0:00:04.333,0:00:05.601 When I was a kid, 0:00:05.625,0:00:07.518 my mom and I made this deal. 0:00:07.542,0:00:11.643 I was allowed to take three[br]mental health rest days every semester 0:00:11.667,0:00:13.958 as long as I continued[br]to do well in school. 0:00:14.792,0:00:17.226 This was because I started[br]my mental health journey 0:00:17.250,0:00:19.476 when I was only six years old. 0:00:19.500,0:00:23.393 I was always what my grade-school teachers[br]would call "a worrier," 0:00:23.417,0:00:26.601 but later on we found out[br]that I have trauma-induced anxiety 0:00:26.625,0:00:27.917 and clinical depression. 0:00:29.000,0:00:30.684 This made growing up pretty hard. 0:00:30.708,0:00:33.559 I was worried about a lot of things[br]that other kids weren't, 0:00:33.583,0:00:36.226 and school got really[br]overwhelming sometimes. 0:00:36.250,0:00:38.101 This resulted in a lot of breakdowns, 0:00:38.125,0:00:39.601 panic attacks -- 0:00:39.625,0:00:41.268 sometimes I was super productive, 0:00:41.292,0:00:43.601 and other days[br]I couldn't get anything done. 0:00:43.625,0:00:45.434 This was all happening during a time 0:00:45.458,0:00:47.559 when mental health[br]wasn't being talked about 0:00:47.583,0:00:48.851 as much as it is now, 0:00:48.875,0:00:50.393 especially youth mental health. 0:00:50.417,0:00:53.726 Some semesters I used[br]all of those rest days to the fullest. 0:00:53.750,0:00:55.542 Others, I didn't need any at all. 0:00:56.292,0:00:58.518 But the fact that they[br]were always an option 0:00:58.542,0:01:01.583 is what kept me a happy,[br]healthy and successful student. 0:01:02.250,0:01:04.976 Now I'm using those skills[br]that I learned as a kid 0:01:05.000,0:01:08.143 to help other students[br]with mental health challenges. 0:01:08.167,0:01:12.309 I'm here today to offer you some insight[br]into the world of teenage mental health: 0:01:12.333,0:01:15.000 what's going on, how did we get here[br]and what can we do? 0:01:16.333,0:01:18.476 But first you need to understand 0:01:18.500,0:01:21.643 that while not everyone has[br]a diagnosed mental illness like I do, 0:01:21.667,0:01:23.143 absolutely everyone -- 0:01:23.167,0:01:25.184 all of you have mental health. 0:01:25.208,0:01:28.059 All of us have a brain[br]that needs to be cared for 0:01:28.083,0:01:30.976 in similar ways that we care[br]for our physical well-being. 0:01:31.000,0:01:35.059 Our head and our body are connected[br]by much more than just our neck after all. 0:01:35.083,0:01:38.351 Mental illness even manifests itself[br]in some physical ways, 0:01:38.375,0:01:41.934 such as nausea, headaches,[br]fatigue and shortness of breath. 0:01:41.958,0:01:44.268 So since mental health affects all of us, 0:01:44.292,0:01:48.226 shouldn't we be coming up with solutions[br]that are accessible to all of us? 0:01:48.250,0:01:51.059 That brings me to my second[br]part of my story. 0:01:51.083,0:01:52.393 When I was in high school 0:01:52.417,0:01:55.184 I had gotten pretty good[br]at managing my own mental health. 0:01:55.208,0:01:56.518 I was a successful student, 0:01:56.542,0:01:59.667 and I was president of the Oregon[br]Association of Student Councils. 0:02:00.500,0:02:02.934 But it was around this time[br]that I began to realize 0:02:02.958,0:02:06.684 mental health was much a bigger problem[br]than just for me personally. 0:02:06.708,0:02:09.851 Unfortunately, my hometown[br]was touched by multiple suicides 0:02:09.875,0:02:11.893 during my first year in high school. 0:02:11.917,0:02:15.143 I saw those tragedies[br]shake our entire community, 0:02:15.167,0:02:17.226 and as the president of a statewide group, 0:02:17.250,0:02:19.059 I began hearing more and more stories 0:02:19.083,0:02:22.309 from students where this had[br]also happened in their town. 0:02:22.333,0:02:24.643 So in 2018 at our annual summer camp, 0:02:24.667,0:02:27.101 we held a forum with about[br]100 high school students 0:02:27.125,0:02:29.018 to discuss teenage mental health. 0:02:29.042,0:02:30.768 What could we do? 0:02:30.792,0:02:34.393 We approached this conversation[br]with an enormous amount of empathy 0:02:34.417,0:02:35.684 and honesty, 0:02:35.708,0:02:37.601 and the results were astounding. 0:02:37.625,0:02:38.893 What struck me the most 0:02:38.917,0:02:41.393 was that every single one[br]of my peers had a story 0:02:41.417,0:02:43.643 about a mental health[br]crisis in their school, 0:02:43.667,0:02:46.476 no matter if they were[br]from a tiny town in eastern Oregon 0:02:46.500,0:02:48.000 or the very heart of Portland. 0:02:49.208,0:02:50.976 This was happening everywhere. 0:02:51.000,0:02:52.309 We even did some research, 0:02:52.333,0:02:56.768 and we found out that suicide[br]is the second leading cause of death 0:02:56.792,0:03:00.268 for youth ages 10 to 24 in Oregon. 0:03:00.292,0:03:01.750 The second leading cause. 0:03:02.792,0:03:04.333 We knew we had to do something. 0:03:05.458,0:03:07.309 So over the next few months, 0:03:07.333,0:03:11.101 we made a committee called[br]Students for a Healthy Oregon, 0:03:11.125,0:03:14.518 and we set out to end the stigma[br]against mental health. 0:03:14.542,0:03:17.601 We also wanted to prioritize[br]mental health in schools. 0:03:17.625,0:03:21.184 With the help of some lobbyists[br]and a few mental health professionals, 0:03:21.208,0:03:23.768 we put forth House Bill 2191. 0:03:23.792,0:03:27.059 This bill allows students to take[br]mental health days off from school 0:03:27.083,0:03:29.726 the same way you would[br]a physical health day. 0:03:29.750,0:03:31.434 Because oftentimes that day off 0:03:31.458,0:03:33.934 is the difference between[br]feeling a whole lot better 0:03:33.958,0:03:35.226 and a whole lot worse -- 0:03:35.250,0:03:38.042 kind of like those days my mom[br]gave me when I was younger. 0:03:39.875,0:03:41.601 So over the next few months, 0:03:41.625,0:03:45.018 we lobbied and researched[br]and campaigned for our bill, 0:03:45.042,0:03:48.292 and in June of 2019[br]it was finally signed into law. 0:03:49.375,0:03:55.167 (Applause and cheers) 0:03:58.958,0:04:01.934 This was a groundbreaking moment[br]for Oregon students. 0:04:01.958,0:04:04.434 Here's an example[br]of how this is playing out now. 0:04:04.458,0:04:07.268 Let's say a student[br]is having a really hard month. 0:04:07.292,0:04:09.643 They're overwhelmed, overworked, 0:04:09.667,0:04:12.643 they're falling behind in school,[br]and they know they need help. 0:04:12.667,0:04:16.143 Maybe they've never talked about[br]mental health with their parents before, 0:04:16.147,0:04:19.579 but now they have a law on their side[br]to help initiate that conversation. 0:04:19.583,0:04:23.298 The parent still needs to be the one[br]to call the school and excuse the absence, 0:04:23.322,0:04:25.513 so it's not like[br]it's a free pass for the kids, 0:04:25.537,0:04:26.768 but most importantly, 0:04:26.792,0:04:29.934 now that school has that absence[br]recorded as a mental health day, 0:04:29.958,0:04:31.226 so they can keep track 0:04:31.250,0:04:34.184 of just how many students[br]take how many mental health days. 0:04:34.208,0:04:35.684 If a student takes too many, 0:04:35.708,0:04:39.143 they'll be referred[br]to the school counselor for a check-in. 0:04:39.167,0:04:42.309 This is important because we can[br]catch students who are struggling 0:04:42.333,0:04:43.643 before it's too late. 0:04:43.667,0:04:46.726 One of the main things we heard[br]at that forum in 2018 0:04:46.750,0:04:51.309 is that oftentimes stepping forward[br]and getting help is the hardest step. 0:04:51.333,0:04:53.684 We're hoping that this law[br]can help with that. 0:04:53.708,0:04:57.393 This not only will start teaching kids[br]young how to take care of themselves 0:04:57.417,0:04:59.601 and practice self-care[br]and stress management, 0:04:59.625,0:05:01.792 but it could also literally save lives. 0:05:02.667,0:05:06.351 Now students from multiple other states[br]are also trying to pass these laws. 0:05:06.375,0:05:09.601 I'm currently working with students[br]in both California and Colorado 0:05:09.625,0:05:10.893 to do the same, 0:05:10.917,0:05:12.976 because we believe[br]that students everywhere 0:05:13.000,0:05:14.559 deserve a chance to feel better. 0:05:14.583,0:05:17.643 Aside from all the practical[br]reasons and technicalities, 0:05:17.667,0:05:22.101 House Bill 2191 is really special[br]because of the core concept behind it: 0:05:22.125,0:05:26.018 that physical and mental health[br]are equal and should be treated as such. 0:05:26.042,0:05:28.143 In fact, they're connected. 0:05:28.167,0:05:29.625 Take health care for example. 0:05:31.083,0:05:32.351 Think about CPR. 0:05:32.375,0:05:35.643 If you were put in a situation[br]where you had to administer CPR, 0:05:35.667,0:05:38.226 would you know at least[br]a little bit of what to do? 0:05:38.250,0:05:39.893 Think to yourself -- 0:05:39.917,0:05:44.268 most likely yes because CPR trainings[br]are offered in most schools, workplaces 0:05:44.292,0:05:45.601 and even online. 0:05:45.625,0:05:47.851 We even have songs that go with it. 0:05:47.875,0:05:50.226 But how about mental health care? 0:05:50.250,0:05:53.601 I know I was trained in CPR[br]in my seventh-grade health class. 0:05:53.625,0:05:56.893 What if I was trained in seventh grade[br]how to manage my mental health 0:05:56.917,0:05:59.351 or how to respond[br]to a mental health crisis? 0:05:59.375,0:06:02.518 I'd love to see a world[br]where each of us has a toolkit of skills 0:06:02.542,0:06:04.559 to help a friend, coworker, family member 0:06:04.583,0:06:07.184 or even stranger going through[br]a mental health crisis. 0:06:07.208,0:06:10.101 And these resources should be[br]especially available in schools 0:06:10.125,0:06:13.351 because that's where students[br]are struggling the most. 0:06:13.375,0:06:16.476 The other concept that I sincerely hope[br]you take with you today 0:06:16.500,0:06:19.309 is that it is always OK to not be OK, 0:06:19.333,0:06:21.643 and it is always OK to take a break. 0:06:21.667,0:06:23.351 It doesn't have to be a whole day; 0:06:23.375,0:06:25.059 sometimes that's not realistic. 0:06:25.083,0:06:28.458 But it can be a few moments here and there[br]to check in with yourself. 0:06:29.250,0:06:30.708 Think of life like a race ... 0:06:31.833,0:06:33.684 like a long-distance race. 0:06:33.708,0:06:36.893 If you sprint in the very beginning[br]you're going to get burnt out. 0:06:36.917,0:06:39.268 You may even hurt yourself[br]from pushing too hard. 0:06:39.292,0:06:40.601 But if you pace yourself, 0:06:40.625,0:06:42.893 if you take it slow,[br]sometimes intentionally, 0:06:42.917,0:06:44.601 and you push yourself other times, 0:06:44.625,0:06:47.250 you are sure to be way more successful. 0:06:47.917,0:06:49.309 So please, 0:06:49.333,0:06:50.643 look after each other, 0:06:50.667,0:06:52.663 look after the kids [br]and teens in your life 0:06:52.667,0:06:55.768 especially the ones that look[br]like they have it all together. 0:06:55.792,0:06:57.934 Mental health challenges[br]are not going away, 0:06:57.958,0:06:59.226 but as a society, 0:06:59.250,0:07:02.108 we can learn how to manage them[br]by looking after one another. 0:07:02.132,0:07:04.184 And look after yourself, too. 0:07:04.208,0:07:05.601 As my mom would say, 0:07:05.625,0:07:07.851 "Once in a while, take a break." 0:07:07.875,0:07:09.143 Thank you. 0:07:09.167,0:07:11.125 (Applause)
