30.590,0:18:34.419 finds out in, sort of, in shadowy[br]words, he can find out 0:18:34.419,0:18:37.169 that the president is already[br]part of the conspiracy. 0:18:37.169,0:18:41.000 When the Snowden revelations came out it[br]was quickly clear that our governments 0:18:41.000,0:18:43.879 were not shocked, they were not like,[br]“Oh my god, our intelligence agencies 0:18:43.879,0:18:46.620 are really out of control!
