intend somebody's a fact you may not intend to\N1:45\Nmaster these are facts\N1:46\Nbut there there and we need to start thinking about and understanding these\N1:51\Nchanges\N1:51\Nand this is a in\N2:48\Nour culture and Usenet in the nineties or wherever we got our start\N2:52\Nkinda being like ellis et outsiders\N2:55\Nthe world pivoted it changed and surrounded us and put us at the heart\N3:00\Nthese matters and so whatever you\N3:03\None to do politically what we're gonna be talking about\N3:08\Nis the framework of the politics that technology is creating\N3:11\Naround the world right now sOooo\N3:17\N10 the one other really\N3:20\Ninteresting structures in the world right now that we spend a lot of time\N3:23\Ndealing with our state's\N3:24\Nstates have a couple a very basic things that they require to be able to interact\N3:29\Nwith the world\N3:30\Nthey need to be able to see their territory and the people who live in\N3:35\Nthat territory\N3:36\Nif they're going to be able to interact with them and\N3:40\Nthis is this is simply a truth that applies to anything\N3:43\Nto any time where someone needs to interact with the thing\N3:46\Nif you can't perceive a thing you can't interact with it\N3:50\Nam this map here's the plan city of Brasilia\N3:53\Nwhich is the a city that was built\N3:56\Nto be legible to be understandable to the state the notion that a state should\N4:01\Nif nothing else even if it can't understand all the rest of its territory\N4:04\Nall over each other cities it should be able to understand the city\N4:08\Nfrom which it governs um gotten about a lot messier again\N4:25\Nso a lot of the time com the ability of a state\N4:29\Nto see its citizens and to see its train is actually a very very good thing\N4:34\Nthis is the snow map which founded modern epidemiology at a map of cholera\N4:39\Ndeaths and London\N4:40\Naround a particular while when they didn't understand\N4:44\Nthat com water and that the cholera was spread through water\N4:48\Narm this map\N4:51\Ntold us things about human disease transmission\N4:55\Nthat have saved at least tens of millions of lives\N5:00\Nand this is a former works for a lot of people sometimes\N8:28\Nit allows us\N8:29\Nto prevent disease and feed children and so on and so forth\N8:32\Nand sometimes it's used for political control it's always used in some way\N8:37\NI have concern and like technology\N8:41\Nand many political qualities it is neither good nor bad doors in Utah\N8:44\Nexcuse me who on and\N8:48\Nand I think that some when things we have to bear in mind in this particular\N8:51\Nage of surveillance\N8:53\Nand is that to in many ways\N8:57\Nsurveillance is a small touches that we do on each other surveillance is when we\N9:00\Ncheck up on each other and stuff like that\N9:03\Nso finding a way to cast that's where we can reclaim the positive\N9:06\Nand suppress the negative is I think much more the task then to fight all\N9:10\Nsurveillance\N9:11\Nit's a much more subtle question then it would seem right now\N9:14\Non but when we talk about this kinda vision of the state\N9:17\Nthe status watcher the state as some as arbiter money for instance\N9:22\Nthe news cycle we have right now if we want to take it back\N9:26\Nall the way to I for century BC China\N9:29\Nthis isn't this all makes more sense\N9:32\Nnow it makes sense that that nations are trying to get all the information they\N9:36\Ncan\N9:37\Nbecause they're trying again to make their world legible\N9:41\Nand when they get all that information they're putting into categories that\N9:45\Nthey perceive\N9:46\Nare meaningful and\N9:49\Nand that means destroying by ignoring the ones that are\N9:53\NI think one thing that's really useful about reading this history is it gives\N9:56\Nyou a measure of prediction\N9:58\Non what states are gonna wanna do with technology\N10:01\Nthey want to keep tabs on their people for good and bad reasons and there's\N10:04\Nalways both good and bad reasons I'm\N10:08\Nand they want to take the power\N10:11\Nthat they get by being the state and use it to mold\N10:16\Nthe country that they're in that has been\N10:20\Na tremendously progressive force in history and a tremendously destructive\N10:24\None but it still comes from the same fundamental\N10:27\Nimpulse and this is why it's really easy for me to stand up and say\N10:31\Na statement always spy on its people as much as they possibly can\N10:35\Nbecause Steve always have not just to maintain their power but just to\N10:39\Nmaintain\N10:40\Nthe ability to control consequences which is a point that will return to\N10:45\Nlater\N10:46\Nso we're in an on time history and i wanna actually rollback\N10:50\Nto I am metaphor\N12:11\Nfor where we are now but actually I think this is just the same thing going\N12:13\Non\N12:14\Nso more in 10 Dale got into a huge fight\N12:18\Nand more was on the runner's high today patron in Germany and say the church need to reform\N13:43\Nand the church dedication to be like could you send them from eating and he's\N13:46\Nlike\N13:46\NI'll stay here in Germany it's fine and I'm\N13:51\Nand no originally though the printing press\N13:55\Nhad been a huge to love the church\N13:58\Nthe more the biggest customers a printing\N14:01\Nam not just to print bibles but also standardize the interpretation of the\N14:06\Nreligion everywhere they could print things out send them\N14:08\Nout all Europe and gain control\N14:11\Nand again legibility on their religion make sure this\N14:23\Ntechnology\N14:24\Nand it turned out they could do the same thing the church could do\N14:28\Nso the big question hanging over the 16th century\N14:31\Nwas was the printing press going to reform the Catholic Church\N14:36\Nwell in fact the printing press reformed\N14:40\Neverything on the planet and possibly few things of the plaque\N14:46\Nso they didn't even have a language to ask the right question\N14:52\Nfor the undertaking that they were embarking on\N14:59\Nso Tindal and more were two threads inside one institutional power\N15:05\Nbut there are a lot of kinds of power in society not just one\N15:09\Narm the church has waned in authority\N15:13\Ncapitalism was in many ways just getting started this was the birth at the East\N15:16\NIndia\N15:17\Ncompany this was the birth a mercantilism in that same era\N15:22\Non but the power guns in the power of money and the power of God\N15:25\Nare just three different kinds of power and they'll let you do different kinds\N15:29\Nof things they're not\N15:31\Ncommence herbal with each other they don't act on each other they don't\N15:35\Nact on themselves if you have a pile of money that doesn't lessen\N15:39\Nnecessarily let you directly influence\N15:42\Nwhat someone else who has a pile of money wants to do now\N15:46\Nyou can maybe take away their money or\N15:49\Nforce them to do something else because you bought the thing that they were\N15:52\Ntrying to buy first\N15:54\Nom but there's a lot of subtlety here in terms of how\N15:58\Npower acts and this is one of the things that\N16:03\Nseems to be occasionally getting missed while we talk about\N16:07\Noh we need to force states to do such and such we need to stop States from\N16:11\Ndoing such-and-such\N16:13\Nyou know there's this a you know all corporate surveillance is the worst\N16:17\Nthing oh\N16:18\Nstate surveillance the worst thing other different things and they may be\N16:21\Nproblematic in different ways all power needs to be able to see the world in a\N16:26\Nballoon\N16:27\Nin order to act whether you are a state for a corporation or church\N16:32\Nyou need your own kind and legibility and your own kind of surveillance\N16:36\Nwhether that means figuring out if the people in all the villages are showing\N16:41\Nup in church on Sundays\N16:43\Nand whether or not they're doing any of these things that might be indicative\N16:46\Nhave any at these various heresies\N16:49\Nthat you keep hearing about well let's go burn some people and find out\N16:53\Nor whether it just means that I need to be able to set cookies in your browser\N16:57\Nand figure out what kind of porn you like that's the same operation but for\N17:02\Nvery different reasons\N17:05\Nstates are panicking right now there\N17:09\Nacting the way they are because they're panicked\N17:12\Nand there's nothing that can cause the consequence very and it used to be that\N17:16\Nconsequence ferry was a very staid creature\N17:19\Nand it would sort of you know floats slowly around the room analyte\N17:23\Non the shoulders have had to state and popes and bishops\N17:27\Nand you know capitalists and say your\N17:30\Nactions matter in the world you're an important person\N17:34\Nand at some point in the past 20 or so years the consequence very got drunk\N17:38\Nand now the country is kinda flitting around the room doing\N17:41\Nmatter in you matter in you matter\N17:45\Nand everybody else is like what the fuck how do we even deal with this because we\N17:49\Ndon't know how\N17:51\Nbecause our legibility\N17:54\Nmin you know like the world hasn't changed the stuff that we pullin is\N17:58\Nstill the same thing\N17:59\Nbut it doesn't mean what it used to mean we can't interpret it anymore\N18:03\Nso one of the things we're seeing right now is we're staying States\N18:07\Ndesperately trying to hang onto not their ability to surveilled but their\N18:10\Nability to exception and a set of rules law are\N18:34\Ndefined opposites com we now live\N18:37\Nin a state of permanent but neither pervasive nor complete\N18:42\Nexception and this complicates\N18:46\Nall responses within systems\N18:51\Nsue on a personal level things have gotten weird to\N18:57\Nom positional Essex\N19:00\Nis basically what happens when you join an institution when you join our\N19:05\Norganization\N19:05\Nwhen you join a network that network or that institution\N19:09\Nhas a set of ethics that are attached to it\N19:12\Nand when you operate with in that institution\N19:16\Nyou take on some of those ethics you be calmer\N19:19\Nthe person that does the thing that the institution\N19:23\Nneeds to do in the world om now\N19:26\Nthis is not complete this is this is definitely not total\N19:30\Narm infrastructure does this tune this is a really interesting thing\N19:34\Nfor all of us you build communications infrastructure in the world\N19:37\Ninfrastructure has an ethics now in a lot of cases\N19:40\Nright now that ethics is actively suicidal\N19:43\Nwe're dealing with suicidal infrastructure that we're embedded\N19:46\Ninside\N19:48\Nand we cannot b.com non suicidal ourselves entirely\N19:53\Nbecause we're still tied into that infrastructure\N19:56\Nwe can only become in some ways\N20:00\Nsensible are human and humane again if we get outside that infrastructure but\N20:04\Nwe can't because that's what one society\N20:07\Num things in our lives can sometimes override\N20:11\Npositional FX and and this is where our friend Walter really comes in right\N20:15\Nyou know if you have kids\N20:18\Nall of a sudden you realize I'll I will do anything\N20:22\Nto feed these kids it doesn't matter what I thought my world used to be\N20:27\Nmy world is no different on\N20:30\Nand one of the things that's really interesting about life in the network\N20:34\Nsociety\N20:35\Nis that we don't just have a single set of ethics we don't just have a single\N20:38\Ncontext anymore\N20:40\Non we may find that we wake up in the morning and we go to work\N20:44\Nand we work on systems upstate or corporate control all day\N20:48\Nand then we go home and we do other work to undermine the exact same systems\N20:54\N%uh control that we were working to build all day and we are literally\N20:57\Nfighting ourselves\N21:01\Nthat is one of the conditions the next century\N21:10\Nso one other reasons that that institutions are freaking out right now\N21:14\Nis because this network that were on makes people\N21:18\Nweird and actually I like this particular networks weird people\N21:22\Nin almost like the high medieval cents they almost make people have a fame\N21:27\Nmagic to them and all the sudden one person can become many people on the\N21:31\Nnetwork\N21:31\Nand that legibility that several thousand years a\N21:35\Ngetting a last name on you people is suddenly gone because you just invented\N21:39\N15 new people\N21:41\Ntoday and a ten thousand if you read a scripted\N21:45\Nand all the sudden the other\N21:48\Nthe thing that the that power has a grip on\N21:52\Nhas a bearded in that classic its its totally fallen buffet and uncontrollable\N21:56\Nmagic and that's what you are right now\N21:58\Nthat's what you are becoming that's what people on the network have become\N22:02\Non and in the network has its own logic or possibly this\N22:07\NI'm not sure I wanna apply that word here for charm up but it's really true\N22:12\Nbut the network projects your reality and substitute is their own\N22:15\Nthose categories those safe and understand or predictable categories\N22:19\Nthose get weirded out to\N22:21\Nand we're all kinda living through this process all still within our lifetime\N22:25\Nand\N22:26\Nand we don't have a social structure or even a language to describe the networks\N22:31\Nthat we're living in right now\N22:32\Non and\N22:36\Nit's doing really really strange things to institutions\N22:41\Nthe Internet in particular turns conduits and barriers\N22:45\Nand I do mean that the IAEA used to be the good guys\N22:49\Ntheir jobs from the nineteen fifties was to standardize\N22:53\Nall the record players to make sure that all the record players will play all the\N22:57\Nrecords\N22:57\Nso that anyone to get music and a set up distribution systems for the anyone\N23:02\Naround the country\N23:03\Ncould get anyone else's music and this actually really interesting in magical\N23:08\Nthing they did because if you are living in you know in a Louisiana by you\N23:11\Nin 1950 you didn't hear music from New York\N23:15\Nuntil they fix this system and they allowed this\N23:19\Nthis and they're one of the entities that allowed this common culture to grow\N23:23\Nup in these\N23:23\Nother options to enter people's lives all over america\N23:26\Nand they didn't actually really change what they did for the next 50 years\N23:32\Nbut the world did that pit the same one that put you at the heart of the matter\N23:37\Ntook this conduit of information and turned it into a barrier\N23:41\Nand the people who are working these jobs the people who live through this\N23:46\Nwhole cycle with the RIAA\N23:48\NI gotta say like as a journalist who said to call in for interviews it's like\N23:51\Ngoing crazy people\N23:52\Nand I have a lot of sympathy for them these days because they didn't do\N23:56\Nanything wrong\N23:57\Nthe whole world just went cook it from their perspective\N24:01\NI and they're grabbing it reality as best they can\N24:06\Nin fact so many other things that would have been the awesome geeky things to do\N24:11\Nin the fifties and sixties\N24:13\Nhave turned from conduits and generous\N24:17\Nways are sharing information into the barriers trying to stop the network from\N24:21\Ndoing their job better\N24:22\Nbecause it got those kids to feed and they've got a mortgage\N24:26\Nand get what they were doing the right thing all their lives why did they have\N24:28\Nto change now\N24:29\Nso\N24:33\NI'm what does it look like on a grand scale\N24:37\Nwhen by these these weird things go on with institutions and people\N24:42\Nwell soluble from earlier with this kind of crap this is it from 1979 to the\N24:46\Npresident\N24:47\Na level up global protests any part in this I think we all know is fed by the\N24:52\Nfact the core name protesters now\N24:54\Npiss easy compared to what it was prior to this\N24:58\NI that it's you know\N25:01\Nit's like a signing up for a amassed tweeting and then going somewhere and\N25:06\Nit's\N25:06\Nsomething people can do in a few minutes it something\N25:09\Nyou know it I the people who set up the\N25:12\Nactor protests in on Poland that brought down\N25:16\Na that legislation eventually work people who had been working on it for\N25:21\Nyears in building networks and\N25:23\Nand doing trainings and so on and so forth they're just like I must our\N25:26\NFacebook group\N25:28\Nand pretty soon there is two hundred thousand people in three hundred cities\N25:31\Ncrashing abusive legislation\N25:33\Nthat was ever a treaty that was never even supposed to face any serious\N25:37\Nopposition\N25:38\Nthat came out of nowhere that's when the one with the Polish Parliament mast up\N25:43\Ntalk about weirding identity and institutions right there\N25:46\NI'm this was a little bit more subtle but actually think ultimately more\N25:50\Nimportant\N25:51\Nsomething's happened since the 90's it certainly took off by the year two\N25:55\Nthousand\N25:55\Nand actually interestingly maps pretty well that global protest graph\N26:00\Ninode by pretty well I mean in a rough sense that is risen on a somewhat plain\N26:04\Non which is that this bottom-line is on\N26:07\Nis for Nate from 1970 to the present\N26:11\Nand that top-line is international remittance\N26:15\Nan international remittances the fancy pants term for sending money home to\N26:18\Nyour family\N26:20\Nnot so what's happened here is that um\N26:24\Nv is that nearly three times as much money is sent\N26:28\Nby immigrants back to their families\N26:31\Nas is is set to countries via foreign aid from governments\N26:36\Nand possibly other fundraising institutions on\N26:40\Nwhy is that important because the system a mutual care\N26:43\Nit is again largely a while legible or stepping out of the state some %uh this\N26:47\Nactually the number is probably higher than this because it is very very hard\N26:51\Nto conducted on\N30:06\Non like\N30:06\Nquarters or maybe an annual cycle\N30:09\Na but something like pointed out to me recently that they can't right now find\N30:14\Nany articles that are making predictions for 2014\N30:19\Nour time horizons have gotten so short\N30:23\Nthat we are too scared to predict next month but we can look back\N30:28\Nwe can look back at different points and and take lessons from them some other\N30:31\Nthings that we face right now are unprecedented\N30:33\Nas all history has been and some other\N30:37\Nis patterns that we can learn from and when we step back and look at\N30:40\Nnot just I not just things like Tindal\N30:44\Nand more and that path they traced up to the Enlightenment\N30:48\Nand again interestingly it is almost at we can also look at things like the fall\N30:52\Nof the Roman Empire\N30:53\Nthe rise of paper money in China all these things\N30:56\Nare things that can help inform us and make us understand the technologies that\N31:00\Nwe face today\N31:01\Nbut of course there are limits because every moment is unprecedented and right\N31:06\Nnow\N31:06\Nthere are so many freakin people out there that's what's so strange applications\N33:07\Nyou\N33:10\Nhave left millions and perhaps hundreds of millions\N33:13\Nhave children know the mothers and fathers who had to leave them\N33:17\Nin order to feed them and care for them a tradition that goes back many\N33:21\Ngenerations\N33:22\Nmany generations into social isolation in Los\N33:25\Nyou taken away the power economics and distance to make strangers a family's\N33:31\Non this is what's buried in those\N33:35\Ndry remittance figures people\N33:39\Nfamilies families origin\N33:43\Nfamilies that we create distance no longer has\N33:48\Nthe same power over its lives over our lives\N33:51\Nbecause other things that we all built in the last thirty years\N33:54\Nthis is what mutual care looks like it looks like the faces a\N33:59\Npeople it looks like their blood and their flash\N34:03\Nand this is what our technology affects\N34:06\Ncontrols and enables you made millions of people care\N34:10\Nabout people they didn't know existed millions of people they didn't know\N34:15\Nexisted\N34:15\Nyou made\N34:18\Nnot just distance but\N34:22\Nthe time but the depth of time the human record\N34:26\Nall recorded history you made it so
