0:00:01.640,0:00:04.618 Xi Jinping claims an “overwhelming victory” 0:00:04.618,0:00:06.433 against corruption. 0:00:06.759,0:00:09.110 But that...is a lie. 0:00:28.486,0:00:30.415 Welcome to China Uncensored, I’m Chris Chappell. 0:00:30.415,0:00:33.352 This episode is sponsored by PC-Doctor Toolbox. 0:00:33.352,0:00:37.099 Monitor your PC for software crashes, hardware[br]failures, 0:00:37.099,0:00:40.427 and the kind of glitches that make your life miserable. 0:00:40.427,0:00:46.286 So, some people think the Chinese Communist[br]Party is a little bit corrupt. 0:00:46.685,0:00:48.177 And I get it, 0:00:48.177,0:00:53.170 a regime that kills people for[br]their organs and uses rape as form of torture 0:00:53.170,0:00:58.760 might not seem like it’s made up of upstanding,[br]honest citizens. 0:00:58.760,0:01:02.175 But this month, there seems to be some good[br]news: 0:01:02.175,0:01:07.404 Xi Jinping says China has won an “overwhelming victory” against corruption! 0:01:08.171,0:01:13.910 But while “overwhelming victory” sounds[br]like some kind of...overwhelming victory... 0:01:14.306,0:01:16.020 it’s not that simple. 0:01:16.020,0:01:18.159 Xi Jinping had declared something like this[br]before. 0:01:18.159,0:01:22.815 In 2018, he declared an “overwhelming victory”[br]against graft 0:01:22.815,0:01:25.661 —so basically one type of corruption. 0:01:25.661,0:01:29.404 But obviously that victory wasn’t very[br]overwhelming, 0:01:29.404,0:01:31.927 because he’s clearly been struggling against corruption 0:01:31.927,0:01:34.843 in the four[br]years since then as well. 0:01:34.843,0:01:39.547 And even now, Xi Jinping says more work is[br]needed to tackle the problem. 0:01:39.547,0:01:44.479 He says that from now on, there should be[br]zero tolerance toward corruption. 0:01:44.479,0:01:49.192 And there should be “policies to make sure[br]officials are not involved in corruption 0:01:49.192,0:01:54.880 because they ‘do not dare to, are not able to and[br]do not want to.’” 0:01:55.807,0:01:57.702 That’s a weird threat. 0:01:57.702,0:02:01.260 It’s like if you wanted to go on YouTube[br]to talk about 0:02:01.260,0:02:03.979 alien pedophile vaccine conspiracy theories. 0:02:03.979,0:02:06.563 YouTube would immediately shut down your channel, 0:02:06.563,0:02:08.796 so you don’t dare to. 0:02:08.796,0:02:11.383 And therefore...don’t want to? 0:02:12.658,0:02:15.430 At any rate, Xi Jinping is moving quickly. 0:02:15.430,0:02:19.569 Earlier this month, he announced a new rule[br]to further rein in corruption: 0:02:19.569,0:02:23.442 Monitoring the business activities of officials’ families. 0:02:23.815,0:02:27.466 “Officials must report business activities[br]of their spouses and children 0:02:27.466,0:02:30.995 and those who fail to do so or seek to skirt the rules 0:02:30.995,0:02:33.709 will[br]be ‘dealt with seriously in accordance with 0:02:33.709,0:02:36.326 regulations and laws.’” 0:02:36.326,0:02:41.311 And officials now need to either get their[br]families to withdraw from these business activities, 0:02:41.311,0:02:45.944 or they have to step down from their posts[br]as communist officials. 0:02:45.944,0:02:48.902 This could affect dozens of high-ranking Party[br]officials, 0:02:48.902,0:02:52.019 and potentially millions of lower officials. 0:02:52.019,0:02:56.838 For decades, Party members have installed[br]family members in all sorts of positions, 0:02:56.838,0:02:59.529 from state-owned companies, to foreign joint[br]ventures, 0:02:59.529,0:03:02.029 to private equity, and more. 0:03:02.029,0:03:05.029 This anti-corruption push is a big deal. 0:03:05.029,0:03:07.807 But it’s also not about fighting corruption. 0:03:07.807,0:03:09.617 I’ll explain after the break. 0:03:10.933,0:03:12.332 Welcome back. 0:03:12.332,0:03:16.649 Xi Jinping is talking big about fighting corruption[br]within the Chinese Communist Party. 0:03:16.649,0:03:20.362 He claims to have won an “overwhelming victory.” 0:03:20.362,0:03:22.605 But that’s just not true. 0:03:22.605,0:03:26.700 From the very founding of the Chinese Communist[br]Party in 1921, 0:03:26.700,0:03:29.709 it was based on corruption. 0:03:29.788,0:03:33.464 Essentially, you had a group of thugs whose[br]plan 0:03:33.464,0:03:36.700 was to kill rich people and take their stuff, 0:03:36.700,0:03:38.816 and then take over the country. 0:03:38.816,0:03:42.796 Mao Zedong talked about using the “lumpenproletariat”[br]for his revolution. 0:03:42.796,0:03:44.931 That refers to the social outcasts— 0:03:44.931,0:03:46.960 especially[br]criminals, 0:03:46.960,0:03:51.195 including members of triads and secret criminal societies. 0:03:51.195,0:03:54.319 Mao wrote in 1926 that the lumpenproletariat 0:03:54.319,0:03:58.416 “can become a revolutionary force if given proper guidance.” 0:03:58.640,0:04:01.799 And guidance, he gave. 0:04:01.799,0:04:06.930 Mao specifically used the lumpenproletariat[br]to fight his communist revolution. 0:04:06.930,0:04:12.649 Who else but criminals would be more willing[br]to kill rich people and take their stuff? 0:04:12.649,0:04:15.675 And when the Communist Party finally came[br]to power in 1949, 0:04:15.675,0:04:19.536 guess what kind of people were high ranking Party members? 0:04:19.536,0:04:21.948 A lot of them were criminals. 0:04:21.948,0:04:26.730 Even today, there’s a tight affiliation[br]between the Communist Party and triads. 0:04:26.730,0:04:29.913 Check out our interview today on our China[br]Unscripted podcast— 0:04:29.913,0:04:34.121 where our guest Sam Cooper talks about Party-linked triads 0:04:34.121,0:04:38.317 running drugs and money laundering in Canada. 0:04:38.317,0:04:40.890 The Chinese Communist Party is basically what[br]you get 0:04:40.890,0:04:45.062 when a group of gangsters to take over an entire country: 0:04:45.062,0:04:47.100 They control gang members 0:04:47.100,0:04:49.444 they lock away so-called enemies, 0:04:49.444,0:04:51.993 they take over other people’s territory, 0:04:51.993,0:04:55.694 and they fight constant internal power struggles. 0:04:55.899,0:04:59.220 Violence and corruption are how the Communist[br]Party stays in power! 0:04:59.814,0:05:03.100 That’s why I said Xi Jinping can never truly[br]eliminate corruption 0:05:03.100,0:05:05.274 in the Chinese Communist Party. 0:05:05.274,0:05:07.470 But that’s not his real goal, anyway. 0:05:07.470,0:05:10.080 His real motive behind winning a victory over[br]corruption 0:05:10.080,0:05:13.490 is winning a victory over his political enemies. 0:05:13.490,0:05:16.888 For example, former leader Jiang Zemin. 0:05:17.512,0:05:22.690 Jiang Zemin’s son, Jiang Mianheng, is a[br]powerful businessman. 0:05:22.690,0:05:26.427 He has his fingers in everything from state-owned[br]enterprises to joint ventures. 0:05:26.427,0:05:31.590 In 2012, the Hollywood company DreamWorks[br]Animation began a joint venture in China, 0:05:31.590,0:05:33.820 called Oriental Dreamworks, 0:05:33.820,0:05:37.728 to create animated[br]and live-action entertainment for the China market. 0:05:37.728,0:05:42.706 DreamWorks partnered with two Chinese companies[br]plus Shanghai Alliance Investment— 0:05:42.706,0:05:46.873 which is an investment arm of the Shanghai municipal[br]government. 0:05:47.088,0:05:52.390 Jiang Mianheng was chairman and CEO of Shanghai[br]Alliance Investment. 0:05:52.390,0:05:56.068 Meaning, the son of Xi Jinping’s biggest[br]rival 0:05:56.068,0:05:58.470 had a stake in a 300-plus-million dollar 0:05:58.470,0:06:02.417 company controlling media and entertainment[br]in China. 0:06:02.417,0:06:04.280 Side note: That American joint venture 0:06:04.280,0:06:07.638 was[br]eventually bought out completely by a Chinese company 0:06:07.638,0:06:11.401 —once it was no longer useful to[br]have the Americans on board. 0:06:11.401,0:06:13.180 Anyway, the list goes on. 0:06:13.180,0:06:16.725 The son of former President Hu Jintao, Hu[br]Haifeng, 0:06:16.725,0:06:21.555 “once managed a state-controlled firm that held a monopoly on security scanners 0:06:21.555,0:06:24.390 used in China’s airports, shipping ports 0:06:24.390,0:06:26.783 and subway stations.” 0:06:26.783,0:06:29.287 Former Chongqing Party chief Bo Xilai, 0:06:29.287,0:06:32.595 who[br]got taken down by an internal power struggle in 2012, 0:06:32.595,0:06:34.976 had his own network of family corruption, 0:06:34.976,0:06:38.060 with at least $160 million in assets held 0:06:38.060,0:06:40.241 by his close relatives. 0:06:40.478,0:06:45.579 Basically, communist officials from top to[br]bottom are out to make money. 0:06:45.579,0:06:47.535 And they often do it through corruption. 0:06:47.535,0:06:51.510 That includes installing their relatives in[br]companies poised to make money, 0:06:51.510,0:06:54.074 with the help of their Party contacts. 0:06:54.074,0:06:57.113 The brilliant thing about Xi Jinping’s anti-corruption[br]campaign is, 0:06:57.113,0:07:02.036 it’s actually a powerful weapon he can use to go after his political enemies— 0:07:02.036,0:07:04.220 while[br]having the plus side of making it look like 0:07:04.220,0:07:06.385 he’s going after corruption. 0:07:06.385,0:07:08.053 But it’s selective. 0:07:08.053,0:07:11.485 Xi Jinping never sought corruption charges[br]against his ally, 0:07:11.485,0:07:13.719 former premier Wen Jiabao. 0:07:13.917,0:07:18.015 Wen’s family members were worth hundreds[br]of millions of dollars, often through corruption— 0:07:18.015,0:07:20.864 as you can see from this New York Times graphic. 0:07:20.864,0:07:24.530 But with his friend Wen Jiabao, that’s a-ok. 0:07:24.530,0:07:28.872 So for all my viewers in the West reading[br]these glowing articles about Xi Jinping fighting corruption 0:07:28.872,0:07:30.340 —don’t be fooled. 0:07:30.340,0:07:33.018 Xi Jinping is not really targeting corruption. 0:07:33.018,0:07:36.282 He’s just struggling against his political[br]enemies. 0:07:36.282,0:07:38.164 Like a good communist. 0:07:39.099,0:07:42.756 But because the entire Communist Party is[br]based on corruption, 0:07:42.756,0:07:46.545 Xi Jinping will never actually win an “overwhelming victory.” 0:07:46.545,0:07:49.738 Just wait a few more years, and president-for-life[br]Xi Jinping 0:07:49.738,0:07:51.290 will once again make an announcement 0:07:51.290,0:07:53.947 declaring victory over corruption. 0:07:53.947,0:07:56.397 Don’t be fooled that time, either. 0:07:56.397,0:07:59.493 And this episode is sponsored by PC-Doctor[br]Toolbox. 0:07:59.493,0:08:02.233 There are many reasons your computer crashes 0:08:02.233,0:08:05.000
