0:00:04.433,0:00:05.531 When I was a kid, 0:00:05.531,0:00:07.275 my mom and I made this deal. 0:00:07.543,0:00:11.704 I was allowed to take three[br]mental health rest days every semester 0:00:11.704,0:00:13.950 as long as I continued[br]to do well in school. 0:00:14.861,0:00:17.244 This was because I started[br]my mental health journey 0:00:17.244,0:00:19.175 when I was only six years old. 0:00:19.620,0:00:23.539 I was always what my grade-school teachers[br]would call "a worrier," 0:00:23.539,0:00:26.641 but later on we found out[br]that I have trauma-induced anxiety 0:00:26.641,0:00:28.443 and clinical depression. 0:00:29.026,0:00:30.743 This made growing up pretty hard. 0:00:30.743,0:00:33.590 I was worried about a lot of things[br]that other kids weren't 0:00:33.590,0:00:35.942 and school got really[br]overwhelming sometimes. 0:00:36.231,0:00:38.106 This resulted in a lot of breakdowns, 0:00:38.106,0:00:39.625 panic attacks -- 0:00:39.625,0:00:41.434 sometimes I was super productive, 0:00:41.434,0:00:43.575 and other days I couldn't[br]get anything done. 0:00:43.756,0:00:45.480 This was all happening during a time 0:00:45.480,0:00:47.573 when mental health[br]wasn't being talked about 0:00:47.573,0:00:48.790 as much as it is now, 0:00:48.790,0:00:50.321 especially youth mental health. 0:00:50.321,0:00:53.460 Some semesters I used[br]all of those rest days to the fullest. 0:00:53.830,0:00:55.720 Others, I didn't need any at all. 0:00:56.369,0:00:58.703 But the fact that they[br]were always an option 0:00:58.703,0:01:01.745 is what kept me a happy,[br]healthy and successful student. 0:01:02.214,0:01:05.015 Now I'm using those skills[br]that I learned as a kid 0:01:05.015,0:01:07.650 to help other students[br]with mental health challenges. 0:01:08.269,0:01:12.315 I'm here today to offer you some insight[br]into the world of teenage mental health: 0:01:12.315,0:01:13.319 what's going on, 0:01:13.319,0:01:14.320 how did we get here 0:01:14.320,0:01:15.573 and what can we do? 0:01:16.424,0:01:18.494 But first you need to understand 0:01:18.494,0:01:21.782 that while not everyone has[br]a diagnosed mental illness like I do, 0:01:21.800,0:01:23.300 absolutely everyone -- 0:01:23.300,0:01:25.034 all of you have mental health. 0:01:25.223,0:01:28.070 All of us have a brain[br]that needs to be cared for 0:01:28.070,0:01:30.906 in similar ways that we care [br]for our physical well-being. 0:01:31.035,0:01:34.786 Our head and our body are connected[br]by much more than just our neck afterall. 0:01:35.099,0:01:38.499 Mental illness even manifests itself[br]in some physical ways, 0:01:38.499,0:01:41.773 such as nausea, headaches,[br]fatigue and shortness of breath. 0:01:41.991,0:01:44.282 So since mental health effects all of us, 0:01:44.282,0:01:47.781 shouldn't we be coming up with solutions[br]that are accessible to all of us? 0:01:48.325,0:01:50.854 That brings me to my second[br]part of my story. 0:01:51.166,0:01:52.359 When I was in high school 0:01:52.359,0:01:55.071 I had gotten pretty good[br]at managing my own mental health. 0:01:55.071,0:01:56.422 I was a successful student 0:01:56.422,0:01:59.556 and I was president of the Oregon[br]Association of Student Councils. 0:02:00.520,0:02:02.906 But it was around this time[br]that I began to realize 0:02:02.906,0:02:06.100 mental health is much a bigger problem[br]than just for me personally. 0:02:06.794,0:02:09.983 Unfortunately, my hometown[br]was touched by multiple suicides 0:02:09.983,0:02:11.865 during my first year in high school. 0:02:12.119,0:02:15.277 I saw those tragedies[br]shake our entire community, 0:02:15.277,0:02:17.325 and as the president of a statewide group, 0:02:17.325,0:02:19.099 I began hearing more and more stories 0:02:19.099,0:02:22.053 from students where this had[br]also happened in their town. 0:02:22.327,0:02:24.671 So in 2018 at our annual summer camp, 0:02:24.671,0:02:27.112 we held a forum with about[br]100 high school students 0:02:27.112,0:02:28.900 to discuss teenage mental health. 0:02:29.092,0:02:30.438 What could we do? 0:02:30.787,0:02:34.406 We approached this conversation[br]with an enormous amount of empathy 0:02:34.406,0:02:35.521 and honesty, 0:02:35.521,0:02:37.338 and the results were astounding. 0:02:37.643,0:02:38.754 What struck me the most 0:02:38.754,0:02:41.521 was that every single one[br]of my peers had a story 0:02:41.521,0:02:43.800 about a mental health[br]crisis in their school, 0:02:43.800,0:02:46.518 no matter if they were from[br]a tiny town in eastern Oregon 0:02:46.518,0:02:48.369 or the very heart of Portland. 0:02:49.205,0:02:50.738 This was happening everywhere. 0:02:50.995,0:02:52.406 We even did some research, 0:02:52.406,0:02:56.944 and we found out that suicide[br]is the second leading cause of death 0:02:56.944,0:02:59.919 for youth ages 10 to 24 in Oregon. 0:03:00.442,0:03:02.127 The second leading cause. 0:03:02.779,0:03:05.586 We knew we had to do something, 0:03:05.590,0:03:07.307 so over the next few months, 0:03:07.307,0:03:11.157 we made a committee called[br]Students For a Healthy Oregon 0:03:11.157,0:03:14.108 and we set out to end the stigma[br]against mental health. 0:03:14.606,0:03:17.435 We also wanted to prioritize[br]mental health in schools. 0:03:17.644,0:03:21.218 With the help of some lobbyists[br]and a few mental health professionals, 0:03:21.218,0:03:23.480 we put forth House Bill 2191. 0:03:23.795,0:03:27.044 This bill allows students to take[br]mental health days off from school 0:03:27.044,0:03:29.162 the same way you would[br]a physical health day. 0:03:29.767,0:03:31.457 Because oftentimes that day off 0:03:31.457,0:03:33.900 is the difference between[br]feeling a whole lot better 0:03:33.900,0:03:35.269 and a whole lot worse -- 0:03:35.269,0:03:38.038 kind of like those days my mom[br]gave me when I was younger. 0:03:39.999,0:03:41.699 So over the next few months, 0:03:41.699,0:03:45.200 we lobbied and researched[br]and campaigned for our bill, 0:03:45.200,0:03:48.288 and in June of 2019[br]it was finally signed into law. 0:03:49.366,0:03:55.167 (Applause and cheers) 0:03:59.133,0:04:01.983 This was a groundbreaking moment[br]for Oregon students. 0:04:02.119,0:04:04.413 Here's an example of how[br]this is playing out now. 0:04:04.541,0:04:07.025 Let's say a student is having[br]a really hard month. 0:04:07.290,0:04:09.790 They're overwhelmed, overworked, 0:04:09.790,0:04:12.711 they're falling behind in school[br]and they know they need help. 0:04:12.711,0:04:16.147 Maybe they've never talked about[br]mental health with their parents before, 0:04:16.147,0:04:19.578 but now they have a law on their side[br]to help initiate that conversation. 0:04:19.578,0:04:23.286 The parent still needs to be the one[br]to call the school and excuse the absence, 0:04:23.286,0:04:25.490 so it's not like it's a free[br]pass for the kids, 0:04:25.490,0:04:26.492 but most importantly, 0:04:26.492,0:04:30.105 now that school has that absence[br]recorded as a mental health day, 0:04:30.105,0:04:31.173 so they can keep track 0:04:31.173,0:04:33.935 of just how many students take[br]how many mental health days. 0:04:34.210,0:04:35.722 If a student takes too many, 0:04:35.722,0:04:38.518 they'll be referred to the school[br]counselor for a check-in. 0:04:39.209,0:04:42.324 This is important because we can[br]catch students who are struggling 0:04:42.324,0:04:43.457 before it's too late. 0:04:43.682,0:04:46.833 One of the main things we heard[br]at that forum in 2018 0:04:46.833,0:04:51.064 is that oftentimes stepping forward[br]and getting help is the hardest step. 0:04:51.333,0:04:53.523 We're hoping that this law[br]can help with that. 0:04:53.737,0:04:57.428 This not only will start teaching kids[br]young how to take care of themselves 0:04:57.428,0:04:59.709 and practice self-care[br]and stress management, 0:04:59.709,0:05:02.009 but it could also literally save lives. 0:05:02.781,0:05:06.356 Now students from multiple other states[br]are also trying to pass these laws. 0:05:06.356,0:05:09.578 I'm currently working with students[br]in both Californira and Colorado 0:05:09.578,0:05:10.576 to do the same 0:05:10.576,0:05:12.609 because we believe[br]that students everywhere 0:05:12.609,0:05:14.139 deserve a chance to feel better. 0:05:14.342,0:05:17.667 Aside from all the practical[br]reasons and technicalities, 0:05:17.667,0:05:22.299 House Bill 2191 is really special[br]because of the core concept behind it: 0:05:22.299,0:05:25.770 that physical and mental health[br]are equal and should be treated as such. 0:05:26.049,0:05:27.730 In fact, they're connected. 0:05:28.272,0:05:30.077 Take health care for example. 0:05:31.178,0:05:32.223 Think about CPR. 0:05:32.223,0:05:35.679 If you were put in a situation[br]where you had to administer CPR, 0:05:35.679,0:05:38.158 would you know at least[br]a little bit of what to do?
