WEBVTT 00:00:00.140 --> 00:00:02.920 The Ipperwash crisis occurred in 1995 00:00:02.960 --> 00:00:05.140 along the shores of lake Huron in southern Ontario 00:00:05.150 --> 00:00:07.260 and involved some members of the Stoney Point band 00:00:07.260 --> 00:00:10.920 who in 1936 had a portion of their reserve expropriated 00:00:10.920 --> 00:00:14.360 by the federal government for use as a provincial park 00:00:14.360 --> 00:00:16.720 and that became Ipperwash Provincial Park. 00:00:16.720 --> 00:00:19.480 During WWII the federal government expropriated 00:00:19.480 --> 00:00:22.920 the rest of the reserve for use as an army training camp. 00:00:22.920 --> 00:00:26.600 They forcibly relocated members of the Stoney Point 00:00:26.600 --> 00:00:28.760 Band to the nearby reserve, which was Kettle Point. 00:00:28.760 --> 00:00:31.160 They promised that the land would be returned 00:00:31.160 --> 00:00:34.140 after the war. But of course the land was never returned. 00:00:34.520 --> 00:00:37.220 Stoney Point Band members were basically 00:00:37.220 --> 00:00:39.300 living as second class citizens on the Kettle Point 00:00:39.300 --> 00:00:41.180 reserve where they suffered discrimination. 00:00:41.180 --> 00:00:42.840 They had poor housing, etc. 00:00:43.160 --> 00:00:45.480 So the descendants of those people always 00:00:45.480 --> 00:00:47.120 remembered that they were supposed to get their 00:00:47.120 --> 00:00:50.370 land back, but of course the land was never returned. 00:00:50.370 --> 00:00:52.840 In 1980, the federal government paid just over 00:00:52.840 --> 00:00:55.820 2 million dollars to the Kettle and Stoney Point Band 00:00:55.820 --> 00:00:58.220 as partial compensation and again 00:00:58.220 --> 00:00:59.940 promised that the land would be returned. 00:00:59.940 --> 00:01:03.020 In 1992, a government committee called 00:01:03.020 --> 00:01:05.940 for the land to be returned to the Stoney Point Band. 00:01:06.220 --> 00:01:08.380 At that time, the members of the Stoney Point Band 00:01:08.380 --> 00:01:09.900 served an eviction notice to the Department 00:01:09.900 --> 00:01:10.620 of National Defence. 00:01:10.860 --> 00:01:14.440 In May 1993, about 30 members of the Stoney Point 00:01:14.440 --> 00:01:17.700 Band moved into a portion of the army base 00:01:17.710 --> 00:01:20.350 where they set up a camp, with trailers, 00:01:20.350 --> 00:01:22.580 and tents and whatnot. 00:01:22.780 --> 00:01:24.940 Over the next couple years, they maintained 00:01:24.940 --> 00:01:26.560 that reoccupation camp. 00:01:26.570 --> 00:01:29.750 There were some minor incidents with the military. 00:01:29.750 --> 00:01:33.240 But the military was beginning to close down the base 00:01:33.240 --> 00:01:36.540 and began withdrawing equipment and personnel 00:01:36.560 --> 00:01:39.640 In the summer of 1995, Stoney Point Band members 00:01:39.640 --> 00:01:41.440 entered the provincial park because it was 00:01:41.450 --> 00:01:43.320 being closed down for the season. 00:01:43.320 --> 00:01:46.280 They wanted to reclaim that as well because 00:01:46.280 --> 00:01:48.420 that was not only a portion of their original reserve 00:01:48.420 --> 00:01:50.920 but it also contained a burial ground 00:01:50.920 --> 00:01:53.420 that the federal government was aware of 00:01:53.420 --> 00:01:56.020 back in the 1930s when they expropriated it. 00:01:56.020 --> 00:01:58.640 As they began the occupation of the provincial 00:01:58.640 --> 00:02:01.200 park, the Ontario provincial government sent in 00:02:01.200 --> 00:02:03.360 the Ontario Provincial Police (OPP) 00:02:03.360 --> 00:02:05.480 and wanted the people evicted. 00:02:05.480 --> 00:02:08.660 So the OPP began a major police operation. 00:02:08.660 --> 00:02:10.840 they had brought in a couple hundred police officers, 00:02:10.840 --> 00:02:12.890 they got military assistance including 00:02:12.890 --> 00:02:14.700 two armoured personnel carriers. 00:02:14.930 --> 00:02:18.060 On September 6th, they sent in a riot squad 00:02:18.060 --> 00:02:20.140 to attempt to forcibly evict the people 00:02:20.159 --> 00:02:21.159 from the provincial park. 00:02:21.160 --> 00:02:23.840 But they fought back and forced the riot police 00:02:23.840 --> 00:02:25.280 to withdraw. 00:02:25.640 --> 00:02:27.660 But they came back later that evening. 00:02:27.660 --> 00:02:30.380 Not only the riot police but a heavily armed 00:02:30.380 --> 00:02:32.200 tactical response unit. 00:02:32.200 --> 00:02:34.400 When the police entered the provincial park, 00:02:34.400 --> 00:02:35.859 there was a band councillor from Kettle Point 00:02:35.860 --> 00:02:38.940 who tried to intervene to stop the police. 00:02:39.180 --> 00:02:41.980 But he was badly beaten by the police officers. 00:02:41.980 --> 00:02:45.280 At that point, a sixteen year old youth, Nicholas Cotrelle, 00:02:45.280 --> 00:02:47.920 drove a school bus into the police lines 00:02:47.920 --> 00:02:49.480 in an attempt to stop the assault. 00:02:49.480 --> 00:02:51.340 At that time the police opened fire, 00:02:51.340 --> 00:02:54.760 and they fired between 1000 to 2000 rounds. 00:02:54.760 --> 00:02:56.450 They shot the sixteen year old youth in the back. 00:02:56.450 --> 00:02:59.219 They killed the dog that was also on the bus. 00:02:59.219 --> 00:03:01.760 And at that time, acting sergeant Kenneth Deane 00:03:01.760 --> 00:03:04.370 shot and killed Dudley George. 00:03:04.370 --> 00:03:06.560 Even though the police had launched this major 00:03:06.560 --> 00:03:09.090 operation, they had no medical assistance 00:03:09.090 --> 00:03:11.900 on hand so Dudleyâs brother Pierre George 00:03:11.900 --> 00:03:14.200 actually drove him to a nearby hospital 00:03:14.200 --> 00:03:17.230 but he was pronounced dead at around midnight. 00:03:17.230 --> 00:03:19.020 Kenneth Deane was eventually charged 00:03:19.020 --> 00:03:21.360 with criminal negligence causing death. 00:03:21.370 --> 00:03:23.640 During his trial, the judge found him to be 00:03:23.640 --> 00:03:26.840 untruthful because Deane claimed that he saw 00:03:26.840 --> 00:03:28.260 Dudley George carrying a rifle 00:03:28.260 --> 00:03:30.290 and thatâs why he opened fire. 00:03:30.290 --> 00:03:32.880 But even though the judge found him to be untruthful, 00:03:32.880 --> 00:03:35.020 he only got two years community service. 00:03:35.340 --> 00:03:38.540 In 2003 the Ontario government called a inquiry 00:03:38.540 --> 00:03:40.440 into the crisis. 00:03:40.450 --> 00:03:41.980 All these different documents came out and 00:03:41.980 --> 00:03:44.069 it was found that Mike Harris who was the 00:03:44.069 --> 00:03:46.880 premier at the time of the crisis had intervened 00:03:46.880 --> 00:03:49.129 and called for the police to forcibly evict 00:03:49.129 --> 00:03:50.960 the Natives from the park. 00:03:51.120 --> 00:03:55.000 In 2016, the federal government paid 90 million dollars 00:03:55.000 --> 00:03:58.220 to the Kettle and Stoney Point Band as compensation. 00:03:58.500 --> 00:04:02.080 To this day, the members of the Stoney Point Band 00:04:02.080 --> 00:04:04.840 continue to live on the former army base 00:04:04.859 --> 00:04:06.569 which was their reserve lands. 00:04:06.569 --> 00:04:08.969 They basically won their struggle, 00:04:08.969 --> 00:04:10.920 even though there was a lot of sacrifice. 00:04:10.920 --> 00:04:13.000 Dudley George was shot and killed.
