WEBVTT 00:00:04.433 --> 00:00:05.531 When I was a kid, 00:00:05.531 --> 00:00:07.275 my mom and I made this deal. 00:00:07.543 --> 00:00:11.704 I was allowed to take three mental health rest days every semester 00:00:11.704 --> 00:00:13.950 as long as I continued to do well in school. 00:00:14.861 --> 00:00:17.244 This was because I started my mental health journey 00:00:17.244 --> 00:00:19.175 when I was only six years old. 00:00:19.620 --> 00:00:23.539 I was always what my grade-school teachers would call "a worrier," 00:00:23.539 --> 00:00:26.641 but later on we found out that I have trauma-induced anxiety 00:00:26.641 --> 00:00:28.443 and clinical depression. 00:00:29.026 --> 00:00:30.743 This made growing up pretty hard. 00:00:30.743 --> 00:00:33.590 I was worried about a lot of things that other kids weren't 00:00:33.590 --> 00:00:35.942 and school got really overwhelming sometimes. 00:00:36.231 --> 00:00:38.106 This resulted in a lot of breakdowns, 00:00:38.106 --> 00:00:39.625 panic attacks -- 00:00:39.625 --> 00:00:41.434 sometimes I was super productive, 00:00:41.434 --> 00:00:43.575 and other days I couldn't get anything done. NOTE Paragraph 00:00:43.756 --> 00:00:45.480 This was all happening during a time 00:00:45.480 --> 00:00:47.573 when mental health wasn't being talked about 00:00:47.573 --> 00:00:48.790 as much as it is now, 00:00:48.790 --> 00:00:50.321 especially youth mental health. 00:00:50.321 --> 00:00:53.460 Some semesters I used all of those rest days to the fullest. 00:00:53.830 --> 00:00:55.720 Others, I didn't need any at all. 00:00:56.369 --> 00:00:58.703 But the fact that they were always an option 00:00:58.703 --> 00:01:01.745 is what kept me a happy, healthy and successful student. NOTE Paragraph 00:01:02.214 --> 00:01:05.015 Now I'm using those skills that I learned as a kid 00:01:05.015 --> 00:01:07.650 to help other students with mental health challenges. 00:01:08.269 --> 00:01:12.315 I'm here today to offer you some insight into the world of teenage mental health: 00:01:12.315 --> 00:01:13.319 what's going on, 00:01:13.319 --> 00:01:14.320 how did we get here 00:01:14.320 --> 00:01:15.573 and what can we do? 00:01:16.424 --> 00:01:18.494 But first you need to understand 00:01:18.494 --> 00:01:21.782 that while not everyone has a diagnosed mental illness like I do, 00:01:21.800 --> 00:01:23.300 absolutely everyone -- 00:01:23.300 --> 00:01:25.034 all of you have mental health. 00:01:25.223 --> 00:01:28.070 All of us have a brain that needs to be cared for 00:01:28.070 --> 00:01:30.906 in similar ways that we care for our physical well-being. 00:01:31.035 --> 00:01:34.786 Our head and our body are connected by much more than just our neck afterall. 00:01:35.099 --> 00:01:38.499 Mental illness even manifests itself in some physical ways, 00:01:38.499 --> 00:01:41.773 such as nausea, headaches, fatigue and shortness of breath. NOTE Paragraph 00:01:41.991 --> 00:01:44.282 So since mental health effects all of us, 00:01:44.282 --> 00:01:47.781 shouldn't we be coming up with solutions that are accessible to all of us? 00:01:48.325 --> 00:01:50.854 That brings me to my second part of my story. 00:01:51.166 --> 00:01:52.359 When I was in high school 00:01:52.359 --> 00:01:55.071 I had gotten pretty good at managing my own mental health. 00:01:55.071 --> 00:01:56.422 I was a successful student 00:01:56.422 --> 00:01:59.556 and I was president of the Oregon Association of Student Councils. 00:02:00.520 --> 00:02:02.906 But it was around this time that I began to realize 00:02:02.906 --> 00:02:06.100 mental health is much a bigger problem than just for me personally. 00:02:06.794 --> 00:02:09.983 Unfortunately, my hometown was touched by multiple suicides 00:02:09.983 --> 00:02:11.865 during my first year in high school. 00:02:12.119 --> 00:02:15.277 I saw those tragedies shake our entire community, 00:02:15.277 --> 00:02:17.325 and as the president of a statewide group, 00:02:17.325 --> 00:02:19.099 I began hearing more and more stories 00:02:19.099 --> 00:02:22.053 from students where this had also happened in their town. NOTE Paragraph 00:02:22.327 --> 00:02:24.671 So in 2018 at our annual summer camp, 00:02:24.671 --> 00:02:27.112 we held a forum with about 100 high school students 00:02:27.112 --> 00:02:28.900 to discuss teenage mental health. 00:02:29.092 --> 00:02:30.438 What could we do? 00:02:30.787 --> 00:02:34.406 We approached this conversation with an enormous amount of empathy 00:02:34.406 --> 00:02:35.521 and honesty, 00:02:35.521 --> 00:02:37.338 and the results were astounding. 00:02:37.643 --> 00:02:38.754 What struck me the most 00:02:38.754 --> 00:02:41.521 was that every single one of my peers had a story 00:02:41.521 --> 00:02:43.800 about a mental health crisis in their school, 00:02:43.800 --> 00:02:46.518 no matter if they were from a tiny town in eastern Oregon 00:02:46.518 --> 00:02:48.369 or the very heart of Portland. 00:02:49.205 --> 00:02:50.738 This was happening everywhere. 00:02:50.995 --> 00:02:52.406 We even did some research, 00:02:52.406 --> 00:02:56.944 and we found out that suicide is the second leading cause of death 00:02:56.944 --> 00:02:59.919 for youth ages 10 to 24 in Oregon. 00:03:00.442 --> 00:03:02.127 The second leading cause. NOTE Paragraph 00:03:02.779 --> 00:03:05.586 We knew we had to do something, 00:03:05.590 --> 00:03:07.307 so over the next few months, 00:03:07.307 --> 00:03:11.157 we made a committee called Students For a Healthy Oregon 00:03:11.157 --> 00:03:14.108 and we set out to end the stigma against mental health. 00:03:14.606 --> 00:03:17.435 We also wanted to prioritize mental health in schools. 00:03:17.644 --> 00:03:21.218 With the help of some lobbyists and a few mental health professionals, 00:03:21.218 --> 00:03:23.480 we put forth House Bill 2191. 00:03:23.795 --> 00:03:27.044 This bill allows students to take mental health days off from school 00:03:27.044 --> 00:03:29.162 the same way you would a physical health day. 00:03:29.767 --> 00:03:31.457 Because oftentimes that day off 00:03:31.457 --> 00:03:33.900 is the difference between feeling a whole lot better 00:03:33.900 --> 00:03:35.269 and a whole lot worse -- 00:03:35.269 --> 00:03:38.038 kind of like those days my mom gave me when I was younger. NOTE Paragraph 00:03:39.999 --> 00:03:41.699 So over the next few months, 00:03:41.699 --> 00:03:45.200 we lobbied and researched and campaigned for our bill, 00:03:45.200 --> 00:03:48.288 and in June of 2019 it was finally signed into law. NOTE Paragraph 00:03:49.366 --> 00:03:55.167 (Applause and cheers) NOTE Paragraph 00:03:59.133 --> 00:04:01.983 This was a groundbreaking moment for Oregon students. 00:04:02.119 --> 00:04:04.413 Here's an example of how this is playing out now. 00:04:04.541 --> 00:04:07.025 Let's say a student is having a really hard month. 00:04:07.290 --> 00:04:09.790 They're overwhelmed, overworked, 00:04:09.790 --> 00:04:12.711 they're falling behind in school and they know they need help. 00:04:12.711 --> 00:04:16.147 Maybe they've never talked about mental health with their parents before, 00:04:16.147 --> 00:04:19.578 but now they have a law on their side to help initiate that conversation. 00:04:19.578 --> 00:04:23.286 The parent still needs to be the one to call the school and excuse the absence, 00:04:23.286 --> 00:04:25.490 so it's not like it's a free pass for the kids, 00:04:25.490 --> 00:04:26.492 but most importantly, 00:04:26.492 --> 00:04:30.105 now that school has that absence recorded as a mental health day, 00:04:30.105 --> 00:04:31.173 so they can keep track 00:04:31.173 --> 00:04:33.935 of just how many students take how many mental health days. 00:04:34.210 --> 00:04:35.722 If a student takes too many, 00:04:35.722 --> 00:04:38.518 they'll be referred to the school counselor for a check-in. 00:04:39.209 --> 00:04:42.324 This is important because we can catch students who are struggling 00:04:42.324 --> 00:04:43.457 before it's too late. 00:04:43.682 --> 00:04:46.833 One of the main things we heard at that forum in 2018 00:04:46.833 --> 00:04:51.064 is that oftentimes stepping forward and getting help is the hardest step. 00:04:51.333 --> 00:04:53.523 We're hoping that this law can help with that. 00:04:53.737 --> 00:04:57.428 This not only will start teaching kids young how to take care of themselves 00:04:57.428 --> 00:04:59.709 and practice self-care and stress management, 00:04:59.709 --> 00:05:02.009 but it could also literally save lives. 00:05:02.781 --> 00:05:06.356 Now students from multiple other states are also trying to pass these laws. 00:05:06.356 --> 00:05:09.578 I'm currently working with students in both Californira and Colorado 00:05:09.578 --> 00:05:10.576 to do the same 00:05:10.576 --> 00:05:12.609 because we believe that students everywhere 00:05:12.609 --> 00:05:14.139 deserve a chance to feel better. NOTE Paragraph 00:05:14.342 --> 00:05:17.667 Aside from all the practical reasons and technicalities, 00:05:17.667 --> 00:05:22.299 House Bill 2191 is really special because of the core concept behind it: 00:05:22.299 --> 00:05:25.770 that physical and mental health are equal and should be treated as such. 00:05:26.049 --> 00:05:27.730 In fact, they're connected. 00:05:28.272 --> 00:05:30.077 Take health care for example. 00:05:31.178 --> 00:05:32.223 Think about CPR. 00:05:32.223 --> 00:05:35.679 If you were put in a situation where you had to administer CPR, 00:05:35.679 --> 00:05:38.158 would you know at least a little bit of what to do? 00:05:38.385 --> 00:05:40.054 Think to yourself -- 00:05:40.054 --> 00:05:44.272 most likely yes because CPR trainings are offered in most schools, workplaces 00:05:44.272 --> 00:05:45.501 and even online. 00:05:45.685 --> 00:05:47.430 We even have songs that go with it. 00:05:47.945 --> 00:05:50.345 But how about mental health care? 00:05:50.487 --> 00:05:53.482 I know I was trained in CPR in my seventh-grade health class. 00:05:53.615 --> 00:05:56.874 What if I was trained in seventh grade how to manage my mental health 00:05:56.874 --> 00:05:58.938 or how to respond o a mental health crisis? 00:05:59.378 --> 00:06:02.655 I'd love to see a world where each of us has a toolkit of skills 00:06:02.655 --> 00:06:04.677 to help a friend, coworker, family member 00:06:04.677 --> 00:06:07.219 or even stranger going through a mental health crisis. 00:06:07.219 --> 00:06:10.117 And these resources should be especially available in schools 00:06:10.117 --> 00:06:12.739 because that's where students are struggling the most. NOTE Paragraph 00:06:13.388 --> 00:06:16.583 The other concept that I sincerely hope you take with you today 00:06:16.583 --> 00:06:19.489 is that it is always OK to not be OK, 00:06:19.489 --> 00:06:21.448 and it is always OK to take a break. 00:06:21.744 --> 00:06:23.380 It doesn't have to be a whole day; 00:06:23.380 --> 00:06:24.912 sometimes that's not realistic. 00:06:25.097 --> 00:06:28.487 But it can be a few moments here and there to check in with yourself. 00:06:29.279 --> 00:06:31.990 Think of life like a race ... 00:06:31.990 --> 00:06:33.726 like a long-distance race. 00:06:33.833 --> 00:06:36.942 If you sprint in the very beginning you're going to get burnt out. 00:06:36.942 --> 00:06:39.247 You may even hurt yourself from pushing too hard. 00:06:39.247 --> 00:06:40.636 But if you pace yourself, 00:06:40.636 --> 00:06:43.106 if you take it slow sometimes intentionally 00:06:43.106 --> 00:06:44.772 and you push yourself other times, 00:06:44.772 --> 00:06:47.075 you are sure to be way more successful. NOTE Paragraph 00:06:48.103 --> 00:06:49.435 So please, 00:06:49.435 --> 00:06:50.669 look after each other, 00:06:50.669 --> 00:06:52.669 look at the kids and teens in your life, 00:06:52.669 --> 00:06:55.549 especially the ones that look like they have it all together. 00:06:55.880 --> 00:06:57.935 Mental health challenges are not going away, 00:06:57.935 --> 00:06:59.118 but as a society, 00:06:59.118 --> 00:07:02.003 we can learn how to manage them by looking after one another. 00:07:02.137 --> 00:07:03.807 And look after yourself too. 00:07:04.210 --> 00:07:05.750 As my mom would say, 00:07:05.750 --> 00:07:07.981 "Once in a while, take a break." NOTE Paragraph 00:07:07.981 --> 00:07:09.181 Thank you. NOTE Paragraph 00:07:09.181 --> 00:07:10.699 (Applause)
