home 9:59:59.000,9:59:59.000 because there, homosexuality[br]wasn't just illegal, 9:59:59.000,9:59:59.000 in some cases it was punishable by death. 9:59:59.000,9:59:59.000 So when his sexual[br]orientation was exposed, 9:59:59.000,9:59:59.000 his family rejected him, 9:59:59.000,9:59:59.000 his boss fired him 9:59:59.000,9:59:59.000 and angry mobs repeatedly[br]attacked him in the streets. 9:59:59.000,9:59:59.000 And each time the police arrived[br]only to arrest him, 9:59:59.000,9:59:59.000 detain 9:59:59.000,9:59:59.000 and torture him further. 9:59:59.000,9:59:59.000 And he knew that if he couldn't escape[br]the cycle of violence, 9:59:59.000,9:59:59.000 he would surely be killed. 9:59:59.000,9:59:59.000 So he had to do what he needed[br]to do to survive. 9:59:59.000,9:59:59.000 He left everything behind. 9:59:59.000,9:59:59.000 All of his friends,[br]his family, his career. 9:59:59.000,9:59:59.000 He fled his home, 9:59:59.000,9:59:59.000 he escaped to the United States 9:59:59.000,9:59:59.000 and here he applied for asylum. 9:59:59.000,9:59:59.000 But like many people fleeing[br]this kind of persecution, 9:59:59.000,9:59:59.000 he couldn't carry much. 9:59:59.000,9:59:59.000 He had some basic ID, 9:59:59.000,9:59:59.000 barely any money 9:59:59.000,9:59:59.000 and a few other belongings. 9:59:59.000,9:59:59.000 He certainly didn't bring[br]official documents 9:59:59.000,9:59:59.000 from the police who tortured him. 9:59:59.000,9:59:59.000 No videos from the mob[br]that tried to kill him. 9:59:59.000,9:59:59.000 He didn't have this kind of evidence[br]to help support his claims, 9:59:59.000,9:59:59.000 yet here he was, 9:59:59.000,9:59:59.000 sitting in my clinic, 9:59:59.000,9:59:59.000 showing me some of the most powerful[br]evidence of his persecution. 9:59:59.000,9:59:59.000 That was the physical and psychological[br]scars that he brought with him. 9:59:59.000,9:59:59.000 You see, he suffered from chronic,[br]debilitating pain. 9:59:59.000,9:59:59.000 He had severe scars[br]scattered over his body, 9:59:59.000,9:59:59.000 poorly healing wounds[br]that got infected over and over again. 9:59:59.000,9:59:59.000 He suffered from severe depression 9:59:59.000,9:59:59.000 and continued to regular, paralyzing[br]nightmares and flashbacks from PTSD. 9:59:59.000,9:59:59.000 So we continued our work. 9:59:59.000,9:59:59.000 We met regularly for months, 9:59:59.000,9:59:59.000 documenting each of these pieces[br]of medical evidence. 9:59:59.000,9:59:59.000 We went over the details of every attack, 9:59:59.000,9:59:59.000 photographed his scars, 9:59:59.000,9:59:59.000 documented his injuries and wounds, 9:59:59.000,9:59:59.000 and we were even able to start[br]chronicling his slow but steady recovery 9:59:59.000,9:59:59.000 while under our care. 9:59:59.000,9:59:59.000 Working closely with his lawyers, 9:59:59.000,9:59:59.000 I submitted a detailed affidavit, 9:59:59.000,9:59:59.000 including the findings of this forensic[br]medical evaluation, 9:59:59.000,9:59:59.000 and we included it as part[br]of his asylum application. 9:59:59.000,9:59:59.000 And then we waited 9:59:59.000,9:59:59.000 for several long years[br]while he navigated the courts. 9:59:59.000,9:59:59.000 And then one day I got an email from him. 9:59:59.000,9:59:59.000 It said that he was granted asylum. 9:59:59.000,9:59:59.000 And everyone in the clinic was overjoyed. 9:59:59.000,9:59:59.000 He said in his email that this was[br]the first time in years 9:59:59.000,9:59:59.000 that he didn't fear deportation and death. 9:59:59.000,9:59:59.000 It was the first time in years[br]that he truly felt safe, 9:59:59.000,9:59:59.000 that he had the security[br]to rebuild his life all over again. 9:59:59.000,9:59:59.000 And it was only through this medical[br]and legal advocacy 9:59:59.000,9:59:59.000 that we were able to help restore[br]his legal status and his rights 9:59:59.000,9:59:59.000 that he could do that, 9:59:59.000,9:59:59.000 all through asylum. 9:59:59.000,9:59:59.000 Now for many people fleeing persecution, 9:59:59.000,9:59:59.000 they come to programs[br]and clinics like this 9:59:59.000,9:59:59.000 telling unimaginable tales of violence 9:59:59.000,9:59:59.000 and different reasons[br]they were persecuted. 9:59:59.000,9:59:59.000 But one this is always the same. 9:59:59.000,9:59:59.000 The violence meted against them[br]was met with complete impunity. 9:59:59.000,9:59:59.000 Sometimes by the hands of the state[br]directly through police 9:59:59.000,9:59:59.000 of military officials. 9:59:59.000,9:59:59.000 In other cases, 9:59:59.000,9:59:59.000 the state just turns a blind eye 9:59:59.000,9:59:59.000 and condones the acts[br]of paramilitary groups 9:59:59.000,9:59:59.000 or even violent domestic partners. 9:59:59.000,9:59:59.000 In other cases, 9:59:59.000,9:59:59.000 state is completely powerless 9:59:59.000,9:59:59.000 to protect the vulnerable[br]from powerful gangs. 9:59:59.000,9:59:59.000 Now we know that social determinants[br]of health play a huge role 9:59:59.000,9:59:59.000 in determining the health[br]and well-being of our patients: 9:59:59.000,9:59:59.000 housing, 9:59:59.000,9:59:59.000 income, 9:59:59.000,9:59:59.000 education, 9:59:59.000,9:59:59.000 race, 9:59:59.000,9:59:59.000 social inclusion. 9:59:59.000,9:59:59.000 But the same can be true[br]for equal protection in the law. 9:59:59.000,9:59:59.000 Due process. 9:59:59.000,9:59:59.000 Especially in societies[br]for the most vulnerable, 9:59:59.000,9:59:59.000 the marginalized 9:59:59.000,9:59:59.000 and even those who are actively targeted, 9:59:59.000,9:59:59.000 their access to these human[br]rights protections, 9:59:59.000,9:59:59.000 that can mean the difference[br]between sickness and in health, 9:59:59.000,9:59:59.000 and often it's the difference[br]between life and death. 9:59:59.000,9:59:59.000 And for millions of people[br]who endure persecution and torture, 9:59:59.000,9:59:59.000 the only way to heal 9:59:59.000,9:59:59.000 is to acknowledge the human[br]rights abuses that have occurred, 9:59:59.000,9:59:59.000 and to help restore the rights[br]and protections that were so violated. 9:59:59.000,9:59:59.000 After the atrocities of World War II, 9:59:59.000,9:59:59.000 the asylum system was set up[br]as one pathway to that kind of relief. 9:59:59.000,9:59:59.000 But these days it seems like that pathway[br]has turned into an obstacle course, 9:59:59.000,9:59:59.000 setting people up to fail. 9:59:59.000,9:59:59.000 Asylum seekers oftentimes[br]don't know how to start 9:59:59.000,9:59:59.000 let alone complete the process[br]that can drag on for years. 9:59:59.000,9:59:59.000 They're not entitled to lawyers, 9:59:59.000,9:59:59.000 so they don't know their rights. 9:59:59.000,9:59:59.000 Increasingly, they're even being barred 9:59:59.000,9:59:59.000 from setting foot in places[br]of potential refuge. 9:59:59.000,9:59:59.000 They're arrested or prosecuted, 9:59:59.000,9:59:59.000 even deported before they ever[br]get to see an asylum officer. 9:59:59.000,9:59:59.000 And even if they do[br]make through the process, 9:59:59.000,9:59:59.000 asylum grant rates[br]can be as low as 20 percent, 9:59:59.000,9:59:59.000 and far worse for some. 9:59:59.000,9:59:59.000 It's almost like the system was designed 9:59:59.000,9:59:59.000 to keep people from[br]exercising their right. 9:59:59.000,9:59:59.000 But there is something that many[br]of these people can do. 9:59:59.000,9:59:59.000 Something that can potentially[br]increase their chances of success 9:59:59.000,9:59:59.000 to 90 percent or more. 9:59:59.000,9:59:59.000 So what makes the difference? 9:59:59.000,9:59:59.000 Getting a lawyer and having[br]a medical evaluation. 9:59:59.000,9:59:59.000 It's as simple as that. 9:59:59.000,9:59:59.000 The man who came to my clinic[br]and won his asylum case. 9:59:59.000,9:59:59.000 Doctors and lawyers working together[br]to present all of the evidence, 9:59:59.000,9:59:59.000 including the medical evidence, 9:59:59.000,9:59:59.000 to the courts 9:59:59.000,9:59:59.000 allows judges to make informed[br]and just decisions. 9:59:59.000,9:59:59.000 And it's this kind[br]of medical-legal partnership 9:59:59.000,9:59:59.000 that's now more important than ever. 9:59:59.000,9:59:59.000 Because we live in a time[br]of epic forced migration 9:59:59.000,9:59:59.000 due to violence and conflict. 9:59:59.000,9:59:59.000 In 2018 there were 70 million[br]people worldwide forcible displaced 9:59:59.000,9:59:59.000 due to war, conflict and persecution. 9:59:59.000,9:59:59.000 It includes 40 million[br]internally displaced, 9:59:59.000,9:59:59.000 25 million refugees 9:59:59.000,9:59:59.000 and three million asylum seekers. 9:59:59.000,9:59:59.000 Here in the United States, 9:59:59.000,9:59:59.000 we see the impact of escalating violence[br]in places like El Salvador, 9:59:59.000,9:59:59.000 Guatemala and Honduras, 9:59:59.000,9:59:59.000 where murder rates can be high[br]as those in Syria and Afghanistan.
