    on a project called EdgeRyders,

    it is about the transition of young people

    to an independent, active life.

    If you look at the data,
  • 0:13 - 0:16
    young europeans seem pretty much like a lost generation.
  • 0:16 - 0:18
    Unemployment is very high,
  • 0:18 - 0:21
    and what’s worse, about one person in five
  • 0:21 - 0:24
    is not in employment, education or training.
  • 0:24 - 0:26
    This does not happen only in your early twenties.
  • 0:26 - 0:30
    It actually gets worse as you go towards your mid-thirties.
  • 0:30 - 0:33
    What we’re looking at here is a general loss of autonomy
  • 0:33 - 0:35
    of the adult population.
  • 0:35 - 0:38
    The young just happen to be in the line of fire.
  • 0:38 - 0:40
    But that’s not the whole story.
  • 0:40 - 0:42
    Europe, and indeed the world,
  • 0:42 - 0:47
    are full of extremely entrepreneurial, brilliant, generous,
  • 0:47 - 0:49
    talented, young people.
  • 0:49 - 0:53
    They find new paths to activism,
  • 0:53 - 0:56
    for example leveraging the diversity of backgrounds
  • 0:56 - 0:58
    of second and third generation europeans
  • 0:58 - 1:00
    to make society more open.
  • 1:00 - 1:04
    They start companies to build large-scale urban games
  • 1:04 - 1:05
    that are used to reappropriate public spaces
  • 1:06 - 1:08
    and use them in new ways.
  • 1:08 - 1:11
    They move to North Sea islands
  • 1:11 - 1:13
    to explore the way small communities
  • 1:13 - 1:15
    can switch to renewable energy sources,
  • 1:15 - 1:18
    finding a new sense of purpose as they do so.
  • 1:18 - 1:21
    And they make learning easier to access
  • 1:21 - 1:25
    by launching free, peer-to-peer, online schools.
  • 1:25 - 1:27
    These people don’t work together.
  • 1:27 - 1:29
    In fact, they’ve never even met.
  • 1:29 - 1:30
    But their activities seem to be connected
  • 1:30 - 1:32
    in a coherent picture.
  • 1:32 - 1:33
    And this picture is that of
  • 1:33 - 1:37
    the world we’ll all be living in tomorrow.

    And by the way, though you certainly can view them as successful
  • 1:41 - 1:43
    they are by a measure of success
  • 1:43 - 1:46
    that is not the same as that normally accepted
  • 1:46 - 1:48
    by the society at large.
  • 1:48 - 1:49
    Many struggle to make a living
  • 1:49 - 1:52
    or have done so as they started their journeys.
  • 1:52 - 1:53
    Just like you and me.
  • 1:54 - 1:56
    How to make a living with integrity,
  • 1:56 - 1:59
    how to live the kind of life that we want,
  • 1:59 - 2:02
    how to have a say in our communities.
  • 2:02 - 2:04
    So many people in Europe and elsewhere,
  • 2:04 - 2:05
    young and not so young,
  • 2:05 - 2:07
    are thinking very hard about these problems,
  • 2:07 - 2:10
    and that makes them - us - the experts.
  • 2:10 - 2:13
    And when you pull together a lot of experts
  • 2:13 - 2:14
    what you have is a think tank.
  • 2:14 - 2:17
    EdgeRyders wants to be
  • 2:17 - 2:19
    the largest think tank in the world
  • 2:19 - 2:22
    on the youth’s transition
  • 2:22 - 2:26
    to an independent active life.
  • 2:26 - 2:27
    How does this work?
  • 2:27 - 2:30
    Well, it starts by exploring the transition space.
  • 2:30 - 2:32
    And that means sharing what we are doing
  • 2:32 - 2:34
    as we build our lives,
  • 2:34 - 2:36
    learning from each other,
  • 2:36 - 2:39
    and figuring out together what to do next.
  • 2:39 - 2:41
    There is a gaming element.
  • 2:41 - 2:43
    Society’s typically not generous with rewards
  • 2:43 - 2:45
    for young people’s efforts,
  • 2:45 - 2:48
    but we think it’s important to honour them.
  • 2:48 - 2:52
    So we do it with points and stuff like that.
  • 2:52 - 2:55
    The second step is to aggregate
  • 2:55 - 2:59
    the individual journeys into common solutions,
  • 2:59 - 3:00
    generate a policy vision,
  • 3:00 - 3:02
    and bring it to the attention
  • 3:02 - 3:05

    of the European and national authorities.
  • 3:06 - 3:09
    The space where we do all this
  • 3:09 - 3:11
    is an interactive online platform
  • 3:11 - 3:12
    called EdgeRyders,
  • 3:12 - 3:14
    developed here at the Council of Europe,
  • 3:14 - 3:17
    based on free software.
  • 3:17 - 3:20
    EdgeRyders is designed to be scalable.
  • 3:20 - 3:21
    So whether you’re a regional government,

    a local authority,
