9:59:59.000,9:59:59.000 A year ago, we were invited[br]by the Swiss embassy in Berlin 9:59:59.000,9:59:59.000 to present our art projects. 9:59:59.000,9:59:59.000 We are used to invitations,[br]but this invitation really thrilled us. 9:59:59.000,9:59:59.000 The Swiss embassy in Berlin is special. 9:59:59.000,9:59:59.000 It is the only old building[br]in the government district 9:59:59.000,9:59:59.000 that was not destroyed[br]during the Second World War, 9:59:59.000,9:59:59.000 and it sits right next[br]to the Federal Chancellery. 9:59:59.000,9:59:59.000 No one is closer to Chancellor Merkel[br]than the Swiss diplomats. 9:59:59.000,9:59:59.000 (Laughter) 9:59:59.000,9:59:59.000 The government district in Berlin[br]also contains the Reichstag -- 9:59:59.000,9:59:59.000 Germany's parliament --[br]and the Brandenburg Gate, 9:59:59.000,9:59:59.000 and right next to the gate[br]there are other embassies, 9:59:59.000,9:59:59.000 in particular the U.S.[br]and the British embassy. 9:59:59.000,9:59:59.000 Although Germany[br]is an advanced democracy, 9:59:59.000,9:59:59.000 citizens are limited[br]in their constitutional rights 9:59:59.000,9:59:59.000 in its government district. 9:59:59.000,9:59:59.000 The right of assembly and the right[br]to demonstrate are restricted there. 9:59:59.000,9:59:59.000 And this is interesting[br]from an artistic point of view. 9:59:59.000,9:59:59.000 The opportunities to exercise[br]participation and to express oneself 9:59:59.000,9:59:59.000 are always bound to a certain order 9:59:59.000,9:59:59.000 and always subject[br]to a specific regulation. 9:59:59.000,9:59:59.000 With an awareness[br]of the dependencies of these regulations, 9:59:59.000,9:59:59.000 we can gain a new perspective. 9:59:59.000,9:59:59.000 The given terms and conditions[br]shape our perception, our actions, 9:59:59.000,9:59:59.000 and our lives. 9:59:59.000,9:59:59.000 And this is crucial in another context. 9:59:59.000,9:59:59.000 Over the last couple of years, 9:59:59.000,9:59:59.000 we learned that from the roofs[br]of the U.S. and the British embassy, 9:59:59.000,9:59:59.000 the secret services have been listening[br]to the entire district, 9:59:59.000,9:59:59.000 including the mobile phone[br]of Angela Merkel. 9:59:59.000,9:59:59.000 The antennas of the British GCHQ[br]are hidden in the white cylindrical ??. 9:59:59.000,9:59:59.000 By the listening post of the American NSA[br]is covered by radio transparent screens. 9:59:59.000,9:59:59.000 But how to address these hidden[br]and disguised forces? 9:59:59.000,9:59:59.000 With my colleague Christoph Wachter, 9:59:59.000,9:59:59.000 we accepted the invitation[br]of the Swiss embassy, 9:59:59.000,9:59:59.000 and we used this opportunity[br]to exploit the specific situation. 9:59:59.000,9:59:59.000 If people are spying on us,[br]it stands to reason 9:59:59.000,9:59:59.000 that they have to listen[br]to what we are saying. 9:59:59.000,9:59:59.000 (Laughter) 9:59:59.000,9:59:59.000 On the roof of the Swiss embassy,[br]we installed a series of antennas. 9:59:59.000,9:59:59.000 They weren't as sophisticated as those[br]used by the Americans and the British. 9:59:59.000,9:59:59.000 They were makeshift ????? antennas,[br]not camouflaged but totally obvious 9:59:59.000,9:59:59.000 and visible. 9:59:59.000,9:59:59.000 The Academy of Arts joined the project, 9:59:59.000,9:59:59.000 and so we built another large antenna[br]on their rooftop 9:59:59.000,9:59:59.000 exactly between the listening posts[br]of the NSA and the GCHQ. 9:59:59.000,9:59:59.000 (Laughter) 9:59:59.000,9:59:59.000 Never have we been observed in such detail[br]while building an art installation. 9:59:59.000,9:59:59.000 A helicopter circled over our heads 9:59:59.000,9:59:59.000 with a camera registering[br]each and every move we made, 9:59:59.000,9:59:59.000 and on the roof of the U.S. embassy,[br]security officers patrolled. 9:59:59.000,9:59:59.000 Although the government district 9:59:59.000,9:59:59.000 is governed by a strict police order, 9:59:59.000,9:59:59.000 there are no specific laws[br]relating to digital communication. 9:59:59.000,9:59:59.000 Our installation[br]was therefore perfectly legal, 9:59:59.000,9:59:59.000 and the Swiss Ambassador[br]informed Chancellor Merkel about it. 9:59:59.000,9:59:59.000 We named the project[br]"Can You Hear Me?" 9:59:59.000,9:59:59.000 (Laughter) 9:59:59.000,9:59:59.000 The antennas created an open[br]and free wifi communication network 9:59:59.000,9:59:59.000 in which anyone who wanted to[br]would be able to participate 9:59:59.000,9:59:59.000 using any wifi-enabled device[br]without any hindrance, 9:59:59.000,9:59:59.000 and be able to send messages[br]to those listening 9:59:59.000,9:59:59.000 on the frequencies[br]that were being intercepted. 9:59:59.000,9:59:59.000 Text messages, voice chat, file sharing: 9:59:59.000,9:59:59.000 anything could be sent anonymously. 9:59:59.000,9:59:59.000 And people did communicate. 9:59:59.000,9:59:59.000 Over 15,000 messages were sent. 9:59:59.000,9:59:59.000 Here are some examples. 9:59:59.000,9:59:59.000 "Hello world, hello Berlin,[br]hello NSA, hello GCHQ." 9:59:59.000,9:59:59.000 "NSA Agents, Do the Right Thing![br]Blow the whistle!" 9:59:59.000,9:59:59.000 "This is the NSA. Files appeared on the network,[br]including classified documents 9:59:59.000,9:59:59.000 leaked from the parliamentary[br]investigation commission, 9:59:59.000,9:59:59.000 which highlights that the free exchange[br]and discussion of vital information 9:59:59.000,9:59:59.000 is starting to become difficult,[br]even for members of a parliament. 9:59:59.000,9:59:59.000 We also organized guided tours[br]to experience and sound out 9:59:59.000,9:59:59.000 the power constellations on site. 9:59:59.000,9:59:59.000 The tours visited the restricted zones[br]around the embassies, 9:59:59.000,9:59:59.000 and we discussed the potential[br]and the highlights of communication. 9:59:59.000,9:59:59.000 If we become aware of the constellation, 9:59:59.000,9:59:59.000 the terms and conditions of communication, 9:59:59.000,9:59:59.000 it not only broadens our horizon, 9:59:59.000,9:59:59.000 it allows us to look behind[br]the regulations that limit our worldview, 9:59:59.000,9:59:59.000 our specific, social, political,[br]or aesthetic conventions. 9:59:59.000,9:59:59.000 Let's look at an actual example. 9:59:59.000,9:59:59.000 The fate of people living[br]in the makeshift settlements 9:59:59.000,9:59:59.000 on the outskirts of Paris[br]is hidden and faded from view. 9:59:59.000,9:59:59.000 It's a vicious circle. 9:59:59.000,9:59:59.000 It's not poverty, not racism,[br]not exclusion that are new. 9:59:59.000,9:59:59.000 What is new is how[br]these realities are hidden 9:59:59.000,9:59:59.000 and how people are made invisible[br]in an age of actually global 9:59:59.000,9:59:59.000 and overwhelming[br]communication and exchange. 9:59:59.000,9:59:59.000 Such makeshift settlements[br]are considered illegal, 9:59:59.000,9:59:59.000 and therefore those living in them 9:59:59.000,9:59:59.000 don't have a chance[br]of making their voices heard. 9:59:59.000,9:59:59.000 On the contrary, every time they appear,[br]every time they risk becoming visible, 9:59:59.000,9:59:59.000 merely gives grounds[br]for further persecution, 9:59:59.000,9:59:59.000 expulsion, and suppression. 9:59:59.000,9:59:59.000 What interested us is how we could[br]come to know this hidden side. 9:59:59.000,9:59:59.000 We were searching for an interface,[br]and we found one. 9:59:59.000,9:59:59.000 It's not a digital interface,[br]but a physical one: it's a hotel. 9:59:59.000,9:59:59.000 We named the project Hotel Gelem. 9:59:59.000,9:59:59.000 Together with Roma families,[br]we created several Hotel Gelems in Europe, 9:59:59.000,9:59:59.000 for example in Freiburg in Germany,[br]in Montreuil near Paris, 9:59:59.000,9:59:59.000 and also in the Balkans. 9:59:59.000,9:59:59.000 These are real hotels. 9:59:59.000,9:59:59.000 People can stay there. 9:59:59.000,9:59:59.000 But they aren't a commercial enterprise. 9:59:59.000,9:59:59.000 They are a symbol. 9:59:59.000,9:59:59.000 You can go online 9:59:59.000,9:59:59.000 and ask for a personal invitation[br]to come and live for a few days 9:59:59.000,9:59:59.000 in the Hotel Gelem, in their homes. 9:59:59.000,9:59:59.000 eating, working, and living[br]with the Roma families. 9:59:59.000,9:59:59.000 Here, the Roma families[br]are not the travelers, 9:59:59.000,9:59:59.000 the visitors are. 9:59:59.000,9:59:59.000 Here, the Roma families[br]are not a minority, 9:59:59.000,9:59:59.000 the visitors are. 9:59:59.000,9:59:59.000 The point is not to make judgments 9:59:59.000,9:59:59.000 but rather to find out about the context[br]that determines these disparate 9:59:59.000,9:59:59.000 and seemingly insurmountable[br]contradictions. 9:59:59.000,9:59:59.000 In the world of globalization, 9:59:59.000,9:59:59.000 the continents are drifting[br]closer to each other. 9:59:59.000,9:59:59.000 Cultures, goods, and people[br]are in permanent exchange, 9:59:59.000,9:59:59.000 but at the same time, the gap[br]between the world of the privileged 9:59:59.000,9:59:59.000 and the world of the excluded is growing. 9:59:59.000,9:59:59.000 We were recently in Australia. 9:59:59.000,9:59:59.000 For us, it was no problem[br]to enter the country. 9:59:59.000,9:59:59.000 We have European passports,[br]visas, and air tickets. 9:59:59.000,9:59:59.000 But asylum seekers who arrive[br]by boat in Australia 9:59:59.000,9:59:59.000 are deported or taken to prison. 9:59:59.000,9:59:59.000 The interception of the boats 9:59:59.000,9:59:59.000 and the disappearance of the people[br]into the detention system 9:59:59.000,9:59:59.000 are veiled by the Australian authorities.
