Now that 0:00:38.520,0:00:42.710 sounds great, what could be better than[br]setting free slaves? That sounds pretty 0:00:42.890,0:00:47.760 noble, but did it actually stamp out[br]slavery or did paying slaveholders to 0:00:47.940,0:00:54.270 release these slaves lead to more people[br]captured? Let's use the economic concept 0:00:54.450,0:00:58.960 of the elasticity of supply to help[br]understand this better. The problem is 0:00:59.140,0:01:02.840 this, the people trying to free the[br]slaves, we'll call them the slave 0:01:03.020,0:01:07.480 redeemers, they're also creating[br]additional demand for slaves. After all, 0:01:07.660,0:01:12.590 they're buying slaves in the market. That[br]additional demand shifts out the demand 0:01:12.770,0:01:18.380 curve for slaves and that leads to a new[br]and higher market price. That higher price 0:01:18.560,0:01:22.570 will bring forth additional supply. So[br]what are the people who round up and 0:01:22.750,0:01:26.350 kidnap the slaves, what are they going to[br]do? Well, they're going to increase their 0:01:26.530,0:01:30.310 operations. They're going to have more[br]raids and they're going to take more 0:01:30.490,0:01:36.340 people into slavery. We can already see[br]there's at least a possibility that buying 0:01:36.520,0:01:39.950 the slaves and setting them free will be[br]counterproductive because we haven't 0:01:40.130,0:01:44.850 managed to stamp out all of slavery, what[br]we've done is set some people free but 0:01:45.030,0:01:48.530 actually give those kidnappers, those[br]people in the middle, we've increased 0:01:48.710,0:01:53.640 their incentives to bring more people into[br]slavery. And therein lies the potential 0:01:53.820,0:01:58.890 for an even greater tragedy. The concept[br]of elasticity in economic terms that 0:01:59.070,0:02:04.070 refers to how responsive is quantity[br]supplied when market price changes. 0:02:04.250,0:02:08.690 It's going to help us understand how much[br]a slave redemption program will increase 0:02:08.870,0:02:13.670 the number of people who end up captured[br]by slave raiders. It's genuinely[br]hard to say whether the supply of slaves 0:03:25.090,0:03:30.860 is elastic or inelastic, but we can look[br]at price as a possible indicator of which 0:03:31.040,0:03:35.010 scenario is more likely to hold. We know[br]that in the early years of slave 0:03:35.190,0:03:39.650 redemption there was a noticeable increase[br]in the price of slaves and that could be 0:03:39.830,0:03:45.410 evidenced of a fairly inelastic supply[br]curve. However, over time the price of 0:03:45.590,0:03:50.950 slaves has fallen and that could indicate[br]greater elasticity of supply in the longer 0:03:51.130,0:03:56.140 run. That makes sense but the suppliers[br]are usually more responsive to an increase 0:03:56.320,0:04:01.000 in price as they have more time to adjust.[br]For instance, they can hire more people 0:04:01.180,0:04:06.030 and expand their operations.[br]So this evidence overall suggests that 0:04:06.210,0:04:10.840 perhaps the program has become less[br]effective over time and perhaps today it 0:04:11.020,0:04:15.840 may actually be counterproductive and be[br]increasing the burden of slavery.
