J'ai peur d'oublier de vous le dire, alors je vais vous le dire maintenant ; même si c'est pas tout à fait
le moment, ça fait rien. Je pense que... Bon, moi ça fait pas longtemps que je suis en politique,
ça fait cinq-six ans, donc je suis un bizuth là, je suis un bleu... Et je vois tous les copains que je me fais en politique, là,
tous les gens que je rencontre, à gauche, au centre, à droite, enfin soi-disant à droite, peu importe.
Tous ces gens-là, ils se bagarrent pour le bien commun. C'est des gens bien tous ces gens-là,
qui cherchent le... l'intérêt général, à satisfaire mieux l'intérêt général. Ils se battent tous
contre les injustices sociales. Tous ces gens que je connais, de tous les bords là... Simplement, y en a
qui se battent sur le zéro nucléaire. Pour eux le plus important, c'est urgent, on va mourir !, il faut se battre contre...
Donc c'est ça le plus important pour eux. Et pour eux, le gars qui se bat sur la corruption,
enfin contre la corruption des élus, mais qui apprend des pro-nucléaires, c'est le diable...
C'est idiot parce que même si on arrive à... En même temps y en a d'autres qui se battent
sur la destruction des écoles dans... C'est affreux, on nous détruit les écoles, on détruit les postes,
on nous détruit les hôpitaux partout dans le pays, les campagnes se désertifient,
on traite mal nos agriculteurs... Les campagnes se désertifient littéralement,
et ils se battent là-dessus. OK, super ! Y en a d'autres qui se battent sur le...
... sur la monnaie, sur la création monétaire et qui considèrent, ils ont raison, que c'est super important
la création monétaire. C'est-à-dire que on a abandonné la création monétaire, on s'appauvrit,
tout devient difficile parce que, parce que nous sommes pauvres... On a mis en place une rareté
qui nous étrangle. Ils se battent là-dessus. Ils considèrent que c'est essentiel. Ce que je voudrais
vous dire, c'est que quand j'observe tout ça et que je... je participe à ces débats, je les partage ;
c'est pas du tout contradictoire ce que je vais dire, c'est complémentaire. Il me semble que toutes ces luttes sociales
que j'observe, elles consistent à se battre sur les branches, sur les conséquences...
La catastrophe écologique, ce n'est pas une cause - vous savez, « cherchez la cause des causes » - ;
la catastrophe écologique, elle est rendue possible par notre impuissance politique. Je suis sûr
que si vous interrogez les gens autour de vous, même les gens qui ne sont pas politisés, ils vont vous dire :
« Il faudrait régler ce problème. Nous devrions résister, nous sommes tous prêts à résister,
mais nous n'avons aucun moyen de résister, nous sommes impuissants politiquement. » Et vous allez voir
que cette impuissance politique, donc c'est une cause, déjà ça me paraît plus malin de se battre
sur cette impuissance que sur la catastrophe écologique, la corruption des élus, l'injustice dans le droit du travail,
dans l'entreprise, cet extravagant droit seigneurial du propriétaire sur les gens qui travaillent,
c'est une façon de se battre, ça ; enfin, c'est une raison de se battre, mais c'est une conséquence,
c'est pas la cause... Le travail sur l'eau, l'appropriation de l'eau par des multinationales,
c'est extravagant, il faut se battre là-dessus... Mais ça c'est des conséquences encore. Et tout ça, il me semble que la cause... Et après ça
faudra remonter parce que la cause elle-même a encore une cause et qu'il y a encore une cause.
Il faut remonter à la cause des causes... Si nous arrivions à remonter, si nous arrivions à retrouver
une cause déjà commune, et ensuite à remonter de cette cause à la cause qui la rend possible,
et la cause qui... et si on arrive à trouver quelque chose qui est centrale dans toutes les injustices sociales,
et qui est déterminant, qui détermine. C'est-à-dire que si ça existe, les injustices sociales sont possibles,
et si ça n'existe plus, elles ne seront plus possibles ou elles seront très limitées, et on a trouvé
quelque chose de très important parce que, à la fois, on trouve le moyen de vraiment régler le problème ;
parce que quand vous n'êtes pas sur l'écologie, vous êtes sur notre impuissance politique,
mais vous avez fait le lien. Si... Si vous vous battez moins sur l'écologie directement mais plus sur notre impuissance politique...
Vous continuez à vous battre sur l'écologie, d'ailleurs, c'est pas incompatible ; on peut se battre
sur les deux. Mais si maintenant vous vous battez sur l'impuissance politique, parce que vous avez fait le lien,
vous vous êtes aperçus que si les multinationales arrivent à se goinfrer tant que ça
alors qu'on les voit... On proteste, mais on ne peut que protester, on n'a pas de pouvoir politique.
Si vous faites le lien avec ça et que vous dites : « OK. Je cherche la cause des causes, et je m'en prends
à cette cause. » Vous allez vous apercevoir que l'autre qui a fait le même travail intellectuel... Lui, il travaillait comme...
... les Pinçon-Charlot, il travaillait sur la... la corruption que... sur le mode de vie des riches
et sur la façon dont les riches arrivent à circonvenir les pouvoirs politiques pour...
... finalement faire voter des lois qui leur sont favorables. Donc tout ce travail de corruption d'une partie
des résistants... si eux, en plus de ce travail-là, mais c'est très important pour comprendre quelles sont
les conséquences, mais si en plus ils se mettent à se battre eux aussi sur l'impuissance politique.
Et puis vous avez encore les réseaux nucléaires, etc. Vous avez tous les résistants, là,
qui se disent : « Mais finalement, si nous avions une puissance politique, nous pourrions enfin résister. »
Alors que toute leur vie... Moi je vois ces vieux, ces vieux résistants... Ils sont bien plus valeureux que moi.
Ils ont passé toute leur vie à résister pendant que moi je m'occupais de mes affaires.
Et ils allaient sur les marchés, ils balançaient des tracts ; des tracts, ils avaient autre chose à faire
le mercredi que d'aller sur le marché, mais tous les mercredis ils y vont, distribuer des tracts,
ils organisent des réunions. Ils se bagarrent et ils sentent bien qu'on n'y arrive pas comme ça.
Ils sentent bien que même les scores de nos élus, qu'on voudrait voir gagner, ils diminuent.
Alors quand ils m'entendent, quand je leur dis : « Mais attends, y a un truc qu'on peut faire mieux là ! » Si au lieu de se battre
et de se diviser, parce qu'il y a tellement de branches d'injustices sociales qui viennent de
notre impuissance politique, il y a tellement de conséquences différentes. Chacun d'entre nous
qui mettons de l'énergie... On n'est pas nombreux, hein ; les gens qui font de la politique, c'est quoi ?,
c'est 1 % dans la population ; 2-3 %, c'est pas beaucoup. Mais si en plus on est divisés,
parce que chacun on a pris des conséquences qui nous paraissent graves. Et ce qu'il trouve grave lui,
bah c'est pas la même chose que ce que lui trouve grave.
Non seulement on s'en prend aux conséquences, c'est-à-dire que si on arrive à régler
le problème, on n'aura pas réglé les autres problèmes, on aura... Et en plus ça va repousser
parce que la racine est toujours là. Vous coupez la branche mais ça va continuer à pousser. Donc, si vous prenez
le problème à la racine, si nous étions radicaux, en prenant le truc à la racine, au lieu de couper
les branches, on s'occupe de la racine, et... On fait d'une pierre deux coups : on a trouvé
la cause des causes et on va être débarrassés de tous les problèmes ! Et on fait même trois coups
parce qu'en fait, comme on a tous fait ce travail intellectuel en se disant mais...
Prenons les choses logiquement, on va s'en prendre à la racine
comme ça on va régler tous les problèmes d'un coup, et on va s'occuper de notre impuissance politique.
Où est programmée notre impuissance politique ? J'y reviendrai tout à l'heure,
mais vous me voyez venir parce qu'on en a parlé un petit peu... Si, en plus, troisième chose, nous
nous serions unis ! Non mais il y a un enjeu énorme là-dessus ! C'est une super bonne idée, ça je crois,
de prendre le problème par... Alors je sais bien... on pourrait me dire... Chouard t'es gentil,
mais c'est ta lubie à toi ! Voilà ! Lui sa lubie c'est le nucléaire, lui sa lubie c'est la corruption d'entreprise,
et toi ta lubie, c'est la Constitution. Ouais, ben ok, peut-être, c'est vrai. C'est vrai peut être que c'est...
Mais il me semble que dans la logique... Moi je partage complètement la lubie, c'est-à-dire la priorité de chacun ;
je trouve qu'elles sont belles ces priorités, hein. Le gars qui se bagarre sur la monnaie là,
il fait un boulot, il défriche, il nous permet de comprendre qu'est-ce qu'on va mettre à la place
quand on va reprendre le contrôle de la création monétaire, c'est vachement utile ce qu'il fait, hein ?
Et d'ailleurs André-Jacques, on en parle tout le temps, il est d'accord avec moi. Donc il a intégré
ma pièce de puzzle comme moi j'ai intégré la sienne, et on est plus forts. D'ailleurs, il s'est pas appauvri
en me donnant son idée, et je me suis pas appauvri... Ce qui est génial avec les idées,
c'est que quand on se les donne, on s'appauvrit pas, on s'enrichit mutuellement. Mais ce que je veux dire,
c'est que... En nous concentrant sur la cause des causes, en appliquant le conseil d'Hippocrate, et en cherchant
la cause des causes, tous, chacun avec nos priorités actuelles, en intégrant le fait que, mais finalement
c'est vrai quand même que ce qui fait que nous n'arrivons pas à nous débarrasser
des injustices sociales, c'est que nous tous... tous, à part les élus, et ceux qui achètent les élus,
tous nous sommes impuissants politiquement. C'est quand même décisif
pour rendre possibles les injustices sociales... et les laisser perdurer, perdurer, perdurer.
Mais c'est pas parce que ça a été comme ça pendant 200 ans et même 2500 ans,
c'est pas parce que ça a été comme ça pendant des milliers d'années que ça le sera toujours !
C'est une question de conscience. Moi j'ai l'impression qu'on est dans la préhistoire de la politique,
qu'on est comme des enfants. Bon, des enfants, on est insouciants, on n'a pas encore bien réfléchi,
mais c'est pas pour ça qu'on va pas trouver ! À mon avis, avec l'expérience accumulée,
avec un Guillemin qui t'explique... Tu remets les choses à l'endroit,
et si ça se trouve, grâce à des outils qui étaient pas disponibles autrefois,
parce qu'ils n'avaient pas la télé, ils n'avaient pas Internet, ils avaient pas...
Internet c'est super important ! Internet... Bon c'est un... une technique, c'est un tas de ferraille,
mais c'est un tas de ferraille qui nous donne quelque chose qu'on n'avait jamais eue dans toute l'histoire des hommes.
Vous vous souvenez... dans toute l'évolution des humains... l'invention de la presse,
l'invention de l'imprimerie, ça a permis aux peuples, au pluriel, de lire, donc de découvrir un savoir...
donc de progresser, de faire des pas de géant dans l'apprentissage. On apprend plus vite
grâce à l'imprimerie, parce que nous avons le pouvoir de lire, mais nous ne pouvions lire
que ce que d'autres avaient écrit. Et d'autres c'était... une élite... une élite au sens,
avec ou sans guillemets, ça pouvait être une vraie élite, des gens bien.
Mais nous n'avions que le droit de lire. Parce que pour écrire il fallait un ticket d'entrée
qui était pas pour nous ; pour nous la multitude. Avec Internet... C'est probablement aussi important
que l'imprimerie. En tout cas l'idée me... je trouve que c'est plausible. On sait pas encore parce qu'ils vont
peut-être le couper, hein, mais avec l'Internet, on a le peuple, les gens normaux, les 99 % avec Internet
accèdent au droit d'écrire. Et donc de court-circuiter des élites éventuellement...
... éventuellement oligarchiques. C'est-à-dire ayant capturé le pouvoir et l'exerçant pour leur compte,
et pour leur intérêt et contre l'intérêt général. Et donc l'Internet, dans cette optique-là, c'est un outil
extraordinaire pour nous former, d'auto-formation, de formation populaire ! En court-circuitant
nos élites. En générant nous-mêmes l'expert de ceci, l'expert de cela et en s'apprenant...
C'est incroyable le nombre de trucs que m'a appris André- Jacques, le travail d'André-Jacques Holbecq...
Je vais vous montrer son bouquin ; il a écrit plusieurs bouquins... Ce très bon petit bouquin,
une très bonne préface, vous verrez... Il m'a demandé de faire la préface, c'est super,
j'étais très fier. C'est un super bon bouquin, un bouquin qui fait... C'est un petit bouquin
- donc c'est facile à lire - sur la dette. Et donc André-Jacques,
le travail qu'il a fait sur la monnaie m'a fait énormément progresser, et sans... sans l'Internet,
je ne l'aurais pas connu. Alors, dans mes parenthèses, j'en suis où ? J'en étais à... Alors j'étais parti
sur Hippocrate... Je vais reprendre, je me suis fait un petit fil quand même, hein. Bon c'est pas un gros fil, hein...

Donc... et que je puisse vous rassurer. Mais sur l'élection... Pourquoi, comment se fait-il... Ah oui,
je sais, j'ai retrouvé le fil... Comment se fait-il que dans toutes les Constitutions du monde on organise
l'impuissance des gens ? C'est que, c'est pas, c'est pas un complot. On organise l'impuissance des gens
dans ces Constitutions, parce que ceux qui ont écrit ces Constitutions - partout dans le monde,
à toutes les époques -, ceux qui ont écrit ces Constitutions, c'étaient toujours des professionnels
de la politique : des parlementaires, des ministres, des juges, des hommes de partis, c'est-à-dire
des hommes qui se projettent dans l'avenir et qui savent qu'ils vont bientôt être dans les pouvoirs
qu'ils sont en train d'instituer. Alors ça c'est super important ça ; et là je trouve pas... Je lis beaucoup, hein,
de Aristote à Castoriadis, toute la palette, tout ce qui... Je ne lis pas tout le monde, je lis ceux
qui parlent des pouvoirs, des abus de pouvoir, de la résistance aux abus de pouvoir...
Et dans la littérature que j'ai découverte pour l'instant, je ne trouve pas cette idée centrale.
Ça c'est chouardesque. Enfin, en tout cas, en faire quelque chose de centrale,
en faire une épine dorsale, quelque chose qui va nous libérer,
je trouve que c'est chouardesque... Je cherche de quoi m'étayer, de quoi m'appuyer sur quelqu'un...
Y a un grand bonhomme qui l'a dit, ça m'aiderait. Je trouve pas pour ça. Mais pourtant,
vous allez voir, j'ai la logique avec moi. Je prétends que toutes les Constitutions du monde programment
notre impuissance politique : donc ne programment pas le référendum d'initiative populaire,
ne programment pas la séparation des pouvoirs, ne programment pas la reddition des comptes, les mandats courts,
non renouvelables, ne programment pas le respect du vote blanc, ne programment pas etc.
Donc ça tient sur deux mains, même pas... voyez une main... Y en n'a pas dix des grands principes
dont nous avons besoin, donc c'est pas... c'est facile à comprendre ça. On va y revenir quand on parlera
de démocratie, mais on ne trouve pas ces grandes protections du pouvoir du peuple, on ne trouve pas
l'institution du pouvoir du peuple dans toutes ces Constitutions, parce que ceux qui l'écrivent
ont un intérêt personnel à ce que ça ne soit pas écrit. C'est mon explication.
Avec un mot, un mot important que je vais ajouter, ces personnes-là
sont pas corrompues, c'est pas des affreux, c'est pas des... C'est-peut être des affreux
et des corrompus en plus, mais c'est pas... Même des gens bien, même un parlementaire honnête,
au moment d'écrire une Constitution, il est dans une situation que nous devons absolument connaître,
on doit connaître cette expression, ils sont en situation de conflit d'intérêt. Ça veut pas dire
qu'ils sont pourris, pas du tout, je dis pas ça, hein. Conflit d'intérêt, ça veut dire qu'ils ont, dans cette occurence-là,
dans cette situation précise là, pas ailleurs, là, dans cette situation, au moment d'écrire
une Constitution, ils ont un intérêt personnel qui vient polluer la possibilité de justice, leur recul
et leur détachement par rapport à l'intérêt général. Un peu comme... et cette image est importante pour...
Quand vous allez devoir, si vous devenez comme je vais vous le demander,
si vous devenez des virus pour que cette idée nous la portions. Il faut qu'on la porte, hein, sinon on n'arrivera à rien.
Si y a que moi qui dis ça, c'est comme si... on perd son temps... Enfin, c'est intéressant, ça vous amuse,
mais c'est... on changera rien. Alors que si on se met à la porter tous, on va changer quelque chose, là.
Ça va faire une boule de neige, un truc qui peut vraiment tout changer.
Mais il faut que vous deveniez des virus. Enfin des virus, des globules blancs,
enfin il y a plusieurs expressions... maudite parenthèse... Qu'est-ce que je disais avant ?
- Le conflit d'intérêt. - Le conflit d'intérêt, oui, merci. Le juge... vous allez comprendre...
Quand vous allez devoir expliquer ça, vous allez pouvoir vous servir de cette image
qui est très parlante : prenez un bon juge, un juge vertueux ; je vous parle pas d'un affreux ou d'un fumiste,
je vous parle d'un bon juge. Quelqu'un... vous vous êtes préoccupé de l'avoir rendu indépendant
pour être sûr qu'il était pas... qu'il n'avait pas besoin d'argent, qu'il n'allait pas subir des pressions...
Vous l'avez rendu indépendant pour qu'il ait toutes les... toutes les conditions possibles pour qu'il soit juste.
Et il est effectivement juste. En plus il a, il a de la vergogne, il a un sens du bien commun,
il se donne du mal : voilà un bon juge. Ce gars-là, dans le rôle de... dans le planning de son tribunal
arrive son propre enfant... qui est dans une affaire. Il est... L'enfant est victime ou l'enfant est accusé.
Peu importe. Voilà son enfant qui arrive. Tout le monde sur terre comprend le conflit d'intérêt
qu'il y a à ce moment-là. C'est-à-dire que ce juge-là, il est très bon, mais on va, pour cette affaire
on va le récuser ; c'est le mot. Récuser. Récuser, ça veut pas dire déshonorer, ça veut pas dire que tu es pourri,
que tu es mauvais juge. Ça veut pas dire ça du tout. Ça dit, dans cette affaire-là,
tu ne peux pas rendre la justice, tu es juge et partie. Tu es en conflit d'intérêt. Donc, pour cette affaire-là,
on va, toi juge, toi bon juge, on va te mettre à l'écart, on va en mettre un autre. On va mettre quelqu'un d'autre,
et puis ensuite tu reprendras ton boulot de juge. Vous comprenez ce que je veux dire ?
Conflit d'intérêt, ça veut pas dire corruption. Ça veut dire qu'il y a une situation que nous devons, nous, connaître.
Nous devons faire très attention. Les anglo-saxons connaissent mieux le concept de conflit d'intérêt
que les Français. Nous, on est complètement incultes, on connaît pas ce truc-là ;
en tout cas pas bien. Et dans le sujet qui nous occupe ce soir, c'est très très important.
Je reprends : au moment d'écrire... Vous avez compris, vous vous souvenez,
le peuple, les pouvoirs qui écrivent le droit qui apaise le peuple
et auquel le peuple se soumet, pouvoirs qui sont bénéfiques et dangereux... c'est double tranchant...
C'est les mêmes gens, hein, ils sont à la fois bénéfiques et dangereux ; et donc on met au-dessus d'eux
un texte supérieur qu'ils doivent craindre ; ils doivent avoir peur, peur de la Constitution !
Je risque la punition, je risque d'être déchu, je risque d'être puni par ce qui est prévu dans ce texte.
Il faut qu'ils aient peur de la Constitution ! Il faut que ça les affaiblisse, hein, ce texte-là.
Est-ce que vous comprenez que ces gens-là, même s'ils sont vertueux, même s'ils sont délicieux, gentils,
c'est des braves gens, au moment d'écrire ce texte-là, si c'est eux qu'on met pour écrire le texte
qu'ils doivent craindre... Vous comprenez la situation de conflit d'intérêt ? Et ça je suis le seul à le défendre.
C'est quand même étonnant ça, non ? Il me semble qu'on devrait être plus nombreux.
J'aimerais bien que rapidement je ne sois plus tout seul et qu'on soit nombreux à dire : y a un truc. La prochaine fois
qu'on fait ce qu'ils ont fait en Tunisie, quoi... Ils l'ont pas fait en Tunisie, ils n'ont pas réfléchi avant et ils ont élu leur Assemblée constituante.
Ils l'ont élue parmi des candidats imposés par les partis. Imposés par qui ? Par les partis.
C'est les mêmes ! C'est-à-dire que vous allez avoir... Imaginez : vous avez une Assemblée constituante aujourd'hui.
Qui vous allez avoir parmi les candidats ? Qui vous allez avoir ?
Vous allez avoir le PS qui présente des candidats, l'UMP qui présente des candidats
avec tout le battage de la presse, de Dassault, de Lagardère ; vous allez avoir...
... de Bouygues ou de Bolloré, vous allez avoir les télés, vous allez avoir les copains de ces gens-là
qui font un battage du diable : ils vont être élus ! Donc vous allez avoir des professionnels
de la politique qui vont écrire la Constitution qu'ils devraient craindre. C'est comme ça partout
dans le monde. - Et en Islande ? - Alors en Islande aussi. Un peu moins. En Islande,
il y a eu le tirage au sort de deux chambres avant, mais des chambres... Alors ce sont des politiciens
qui ont mis en place le régime, enfin, la procédure qui a eu lieu en Islande. Ça a commencé par deux chambres
tirées au sort. Une première tirée au sort pour dire : qu'est-ce qu'on veut ? Et ils ont dit : on va faire
une autre chambre tirée au sort qui dira exactement ce qu'il y a dans la Constitution, puis après ça
il y aura une autre chambre qui sera élue et qui écrira la Constitution. Et c'est ça qui s'est passé.
Donc il y a eu une deuxième chambre tirée au sort qui a dit : « On aimerait bien qu'il y ait ceci et cela
dans la Constitution. » C'est déjà pas mal ça, hein ? C'est déjà pas mal, mais c'est pas la panacée,
c'est pas ce dont je vais vous parler tout à l'heure ; on pourrait rêver mieux quand même.
Si nous imposions un processus constituant correct, ce serait mieux encore
qu'en Islande, je pense. Parce que, en fait, après ça ils ont élu l'Assemblée constituante.
Alors c'est une élection libre, c'est mieux encore que les élections auxquelles
on a l'habitude, parce que nous on est habitués à des élections dans lesquelles on nous impose...
... on nous impose le... les candidats, et donc on nous fourgue, passez-moi l'expression,
excusez-moi, on nous impose des gens qui ont un intérêt contraire... enfin, qui sont juges et parties,
quoi, hein, qui sont... Quand il s'agit d'élire des députés constituants, si ce sont les partis
qui nous imposent des candidats, on va nous imposer... 100 % de l'Assemblée constiutante ça va être des gens
qui sont en conflit d'intérêt. Alors, en Islande, c'est pas exactement ce qui s'est passé,
parce que c'était une élection libre. Donc il y avait un routier qui s'est présenté, donc tout le monde
pouvait se présenter. Mais comme c'était une élection, ce sont plutôt des notables qui ont été élus, et les notables,
c'est pas, c'est pas les... c'est pas des révolutionnaires, quoi, ils vont pas tout changer.
Donc ils vont probablement... Enfin on verra, ils vont peut-être me donner tort... Bon c'est intéressant
ce qui se passe, hein ; la Constituante en Islande, elle est en train
d'interagir avec le peuple via les réseaux locaux, donc les gens...
Ils sont pas très nombreux, ils sont 370 000 en Islande, hein,
donc ils peuvent le faire, et les gens écrivent aux constituants en leur disant :
« Pensez à ci, pensez à ça » ; donc c'est très interactif, c'est très intéressant ce qui se passe.

who seek the common interest, to best satisfy the common interest. They all fight against social injustice.
They come from of all (political) sides... for example, some fight for Global Zero (nuclear weapons).
For them, it's the most important. It's top priority, we're going to die! We have to fight against it.
So that's what's most important for them. And for them, the guy who fights corruption,
or the corruption of elected representatives, but who is for nuclear technology, he's the devil!
It's a bit clumsy but alright. At the same time, others who fight against
the destruction of schools. It's horrible, school are being destroyed, teachers put aside,
hospitals are being all over the country, the country side is becoming a (clinical) desert
Farmers are being ill treated. The country side is literally becoming a desert
and they are fighting on the subjet. Ok, Great! Others fight for the
money and the creation of money and consider, they are right, that money creation is
really important. That is that we have abandonned money creation, we have impoverish ourselves,
all becomes hard for us because we are becoming poorer. We have put in place a scarity
that is chocking us. They are fighting on that subjet. They consider it essential. What I would like
to tell you, is that I look at all this. I take part in the debats, I share them;
It's not at all contradictory what I am about to say, it's complementary. It's seems to me that all these social struggles
are solely fighting on "the branches", the consequences.
Ecological catastrophy, it's not a cause - you know, 'Look for the root of causes'
The ecological catastrophy, it's only made possible because of our political impotency. I am sure
that if you ask people around you, even non-political people, they will tell you:
"We should try to solve this problem. We should try to resist. We are all ready to resist,
but we have no means to resist, we are politically powerless" And you will see
that this policital impotency, so this is a cause. So to me it seems smarter to fight
on this impotency than on the ecological catastrophy, the corruption of our representatives, work injustice
in the companies, that extravagant "lordly" ownership on the people who work.
It's a reason to fight, but it's just a consequence
It's not the cause. The issues on water, and the ownership of water by multinationals,
it's extravagant, we have to fight against it. But again, it's just consequences. And for all that, it seems to me that the cause... And after that,
we should climb higher because the cause itself has yet another cause and that he has also another root.
You have to find the root of causes. If we manage to escalate, if we manage to find
a common cause, and to find from it the cause that makes it possible,
and so on. We manage to find something that is central to all these social injustices
and that is determining, that dertermins. I mean that if it exists, the social injustices are possible,
and that if it doesn't exist, they will no longer be possible or they will be limited, then we have found
something of very important because, at the same time, we have found the mean to really solve the problem;
because you are not on ecology, you are on our political impotency,
and you've made the link.
If you fight less directly for ecology but more against our political impotency,
you are still fighting for ecology. It's not incompatible ; we can fight
on both fronts. But if now you are fighting against political impotency, because you have managed to realise the link
you have then realised that if the multinational companies can hog so much
while we are seeing them doing it. And we protest, and that's all we can do, since we have no political power.
If you make the link and that you tell yourselves "OK, I'm looking for the root of causes and I'm building up
against this root." You will realise that the guy who has done the same intellectual work than you: he works like...
... the two Pinçon-Charlot, he works on corruption... that the lifestyle of the rich
and the way the rich manage to gather so much political power to
finally be able to influence the making of laws and how favorably they are voted. So all this work on corruption of
a groupe of resistants, added to their work - but it's very important to understand that they are fighting
the consequences - but if they also start to fight against political impotency.
And then you have the nuclear networks, etc. You will have all the resistants there
who will say: "But finally, if we had political power, we would be able to resist!"
Whereas all their lives... I see these old, these old resistants. They are much more valorous than I.
They have spent their whole lives resisting while I was minding my own business.
And they went on markets, giving out leaflets. Leaflets ! They had other things to do
on a Wednesday than go on a market, but every Wednesday they went, giving out leaflets,
organising meetings. They were fighters and they have that feeling that it's not bringing anything.
They have the gut feeling that the score of our elected representatives that we want to see up there are becoming lower
So when they hear me, when I say: "Wait, there's something better we can do here! If instead of fighting
and splitting up because there are so many branches of social injustice that branch out of
our political impotency, there are so many different consequences. Each of us
who puts so much energy forth... We aren't many, ey; the guys who do politics, what's that ?
It's 1% of the population. 2-3% it's not much. But if we are divided
because each of us is fighting against consequences that are sincerly serious. And what he thinks serious, him,
well it won't be what the next guy thinks is seriously worrysome.
Not only are we just fighting the consequences, meaning that even if we manage to solve
the problem, we won't have solved all the others. And it'll grow back
because the root of the problem is still there. You cut the branch but it will carry on growing. So if you take
the problem by its' root, if we were radical, by taking the issue at its' root, instead of cutting
the branches, we take care of the root, and we get two birds with one stone. We have found
the root of causes and we will be rid of all problems ! We even get three with one stone
because in reality, since we have all made intellectual investigation by telling ourselves:
"Let's take things logically, let's fight against the root
like that we will have gotten all problems in one go, and we will have taken care of our political impotency."
Where is our political impotency programmed ? I will come back to it later on,
but you see me coming because we have already talked about it a little. With it, thirdly, we
will be united ! There is a real stake here ! It's just a great idea, I beleive,
to take the problem at its' root. I know, you're going to say, "Chouard, you're a nice guy,
but it's your whim ! There ! Him, his whim, it's nuclear weapons. That guy, his wim is industrial corruption
and you, it's the Constitution. Yes, well alright, maybe, it's true. It's maybe true that it's a whim.
But it seems to me that it's logical. To me, I completly share the whim, that is of the priority of each;
I beleive them to be beautiful these priorities. The guy fighting over money creation (debt money),
he's working hard, clearing the way, he makes us understand what we could put there instead.
When we'll have reconquered money creation, his work will be really useful.
By the way, André-Jacques, we always talk about him, he agrees with me. He's actually integrated
my piece of the puzzle like I have integrated his, and we become stronger. He hasn't become poorer because of it
by giving me his idea and I haven't become poorer by giving him mine. That's what's great with ideas,
it's that when we give them, we don't become poorer, we are mutually becoming richer. But what I want to say,
is by concentrating on the root of causes, by applying the advice of Hippocrates, and by looking for
the root of causes, all, with each of our actual priorities, by integrating the fact that... finally
it's true that what stops us from getting rid of
social injustices, is that we all, execpt our elected representatives and those who buy them off,
we are politically powerless. Really, it's crucial
to make social injustice possible and to keep it going on, living on and on.
It's not because it's been that way for 200 years and even 2500 years,
it's not because it has been that way for thousand of years that it will always be that way!
It's a question of conscience. I have the dinstinct impression that we are in prehistorical politics here.
That we are like children. Alright, maybe not children, at least unconscious, we haven't tought things through,
but it's not a reason why we won't find a solution ! In my opinion, with the accumulated experience,
with a Guillemin who explains. You can put things back in order, in the right place.
And maybe, through modern tools that we didn't have before
because they didn't have TV, they didn't have Internet.
Internet is real important ! Internet is a technique, a piece of metal,
but a piece of metal that gives us something that we have never had in the whole human history.
Remember... out of all the human evolution... the invention of the pressing machine
the invention of printing, it enabled the people, as a folk, to read and to discover knowledge
therefore to progress, to make giant leapls in learning. We learn faster
because of printing, because we have the power to read, but we could only read
what other had already written. And others...that was the elite. Elite in the sens,
with or without quotes, that could be a true elite, good people.
But we only had the right to read. Because to be able to write, you needed a VIP ticket
that wasn't for us : for us, the masses. With Internet... it's probably as important
than printing. In my eyes, it's really plausible. We don't know if they will
maybe shut Internet down, but with it, we have the People, the normal folk. The 99% with Internet
get access to writing. And therefore to short-circuit the elite, and eventually.
eventually the olgiarchic elite. That means to capture power and to use it for their own purpose,
and for their interest against the common good. And so Internet, in that sens, is a tool
an extraordinary tool to form ourselves, to self-educate, to educate the people ! And short-circuit
our elites. By creating our own experts on this, experts on that and by teaching ourselves...
It's incredible the number of things that has taught me André-Jacques, the work of André-Jacques Holbecq.
I will show you his book; he has written many. This really good book,
a good starting page, you'll see... He asked me to do it, it's great,
I was proud. It's a really great book. A little book
- easy to read - on the debt. And so André-Jacques
the work he has done on money has made me move forward so much and without Internet
I would have never discovered him. ...So where was I ? I was talking about
Hippocrates... I will take my notes, I made a small thread to follow. It's not a large thread, mind you...
We should talk about... Well we have to start to set the word "Democracy" back in it's place
We have to maybe put it correctly in it's set. So I'll start by chopping down... the election
before talking about Athenian democracy. I will try to talk quickly about Athenian democracy,
because, in truth, I can last on hour on that, maybe two on Athenian democray, but I shouldn't here.
What we need, as I said, is that you can tell me what scares you in this.
I will be able to reassure afterwards. The Election: why ? How come ... ah yes,
now I have it, I found the thread again... How come that in every Constitution in the World is organised
the impotency of the People ? Don't think of this as a conspiracy. The impotency of the people is written down
in these Constitutions, because the people who wrote them - all over the world,
at all stages of history -, those who have written the Constitution, they were all professionals
of politics : parlementarians, ministers, judges, people of party, that is
people who can project themselves in the future and that know that they will soon be in power
that they are now institutionalising. And that's really important ! I read a lot
of Aristotle at Castoriadis, all the panel, all that... I don't read all but I read those
who talk about power, abuse of power, of resistance to abuse of power.
And in the literature that I have found for now, I haven't found this central idea.
That's "chouardesc" (NT: that's him). At least, to make something central,
to make it the back bone, something that will liberate us,
that I found "chouardesc. I try to find something to support, to lean on some figures.
There'd be a great man who said it, that would help. But I can't find it.
At least I have logic on my side. I say that all the Constitutions of the world program
our political impotency : so they don't write down citizens' initiative referendum
they don't write down the seperation of powers, they don't program the accounting transparency, short office terms
non-renewable, don't program respecting blank votes, and so on.
You can count the principles with two hands, maybe even one hand. There aren't 10 great principles
that you need, so it's easy to understand. We'll come back to it when we'll talk about
Democracy, but you just can't find those great protections for people against power, you won't find
institutionalising power of the people in all those Constitutions, because those who write them
have a personal interest in the fact that it's Not written in the Constitution. That's my explanation.
With one thought, an important thought that I need to add, these people
are not corrupt, they aren't horrid... Well maybe they are horrid
and corrupt as well, but ... Even good people, an honest parlementarian,
when he is going to write a Constitution, he is in the situation that we must all know
We must all know this expression, they are in conflict of interest. That doesn't mean
that they are rotten/corrupt, not at all! I'm not saying that. Conflict of interest means that, in that specific moment,
in that precise situation, not elsewhere, there, in that situation, when they are writing
a Constitution, they have a personal interest that is going to pollute the possibility of justice, to distance themselves
and their detachment in regards to the common good. A little bit like... and this is an important image...
for when you'll have to debate outside, if you'll help me
make this idea viral. We must carry this idea otherwise we won't get anywhere.
If I'm the only one saying it, it's like...wasting our time. It's interesting, it's amusing,
but... we won't change anything. But if we start carrying this idea, all of us, we're going to change something.
It will be like a snow ball, something that can really change everything.
But you need to all become viruses. Well...not viruses, maybe more like white blood cells
There are many expressions... and I'm forgetting my thread. What was I saying before ?
- Conflict of Interest - Conflict of intest, yes, thank you. A judge... you'll understand...
When you'll have to explain, you could use this image
that's really expressive : Take a judge, a virtous judge ; I'm not talking about a horrid, or political, or crooked one.
I'm talking about a good judge. Someone... that you've made sure to make completly independent
To make sure that he is, you made sure he didn't need money, that he wasn't under any kind of external pressure
You've made him independent so that he had all possible conditions to be a fair judge
And he is effectivly a fair judge. More so, he knows shame, he has a sens of what it the common good,
he makes efforts: there, a good judge. This guy, in his role, and in the planning of the court
comes across his own child who's in a case. The child can be either a victim or an accused.
No matter. There, his child is there. Everyone on eath will understand that there is a conflict of interest
in that specific moment. That means that this judge, he's really good, but just for this case,
we're going to challenge his authority. That doesn't mean that we'll dishonor him, that doesn't mean he's a crook,
that he is a bad judge. It doesn't mean that at all. It means that in this case,
this judge can not give justice. He's a judge and jury at the same time. He is in a conflict of interest. So, for that case,
we will, you, judge, you very good judge, we will set you aside and place another one. We will put someone else,
and then you'll take your job as judge again. Do you understand where I am getting at ?
Conflict of interest doesn't mean corruption. It's a situation that we, as a whole, must know.
We must be very watchful. Anglo-saxons know better this concept of conflic of interest
than we, French, do. We, we're almost illiterate, we have no clue what it is ;
or at least not well enough. And on this debat tonight, it's very Very important.
So let's come back: when you're about to write... remember, you've understood,
the people, the powers that write the law to sooth the people
and to which the people submit themselves, the power that come as a benefit but can be dangerous, like double-edged sword
It's the same people, they are both beneficial and harmful ; and so we place above them
a superior text that they must fear ; they must fear the Constitution !
I am at risk to be punished, to be cast away, I, citizen, will be punished by what is in this text.
They must fear the Constitution ! It must weaken them, this text.
Do you understand that those writing the Constitution, even if they are virtuous, sweet, nice
that they are good people, just when they are about to write that text, if it is them that we place to write the text
that they must fear as futur men in power... You see the conflict of interest ? And that, I'm the only one defending this position
It's surprising isn't it ? It seems to me that we should be more.
I wish I would no longer remain the only one pointing to this conflict and that we become many saying: "Hang on a minute"
Next time that we do what happened in Tunesia. They didn't say it in Tunesia, they didn't think it through before and they elected a Constitutional Assembly.
They elected amongst imposed candidates by the parties. Imposed by who ? The political parties.
They're the same ! Imagine : You have a Constitutional Assembly today.
Who do you want amongst the candidates ? Who will you have ?
You'll have the right wing who'll put forward their candidates and the left wing who'll present theirs.
And the press will go on about it, talking about Dassault, of Lagardère, etc...
And Bouygues or Bolloré, you'll see the TV channels, who are friends with all those guys
who'll just keep talking about the candidates of political parties. They'll be elected ! So you'll have professionals
of politics who are going to write the Constitution that they should fear. And it's like that everywhere
in the world. - And in Iceland ? - In Iceland too. A little less though. In Iceland,
there was a random draw between the two previous chambers, but chamber nonetheless. So they were politicians
that put in place the regime, at least the procedure that happened in Iceland. It started with two chambers
that were randomnly drawn. The first draw to say : what do we want ? And they said : we'll
make another random draw chamber who'll say exactly what's in the Constitution and after that
there will be another chamber that will be elected and who will write the Constitution. And that's what happened.
So there was a second chamber randomnly drawn who said: "We would like that there be this and that
in the Constitution" That's not bad ey ? It's not a bad starter but it's not the cure for all.
It's not what I was talking about earlier on. We could dream of better I'm sure.
If we imposed a constitutional process that would be correct, it would be a lot better
than in Iceland, I beleive. Because, in fact, they had the Constitutional Assembly afterwards.
So it was a free election, better than the elections
that we are used to. We're used to elections where we don't
get to choose the set of candidates we have, and so we're left with, excuse me for saying so,
imposed candidates who have interests contrary to the greater good. That are judge & jury at the same time.
When it comes to electing Constituant Members, if the parties
are imposing on us candidates, we'll end up with... 100% of the Constitutional Assembly that will be
in Conflict of Interest. In Iceland, it didn't quite happen that way,
because they had a free election. They had a trucker who went candidate, so anyone
could be representative. But since it was an election, it's more the local leaders that were elected,
and they're not very revolutionary. They won't just change everything and keep to what they know.
So they'll just end up probably...Well we'll see, I hope they prove me wrong. It's interesting
what's going on: The Constitution in Iceland is actually
interacting with it's people via social neworks.
They aren't many, they are 370 000 in Iceland, so
they actually manage to do it and people write to the Members of the Constitutional Assemble to tell tem:
"Think about this, think about that" So it's quite interactive and it's really interesting what's going on.
