anger and rage -
0:23 - 0:28at the death of Lucia Vega Jimenez.

0:28 - 0:34Who came in 2010 to canada seeking refuge.

0:34 - 0:39We are gathered here to express our rage,
frustration, sadness and grief at her loss,

No One Is Illegal ] -
0:39 - 0:44and the countless loss
of so many migrants and refugees. -
0:44 - 0:48She was detained by CBSA (canadian
border services) officials -
0:48 - 0:55after being apprehended by Translink authorities
for not having adequate fare. -
0:55 - 0:57On december 19th she was transferred

0:57 - 1:00to a facility at the airport.

1:00 - 1:02The next morning on december 20th
-
1:02 - 1:07she was found one hour after she had hung herself.

1:07 - 1:09We don't know very much

1:09 - 1:11the timeline of what happened.

1:11 - 1:14We know that she was in the airport cell
-
1:14 - 1:15and then brought back to another cell
-
1:15 - 1:17and back and forth.

1:17 - 1:20But at this point she had spent at least 2 weeks

1:20 - 1:22in a maple ridge jail.

1:22 - 1:27Why did she spend so much time in jail?
-
1:27 - 1:30This person referred her to mental health services
-
1:30 - 1:32because obviously she was having a hard time.

1:32 - 1:37They didn't allow her to have those 2 appointments
-
1:37 - 1:41because almost immediately
she was transferred again to another jail. -
1:41 - 1:45CBSA has the responsibility to give an answer,

1:45 - 1:50because Lucia is not the first immigrant
that lost her life. -
1:50 - 1:55Stop this from happening.
We had a death in 2012, same deportation.

1:55 - 2:00There was another one in 2011, 2012,
then 2013. -
2:00 - 2:06This is 2014 and we got the same thing
happening again: deportation death. -
2:06 - 2:12But what a wonderful thing it is to see so many people from so many places,

2:12 - 2:18saying "nadie es ilegal".
No one is illegal. -
2:18 - 2:20The deportations must end.

2:20 - 2:22The deaths must end.

2:22 - 2:25And we call an end to all detentions.

2:25 - 2:30We immediately order a full, transparent,
and independent civilian inquiry -
2:30 - 2:34and investigation into the death
of Lucia Vega Jimenez, -
2:34 - 2:36while under CBSA custody.

2:36 - 2:39Cruel and punitive conditions of migrant detention

2:39 - 2:42such as indefinite detention,
-
2:42 - 2:44as well as the new Refugee Exclusion Act
-
2:44 - 2:47that permits mandatory detentions
-
2:47 - 2:49and a two-tier refugee system,
-
2:49 - 2:52we call that this must come to an end.

2:52 - 2:56Nobody should be set in this condition.

2:56 - 3:00of taking their own life.

3:00 - 3:07It is the most disgraceful, and I would say sinful
thing that has happened. -
3:07 - 3:12This is something that goes against
the very laws of humanity, -
3:12 - 3:17and the very laws that I would say our Creator made.

3:17 - 3:21To love one another, and to care for one another.

On December 28, 2013 Lucia died at Mount St. Joseph's Hospital, while still under CBSA custody.
SIGN THE PETITION: http://change.org/luciaVigil and community gathering to honour the life of Lucia Vega Jimenez who died under Canadian Border Services Agency custody. Lucia was a 42-year old Mexican migrant who worked in Vancouver, Canada as a hotel worker. She was arrested by Transit police for an unpaid bus ticket and then transferred to immigration authorities, who detained and incarcerated her at a provincial prison pending deportation. From there she was transferred to the detention holding cells at the Vancouver International Airport on December 19, 2013, and on December 20, 2013 she hung herself in the bathroom stalls of the detention center.
