99:59:59.999 If you've lived in Riga, 99:59:59.999 --> 99:59:59.999 you will know that feeling of relief 99:59:59.999 --> 99:59:59.999 that the first signs of spring bring, 99:59:59.999 --> 99:59:59.999 and you no longer have to trudge through that slushy mix 99:59:59.999 --> 99:59:59.999 of snow and mud on the streets. 99:59:59.999 --> 99:59:59.999 So there I am, enjoying my stroll, 99:59:59.999 --> 99:59:59.999 as I suddenly notice a stencil on the pavement in front of me, 99:59:59.999 --> 99:59:59.999 a graffiti: 99:59:59.999 --> 99:59:59.999 white letters painted on these dark grey bricks. 99:59:59.999 --> 99:59:59.999 It says, 99:59:59.999 --> 99:59:59.999 "Where is your responsibility?" 99:59:59.999 --> 99:59:59.999 The question stopped me in my tracks. 99:59:59.999 --> 99:59:59.999 As I am standing there, considering its meaning, 99:59:59.999 --> 99:59:59.999 and I notice I'm standing outside 99:59:59.999 --> 99:59:59.999 the Riga Municipality Social Welfare Department. 99:59:59.999 --> 99:59:59.999 So it appears that the author of this graffiti, whoever it is, 99:59:59.999 --> 99:59:59.999 is asking this question to people coming to apply for social assistance. 99:59:59.999 --> 99:59:59.999 That winter, 99:59:59.999 --> 99:59:59.999 I had been doing research on the aftermath of the financial crisis in Latvia. 99:59:59.999 --> 99:59:59.999 When the Global Financial Crisis erupted in 2008, Latvia got hit hard, 99:59:59.999 --> 99:59:59.999 as a small, open economy. 99:59:59.999 --> 99:59:59.999 To balance the books, the Latvian government 99:59:59.999 --> 99:59:59.999 chose a strategy of internal devaluation. 99:59:59.999 --> 99:59:59.999 Now, in essence, 99:59:59.999 --> 99:59:59.999 that meant drastically reducing public budget spending, 99:59:59.999 --> 99:59:59.999 so slashing public sector workers' wages, 99:59:59.999 --> 99:59:59.999 shrinking civil service, 99:59:59.999 --> 99:59:59.999 cutting unemployment benefits and other social assistance, 99:59:59.999 --> 99:59:59.999 raising taxes. 99:59:59.999 --> 99:59:59.999 My mother had been working as a history teacher her whole life. 99:59:59.999 --> 99:59:59.999 The austerity for her meant seeing her salary cut by 30 percent 99:59:59.999 --> 99:59:59.999 all of a sudden. 99:59:59.999 --> 99:59:59.999 And there were many in a situation like hers or worse. 99:59:59.999 --> 99:59:59.999 The costs of the crisis were put on the shoulders of ordinary Latvians. 99:59:59.999 --> 99:59:59.999 As a result of the crisis and the austerity, 99:59:59.999 --> 99:59:59.999 the Latvian economy shrank by 25 percent in a two-year period. 99:59:59.999 --> 99:59:59.999 Only Greece suffered an economic contraction 99:59:59.999 --> 99:59:59.999 of a comparable scale. 99:59:59.999 --> 99:59:59.999 Yet, while Greeks were out in the streets for months 99:59:59.999 --> 99:59:59.999 staging continuous, often violent protests in Athens, 99:59:59.999 --> 99:59:59.999 all was quiet in Riga. 99:59:59.999 --> 99:59:59.999 Prominent economists were fighting in the columns of The New York Times 99:59:59.999 --> 99:59:59.999 about this curious extreme Latvian experiment 99:59:59.999 --> 99:59:59.999 of this austerity regime, 99:59:59.999 --> 99:59:59.999 and they were watching on in disbelief how the Latvian society 99:59:59.999 --> 99:59:59.999 was putting up with it. 99:59:59.999 --> 99:59:59.999 I was studying in London at the time, 99:59:59.999 --> 99:59:59.999 and I remember the Occupy movement there, 99:59:59.999 --> 99:59:59.999 and how it was spreading from city to city, 99:59:59.999 --> 99:59:59.999 from Madrid to New York to London, 99:59:59.999 --> 99:59:59.999 the 99 percent against the one percent. 99:59:59.999 --> 99:59:59.999 You know the story. 99:59:59.999 --> 99:59:59.999 Yet when I arrived in Riga, 99:59:59.999 --> 99:59:59.999 there were no echoes of the Occupy here. 99:59:59.999 --> 99:59:59.999 Latvians were just putting up with it. 99:59:59.999 --> 99:59:59.999 They swallowed the toad, 99:59:59.999 --> 99:59:59.999 as the local saying goes. 99:59:59.999 --> 99:59:59.999 For my doctoral research, 99:59:59.999 --> 99:59:59.999 I wanted to study how the state-citizen relationship was changing in Latvia 99:59:59.999 --> 99:59:59.999 in the post-Soviet era, 99:59:59.999 --> 99:59:59.999 and I had chosen the unemployment office 99:59:59.999 --> 99:59:59.999 as my research site. 99:59:59.999 --> 99:59:59.999 And as I arrived there in that autumn of 2011, 99:59:59.999 --> 99:59:59.999 I realized I am actually witnessing firsthand 99:59:59.999 --> 99:59:59.999 how the effects of crises are playing out, 99:59:59.999 --> 99:59:59.999 and how those worst affected by it, 99:59:59.999 --> 99:59:59.999 people who have lost their jobs, 99:59:59.999 --> 99:59:59.999 are reacting to it. NOTE Paragraph 99:59:59.999 --> 99:59:59.999 So I started interviewing people 99:59:59.999 --> 99:59:59.999 I met at the unemployment office. 99:59:59.999 --> 99:59:59.999 They were all registered as job seekers and hoping for some help from the state. 99:59:59.999 --> 99:59:59.999 Yet, as I was soon discovering, 99:59:59.999 --> 99:59:59.999 this help was of a particular kind. 99:59:59.999 --> 99:59:59.999 There was some cash benefit, 99:59:59.999 --> 99:59:59.999 but mostly state assistance came in the form of various social programs, 99:59:59.999 --> 99:59:59.999 and one of the biggest of these programs was called 99:59:59.999 --> 99:59:59.999 "competitiveness raising activities." 99:59:59.999 --> 99:59:59.999 It was, in essence, a series of seminars that all of the unemployed 99:59:59.999 --> 99:59:59.999 were encouraged to attend. 99:59:59.999 --> 99:59:59.999 So I started attended these seminars with them. 99:59:59.999 --> 99:59:59.999 And a number of paradoxes struck me. 99:59:59.999 --> 99:59:59.999 So imagine, 99:59:59.999 --> 99:59:59.999 the crisis is still ongoing, 99:59:59.999 --> 99:59:59.999 the Latvian economy is contracting, 99:59:59.999 --> 99:59:59.999 hardly anyone is hiring, 99:59:59.999 --> 99:59:59.999 and there we are, 99:59:59.999 --> 99:59:59.999 in this small, brightly lit classroom, 99:59:59.999 --> 99:59:59.999 a group of 15 people, 99:59:59.999 --> 99:59:59.999 working on lists of our personal strengths and weaknesses, 99:59:59.999 --> 99:59:59.999 our inner demons that we are told are preventing us from being 99:59:59.999 --> 99:59:59.999 more successful in the labor market. NOTE Paragraph 99:59:59.999 --> 99:59:59.999 As the largest local bank is being bailed out 99:59:59.999 --> 99:59:59.999 and the costs of this bailout are shifted onto the shoulders of the population, 99:59:59.999 --> 99:59:59.999 we are sitting in a circle 99:59:59.999 --> 99:59:59.999 and learning how to breathe deeply 99:59:59.999 --> 99:59:59.999 when feeling stressed. NOTE Paragraph 99:59:59.999 --> 99:59:59.999 (Breathes) NOTE Paragraph 99:59:59.999 --> 99:59:59.999 As home mortgages are being foreclosed 99:59:59.999 --> 99:59:59.999 and thousands of people are emigrating, 99:59:59.999 --> 99:59:59.999 we are told to dream big and to follow our dreams. NOTE Paragraph 99:59:59.999 --> 99:59:59.999 As a sociologist, I know that social policies 99:59:59.999 --> 99:59:59.999 are an important form of communication 99:59:59.999 --> 99:59:59.999 between the state and the citizen. 99:59:59.999 --> 99:59:59.999 The message of this program was, 99:59:59.999 --> 99:59:59.999 to put in the words of one of the trainers, 99:59:59.999 --> 99:59:59.999 "Just do it." 99:59:59.999 --> 99:59:59.999 She was, of course, citing Nike. 99:59:59.999 --> 99:59:59.999 So symbolically, the state was sending a message to people out of work 99:59:59.999 --> 99:59:59.999 that you need to be more active, you need to work harder, 99:59:59.999 --> 99:59:59.999 you need to work on yourself, you need to overcome your inner demons, 99:59:59.999 --> 99:59:59.999 you need to be more confident, 99:59:59.999 --> 99:59:59.999 that somehow being out of work was their own personal failure. 99:59:59.999 --> 99:59:59.999 The suffering of the crisis 99:59:59.999 --> 99:59:59.999 was treated as this individual experience of stress 99:59:59.999 --> 99:59:59.999 to be managed in one's own body 99:59:59.999 --> 99:59:59.999 through deep and mindful breathing. 99:59:59.999 --> 99:59:59.999 These types of social programs that emphasize individual responsibility 99:59:59.999 --> 99:59:59.999 have become increasingly common across the world. 99:59:59.999 --> 99:59:59.999 They are part of the rise of what sociologist Loïc Wacquant calls 99:59:59.999 --> 99:59:59.999 the "neoliberal Centaur state". 99:59:59.999 --> 99:59:59.999 Now, the centaur, as you might recall, 99:59:59.999 --> 99:59:59.999 is this mythical creature in ancient Greek culture, 99:59:59.999 --> 99:59:59.999 half human, half beast. 99:59:59.999 --> 99:59:59.999 It has this upper part of a human and the lower part of a horse. 99:59:59.999 --> 99:59:59.999 So the Centaur state 99:59:59.999 --> 99:59:59.999 is a state that turns its human face 99:59:59.999 --> 99:59:59.999 to those at the top of the social ladder 99:59:59.999 --> 99:59:59.999 while those at the bottom are being trampled over, 99:59:59.999 --> 99:59:59.999 stampeded. 99:59:59.999 --> 99:59:59.999 So top income earners and large businesses 99:59:59.999 --> 99:59:59.999 can enjoy tax cuts and other supportive policies, 99:59:59.999 --> 99:59:59.999 while the unemployed, the poor 99:59:59.999 --> 99:59:59.999 are made to prove themselves worthy 99:59:59.999 --> 99:59:59.999 for the state's help, 99:59:59.999 --> 99:59:59.999 are morally disciplined, 99:59:59.999 --> 99:59:59.999 are stigmatized as irresponsible or passive or lazy 99:59:59.999 --> 99:59:59.999 or often criminalized. 99:59:59.999 --> 99:59:59.999 In Latvia, we have had such a Centaur state model 99:59:59.999 --> 99:59:59.999 firmly in place since the '90s. 99:59:59.999 --> 99:59:59.999 Take, for example, the flat income tax that we had in place up until this year 99:59:59.999 --> 99:59:59.999 that has been benefiting the highest earners 99:59:59.999 --> 99:59:59.999 while one quarter of the population keeps living in poverty. 99:59:59.999 --> 99:59:59.999 And the crisis and the austerity has made these kinds of social inequalities worse. 99:59:59.999 --> 99:59:59.999 So while the capital of the banks and the wealthy has been protected, 99:59:59.999 --> 99:59:59.999 those who lost the most 99:59:59.999 --> 99:59:59.999 were taught lessons in individual responsibility. 99:59:59.999 --> 99:59:59.999 Now, as I was talking to people 99:59:59.999 --> 99:59:59.999 who I met at these seminars, 99:59:59.999 --> 99:59:59.999 I was expecting them to be angry. 99:59:59.999 --> 99:59:59.999 I was expecting them to be resisting these lessons 99:59:59.999 --> 99:59:59.999 in individual responsibility. 99:59:59.999 --> 99:59:59.999 After all, the crisis was not their fault, yet they were bearing the brunt of it. 99:59:59.999 --> 99:59:59.999 But as people were sharing their stories with me, 99:59:59.999 --> 99:59:59.999 I was struck again and again 99:59:59.999 --> 99:59:59.999 by the power of the idea 99:59:59.999 --> 99:59:59.999 of responsibility. 99:59:59.999 --> 99:59:59.999 One of the people I met was Janet. 99:59:59.999 --> 99:59:59.999 She had been working for 23 years 99:59:59.999 --> 99:59:59.999 teaching sewing and other crafts at the vocational school in Riga, 99:59:59.999 --> 99:59:59.999 and now the crisis hits 99:59:59.999 --> 99:59:59.999 and the school is closed as part of the austerity measures. 99:59:59.999 --> 99:59:59.999 The educational system restructuring was part of a way of saving public money. 99:59:59.999 --> 99:59:59.999 And 10,000 teachers across the country lose their jobs and Janet is one of them. 99:59:59.999 --> 99:59:59.999 And I know from what she's been telling me 99:59:59.999 --> 99:59:59.999 that losing her job has put her in a desperate situation. 99:59:59.999 --> 99:59:59.999 She is divorced, she has two teenage children 99:59:59.999 --> 99:59:59.999 that she is the sole provider for. 99:59:59.999 --> 99:59:59.999 And yet, as we are talking, 99:59:59.999 --> 99:59:59.999 she says to me 99:59:59.999 --> 99:59:59.999 that the crisis is really an opportunity. 99:59:59.999 --> 99:59:59.999 She says, "I turned 50 this year. 99:59:59.999 --> 99:59:59.999 I guess life has really given me this chance 99:59:59.999 --> 99:59:59.999 to look around, to stop, 99:59:59.999 --> 99:59:59.999 because all these years I've been working nonstop, 99:59:59.999 --> 99:59:59.999 I have no time to pause, 99:59:59.999 --> 99:59:59.999 and now I have stopped 99:59:59.999 --> 99:59:59.999 and I've been given an opportunity to look at everything and to decide 99:59:59.999 --> 99:59:59.999 what it is that I want 99:59:59.999 --> 99:59:59.999 and what it is that I don't want. 99:59:59.999 --> 99:59:59.999 All this time, sewing, sewing, some kind of exhaustion." 99:59:59.999 --> 99:59:59.999 So Janet is made redundant after 23 years. 99:59:59.999 --> 99:59:59.999 She's not thinking about protesting. 99:59:59.999 --> 99:59:59.999 She's not talking about the 99 percent against the one percent. 99:59:59.999 --> 99:59:59.999 She is analyzing herself. 99:59:59.999 --> 99:59:59.999 And she was thinking pragmatically of starting a small business 99:59:59.999 --> 99:59:59.999 out of her bedroom 99:59:59.999 --> 99:59:59.999 making these little souvenir dolls to sell to tourists. 99:59:59.999 --> 99:59:59.999 I also met Ivars at the unemployment office. 99:59:59.999 --> 99:59:59.999 Ivars was in his late 40s, 99:59:59.999 --> 99:59:59.999 he had lost a job at the government agency overseeing road construction. 99:59:59.999 --> 99:59:59.999 To one of our meetings, 99:59:59.999 --> 99:59:59.999 Ivars brings a book he's been reading. 99:59:59.999 --> 99:59:59.999 It's called "Vaccination Against Stress, or Psychoenergetic Aikido." 99:59:59.999 --> 99:59:59.999 Now, some of you might know that aikido is a form of martial art, 99:59:59.999 --> 99:59:59.999 so psychoenergetic aikido. 99:59:59.999 --> 99:59:59.999 And Ivars tells me that after several months 99:59:59.999 --> 99:59:59.999 of reading and thinking and reflecting while being out of work, 99:59:59.999 --> 99:59:59.999 he has understood 99:59:59.999 --> 99:59:59.999 that his current difficulties are really his own doing. 99:59:59.999 --> 99:59:59.999 He says to me, 99:59:59.999 --> 99:59:59.999 "I created it myself. 99:59:59.999 --> 99:59:59.999 I was in a psychological state that was not good for me. 99:59:59.999 --> 99:59:59.999 If a person is afraid to lose their money, 99:59:59.999 --> 99:59:59.999 to lose their job, 99:59:59.999 --> 99:59:59.999 they start getting more stressed, more unsettled, more fearful. 99:59:59.999 --> 99:59:59.999 That's what they get." 99:59:59.999 --> 99:59:59.999 As I ask him to explain, 99:59:59.999 --> 99:59:59.999 he compares his thoughts poetically to wild horses running in all directions, 99:59:59.999 --> 99:59:59.999 and he says, "You need to be a shepherd of your thoughts. 99:59:59.999 --> 99:59:59.999 To get things in order in the material world, 99:59:59.999 --> 99:59:59.999 you need to be a shepherd of your thoughts 99:59:59.999 --> 99:59:59.999 because it's through your thoughts that everything else gets orderly." 99:59:59.999 --> 99:59:59.999 "Lately," he says, "I have clearly understood 99:59:59.999 --> 99:59:59.999 that the world around me, what happens to me, 99:59:59.999 --> 99:59:59.999 people that enter in my life, it all depends directly on myself." 99:59:59.999 --> 99:59:59.999 So as Latvia is going through this extreme economic experiment, 99:59:59.999 --> 99:59:59.999 Ivars says it's his way of thinking that has to change. 99:59:59.999 --> 99:59:59.999 He's blaming himself for what he's going through at the moment. NOTE Paragraph 99:59:59.999 --> 99:59:59.999 So taking responsibility is, of course, a good thing, right? 99:59:59.999 --> 99:59:59.999 It is especially meaningful 99:59:59.999 --> 99:59:59.999 and morally charged in a post-Soviet society 99:59:59.999 --> 99:59:59.999 where reliance on the state is seen as this unfortunate heritage 99:59:59.999 --> 99:59:59.999 of the Soviet past. 99:59:59.999 --> 99:59:59.999 But when I listen to Janet and Ivars 99:59:59.999 --> 99:59:59.999 and to others, I also thought 99:59:59.999 --> 99:59:59.999 how cruel this question is -- 99:59:59.999 --> 99:59:59.999 "Where is your responsibility?" -- 99:59:59.999 --> 99:59:59.999 how punishing. 99:59:59.999 --> 99:59:59.999 Because, it was working as a way of blaming and pacifying people 99:59:59.999 --> 99:59:59.999 who were hit worst by the crisis. 99:59:59.999 --> 99:59:59.999 So while Greeks were out in the streets, Latvians swallowed the toad, 99:59:59.999 --> 99:59:59.999 and many tens of thousands emigrated, 99:59:59.999 --> 99:59:59.999 which is another way of taking responsibility. 99:59:59.999 --> 99:59:59.999 So the language, 99:59:59.999 --> 99:59:59.999 the language of individual responsibility has become a form of collective denial. 99:59:59.999 --> 99:59:59.999 As long as we have social policies that treat unemployment 99:59:59.999 --> 99:59:59.999 as individual failure, 99:59:59.999 --> 99:59:59.999 but we don't have enough funding for programs that give people real skills 99:59:59.999 --> 99:59:59.999 or create workplaces. 99:59:59.999 --> 99:59:59.999 We are blind of the policymakers' responsibility. 99:59:59.999 --> 99:59:59.999 As long as we stigmatize the poor as somehow passive or lazy 99:59:59.999 --> 99:59:59.999 but don't give people real means to get out of poverty 99:59:59.999 --> 99:59:59.999 other than emigrating, 99:59:59.999 --> 99:59:59.999 we are in denial of the true causes of poverty. 99:59:59.999 --> 99:59:59.999 And in the meantime, 99:59:59.999 --> 99:59:59.999 we all suffer, 99:59:59.999 --> 99:59:59.999 because social scientists have shown with detailed statistical data 99:59:59.999 --> 99:59:59.999 that there are more people with both mental and physical health problems 99:59:59.999 --> 99:59:59.999 in societies with higher levels of economic inequality. 99:59:59.999 --> 99:59:59.999 So social inequality is apparently bad for not only those with least resources 99:59:59.999 --> 99:59:59.999 but for all of us, 99:59:59.999 --> 99:59:59.999 because living in a society with high inequality 99:59:59.999 --> 99:59:59.999 means living in a society with low social trust and high anxiety. NOTE Paragraph 99:59:59.999 --> 99:59:59.999 So there we are. 99:59:59.999 --> 99:59:59.999 We are all reading self-help books, 99:59:59.999 --> 99:59:59.999 we try to hack our habits, 99:59:59.999 --> 99:59:59.999 we try to rewire our brains, 99:59:59.999 --> 99:59:59.999 we meditate, 99:59:59.999 --> 99:59:59.999 and it helps, of course, in a way. 99:59:59.999 --> 99:59:59.999 Self-help books help us feel more upbeat. 99:59:59.999 --> 99:59:59.999 Meditation can help us feel more connected to others spiritually. 99:59:59.999 --> 99:59:59.999 What I think we need is as much awareness 99:59:59.999 --> 99:59:59.999 of what connects us to one another socially, 99:59:59.999 --> 99:59:59.999 because social inequality hurts us all. 99:59:59.999 --> 99:59:59.999 So we need more compassionate social policies 99:59:59.999 --> 99:59:59.999 that are aimed less at moral education 99:59:59.999 --> 99:59:59.999 and more at promotion of social justice and equality.
