forest. 99:59:59.999 --> 99:59:59.999 And among all this biodiversity 99:59:59.999 --> 99:59:59.999 that they had never seen before, 99:59:59.999 --> 99:59:59.999 they found a species that caught their attention very quickly, 99:59:59.999 --> 99:59:59.999 this species, when you cut the bark, 99:59:59.999 --> 99:59:59.999 you find a very dark red resin. 99:59:59.999 --> 99:59:59.999 It was very good to paint and dye fabric to make clothes 99:59:59.999 --> 99:59:59.999 the indigenous people called this species "Pau Brasil". 99:59:59.999 --> 99:59:59.999 and that's the reason why 99:59:59.999 --> 99:59:59.999 this land became "land of Brasil", 99:59:59.999 --> 99:59:59.999 and later on, Brazil. 99:59:59.999 --> 99:59:59.999 that's the only country in the world 99:59:59.999 --> 99:59:59.999 that has a name of a tree. 99:59:59.999 --> 99:59:59.999 so, you can imagine that it's very cool 99:59:59.999 --> 99:59:59.999 to be a forester in Brazil, 99:59:59.999 --> 99:59:59.999 among other reasons. 99:59:59.999 --> 99:59:59.999 Our forest's products are all around us. 99:59:59.999 --> 99:59:59.999 Apart from all those products, 99:59:59.999 --> 99:59:59.999 the forest is very important 99:59:59.999 --> 99:59:59.999 for climate regulation. 99:59:59.999 --> 99:59:59.999 In Brazil, almost 70 percent 99:59:59.999 --> 99:59:59.999 of the evaporation that makes rain 99:59:59.999 --> 99:59:59.999 actually comes from the forest. 99:59:59.999 --> 99:59:59.999 Just the Amazon brings to the atmosphere 99:59:59.999 --> 99:59:59.999 20 billion tons of water each day. 99:59:59.999 --> 99:59:59.999 This is more than the Amazon river, 99:59:59.999 --> 99:59:59.999 which is the largest in the world, 99:59:59.999 --> 99:59:59.999 puts in the sea per day, 99:59:59.999 --> 99:59:59.999 which is 17 billion tons. 99:59:59.999 --> 99:59:59.999 If we have to boil water 99:59:59.999 --> 99:59:59.999 to get the same effect of evapotranspiration, 99:59:59.999 --> 99:59:59.999 we would need six months of the entire 99:59:59.999 --> 99:59:59.999 power generation capacity of the world. 99:59:59.999 --> 99:59:59.999 So it's a hell of a service for all of us. 99:59:59.999 --> 99:59:59.999 We have in the world about 4 billion hectares of forest. 99:59:59.999 --> 99:59:59.999 This is, more or less, China, US, Canada and Brazil all together. 99:59:59.999 --> 99:59:59.999 In terms of size, to have an idea, 99:59:59.999 --> 99:59:59.999 three quarters of that are in the temperate zone. 99:59:59.999 --> 99:59:59.999 One quarter is one the tropics. 99:59:59.999 --> 99:59:59.999 But this one quarter, 1 billion hectares 99:59:59.999 --> 99:59:59.999 holds most of the biodiversity. 99:59:59.999 --> 99:59:59.999 And very important, 99:59:59.999 --> 99:59:59.999 50 percent of the living biomass in the carbon. 99:59:59.999 --> 99:59:59.999 Now we used to have like 6 billion hectares of forest. 99:59:59.999 --> 99:59:59.999 50 percent more than 99:59:59.999 --> 99:59:59.999 what he had a billion years ago. 99:59:59.999 --> 99:59:59.999 We actually use 2 billion hectares 99:59:59.999 --> 99:59:59.999 in the last 2000 years. 99:59:59.999 --> 99:59:59.999 In the last 100 years, 99:59:59.999 --> 99:59:59.999 we lost half of that. 99:59:59.999 --> 99:59:59.999 that was when we shifted form deforestation 99:59:59.999 --> 99:59:59.999 of temperate forest 99:59:59.999 --> 99:59:59.999 to deforestation of tropical forest. 99:59:59.999 --> 99:59:59.999 So think of this, 99:59:59.999 --> 99:59:59.999 in a hundred years, 99:59:59.999 --> 99:59:59.999 we lost the same amount of forest 99:59:59.999 --> 99:59:59.999 in the tropics that we lost in 2000 years. 99:59:59.999 --> 99:59:59.999 That's the speed of the destruction that we are having. 99:59:59.999 --> 99:59:59.999 Now Brazil is an important piece of this puzzle. 99:59:59.999 --> 99:59:59.999 It's the second largest forest in the world, 99:59:59.999 --> 99:59:59.999 just after Russia. 99:59:59.999 --> 99:59:59.999 It makes makes 12 percent of all the world's forest is in Brazil, 99:59:59.999 --> 99:59:59.999 most of that is in the Amazon. 99:59:59.999 --> 99:59:59.999 It's a large piece of forest that we have. 99:59:59.999 --> 99:59:59.999 It's a very big large area. 99:59:59.999 --> 99:59:59.999 You can see that you can fit 99:59:59.999 --> 99:59:59.999 many of the world's countries there. 99:59:59.999 --> 99:59:59.999 We still have 80 percent of the forest cover, 99:59:59.999 --> 99:59:59.999 which is good news. 99:59:59.999 --> 99:59:59.999 But we last 15 percent in just 30 years. 99:59:59.999 --> 99:59:59.999 So if you go with that speed, 99:59:59.999 --> 99:59:59.999 very soon, we will loose the powerful pump that we have 99:59:59.999 --> 99:59:59.999 in the Amazon 99:59:59.999 --> 99:59:59.999 that regulates our climate. 99:59:59.999 --> 99:59:59.999 Deforestation was growing fast and accelarating 99:59:59.999 --> 99:59:59.999 at the end of the '90s and the beginning of 2000. 99:59:59.999 --> 99:59:59.999 27 thousand square kilometers in one year, 99:59:59.999 --> 99:59:59.999 this is 2.7 million hectares. 99:59:59.999 --> 99:59:59.999 This is almost half of Costa Rica every year. 99:59:59.999 --> 99:59:59.999 So at this moment, 99:59:59.999 --> 99:59:59.999 this is 2003/2004, 99:59:59.999 --> 99:59:59.999 I happened to be coming to work in the government. 99:59:59.999 --> 99:59:59.999 And together with other teammates 99:59:59.999 --> 99:59:59.999 in the National Forest Department, 99:59:59.999 --> 99:59:59.999 we were assigned a task to try and find out 99:59:59.999 --> 99:59:59.999 the causes of deforestation 99:59:59.999 --> 99:59:59.999 and make a plan to combat that at a national level. 99:59:59.999 --> 99:59:59.999 within the local governments, 99:59:59.999 --> 99:59:59.999 the civil society, 99:59:59.999 --> 99:59:59.999 and business, local communities, 99:59:59.999 --> 99:59:59.999 on an effort that could tackle those causes. 99:59:59.999 --> 99:59:59.999 So we came up with this plan with 144 actions 99:59:59.999 --> 99:59:59.999 in different areas. 99:59:59.999 --> 99:59:59.999 Now I will go through all of them one by one, 99:59:59.999 --> 99:59:59.999 just giving some examples 99:59:59.999 --> 99:59:59.999 of what has been done in the last years. 99:59:59.999 --> 99:59:59.999 So the first thing, we set up a system 99:59:59.999 --> 99:59:59.999 with the National Spacial Agency 99:59:59.999 --> 99:59:59.999 that could actually see where deforeatation 99:59:59.999 --> 99:59:59.999 is actually happening in real time. 99:59:59.999 --> 99:59:59.999 So now in Brazil, we have this system 99:59:59.999 --> 99:59:59.999 that where every month, or every two months, 99:59:59.999 --> 99:59:59.999 we gather information on where deforestation is happening 99:59:59.999 --> 99:59:59.999 So we can actually act when it's happening. 99:59:59.999 --> 99:59:59.999 And all the information is transparent 99:59:59.999 --> 99:59:59.999 so others can replicate it in independent systems. 99:59:59.999 --> 99:59:59.999 This allows us, among other things, 99:59:59.999 --> 99:59:59.999 to apprehend 1.4 million meters of logs 99:59:59.999 --> 99:59:59.999 that were illegally taken. 99:59:59.999 --> 99:59:59.999 Part of that, we saw and sell 99:59:59.999 --> 99:59:59.999 and all the revenue became a fund 99:59:59.999 --> 99:59:59.999 that now funds conservation projects with an endowment fund. 99:59:59.999 --> 99:59:59.999 This is also allows us to make big operations to seize corruption 99:59:59.999 --> 99:59:59.999 and illegal operations 99:59:59.999 --> 99:59:59.999 that end up having 700 people in prison, 99:59:59.999 --> 99:59:59.999 including a lot of public servants. 99:59:59.999 --> 99:59:59.999 Then we make the connection 99:59:59.999 --> 99:59:59.999 that areas that have been working 99:59:59.999 --> 99:59:59.999 with illegal deforestation should not get any kind of credit or finance. 99:59:59.999 --> 99:59:59.999 So we cut this through the bank system 99:59:59.999 --> 99:59:59.999 and then link this to the end users: 99:59:59.999 --> 99:59:59.999 to supermarkets, slaughter houses that but products 99:59:59.999 --> 99:59:59.999 from illegal clearinghouses. 99:59:59.999 --> 99:59:59.999 they also can be liable for the deforestation. 99:59:59.999 --> 99:59:59.999 So making all these connections 99:59:59.999 --> 99:59:59.999 to help to push the problem down. 99:59:59.999 --> 99:59:59.999 And also we work a lot on land tenure issues. 99:59:59.999 --> 99:59:59.999 It's very important for conflicts. 99:59:59.999 --> 99:59:59.999 50 million hectares of protected land was created, 99:59:59.999 --> 99:59:59.999 which is an area the size of Spain. 99:59:59.999 --> 99:59:59.999 and from those, 8 million were indigenous lands. 99:59:59.999 --> 99:59:59.999 Now we start to see results. 99:59:59.999 --> 99:59:59.999 So in the last 10 years, 99:59:59.999 --> 99:59:59.999 deforestation came down in Brazil 75 percent. 99:59:59.999 --> 99:59:59.999 (Applause). 99:59:59.999 --> 99:59:59.999 So if we compare it with the average deforestation of the last decade, 99:59:59.999 --> 99:59:59.999 we saved 8.7 million hectares, which is the size of Austria. 99:59:59.999 --> 99:59:59.999 Nut more important, it avoids the emission of 3 billion tons of carbon dioxide 99:59:59.999 --> 99:59:59.999 in the atmosphere. 99:59:59.999 --> 99:59:59.999 This is by far the largest contribution to reduce greenhouse gasses 99:59:59.999 --> 99:59:59.999 contribution to reduce greenhouse gasses until today. 99:59:59.999 --> 99:59:59.999 As a positive action, one may think 99:59:59.999 --> 99:59:59.999 that when you do these kinds of actions to decrease, to push down deforestation, 99:59:59.999 --> 99:59:59.999 you will have an economic impact, 99:59:59.999 --> 99:59:59.999 then you will not be having economic activities, 99:59:59.999 --> 99:59:59.999 or something like that. 99:59:59.999 --> 99:59:59.999 But it's interesting to know that it's quite the opposite. 99:59:59.999 --> 99:59:59.999 In fact, on the period when we have the deepest decline of deforestation, 99:59:59.999 --> 99:59:59.999 the economy grew, on average double from the previous decade 99:59:59.999 --> 99:59:59.999 when deforestation was actually going up. 99:59:59.999 --> 99:59:59.999 So it's a good lesson for us, 99:59:59.999 --> 99:59:59.999 maybe this is completely disconnected 99:59:59.999 --> 99:59:59.999 and we just learn by having deforestation come down. 99:59:59.999 --> 99:59:59.999 Now this is all good news 99:59:59.999 --> 99:59:59.999 and it's quite an achievement 99:59:59.999 --> 99:59:59.999 as we obviously should be quite proud about that. 99:59:59.999 --> 99:59:59.999 But it's not even close to sufficient. 99:59:59.999 --> 99:59:59.999 In fact, if you think of the deforestation in the Amazon in 2013, 99:59:59.999 --> 99:59:59.999 that was over half a million hectares, 99:59:59.999 --> 99:59:59.999 which means that every minute, 99:59:59.999 --> 99:59:59.999 the area the size of two soccer fields 99:59:59.999 --> 99:59:59.999 is being cut in the Amazon last year. 99:59:59.999 --> 99:59:59.999 Just last year. 99:59:59.999 --> 99:59:59.999 if we sum up the deforestation we have 99:59:59.999 --> 99:59:59.999 in the other biomasses in Brazil, 99:59:59.999 --> 99:59:59.999 we are talking about still the largest deforestation rate in the world. 99:59:59.999 --> 99:59:59.999 It's more or less like we are forest heroes, and still, 99:59:59.999 --> 99:59:59.999 deforestation champions. 99:59:59.999 --> 99:59:59.999 We can't be satisfied or even close to satisfied. 99:59:59.999 --> 99:59:59.999 So the next step, I think 99:59:59.999 --> 99:59:59.999 is to have zero loss of forest cover in Brazil 99:59:59.999 --> 99:59:59.999 and have that as a goal for 2020. 99:59:59.999 --> 99:59:59.999 That's our next step. 99:59:59.999 --> 99:59:59.999 Now I was always interested in the relationship 99:59:59.999 --> 99:59:59.999 between climate change and forests. 99:59:59.999 --> 99:59:59.999 Forests because 15 percent of the greenhouse gas emissions 99:59:59.999 --> 99:59:59.999 come from forests. 99:59:59.999 --> 99:59:59.999 So it's a big part of the problem. 99:59:59.999 --> 99:59:59.999 Also, forests can be a big part of the solution 99:59:59.999 --> 99:59:59.999 since it's the best way we know to sink, capture and store carbon. 99:59:59.999 --> 99:59:59.999 Now there is another relationship between climate change and forests 99:59:59.999 --> 99:59:59.999 that really stuck me in 2008 and made me change my career 99:59:59.999 --> 99:59:59.999 from forests to working with climate change. 99:59:59.999 --> 99:59:59.999 I went to visit Canada in British Columbia, 99:59:59.999 --> 99:59:59.999 together with the chiefs of the forest services of other countries. 99:59:59.999 --> 99:59:59.999 We have a kind of alliance with them, like canada, Russia, India, China, US. 99:59:59.999 --> 99:59:59.999 And when we were there, 99:59:59.999 --> 99:59:59.999 we learned about this Pine Beetle 99:59:59.999 --> 99:59:59.999 that is literally eating the forest in Canada. 99:59:59.999 --> 99:59:59.999 What we see here of those brown trees. 99:59:59.999 --> 99:59:59.999 These are really dead trees, 99:59:59.999 --> 99:59:59.999 they are standing dead trees. 99:59:59.999 --> 99:59:59.999 Because of the larvae of the beetle, 99:59:59.999 --> 99:59:59.999 what happens is that this beatle 99:59:59.999 --> 99:59:59.999 is controlled by the cold weather in the winter. 99:59:59.999 --> 99:59:59.999 For many years now, they don't have the sufficient cold weather 99:59:59.999 --> 99:59:59.999 to actually control the population of this beetle 99:59:59.999 --> 99:59:59.999 and it became a disease 99:59:59.999 --> 99:59:59.999 that is really killing billions of trees. 99:59:59.999 --> 99:59:59.999 So I came back with this notion that 99:59:59.999 --> 99:59:59.999 the forest is actually the earliest 99:59:59.999 --> 99:59:59.999 and the most effected victims of climate change. 99:59:59.999 --> 99:59:59.999 So I was thinking, 99:59:59.999 --> 99:59:59.999 if I succeed in working with all my colleagues 99:59:59.999 --> 99:59:59.999 to actually help to stop deforestation, 99:59:59.999 --> 99:59:59.999 maybe we will loose the battle 99:59:59.999 --> 99:59:59.999 later on for climate change 99:59:59.999 --> 99:59:59.999 by floods, heat, fires and so on. 99:59:59.999 --> 99:59:59.999 So I decided to leave the forest service 99:59:59.999 --> 99:59:59.999 and start to work directly on climate change, 99:59:59.999 --> 99:59:59.999 finding ways to think and understand the challenge 99:59:59.999 --> 99:59:59.999 and go for there. 99:59:59.999 --> 99:59:59.999 Now the challenge of climate change is straightforward, 99:59:59.999 --> 99:59:59.999 the goal is very clear. 99:59:59.999 --> 99:59:59.999 We want to limit increase of t he average temperatrure 99:59:59.999 --> 99:59:59.999 of the planet by two degrees. 99:59:59.999 --> 99:59:59.999 There are several reasons for that. 99:59:59.999 --> 99:59:59.999 I'm not going into that now. 99:59:59.999 --> 99:59:59.999 But in order to get into this limit of two degrees, 99:59:59.999 --> 99:59:59.999 which was possible for us to survive, the IPPCC 99:59:59.999 --> 99:59:59.999 the International Panel on Climate Change 99:59:59.999 --> 99:59:59.999 defines that we have a budget of emmisions 99:59:59.999 --> 99:59:59.999 of 1000 billion tons of CO2 99:59:59.999 --> 99:59:59.999 from now until the end of the century. 99:59:59.999 --> 99:59:59.999 So if we divide this by the number of years, 99:59:59.999 --> 99:59:59.999 what we have is an average budget of 11 billion tons of C02 per year. 99:59:59.999 --> 99:59:59.999 Now what is one ton of CO2? 99:59:59.999 --> 99:59:59.999 It's more or less what one small car, 99:59:59.999 --> 99:59:59.999 running 20 kilometers a day, 99:59:59.999 --> 99:59:59.999 will emit in one year. 99:59:59.999 --> 99:59:59.999 Or it's flight, one way 99:59:59.999 --> 99:59:59.999 from Sao Palo to Johanesburg or to London, one way. 99:59:59.999 --> 99:59:59.999 Two ways, two tons. 99:59:59.999 --> 99:59:59.999 So 11 billion tons is twice that. 99:59:59.999 --> 99:59:59.999 Now the emissions today are 50 billion tons 99:59:59.999 --> 99:59:59.999 and it's growing. 99:59:59.999 --> 99:59:59.999 It's growing and maybe it will be 60 by 2020. 99:59:59.999 --> 99:59:59.999 Now we need to go down to 10 by 2050. 99:59:59.999 --> 99:59:59.999 And while this happens, 99:59:59.999 --> 99:59:59.999 the population will grow from 7 to 9 billion people, 99:59:59.999 --> 99:59:59.999 the economy will grow from 60 trillion dollars in 2010 99:59:59.999 --> 99:59:59.999 to 200 trillion dollars. 99:59:59.999 --> 99:59:59.999 And what we need to do is to 99:59:59.999 --> 99:59:59.999 be much more efficient in a way 99:59:59.999 --> 99:59:59.999 where we can go from seven tons of carbon per capita 99:59:59.999 --> 99:59:59.999 per person per year 99:59:59.999 --> 99:59:59.999 into something like one. 99:59:59.999 --> 99:59:59.999 We have to choose. 99:59:59.999 --> 99:59:59.999 You take the airplane 99:59:59.999 --> 99:59:59.999 or you have a car. 99:59:59.999 --> 99:59:59.999 So the question is, "Can we make it?" 99:59:59.999 --> 99:59:59.999 And that's the exactly the same question 99:59:59.999 --> 99:59:59.999 I got when I was developing a plan to combat deforestation. 99:59:59.999 --> 99:59:59.999 It's such a big problem, so complex. 99:59:59.999 --> 99:59:59.999 Can we do it? 99:59:59.999 --> 99:59:59.999 I think so. 99:59:59.999 --> 99:59:59.999 Think of this: 99:59:59.999 --> 99:59:59.999 deforestation makes 60 percent of the greenhouse gas emissions 99:59:59.999 --> 99:59:59.999 in Brazil in the last decade. 99:59:59.999 --> 99:59:59.999 Now, it's a little bit less than 30 percent. 99:59:59.999 --> 99:59:59.999 In the world, 60 percent is energy. 99:59:59.999 --> 99:59:59.999 If we can tackle, directly, the energy, 99:59:59.999 --> 99:59:59.999 the same way we could tackle deforestation, 99:59:59.999 --> 99:59:59.999 maybe we can have a chance? 99:59:59.999 --> 99:59:59.999 So there are five things that I think we should do. 99:59:59.999 --> 99:59:59.999 First, we need to disconnect development 99:59:59.999 --> 99:59:59.999 from carbon emissions. 99:59:59.999 --> 99:59:59.999 We don't need to clear-cut all the forests to actually get more jobs 99:59:59.999 --> 99:59:59.999 and agriculture and have economy. 99:59:59.999 --> 99:59:59.999 That's what we proved when we decreased deforestation. 99:59:59.999 --> 99:59:59.999 The economy actually grows. 99:59:59.999 --> 99:59:59.999 Same thing could happen in the energy sector. 99:59:59.999 --> 99:59:59.999 Second, we have to move these centers 99:59:59.999 --> 99:59:59.999 to the right place 99:59:59.999 --> 99:59:59.999 9move incentives to the right place) 99:59:59.999 --> 99:59:59.999 today 500 billion dollars a year 99:59:59.999 --> 99:59:59.999 goes into subsidies for fossil fuels 99:59:59.999 --> 99:59:59.999 why don't we put a price on carbon 99:59:59.999 --> 99:59:59.999 and transfer this to the renewable energy 99:59:59.999 --> 99:59:59.999 third, we need to measure and make 99:59:59.999 --> 99:59:59.999 it transparent where, when and who is 99:59:59.999 --> 99:59:59.999 emitting greenhouse gases 99:59:59.999 --> 99:59:59.999 so we can have actions specifically 99:59:59.999 --> 99:59:59.999 for each one of those 99:59:59.999 --> 99:59:59.999 fourth, we need to leapfrog the routes of development 99:59:59.999 --> 99:59:59.999 which means, you don't need to go 99:59:59.999 --> 99:59:59.999 to alandline telephone before you get 99:59:59.999 --> 99:59:59.999 to the mobile phones 99:59:59.999 --> 99:59:59.999 same way we don't need to go to fossil fuels 99:59:59.999 --> 99:59:59.999 to the one billion people who don't 99:59:59.999 --> 99:59:59.999 have access to energy to 99:59:59.999 --> 99:59:59.999 get to the clean energy 99:59:59.999 --> 99:59:59.999 fifth and last 99:59:59.999 --> 99:59:59.999 we need to share responsibilities between government 99:59:59.999 --> 99:59:59.999 business and civil society 99:59:59.999 --> 99:59:59.999 there is work to do for everybody 99:59:59.999 --> 99:59:59.999 and we need to have everybody involved 99:59:59.999 --> 99:59:59.999 so to finialize 99:59:59.999 --> 99:59:59.999 i think, the future is not like a fate 99:59:59.999 --> 99:59:59.999 that you have to just to go to business and usual 99:59:59.999 -->
