I'm Dr Karen Sacs, I'm a professor
and Chair of the Department
of Administration, Rehabilitation
and Post Secondary Education
at San Diego State University.
I've been here for almost 30 years
now, but I started my career
as Special Education Teacher.
And, the first year that I taught,
was the first year that my students
were ever allowed
into public school,
because of the severity of
their disabilities.
A law was passed in 1975, that
allowed students
with very significant disabilities,
for everybody to be able
to come to public school.
And that was the first year
that I started teaching.
And we were in a small building,
with about 40 students,
and a bunch of us, new teachers
trying to figure out what to do
with all these kids
from ages 5 to 22, who first
stepped foot into public school.
So when I was teaching, this was
far before the ADA was passed,
I learned a lot about
the lack of accessiblity.
In fact, with the students
I was teaching,
I started teaching the older
students, the teenagers,
and I didn't have a whole lot
of time with them in school
because they've just started.
And I realized that they needed
to learn how to access their
community,
They needed to learn how to
get jobs,
they needed to learn all
those life skills
because you had so short time
with them.
And in my school district
they had people whose job was
to look for jobs for students,
so they were 'job developers'
of sorts, and when I asked
for a job developer for our school,
I was told that we wouldn't
be getting one,
because our students
couldn't work.
And, as you can imagine,
that just motivated me to
figure it out.
Because I knew that my students
could work.
And so I started going out
and meeting
some of the business people
in the neighborhood,
and they introduced me
to other business people,
I started learning how to talk
to employers,
which was nice, something
I learned
in my Special Education Program,
learning to be a teacher.
And I found that,
my students of course, could work.
and I appealed directly to
employers,
and they helped me learn
the ropes of how to do all of this
and I started teaching my students
how to ride the bus,
and how to figure out some kinds
of accommodations for them
to do jobs, and it was so exciting
when a student got a job
and found something that
they liked to do
and that they were good at.
And we had parents who never
in a million years had thought
that their sons and daughters
could work, and yet
they saw them being successful
and parents who were very
nervous about
having them involved in the community
were so excited, they became
of course our biggest advocates
for expanding this
educational program.
And so I found that no matter
where I went
I was trying to raise awareness
and more importantly,
raise expectations
about the students I was
working for
and well, working with.
When I came to San Diego State,
it was to really look at how we
could use assisted technology
to connect people with disabilities
whether they were going to school,
getting jobs,
accessing their community in
any way.
So assisted technology really
became an area I was focused on
and we had a couple of
federal grants
that funded me, funded me and
other colleagues
to develop some community
partnerships
to support the development
of assisted technology
so this was in the earlier days,
I think the ADA had just passed,
the communities were opening up,
employers were becoming
more aware,
and we started getting people from
the community
really interested in helping us
to make modifications,
to help individual access the work
that they wanted to access.
And so I started teaching a course
around the applications
of assisted technology,
I co-taught it with an engineering
faculty member
and we had students from Special
Education, from Rehabilitation,
from Englineering...
we also had people from
the community,
we had occupational and physical
therapists, speech therapists,
we had people who sold equipment,
we had different kinds of engineers
who took the class,
and we all sort of long together
what the possibilities were when
we made a good match
with people with disabilities
and an assisted technology that
connected them
to the activities that they
wanted to do.
And we found out that made
such a huge difference
and it gave people control over
their lives.
And one of the activities we did
in the class
was to do the ADA Accessibility Survey
and this was so eye opening for
me and for my students
and for people who were in
our community,
who were working with us.
So we would have students
go out and conduct the survey
and find out how accessible
-or not-
their local neighborhoods were.
They went to retail places,
they went to restaurants,
and hotels, and any kind of places
that they might want to access
in their neighborhoods
and what we found is, for all of us,
we just never looked at a place
the same way.
And having that ADA Accessibility
Survey as a context,
and as a guide to help us look at
where we could make changes
because part of the assignment
was not only taking the survey and
finding out what was good
and where people could make
improvements,
but also to do the advocacy,
to bring that awareness, and to
make sure that people realize
that they have a whole market
out there
that they hadn't thought about.
And in order for that market to
access their businesses,
they needed to make it more accessible.
So it was a really exciting and,
to this day, I still teach the class,
and I still do the ADA Accessibility
Survey, and luckily
things have gotten better and
we've seen a lot of improvements,
but we always find things that
can be improved.
So I have seen many
positive changes,
both in physical access
to buildings,
but also access to electronic
and digital communication
and that's a big one that has made
a huge difference.
I think that what happens often is,
we don't think about these
considerations up front.
That all too often is after
the fact.
even at the university, whenever
they're introducing new software,
new technologies, new platforms,
that we're using,
I always ask upfront
what about the accessibility?
and it used to be that the answer
was always, inevitably...
"we'll get to that."
"We'll get to that later"
I've seen that change and people
are really looking
at the accessibility issues upfront.
But I think that really happens...
needs to happen more.
And the idea of universal design
has to be thought of upfront,
And it's much more inclusive
it's also much more cost effective.
And so I think getting into
the mindset of people upfront
and I've had the chance to work
with architecture students,
for example, and being able to
introduce them to individuals
with disabilities has given them
insight that it's not about
compliance
it's not just about compliance
and going with the codes.
But once they've met people
who were accessing the
community in different ways,
it helped them think about
design in a new way.
And it encouraged them to
consider their creativity
in how to make their designs,
whether these were buildings, or
outside landscapes,
whatever it was, that they
should make those
more accessible
for a wider range of people.
What I'd like to see, is
disability
firmly planted in the diversity
discussions.
I think, all too often
the diversity discussions,
particularly that are happening
now, often leave disability
out of the equation.
And disability crossings over
intersects with every other identity
whether it's gender, age,
ethnicity....every aspect
you'll find people with disabilities.
And in fact, any of us can join
the disable group, at any time
and most of us will at some point
in our lives. So I think
being able to think proactively and
holistically about disability...
is really critical and it has to be
forming part of those conversations
that we're having about diversity.

و مجموعة منا المدرسين الجدد
نحاول ان نكتشف ماذا نفعل
مع كل هؤلاء الطلاب
من الاعمار 5 سنوات الي 22
و التي كانت خطونهم الاولي للمدارس العامة
لذا عندما كنت اقوم بالتدريس
كان ذلك قبل مرور ADA
تعلمت الكثير بسبب نقص امكانيات التواصل
في الحقيقة
الطلاب الذين كنت اقوم بتعليمهم
بدأت بتدريس الطلاب الكبار المراهقين
و لم يكن لدي الوقت الكافي معهم في المدرسة
لانهم للتو بدؤا
و انا استوعبت انهم بحتجة الي
الي تعلم كيف يتواصلوا مع مجتمعهم
يحتاجون لتعلم كيف يحصلو علي عم
يحتاجون الي تعلم كل المهارات الحيوية
و لانك حظيت بوقت قليل معهم
و مع منطقة مدرستي
كان هناك اشخاص عملهم هو
البحث عن اعمال للطلاب
لذا هما كانو نوعا من مطوروا الاعمال
و عندما سألت
لمطور عمل لمدرستنا
تم اخباري اننا لن نحصل علي واحد
لان طلابنا لا يمكنهو العمل
و كما يمكنك التخيل
هذا شجعني اكثر علي معرفتها
لاني اعلم ان طلابي يمكنهم العمل
و بدأت بالذهاب الي مقابلة
بعض رجال الاعمال في الجوار
و هم قدموني الي المزيد من رجال الاعمال
بدأت اتعلم كيف اتعامل مع الموظفين
و كانو لطفاء نعلمت شء ما
في برنامج التربية الخاصة الخاص بي ،
تعلم أن تكون معلما
و انا وجدت ان من الاكيد ان
طلابي يمكنهم العمل
و انا ناشدت الموظفين مباشرة
و هم علموني كيف نفعل كل هذا
و بدأت في تعليم طلابي
كيف يركبو الحافلة
كيف يحصلو علي انواع من الاقامة لهم
ليعملو كان هذا مدهش للغاية
عندما حصل الطلاب علي العمل
و وجدوا شئ يحبون فعله
و هم جيدين به
وكان لدينا آباء لم يفكرو في ذلك
خلال مليون سنة
ان ابنائهم و بناتهم
يمكنهم العمل
هم شاهدوهم ينجحون
و الاباء الذين كانو قلقين للغاية حول
دخولهم المجنمع
اصبحو متحمسين للغاية
و بالتاكيد اصبحو اول المدافعين عنا
لانتشار هذا البرانمج التعليمي
لذا انا استنتجت انه لا يهم اين اكون
و كنت احاول ان ارفع الوعي
و المزيد من الاهمية
ان ارفع التوقعات
حول الطلاب الذين اعمل من اجلهم
و ايضا اعمل معهم
عندما اتيت الي ولاية سان دايجو
كان يجب النظر حول كيفية استخدام
التكنولوجيا المساعدة
لنصل بين الناس و المعاقين
اذا ما كانوا يذهبون الي المدرسة
و يحصلون علي عمل
و يتواصلوا في طريقهم مع المجتمع
لذا التكنولوجيا المساعدة اصبحت حقا
ما اركز عليه
و كان لينا زوجان من المنح الفيدرالية
الذين عثروا علي انا و زملاء اخرون
لنطور بعض اعضاء المجتمع
لندعم تطور التكنولوجيا المساعدة
و هذا كان في الايام السابقة
عتقد انه تم التصريح ب ADA
كان المجتمع يتفتح
الموظفون اصبحو اكثر وعيا
و اصبح هناك افراد من المجتمع
مهتمون حقا لمساعدتنا و ليقوموا بالتعديلات
ليساعدوا التواصل الفردي للعمل الذي يحتاجوه
و بدأت بتدريس دورة تدريبية عن تطبيقات
لالتكنولوجيا المساعدة
لقد قمت بتدريسها مع الهندسة
عضو هيئة التدريس في الكلية
و كان لدينا طلاب من التعليم الخاص
,و اعادة التاهيل
من الهندسة
و كان لدينا ايضا اشخاص من المجتمع
كان لدينا معالجين المهنية والجسدية
ومعالجي النطق
كان يوجد الاشخاص الذين باعوا الادوات
كان يوجد عدد من المهندسين و اخذوا الفصول
ونحن جميعا نفرز طويلا
ما هي الاشياء المتاحة حيث
اننا وصلنا لمستوي جيد
مع الاشخاص ذوي الاعاقة
و التكنولوجيا المساعدة التي تصل بينهم
و بين الانشطة التي يريدون القيام بها
و اكتشفنا ان صنع مثل هذا التغيير الضخم
و منح الاشخاص السيطرة علي حياتهم
و احد الانشطة التي قمنا بها في الفصل
كان لإجراء احصائية الوصول ADA
و ذلك فتح عيني انا و طلابي
و للاشخاص الذين كانو في مجتمعنا
الذين كانوا يعملون معنا
لذا كان لدينا طلاب ذهبو للخارج
و قامو بالاحصائية
ومعرفة امكانية الوصول إلي
-أم لا-
و احيائهم المحليون
ذهبوا إلى أماكن البيع بالتجزئة ،
ذهبوا الي المطاعم
و الفنادق و اي نوع من انواع الاماكن
التي يمكن يذهبوا لها لكي يتواصلوا احيائهم
و ما اكتشفناه جميعا
نحن لم ننظر ابدا الي مكان بنفس الطريقة
و اصبح امكانية احصاء ال ADA مثل السياق
و مثل المرشد الذي يساعدنا اين يجب ان نغير
لان جزء من المهمة
لم يقتصر علي القيام بالاحصاء
و اكتشاف ما هو الجيد
و اين يمكن للناس ان يحسنوا
ولكن أيضًا للقيام بالدعوة ،
لجلب الوعي و التأكد ان الناس استوعبوا
أن لديهم سوقًا كاملاً
في الخارج
الذي لم يفكروا عنه
و ليتمكن هذا السوق من الوصول الي اعمالهم
كانوا بحاجة لجعله أكثر سهولة.
و ذلك كان مدهش للغاية و حتي هذا اليوم
لازلت ادرس الفصل
و لا ازال اقوم بامكانية احصاء ال ADA و
ولحسن الحظ
الامور تحسنت و رئينا المزيد من الانجازات
و لكن دائما ما نجد الاشياء ا
لتي يمكن تحسينها
اذا انا رئيت الكثير من التغيرات الاجابية
في كلا من الوصول المادي
للمباني
و لكن ايضا الوصول الي
التواصل الالكتروني و الرقمي
و هذا هو الذي احرز التغير الضخم
افكر ان ما حدث غالبا ان
نحن لا نفكر في هذه
الاعتبارات مقدما
هذا في كثير من الأحيان بعد ذلك
الحقيقة.
حتي في الجامعة اينما كان
إنهم يقدمون برامج جديدة ،
تقنيات جديدة ومنصات جديدة
التي نستخدمها
أنا دائما أسأل مقدما
ماذا عن التواصل
وكان هذا هو الجواب
كان دائما ، حتما
نحن سوف نتمكن منها
نحن سوف نحصل علي ذلك لاحقا

وأتيحت لي الفرصة للعمل

En mi distrito escolar
contaban con personas cuya función era
buscar trabajos para los estudiantes.
Cuando solicité a una persona
para nuestra escuela,
me dijeron que no era posible
porque nuestros estudiantes
no podían trabajar.
Como imaginarás,
eso fue lo que me motivó a investigar.
Sabía que ellos podían trabajar.
Me reuní con algunos
de los empresarios del vecindario
y me presentaron a otros empresarios.
Así aprendí a cómo hablar con ellos
y fue excelente.
Lo aprendí
cuando estudiaba para profesora
en el programa de educación especial.
Y, en efecto, comprobé
que mis estudiantes podían trabajar.
Recurrí directamente
a los empleadores
y me ayudaron
con las bases de todo esto.
Comencé a enseñar
a mis estudiantes a usar el autobús
y a buscar un lugar
en el que pudieran trabajar.
Fue muy emocionante
cuando uno de ellos encontró un trabajo
que le gustaba hacer
y en el que era bueno.
Muchos de los padres jamás se imaginaron
que sus hijos e hijas podían trabajar
y aun así vieron como ellos lo lograban.
Había padres que estaban nerviosos
de que se involucren en las comunidades.
Pero fue emocionante
porque ellos se convirtieron
en nuestros principales promotores
de este programa educativo.
Me di cuenta de que
adondequiera que vaya
trataba de concientizar
y sobre todo de aumentar las expectativas
de los estudiantes

Llegué a la Universidad Estatal
de San Diego
para ver cómo podríamos usar

a encontrar un trabajo

se empezaron a interesar,
los empleadores
eran más conscientes,
muchas personas de la comunidad
estaban dispuestos a ayudarnos
a que las personas puedan acceder
a un trabajo que les guste.
Empecé a enseñar junto con un miembro
de la facultad de Ingeniería
un curso sobre
el uso de la tecnología asistiva.
Participaron estudiantes
de educación especial,
de rehabilitación,
de ingeniería, personas de la comunidad.
También estaban terapeutas físicos,
ocupacionales y de lenguaje,
personas que vendían equipos e
ingenieros de diversos ámbitos.
Y de alguna manera
analizamos las posibilidades
de relacionar
a las personas con discapacidades
y a la tecnología asistiva
para que puedan realizar
las actividades que querían hacer.
Esto marcó una gran diferencia
y permitió a que las personas
tengan el control de sus vidas.
Una de las actividades
que se realizó en clase fue la encuesta
sobre accesibilidad
de la ley de personas con discapacidades
Fue muy revelador para mi,
para mis estudiantes
y para las personas de la comunidad
con quienes trabajamos.
Teníamos estudiantes
que salían a realizar las encuestas
para averiguar qué tan accesible
eran sus vecindarios.
Iban a lugares comerciales,
restaurantes, hoteles
cualquier lugar que se encuentre
dentro de su vecindario.
Y nos dimos cuenta
de que simplemente
ya no volveríamos
a mirar un lugar de la misma manera.
Tener la encuesta sobre accesibilidad
como medio y guía
nos ayudaba
a ver donde se podrían hacer cambios.
Parte de la tareas
no solo eran realizar las encuestas,
averiguar los aspectos positivos
y las áreas donde se podría mejorar,
sino también
promover y concientizar a las personas
que hay todo un mercado ahí afuera
en el que no habían pensado.
Y para que ese mercado
acceda a sus negocios
necesitan hacerlo más accesibles.
Fue realmente fascinante
y hasta ahora continúo enseñando
y realizando la encuesta.
Por suerte, las cosas han mejorado,
hemos visto una gran cantidad de avances,
aunque siempre
hay algunas cosas por mejorar.
He visto muchos aspectos positivos
tanto en el acceso físico
a los establecimientos
como en el acceso
a la comunicación electrónica y digital.
Y eso ha marcado
una gran diferencia.
Creo que lo que pasa muy a menudo
es que no pensamos
en estas cuestiones al principio,

Je suis Dr. Karen Sacs, je suis
un professeur
et directeur du département
d'administration, réhabilitation
et éducation postsecondaire
à l'Université d'État de San Diego.
Je suis ici depuis presque 30 ans
maintenant, mais j'ai commencé ma carrière
comme enseignant en éducation spécialisée.
Et, la première année où j'ai enseigné,
était la première année que mes étudiants
avait le doit
dans l'école publique,
en raison de la gravité de
leurs handicaps.
Une loi a été passé en 1975, qui
autorisés les étudiants
avec des handicaps très importants,

Alors quand j'enseignais, c'était
bien avant l'adoption de l'ADA,
j'ai beaucoup appris sur
le manque d'accessibilité.
En fait, avec les étudiants
J'enseignais,
J'ai commencé à enseigner aux plus âgés
les étudiants, les adolescents,
et je n'en avais pas beaucoup
de temps avec eux à l'école
parce qu'ils viennent de commencer.
Et j'ai réalisé qu'ils avaient besoin
pour savoir comment accéder à leur
communauté,
Ils avaient besoin d'apprendre à
obtenir des travails
ils avaient besoin de tout apprendre
ces compétences de vie
parce que tu avais si peu de temps
avec eux.
Et dans mon district scolaire
ils avaient des gens dont le travail était
chercher des emplois pour les étudiants,
ils étaient des "développeurs d'emplois ''
en quelque sorte, et quand j'ai demandé
pour un développeur d'emplois
pour notre école,
On m'a dit qu'on aller pas
en avoir un,
parce que nos étudiants
ne pouvait pas travailler
Et, comme vous pouvez l'imaginer,
cela m'a juste motivé à
comprendre.
Parce que je savais que mes étudiants
pourrait travailler
Et donc j'ai commencé à sortir
et rencontre
certains des gens d'affaires
dans le quartier,
et ils m'ont présenté
à d'autres hommes d'affaires,
J'ai commencé à apprendre à parler
aux employeurs,
ce qui était sympa, quelque chose
que J'ai appris
dans mon programme d'éducation spéciale,
apprendre à être enseignant.
Et j'ai trouvé ça, mes étudiants,
bien sûr, pourraient travailler.
et j'ai fait appel directement à
les employeurs,
et ils m'ont aidé à apprendre
les cordes de la façon de faire tout cela
et j'ai commencé à enseigner à mes élèves

pourrait travailler, et pourtant
ils les ont vus réussir
et des parents qui étaient très
stressé à propos de
les impliquer dans la communauté
étaient tellement excités, ils sont
devenus nos plus grands défenseurs
pour étendre cela
programme éducatif.
Et donc j'ai trouvé que peu importe
où je suis allé
J'essayais de sensibiliser
et plus important,
susciter des attentes
à propos des étudiants que j'étais
travailler pour
et bien, en travaillant avec.
Quand je suis arrivé dans l'État
de San Diego,
c'était pour regarder comment nous
pourrons utiliser la technologie assistée
pour connecter les personnes handicapées
s'ils allaient à l'école,
obtenir un emploi,
accéder à leur communauté en
en tous cas.
La technologie si assistée vraiment est
devenu un domaine que je me concentrais
et nous avons eu quelques
subventions fédérales
qui m'a financé, financé et

nous avions aussi des gens de
la communauté,
nous avions des problèmes professionnels
et physiques thérapeutes, orthophonistes,
nous avions des gens qui vendaient
du matériel,
nous avions différents types d'ingénieurs
qui a pris le cours,
et nous passons tous ensemble
quelles étaient les possibilités quand
nous avons fait un bon match
avec des personnes handicapées
et une technologie assistée qui
les a connectés
aux activités qu'ils
voulait faire.
Et nous avons découvert que
une si grande différence
et cela a donné aux gens le contrôle sur
leurs vies.
Et l'une des activités que nous avons
faites dans la classe
était de faire l'enquête
d'accessibilité ADA
et c'était tellement révélateur pour
moi et pour mes étudiants
et pour les gens qui étaient
dans notre communauté,
qui travaillaient avec nous.
Donc nous aurions des étudiants
sortir et mener l'enquête
et découvrez comment accessible
-ou pas-
leurs quartiers locaux étaient.
Ils sont allés dans des magasins,
ils sont allés au restaurant,
et hôtels, et tout type de lieux
auquel ils pourraient vouloir accéder
dans leurs quartiers
et ce que nous avons trouvé est,
pour nous tous,
nous n'avons juste jamais regardé un
endroit de la même façon.
Et avoir cette accessibilité ADA

et comme guide pour nous aider à regarder
où nous pourrions faire des changements
parce qu'une partie de la mission

et je fais toujours l'accessibilité ADA

les choses se sont améliorées et

que nous utilisons,

Et pour l'accessibilité?
et c'était que la réponse
était toujours, inévitablement ...
"nous y arriverons."
"Nous y reviendrons plus tard"
J'ai vu ce changement et les gens
cherchent vraiment
au début des problèmes d'accessibilité.
Mais je pense que cela arrive vraiment ...
doit se produire davantage.
Et l'idée du design universel
doit être pensé d'avance,

molto prima che l'ADA passasse,
imparai molto sulla
carenza di accessibilità.

ai quali insegnavo,

con loro a scuola
perchè avevano appena iniziato.
E mi resi conto che avevano bisogno

perchè hai così poco
tempo per loro.
E nel mio distretto scolastico
avevano persone il cui lavoro
era cercare lavoro per gli studenti,
quindi creavano posti di lavoro
e quando chiesi loro
per un lavoro così per la nostra scuola,
mi è stato detto che non ne
avremmo avuto uno
non idoneo
per i nostri studenti.
E, come potete immaginare,
mi ha motivato a comprendere.
Perchè sapevo che i miei studenti
potevano lavorare.
E così ho iniziato ad andare
fuori ed incontrare
alcuni uomini di affari
nel vicinato,
che mi hanno presentato
altri uomini di affari,
ed ho imparato come parlare
ai datori di lavoro,
ed è stato piacevole, qualcosa
appreso

nel mio primo Progamma Speciale.
La prova fu che
i miei studenti potevano lavorare.
Mi rivolgevo direttamente
ai datori di lavoro,
e loro mi hanno insegnato
i trucchi del mestiere
che ho insegnato ai miei studenti
come affrontare tutto,
e come poter ottenere
le condizioni per
fare un lavoro, ed è stato bello
vedere uno studente
ottenere un lavoro
trovando qualcosa che
gli piaceva fare
per il quale era anche idoneo.
E abbiamo famigliari che non
hanno mai appreso questo
che i loro figli e figlie
potevano fare, eppure
li vedevano fare bene
e genitori che erano molto
nervosi al riguardo
avendoli coinvolti nella comunità
erano così presi, che divennero
i nostri più grandi consiglieri
per espandere questo
programma educativo
Così ho capito che non importava
dove io andassi
cercavo di sensibilizzare
la consapevolezza ed ancora più
alzare le aspettative
degli studenti pei i quali
stavo lavorando
e meglio, con i quali lavoravo.
Quando arrivai nello Stato di San Diego,
era per capire come meglio
utilizzare la tecncologia assistita
per unire le persone disabili
sia che andassero a scuola
o facessero un lavoro,
accedendo alla loro comunità
in qualche modo.
Così la tecnologia assistita divenne
la mia area di interesse
ed ottenemmo un paio di
sovvenzioni federali
che mi finanziarono, me ed altri
colleghi
per sviluppare qualche cooperazione
di comunità
per supportare lo sviluppo
di tecnologia assistita
questo accadde nei primi giorni,
penso che la ADA fosse appena passata,
le comunità si stavano aprendo,
i datori di lavoro divenivano
più consapevoli,
e cominciammo a reclutare gente
dalla comunità
realmente interessata ad aiutarci
ad apporre delle modifiche,
ad aiutare la gente ad accedere al lavoro
che davvero volevano fare.
Così cominciai ad insegnare un corso
sulle applicazioni
di tecnologia assistita.
Insegnai con un ingegnere
membro di Facoltà
ed avevamo studenti dalla Educazione
Speciale, dalla Riabilitazione,
da Ingegneria...
avevamo anche gente dalla
comunità,
avevamo terapisti fisici professionali,
c'erano persone
che avevano venduto l'attrezzatura,
vi erano varie tipologie di ingegneri
che tenevano le lezioni,
e noi tutti insieme
cercammo di capire
le varie possibilità durante l'incontro
con le persone con disabilità
ed una tecnologia assistita che
li accomunava alle
attività da voler fare.
Scoprimmo che faceva
grande differenza
e dava alla gente il controllo
delle loro vite.
Ed una delle attività che
facemmo in classe
era fare il sondaggio sull'accessibilità
ADA
e questo era così illuminante per me
e per i miei studenti
e per la gente nella nostra comunità,
che lavoravano con noi.
Alcuni studenti uscivano
conducevano sondaggi
capendo quanto fossero o non fossero
accessibili
i loro quartieri.
Sono andati nei negozi,
sono andati nei ristoranti,
ed hotels, ed ogni tipo di posto
dove avrebbero voluto entrare
nei loro quartieri
e quello che abbiamo trovato, per tutti,
è non vedere i posti allo stesso modo.
Avere il sondaggio ADA
come riferimento
e come una guida di supporto per guardare
dove poter intervenire e modificare
perchè parte dell'incarico
non era solo il sondaggio
e cosa ci fosse di sbagliato
e dove la gente poteva fare
dei miglioramenti,
ma anche consigliare in modo attivo,
e far capire alle persone
che avevano un intero mercato
li fuori
al quale non avevano pensato.
E spingere quel mercato
nel loro commercio
dovevano renderlo più accessibile.
Era tutto così emozionante,
ancora insegno alla classe
e ancora conduco il sondaggio ADA
sull'accessibilità, e per fortuna
è andata sempre meglio e abbiamo
visto i miglioramenti,
ma troviamo sempre cose che
possono essere migliorate.
Ho visto molti
cambiamenti positivi,
negli accessi fisici
negli edifici,
ma anche nella comunicazione
elettronica e digitale
e tutto questo ha fatto davvero
una grande differenza.
Penso che quello che accada sempre sia,
che non facciamo queste
considerazioni in anticipo.
Troppo spesso è dopo i fatti

직업을 찾았을 때 너무 신이 났습니다.
그리고 그들이 좋아하는 것과
잘하는 것을 제가 알게 되었을 때도 그랬습니다.
그리고 우리는 그 학생들의 부모님도 만났는데
그들은 자신의 자녀가 일할 수 있을 거라고는 꿈에도 생각하지 않았습니다.
그러나 저는 학생들을 도왔고 부모님들도 자신의 자녀가 성공적으로
직장에 적응하는 것을 보셨습니다. 그들은 이전에 자신의 장애인 자녀들이
지역사회에 속하게 하기 위해서 너무 많은 걱정을 했던 사람들이었습니다.
부모님들 역시 매우 기뻐 하셨고 이 교육 프로그램을
확장시키기 위한 가장 큰 옹호자들이 되기도 했습니다.
어느 곳으로 가든지 상관없이
저는 사람들의 생각을 바꿔주고 그들에게
기대하는 바를 말해서 아이들이 꿈을 이루게 해주었으며
그들과 함께 일하는게
정말 좋았습니다.
제가 샌 디에고 주로 왔을 때
저는 어떻게 장애인 보조기술을 사용할 수 있는지 보았습니다.
그리고 이로써 장애인들을 연결시켜줄 수 있을 거라고 생각했습니다.
그들이 학교에 가고 직장을 얻고
지역사회에서 자리를 잡게 해줄 수 있는 기술이었습니다.
그래서 저는 보조기술을 더 알기 위해서 애썼습니다.
그리고 연방 정부가 저와 제 학교에
일종의 운영기금을 주었고
지역사회가 협력하도록 도와주었으며
보조기술 개발도 지원했습니다.
이 일이 있었던 지 오래 되었고 그 이후 ada가 통과되었습니다.
지역사회는 열려 있었고

모두가 함께 오랜 시간 일했습니다.
우리는 장애인들에게 좋은 일자리를
소개시켜주려고 노력했고
장애인들이 원하는 활동을 할수 있도록
하는데 보조 기술이 도움이 되었습니다.
우리는 큰 차이를 만들어냈다는 사실을 알았고
사람들이 삶을 통제하는 것을 도왔습니다.
그리고 강좌에서 우리가 했던 활동 가운데 하나는
ADA 접근성 연구였습니다.
이 일은 저와 제 학생들, 그리고 우리와
함께 일하던 지역사회의 사람들에게
많은 가르침이 되었습니다.
그래서 우리는 학생들을 밖으로 나가게 하고
연구를 하게 하고 어떻게 지역 이웃들에게
다가갈 수 있는지 가르쳐 주었습니다.
그들은 소매 상점으로 갔고
식당으로 갔고
호텔과 여러 종류의 장소로 갔습니다.
그들은 이웃과 정말로 경쟁하고 싶어 합니다.

저는 언제나 직접적으로 묻습니다.
접근성이란 무엇인지에 대해서요.
이 질문에 대해 사람들의 답은 언제나 이렇습니다.
"아직 잘 몰라서 더 알아봐야 하겠는데요."
"나중에 조금 더 알아보도록 할게요."
저는 저 변화를 보았고 사람들은 정말로
접근성에 대한 문제를 똑바로 보게 되었습니다.
그러나 제 생각에 이런 일은 더 자주 있어야 합니다.
그리고 이런 접근성을 키울 수 있는 시스템을 더 연구해야 합니다.
그렇게 되면 장애인들이 훨씬 더 많이 참여할 수가 있습니다.
이건 훨씬 더 비용 대비 효율적입니다.
제 생각에 사람들은 좀 더 행동을 해야 합니다.
저는 건축을 전공하는 학생을
만난 적이 있었습니다. 그리고 그를
장애가 있는 사람들에게 소개해 줄 수 있었고
그사람은 어떤 통찰을 얻었으며
기존에 잘못되었던 많은 것들을 변화시킬 수 있는 사람으로 성장했습니다.
그러나 그들은 다른 방식으로 지역사회에
접근하던 사람들을 만난 것이었고
새로운 방식으로 체제를 만들어 나가는 것을 그 사람들이 도와줄 수 있게 되었습니다.
그리고 그런 과정을 통해서 그들은 어떻게 설계를 하는지
그들의 건물은 어떤 모습이고 풍경은 어떤 모습인지
이해하고 창의력을 고취시키게 되었습니다.
어떤 일을 했든, 그들은 더 넓으 범위의
사람들에게 더 잘 접근할 수 있게 되었습니다.
저는 장애가 다양성이라는 영역에서
논의의 주제가 되기를 진심으로 원합니다.
제 생각에 너무나도 자주
다양성의 문제를 논의하는 때에,
특히 오늘날 발생하는 다양성의 문제에서,
장애를 우리는 더이상 다루지 않고 있습니다.
그리고 성이나 연령, 민족성 같은 모든 영역에서

e sou presidente do Departamento

e Educação Pós-Ensino Médio
na San Diego State University.
Estou aqui há quase 30 anos,
mas comecei minha carreira
como professora de educação especial.
E meu primeiro ano como professora
foi o primeiro ano
em que meus alunos foram aceitos
na escola pública,
devido a gravidade
de suas deficiências.
Uma lei foi aprovada em 1975,
permitindo alunos
com deficiências significativas,
que todo mundo pudesse
acessar a escola pública.
E foi o primeiro ano
em que comecei a ensinar.
Nós ficávamos em um prédio pequeno,
com uns 40 alunos,
e vários de nós, professores novos
tentando descobrir o que fazer
com aquelas crianças
de 5 a 22 anos, que estavam
pela primeira vez na escola pública.
Então, quando ensinava,
muito antes da ADA ser aprovada
eu aprendi muito sobre a falta
de acessibilidade.
De fato, os alunos a quem eu dava aula
comecei ensinando os alunos mais velhos,
os adolescentes
e não tinha muito tempo
com eles na escola
pois tinham acabado de começar.
E percebi que eles precisavam
aprender a como acessar suas comunidades.
Tinham que aprender a como arranjar
trabalho
tinham que aprender todas essas
habilidades essenciais
porque tínhamos pouco tempo com eles.
E no distrito de minha escola
havia pessoas que trabalhavam
para encontrar emprego para estudantes
eles eram tipo "promotores de emprego".
e quando pedi
por um promotor de emprego
para nossa escola
disseram-me que não teríamos um
pois nossos alunos
não podiam trabalhar
E, como já deve imaginar
isso me motivou a arranjar um jeito.
Porque eu sabia que meus alunos
podiam trabalhar.
Assim, comecei a me reunir com pessoas
alguns empresários do bairro
e eles me apresentaram
a outros empresários
Comecei a aprender a como falar
com esses empregadores
o que foi bom,
uma coisa que aprendi
no Programa de Educação Especial,
aprendendo a ser professora.
E descobri que meu alunos podiam,
claramente, trabalhar
e eu recorria diretamente aos empregadores
e eles me ajudaram a descobrir os truques
de como fazer aquilo tudo
e comecei a ensinar meus alunos
a como pegar o ônibus
a como arranjar
certas acomodações para eles
a fazer certos trabalhos,
e era muito animador
quando um aluno arranjava um trabalho
e encontrava algo do qual gostavam fazer
e eram bons naquilo.
E tínhamos pais que nunca na vida
imaginaram
que seus filhos pudessem trabalhar,
e mesmo assim
viam seus filhos serem bem sucedidos
e pais que ficavam muito nervosos
em envolvê-los na comunidade
ficavam entusiasmados, e claro,
se tornaram nossos grandes defensores
por expandirmos esse programa
educacional.
Então vi que, não importa onde eu ia
tentava conscientizar e, mais importante,
criar expectativas
em relação aos alunos para os quais
eu trabalhava
e com os quais eu trabalhava.
Quando vim para o estado de San Diego
foi para ver como podíamos usar
a tecnologia assistida
para conectar pessoas com deficiência
quando eles estão indo para a escola,
arranjando trabalho
acessando sua comunidade de alguma forma
Então, a tecnologia assistida tornou-se a
área na qual eu me foquei
e tivemos alguns subsídios federais
que financiaram a mim e a outros colegas
no desenvolvimento
de parcerias comunitárias
patrocinando o desenvolvimento
da tecnologia assistida
Isso foi no começo, acho que a ADA
tinha acabado de ser aprovada
as comunidades estavam se abrindo

E então comecei a dar um curso

e tínhamos alunos da Educação Especial,
da Reabilitação
da Engenharia...
também tínhamos pessoas da comunidade
tínhamos terapeutas ocupacionais,
fisioterapeutas, fonoaudiólogos
tínhamos pessoas que vendiam equipamentos
tínhamos diferentes tipos de engenheiros
que faziam as aulas
e todos nós juntos pensávamos
nas possibilidades quando achávamos
uma boa combinação
entre as pessoas deficientes
com uma tecnologia assistida que
os conectasse
às atividades que eles queriam fazer.
E descobrimos que aquilo fazia
uma enorme diferença
e dava aquelas pessoas o controle
sobre suas vidas.
E uma das atividades que fizemos em aula
foi a Pesquisa de Acessibilidade ADA
e isso abriu meus olhos e dos alunos
e das pessoas da nossa comunidade
que trabalhavam conosco.
Então tínhamos alunos que saíam
para conduzir a pesquisa
e descobriam quão acessível ou não
seus bairros locais eram.
Eles iam a lojas comerciais
iam a restaurantes
e hotéis, e todo tipo de lugar
que achavam que eles quisessem acessar
na comunidade
e o que encontramos, para todos nós
nunca mais olhamos para um lugar
da mesma forma que antes
E ter a Pesquisa de Acessibilidade ADA
como contexto
e como guia para nos ajudar a ver onde
podíamos fazer mudanças
porque parte do exercício
não era só fazer a pesquisa e descobrir
o que estava bom
e onde as pessoas podiam melhorar
mas também defender
a conscientização e fazer com que
as pessoas percebessem
que existe um mercado lá fora
que eles não levavam em consideração.
E para que esse mercado acessasse
seus negócios
eles tinham que torná-los mais acessíveis.
Então foi muito animador, e, até hoje,
eu dou essa aula
e ainda faço a Pesquisa de Acessibilidade
ADA, e por sorte
as coisas melhoraram e vemos
muitas modificações
mas sempre encontramos algo que pode
melhorar
Eu vi muitas mudanças positivas
tanto no acesso físico aos edifícios
mas também acesso à comunicação
eletrônica e digital
e essa é uma mudança
que fez uma enorme diferença.
Acho que o que acontece com frequência
é que não pensamos nessas questões
previamente
Aquilo tudo acontece depois do fato.
Mesmo na universidade,
quando estão introduzindo um software
novo, tecnologias, plataformas novas
que estamos usando
sempre pergunto de antemão
e a acessibilidade?
e a resposta era, inevitavelmente,
sempre a mesma
"chegaremos lá"
"chegaremos lá depois"
Vi isso mudar e pessoas estão
realmente olhando
para as questões de acessibilidade
de antemão
Mas acho que isso realmente acontece...
precisa acontecer mais
E a ideia de um modelo universal
deve ser pensado de antemão
E é muito mais inclusivo
e também mais econômico.
Então, eu acho que chegar à mentalidade
das pessoas de antemão
e eu já tive a chance de trabalhar
com alunos de arquitetura, por exemplo,
apresentar a eles
os indivíduos com deficiência permitiu
que eles
pensassem em algo que não tinha a ver
com regulamentações
Não é somente sobre conformidades legais
e sobre códigos.
Mas encontrar pessoas
que acessam a comunidade
de forma diferente

E os encoraja a considerar
sua criatividade
de como fazer seus projetos
estando eles relacionados a prédios,
ou paisagismo
ou o que for que seja.
Deve-se fazê-los

de pessoas
O que eu gostaria de ver é a deficiência
sendo firmemente incluída nas discussões
sobre diversidade
Acho, bem frequentemente
que discussões sobre diversidade
particularmente as que acontecem agora
deixam as questões dos deficientes
fora da equação.
E os deficientes atravessam intercessões
com qualquer outra identidade
sendo em questão de gênero, idade,
raça...em cada grupo
você encontrará pessoas com deficiência.
De fato, cada um de nós pode se juntar
ao grupo de deficientes, a qualquer hora,
e a maioria de nós irá um dia
em nossa vida.
Então eu acho
pensando proativamente
e holisticamente sobre deficiência...
é realmente importante que faça parte
dessas conversas
que estamos tendo sobre diversidade.

Я убедилась, что мои ученики,

как ездить на автобусе,
я стала выяснять, что нужно,

И в Университет Сан-Диего
я пришла для того,

И мы все вместе старались представить,
какие возможности мы можем дать
людям с особыми потребностями,
если научимся правильно подбирать
ассистивные технологии
для различных дел,
которыми они хотят заниматься.
И мы обнаружили, что технологии
меняют очень многое,
дают людям возможность
управлять своей жизнью.
Мы на курсе давали студентам задание
провести опрос
о соответствии требованиям ADA.
Он открывал глаза
на реальное положение дел
и мне, и моим студентам,
и людям, живущим вокруг нас,
тем, кто сотрудничал с нами.
Мы предлагали учащимся
выйти на улицы и поговорить с прохожими,
узнать, доступны ли людям
с ограниченными возможностями
различные объекты инфраструктуры.
Студенты ходили в магазины,
в рестораны, в отели,
в любые другие места поблизости.
И в результате
мы все смогли по-другому взглянуть
на то, как устроено наше окружение.
Результаты этих опросов
помогли нам понять,
что мы можем изменить,
потому что, выполняя задание,
студенты должны были
не только опрашивать прохожих,
не только узнавать,
что хорошо, а что плохо,
но и продвигать идеи
доступной среды,
рассказывать о проблемах,
рассказывать о людях
с особыми потребностями,
потому что их действительно много,
а об этом далеко не каждый знает.
И чтобы эти люди смогли пользоваться
услугами местных компаний,
нужно, чтобы эти услуги
стали более доступными.
Мне очень нравилось этим заниматься,
и я до сих пор веду этот курс,
и мы всё так же проводим
опросы о соответствии стандартам ADA,
и к счастью мы видим,
что ситуация меняется к лучшему,
хотя, как и прежде,
есть над чем поработать.
За это время было много
положительных изменений
как в плане
физического доступа к зданиям,
так и в плане
цифровой коммуникации,
и вот здесь мы как раз
сумели очень многого добиться.
Мне кажется, очень часто
мы не думаем о доступности заранее.
Чаще всего об этом начинают говорить
уже потом, когда всё сделано.
Даже в Университете,
когда мы внедряем новые программы,
технологии, платформы,
которые мы будем использовать,
я всегда заранее интересуюсь:
а что там с универсальным доступом?
Раньше мне всегда отвечали: «Ещё успеем».
«Займёмся этим позже».
Сейчас многое изменилось,
люди стали заранее думать
о доступности программного обеспечения.
И всё же мне хотелось бы,
чтобы это происходило ещё чаще.
Нужно, чтобы приложения сразу создавались
доступными для всех.
И это не только про инклюзивность,
это ещё и про экономию средств.
Мне бы хотелось изменить отношение людей
к проблеме доступности.
Мне доводилось, например,
работать со студентами-архитекторами,
и общение с людьми с особыми потребностями
помогло им понять,
что дело не только
в соблюдении стандартов,
что речь идёт не только
о стандартах и законах.
Студенты познакомились
с реальными людьми,
которые иначе взаимодействуют
с окружающим миром,
и это помогло им иначе взглянуть
на практические аспекты архитектуры.
Помогло направить творческие способности
на создание таких проектов и конструкций —
зданий, парков и так далее —
которые будут доступны
более широкому кругу людей.
И ещё мне очень бы хотелось,
чтобы особые потребности чаще обсуждали
в контексте социокультурного многообразия.
Мне кажется, мы слишком часто,

исключаем людей с особыми потребностями
