refugees forced [br]to flee to cramped camps in Bangladesh, 0:00:11.840,0:00:17.840 battling the coronavirus and now being [br]asked to relocate to a flood-prone island. 0:00:17.840,0:00:21.040 "NewsHour" special correspondent [br]Tania Rashid reports. 0:00:24.650,0:00:28.720 TANIA RASHID: What were once homes, [br]hospitals, and schools at the world's 0:00:28.720,0:00:31.990 largest refugee camp burn to ash, 0:00:32.076,0:00:35.526 as a massive fire rips[br]through these makeshift settlements. 0:00:35.840,0:00:41.280 Fifteen people were killed, 400 missing, [br]and tens of thousands displaced. 0:00:42.560,0:00:46.880 Three years ago, the Rohingya, [br]a Muslim minority group, 0:00:46.880,0:00:49.227 fled a bloody military crackdown, 0:00:49.483,0:00:53.063 launched by the Myanmar military[br]and police bordering Bangladesh. 0:00:53.520,0:00:56.040 Mass killings, rapes, and arsons 0:00:56.100,0:01:00.575 drove close to a million[br]into these sprawling camps in Cox's Bazar. 0:01:01.200,0:01:03.630 In a report published in 2019, 0:01:03.799,0:01:07.099 U.N. investigators warned[br]of genocidal intent. 0:01:07.490,0:01:09.570 The Myanmar army denies that, 0:01:09.875,0:01:13.958 and claims, it only acted against[br]insurgent groups who attacked the police. 0:01:14.800,0:01:19.040 But now these fires have uprooted [br]these Rohingyas' lives again. 0:01:19.760,0:01:24.400 Bangladesh authorities and aid agencies [br]have been providing emergency assistance 0:01:24.400,0:01:27.440 to over 45,000 homeless refugees. 0:01:28.990,0:01:31.650 Since December, the Bangladeshi government 0:01:31.763,0:01:36.063 has started moving more than 13,000[br]refugees from the overcrowded camps 0:01:36.141,0:01:39.761 to Bhasan Char, a remote island[br]in the Bay of Bengal. 0:01:40.400,0:01:42.450 According to our local sources, 0:01:42.505,0:01:46.125 the Bangladesh government has[br]offered those affected by the fires 0:01:46.400,0:01:48.583 help with relocating there now. 0:01:50.651,0:01:54.021 We visited the low-lying plain[br]in early 2017, 0:01:54.400,0:01:57.397 back when it was just[br]an undeveloped strip of land. 0:01:57.988,0:02:01.468 Experts on climate change deemed[br]the land mass unlivable. 0:02:02.080,0:02:05.440 But the government said, it would[br]be better than the overcrowded camps. 0:02:06.040,0:02:07.740 (Local advertisement playing) 0:02:07.840,0:02:09.550 In a promo video last year, 0:02:09.655,0:02:12.535 the Bangladeshi government claimed[br]to have constructed dams, 0:02:12.590,0:02:16.050 cyclone shelters, hospitals,[br]mosques, and schools 0:02:16.105,0:02:19.065 to house 100,000 Rohingyas[br]under safe conditions. 0:02:19.820,0:02:22.590 Sah-yed Noor said he would consider[br]moving to the island 0:02:22.640,0:02:25.296 to escape the poor living [br]conditions inside the camps. 0:02:25.740,0:02:28.180 SAH-YED NOOR, Refugee[br](through translator): 0:02:28.180,0:02:30.660 I think that Bhasan Char can be[br]better from camp, 0:02:30.690,0:02:32.775 because every apartment[br]is made with brick. 0:02:35.730,0:02:38.120 TANIA RASHID: His 16-year-old[br]niece, Fowzia (ph), 0:02:38.160,0:02:41.040 was sent to Bhasan Char last year[br]by the Bangladeshi navy, 0:02:41.130,0:02:45.230 after being stranded at sea for months[br]when she tried to flee to Malaysia. 0:02:46.960,0:02:49.680 After several attempts[br]to make contact with her, 0:02:49.680,0:02:52.360 he gets her on the phone[br]to check on her situation. 0:02:52.750,0:02:54.750 He's been concerned about her safety. 0:02:55.910,0:02:57.450 She said she's not feeling well, 0:02:57.540,0:02:58.850 and misses her family, 0:02:59.075,0:03:00.345 and wants to go home. 0:03:01.280,0:03:03.340 After hearing from Fowzia, 0:03:03.430,0:03:05.000 Sah-yed said he would only agree, 0:03:05.100,0:03:07.620 to relocate to Bhasan Char with his family, 0:03:07.940,0:03:09.950 so they can be reunited together. 0:03:11.680,0:03:12.720 These fires, 0:03:12.810,0:03:14.820 aren't the first ones to happen here. 0:03:15.070,0:03:16.070 There were two fires, 0:03:16.135,0:03:17.405 in the month of January, 0:03:17.500,0:03:18.990 according to news reports. 0:03:19.090,0:03:22.110 It is unclear why the fires[br]keep happening. 0:03:22.945,0:03:24.655 But, as the Bangladesh government, 0:03:24.700,0:03:26.380 continues its investigations, 0:03:26.480,0:03:27.943 into the cause of the fires, 0:03:28.121,0:03:30.451 the Rohingya continue to live, 0:03:30.520,0:03:33.260 in crammed, unsanitary living conditions, 0:03:33.899,0:03:35.802 making them some of the most vulnerable, 0:03:35.822,0:03:37.171 to COVID-19. 0:03:38.130,0:03:39.490 Bangladesh has administered, 0:03:39.530,0:03:41.120 over three million doses, 0:03:41.239,0:03:43.049 of the first vaccine to its citizens, 0:03:43.660,0:03:44.990 and has initiated plans, 0:03:45.050,0:03:46.280 to include the Rohingyas, 0:03:46.340,0:03:48.310 in its national vaccination drive. 0:03:48.745,0:03:49.745 But so far, 0:03:49.900,0:03:55.760 none have been vaccinated. For now, the strict [br]lockdown imposed by the government last year 0:03:55.760,0:04:01.360 continues, with an 80 percent decrease [br]of humanitarian aid staff on the ground. 0:04:02.080,0:04:06.880 Essential services, including food and medical [br]supplies, have been allowed into the camps 0:04:06.880,0:04:10.720 through specially arranged checkpoints [br]organized by the Bangladesh army. 0:04:11.440,0:04:15.760 The U.N. Refugee Agency has teamed up [br]with the Bangladesh government to train 0:04:15.760,0:04:21.200 1,500 community health workers inside the [br]camps to raise awareness about the virus. 0:04:21.760,0:04:25.600 Dr. Fahadin Aktar works in early [br]responsive care at the camp. 0:04:25.600,0:04:29.120 DR. FAHADIN AKTAR, U.N. Refugee [br]Agency (through translator): Here, 0:04:29.120,0:04:32.640 first, we check their temperature. We [br]set up compulsory handwashing points, 0:04:32.640,0:04:36.400 and all people must wash their hands [br]and maintain proper social distancing. 0:04:36.400,0:04:40.160 Before, five people sat together, but [br]now, in one seat, two people sit together 0:04:40.160,0:04:44.000 with a barrier for social distancing. [br]And we make sure all patients wear masks. 0:04:44.000,0:04:48.480 TANIA RASHID: Despite the efforts, Dr. [br]Aktar says he's seen a sharp decline 0:04:48.480,0:04:52.640 in the numbers of Rohingya patients. [br]Many are scared to go to the hospital. 0:04:52.640,0:04:56.320 DR. FAHADIN AKTAR (through translator): [br]Those with suspected symptoms are tested 0:04:56.320,0:05:00.000 and quarantined. This has sparked fear among [br]the Rohingya, concerned that they could be 0:05:00.000,0:05:03.120 sent somewhere else, separate from their [br]families, if they share their symptoms. 0:05:03.120,0:05:09.360 TANIA RASHID: The official numbers say there [br]have been only 400 confirmed COVID-19 cases 0:05:09.360,0:05:14.880 and 10 related deaths at the camp. [br]Bangladesh authorities insist cases 0:05:14.880,0:05:19.920 at the camps are increasing at a much slower rate [br]than global trends due to the enforced lockdown. 0:05:21.040,0:05:24.880 But the longing to go back home [br]remains for many of these refugees, 0:05:24.880,0:05:32.640 despite the ongoing military coup back in [br]Myanmar. For weeks, tens of thousands of peaceful 0:05:32.640,0:05:38.160 protesters have taken to the streets of major [br]cities, protesting the military's seized power. 0:05:40.240,0:05:44.160 In response, the police are [br]cracking down violently, 0:05:44.160,0:05:50.960 with the bloodiest days this past weekend. Many [br]Rohingya activists we spoke with are hoping their 0:05:50.960,0:05:56.240 support for the movement in Myanmar will be a [br]turning point in their on-going fight for justice, 0:05:56.960,0:06:00.400 despite the lack of support from [br]ousted leader Aung San Suu Kyi, 0:06:00.960,0:06:06.240 who defended the military against [br]accusations of genocide in The Hague in 2019. 0:06:08.560,0:06:13.680 But the aftermath of the recent fires [br]have taken their lives for a drastic turn, 0:06:14.560,0:06:19.840 as the place they sought refuge [br]has put them in limbo yet again. 0:06:19.840,0:06:33.840 For the "PBS NewsHour," I'm Tania Rashid.
