WEBVTT 00:00:11.545 --> 00:00:13.916 My name is Gardenia. 00:00:14.207 --> 00:00:17.886 Six years ago, I was a student in Damascus. 00:00:18.860 --> 00:00:22.592 Today, I am a member of Syria civil defense 00:00:22.743 --> 00:00:24.736 also known as the White Helmets. 00:00:26.709 --> 00:00:29.809 The White Helmets is a volunteer organization 00:00:30.218 --> 00:00:32.637 made up of community first responders 00:00:32.896 --> 00:00:35.435 who have pledged to serve their community 00:00:35.436 --> 00:00:40.506 inside Syria with neutrality, impartiality, and humanity. 00:00:42.020 --> 00:00:44.349 Gardenia is not my real name, 00:00:44.350 --> 00:00:47.010 and I'm sorry I can't show you my face today. 00:00:47.411 --> 00:00:50.770 White Helmets, their friends and families 00:00:50.771 --> 00:00:54.770 are being targeted daily inside Syria by the Syrian regime, 00:00:54.771 --> 00:00:58.071 so I wear this helmet for their protection. 00:00:59.899 --> 00:01:03.899 The story of the White Helmets begins in March 2013, 00:01:04.691 --> 00:01:07.181 two years into the Syrian uprising. 00:01:08.025 --> 00:01:10.424 By that time, the Syrian regime 00:01:10.425 --> 00:01:15.884 was conducting around 50 airstrikes a day against civilians, targets in Aleppo - 00:01:15.885 --> 00:01:18.835 with heavy artillery and aerial attacks - 00:01:19.235 --> 00:01:22.784 and in Daraa, Damascus, Damascus countryside, 00:01:22.785 --> 00:01:25.205 Hama, Homs, and Idlib. 00:01:26.106 --> 00:01:31.285 They were using barrel bombs to destroy marketplaces, 00:01:31.286 --> 00:01:36.646 small businesses, hospitals, schools, and residential neighborhoods. 00:01:38.764 --> 00:01:40.843 This is an example 00:01:40.844 --> 00:01:43.844 of the kind of damage that a barrel bomb can cause. 00:01:48.511 --> 00:01:52.731 It is difficult to convey the scale of this terror on the ground. 00:01:53.481 --> 00:01:56.891 The localized effect of a barrel bomb 00:01:57.238 --> 00:02:03.118 is the same as an earthquake measuring 8 on the Richter scale. 00:02:05.165 --> 00:02:07.555 To give you an idea of what that means 00:02:08.576 --> 00:02:12.576 the terrifying earthquakes in Italy in January this year 00:02:12.884 --> 00:02:15.324 measured around 5.7, 00:02:16.399 --> 00:02:20.399 so imagine that, 50 times a day. 00:02:23.974 --> 00:02:25.914 Whole buildings would collapse, 00:02:26.485 --> 00:02:29.575 the people living and working there would be crushed, 00:02:30.349 --> 00:02:33.308 and any survivors would be trapped beneath the rubble 00:02:33.309 --> 00:02:35.599 with no prospect of being rescued. 00:02:36.446 --> 00:02:40.446 Families, neighbors, and civil society volunteers 00:02:40.830 --> 00:02:42.330 would rush to help, 00:02:42.795 --> 00:02:47.284 but without the necessary training and equipment to help those trapped, 00:02:47.285 --> 00:02:48.785 they were helpless. 00:02:49.502 --> 00:02:52.162 Hundreds of people were dying each day. 00:02:54.588 --> 00:02:58.588 In 2013, the Syrian regime gave civilians a choice: 00:02:59.082 --> 00:03:01.642 leave these areas or be killed. 00:03:03.023 --> 00:03:06.423 For most of our communities, leaving was not an option, 00:03:07.124 --> 00:03:09.294 but nor was waiting to be killed, 00:03:10.094 --> 00:03:11.674 so in northern Aleppo, 00:03:12.012 --> 00:03:16.941 a group of carpenters, bakers, builders, and taxi drivers 00:03:16.942 --> 00:03:19.732 choose to take matters into their own hands. 00:03:20.977 --> 00:03:22.016 After receiving 00:03:22.017 --> 00:03:25.486 a week of training from an international NGO 00:03:25.487 --> 00:03:27.357 and a small equipment pack, 00:03:27.756 --> 00:03:32.466 they returned to the community and began to conduct rescue operations. 00:03:34.720 --> 00:03:38.720 Two days later, they save a family of four from the rubble. 00:03:39.573 --> 00:03:42.523 This was the beginning of the White Helmets. 00:03:45.992 --> 00:03:51.912 Four years on, we are now over 3,200 trained community volunteers 00:03:52.520 --> 00:03:56.520 working in 120 teams across Syria 00:03:56.942 --> 00:04:00.072 in the areas outside the control of the regime. 00:04:01.147 --> 00:04:06.347 We have saved the lives of 87,500 people ... 00:04:07.214 --> 00:04:08.924 (Applause) 00:04:12.890 --> 00:04:14.060 Thank you. 00:04:18.050 --> 00:04:22.150 We have saved the lives of 87,500 people, 00:04:22.995 --> 00:04:25.125 and by this stage of the conflict, 00:04:25.679 --> 00:04:29.748 have more experience in responding to bomb attacks and airstrikes 00:04:29.749 --> 00:04:32.319 than any other organization in the world. 00:04:34.883 --> 00:04:40.443 Our teams are trained in a wide range of different skills. 00:04:41.029 --> 00:04:44.778 They include community warning and preparedness, 00:04:44.779 --> 00:04:48.229 urban search and rescue, and firefighting, 00:04:48.729 --> 00:04:52.728 emergency medical service, and other technical skills 00:04:52.729 --> 00:04:57.559 such as marking and clearing explosive remnants of war. 00:04:59.947 --> 00:05:05.547 Although our teams are initially set up to provide rescue services, 00:05:06.230 --> 00:05:09.659 we quickly realized that our existing skills 00:05:09.660 --> 00:05:12.599 together with the equipment and training we received 00:05:12.600 --> 00:05:15.549 enabled us to do much more for our communities 00:05:15.550 --> 00:05:18.380 than just rescuing them after an attack. 00:05:20.597 --> 00:05:23.466 When we weren't pulling people out of the rubble, 00:05:23.467 --> 00:05:25.277 we could use our skills 00:05:25.491 --> 00:05:29.490 to provide medical services, educate the community, 00:05:29.491 --> 00:05:35.491 reconnecting electricity, water, and reopen roads, hospitals, and schools. 00:05:36.837 --> 00:05:40.837 We use the equipment we received for doing many things, 00:05:41.444 --> 00:05:44.883 we use our fire trucks to distribute drinking water 00:05:44.884 --> 00:05:46.334 in areas of need, 00:05:46.692 --> 00:05:52.482 and we used our rescue diggers to respond to floods and snow storms. 00:05:54.737 --> 00:05:56.166 In some cases, 00:05:56.167 --> 00:05:59.547 we have even been able to protect infrastructure. 00:05:59.989 --> 00:06:05.419 For example, when the Syrian regime used incendiary cluster bombs 00:06:06.019 --> 00:06:10.499 to destroy the harvest in Homs in 2016 to starve the population, 00:06:11.252 --> 00:06:14.461 we stationed White Helmets teams around the fields 00:06:14.462 --> 00:06:17.512 to put out the fires and protect the crops 00:06:17.978 --> 00:06:21.268 which were a vital source of food for the people. 00:06:22.162 --> 00:06:28.382 In short, the White Helmets have become the Swiss Army knife 00:06:28.731 --> 00:06:32.021 for community service delivery in crisis. 00:06:33.240 --> 00:06:36.570 We have seen how much can be achieved with how little; 00:06:39.408 --> 00:06:42.897 that, when that investment 00:06:42.898 --> 00:06:47.418 is made directly into the community for the benefit of the community. 00:06:49.809 --> 00:06:54.369 The diversity in our backgrounds is critical to our success 00:06:55.269 --> 00:06:58.968 and our shared training has provided us 00:06:58.969 --> 00:07:04.448 with a common language as well as a flexible tool kit 00:07:04.449 --> 00:07:08.559 for delivering the needs of the community as they evolve. 00:07:13.197 --> 00:07:16.107 As a female member of the White Helmets, 00:07:16.465 --> 00:07:20.725 I have experienced the diversity firsthand. 00:07:22.756 --> 00:07:28.365 Women have been part of the organization since the beginning, 00:07:28.366 --> 00:07:30.276 and we, too, are diverse. 00:07:30.978 --> 00:07:36.728 In our ranks, we have mothers, teachers, students, accountants, 00:07:37.209 --> 00:07:40.529 journalists, and many other professions. 00:07:42.255 --> 00:07:45.165 Although we remain a minority in the organization, 00:07:45.534 --> 00:07:47.554 our numbers are growing 00:07:47.654 --> 00:07:53.413 helped by increasing the recognition and unique and valuable role 00:07:53.414 --> 00:07:55.873 that female several defenders 00:07:55.874 --> 00:07:59.064 can play in serving their own communities. 00:08:00.208 --> 00:08:01.598 For example, 00:08:02.820 --> 00:08:07.130 through community awareness campaigns and providing medical services, 00:08:07.864 --> 00:08:09.523 we have enabled access 00:08:09.524 --> 00:08:15.364 to otherwise close gender, and community, and cultural groups. 00:08:17.894 --> 00:08:20.103 We offer a unique conduit 00:08:20.104 --> 00:08:23.413 for humanitarian needs assessment, and engagement 00:08:23.414 --> 00:08:27.494 far beyond Syrian civil defense, civil defense limits. 00:08:29.733 --> 00:08:33.732 At first, women were an anomaly, 00:08:34.510 --> 00:08:39.381 but over time, we were accepted by the whole communities. 00:08:41.496 --> 00:08:45.496 We are no longer the hidden victims of the war. 00:08:47.049 --> 00:08:50.039 We are respected and honored 00:08:50.351 --> 00:08:54.720 for serving our communities, for saving lives, 00:08:54.721 --> 00:08:57.611 and for giving hope to those in despair. 00:09:00.733 --> 00:09:02.243 Where are we now? 00:09:04.443 --> 00:09:05.823 Our core mission 00:09:07.164 --> 00:09:11.394 is to save lives and deliver essential services, 00:09:12.489 --> 00:09:14.778 but the work of the White Helmets 00:09:14.779 --> 00:09:17.889 has an impact far beyond the communities we serve. 00:09:19.728 --> 00:09:22.317 We established ambulance networks 00:09:22.318 --> 00:09:27.347 which support local clinics and international organizations 00:09:27.348 --> 00:09:32.028 including Médecins Sans Frontières and other NGOs. 00:09:33.982 --> 00:09:39.002 White Helmets have facilitated the delivery of humanitarian aid 00:09:39.719 --> 00:09:44.199 and have conducted emergency repairs in ceasefire areas 00:09:44.859 --> 00:09:48.079 enabling the return of displaced families. 00:09:51.021 --> 00:09:56.431 We are the main organization clearing unexploded munitions inside Syria. 00:09:58.318 --> 00:10:01.768 We provide daily cessation of hostilities 00:10:01.768 --> 00:10:05.622 to the Office of the UN Special Envoy. 00:10:06.849 --> 00:10:09.778 We document chemical weapons, 00:10:10.913 --> 00:10:13.943 cluster bombs, and other banned weapons 00:10:14.964 --> 00:10:18.724 which are reported by Human Rights Watch and others. 00:10:22.717 --> 00:10:27.077 One hundred and sixty five of our volunteers have been killed, 00:10:28.307 --> 00:10:34.677 and over 480 have suffered life-changing injuries. 00:10:36.961 --> 00:10:40.780 Our work has frequently referred to 00:10:40.781 --> 00:10:46.821 as the most dangerous job in the world, in this state, 00:10:47.204 --> 00:10:49.677 in a war that has claimed 00:10:50.369 --> 00:10:55.898 the lives of 450,000 civilians 00:10:55.899 --> 00:10:59.779 with over 50% of families displaced. 00:11:03.021 --> 00:11:05.160 Our greatest contribution 00:11:05.161 --> 00:11:09.521 has not been to save 87,500 lives 00:11:10.175 --> 00:11:14.215 but to give hope where previously there was none. 00:11:16.305 --> 00:11:20.545 Hope, by its nature, looks forward. 00:11:21.794 --> 00:11:26.874 We hoped and imagined that the conflict would end sooner, 00:11:27.601 --> 00:11:32.681 and we would lay down our tools and return to our normal lives. 00:11:34.154 --> 00:11:36.013 Today, we know 00:11:36.014 --> 00:11:40.014 that what it has happened to our country will not be undone, 00:11:40.607 --> 00:11:46.047 and for most of our volunteers, there are no homes to return to. 00:11:49.404 --> 00:11:50.694 Our vision now 00:11:51.741 --> 00:11:56.271 is that what we have rebuilt in the past four years 00:11:57.467 --> 00:11:59.456 will play an essential role 00:11:59.457 --> 00:12:05.167 in the reconstruction, recovery, and the reconciliation of our country. 00:12:07.152 --> 00:12:12.032 We hope that the teams that are today using their tools 00:12:12.745 --> 00:12:16.915 to break through the rubble, searching for survivors, 00:12:17.585 --> 00:12:21.444 will, in the future, use those same tools 00:12:21.445 --> 00:12:26.565 to rebuild houses, roads, and local community infrastructure. 00:12:30.769 --> 00:12:34.279 One day, fighting will end. 00:12:35.701 --> 00:12:37.341 When that happens, 00:12:37.640 --> 00:12:39.069 the greatest challenge 00:12:39.070 --> 00:12:42.270 is not to rebuild roads between communities 00:12:43.762 --> 00:12:46.862 but to rebuild trust between them. 00:12:48.566 --> 00:12:51.546 Trust has been destroyed inside Syria, 00:12:52.494 --> 00:12:55.203 trust in the government who claimed 00:12:55.204 --> 00:13:00.204 it had a responsibility to protect its civilians, 00:13:01.956 --> 00:13:07.685 trust and the desire or ability in the international community 00:13:07.686 --> 00:13:10.916 to take an action on their behalf, 00:13:11.909 --> 00:13:17.729 and trust in our fellow Syrians to behave towards one another with humanity. 00:13:20.495 --> 00:13:24.914 We owe our success to date 00:13:24.915 --> 00:13:27.164 to the trust placed in us 00:13:27.165 --> 00:13:31.165 by the desperate communities we serve. 00:13:32.496 --> 00:13:37.136 This trust has been earned by our actions 00:13:38.832 --> 00:13:42.422 through the legitimacy, and representativeness, 00:13:43.700 --> 00:13:47.050 through the credibility of our members, 00:13:47.701 --> 00:13:51.431 and the humanitarian values they embody, 00:13:51.955 --> 00:13:56.305 and through the clear mission of the organization: 00:13:56.942 --> 00:13:59.912 save lives and serve the community. 00:14:01.757 --> 00:14:06.097 In the same way, White Helmets have brought hope in hopelessness. 00:14:08.288 --> 00:14:12.548 Our vision is to help restore trust where there is none. 00:14:14.497 --> 00:14:18.957 Every single one of us has taken an oath to save lives 00:14:19.527 --> 00:14:24.387 regardless of political, religious, or sectarian affiliation. 00:14:26.289 --> 00:14:30.169 We have rescued combatants from all sides 00:14:30.827 --> 00:14:35.167 including regime soldiers, Russian soldiers, Hezbollah, 00:14:35.841 --> 00:14:38.831 opposition fighters, and even ISIS. 00:14:39.867 --> 00:14:44.327 The devastation of war does not distinguish between its victims, 00:14:45.562 --> 00:14:50.302 so peace should not distinguish between its beneficiaries. 00:14:53.226 --> 00:14:58.836 The future needs more White Helmets, ordinary people like us, 00:15:00.433 --> 00:15:06.793 who, with the training, can volunteer to rebuild the fabric of our society. 00:15:08.109 --> 00:15:12.059 I look around at who these people will be; 00:15:14.325 --> 00:15:18.325 most of them were children when this war started. 00:15:18.662 --> 00:15:23.212 At the time, they used to play soldiers; 00:15:23.966 --> 00:15:27.666 today, they play White Helmets. 00:15:28.172 --> 00:15:29.431 Thank you. 00:15:29.432 --> 00:15:30.732 (Applause) 00:15:33.881 --> 00:15:35.041 Thank you. 00:15:35.851 --> 00:15:37.460 (Cheers) 00:15:37.460 --> 00:15:38.520 (Applause)
