0:00:00.948,0:00:03.835 Just over a mile away from here 0:00:03.835,0:00:06.903 in Edinburgh's old town 0:00:06.903,0:00:08.861 is Panmure House. 0:00:09.950,0:00:11.570 Panmure House 0:00:11.570,0:00:18.801 was the home of the world-renowned[br]Scottish economist Adam Smith. 0:00:19.992,0:00:25.384 In his important work[br]"The Wealth of Nations," 0:00:25.384,0:00:29.281 Adam Smith argued,[br]amongst many other things, 0:00:29.281,0:00:32.671 that the measurement of a country's wealth 0:00:32.671,0:00:37.152 was not just its gold and silver reserves. 0:00:37.152,0:00:42.135 It was the totality of the country's[br]production and commerce. 0:00:42.588,0:00:48.708 I guess it was one of the earliest[br]descriptions of what we now know today 0:00:48.708,0:00:53.416 as Gross Domestic Product, GDP. 0:00:53.416,0:00:56.114 Now, in the years since, of course, 0:00:56.114,0:01:00.840 that measurement[br]of production and commerce, 0:01:00.840,0:01:04.976 GDP, has become ever more important, 0:01:04.976,0:01:06.480 to the point that today, 0:01:06.480,0:01:10.186 and I don't believe that this[br]is what Adam Smith would have intended, 0:01:10.186,0:01:15.397 that it is often seen as[br]the most important measurement 0:01:15.397,0:01:17.790 of a country's overall success. 0:01:18.498,0:01:20.220 And my argument today 0:01:20.220,0:01:23.886 is that it is time for that to change. 0:01:24.556,0:01:29.972 You know, what we choose to measure[br]as a country matters. 0:01:30.165,0:01:34.776 It really matters, because[br]it drives political focus, 0:01:34.776,0:01:37.518 it drives at public activity, 0:01:38.667,0:01:41.343 and against that context, 0:01:41.343,0:01:47.321 I think the limitations of GDP[br]as a measurement of a country's success 0:01:47.321,0:01:50.549 is all too obvious. 0:01:50.549,0:01:55.759 You know, GDP measures[br]the output of all of our work, 0:01:55.759,0:01:59.250 but it says nothing about[br]the nature of that work, 0:01:59.250,0:02:02.843 about whether that work[br]is worthwhile or fulfilling. 0:02:03.649,0:02:06.355 It puts a value, for example, 0:02:06.355,0:02:09.852 on illegal drug consumption, 0:02:09.852,0:02:12.792 but not on unpaid care. 0:02:13.972,0:02:20.295 It values activity in the short term[br]that boosts the economy 0:02:20.295,0:02:24.948 even if that activity is hugely damaging 0:02:24.948,0:02:28.942 to the sustainability of our planet 0:02:28.942,0:02:30.608 in the longer term. 0:02:30.829,0:02:37.976 And when we reflect on the past decade[br]of political and economic upheaval, 0:02:37.976,0:02:40.972 of growing inequalities, 0:02:40.972,0:02:46.347 and when we look ahead to the challenges[br]of the climate emergency, 0:02:46.347,0:02:48.471 increasing automation, 0:02:48.471,0:02:51.571 an aging population, 0:02:51.571,0:02:58.674 then I think the argument for the case[br]for a much broader definition 0:02:58.674,0:03:03.673 of what it means to be successful[br]as a country, as a society, 0:03:03.673,0:03:06.985 is compelling, and increasingly so. 0:03:07.453,0:03:10.432 And that is why Scotland in 2018 0:03:10.432,0:03:15.552 took the lead, took the initiative[br]in establishing a new network 0:03:15.552,0:03:20.096 called the Wellbeing Economy[br]Governments group, 0:03:20.585,0:03:23.647 bringing together as founding members 0:03:23.647,0:03:30.224 the countries of Scotland, Iceland,[br]and New Zealand for obvious reasons. 0:03:30.461,0:03:33.716 We're sometimes called the SIN countries, 0:03:33.716,0:03:37.477 although our focus is very much[br]on the common good. 0:03:38.725,0:03:42.209 And the purpose of this group[br]is to challenge that focus 0:03:42.209,0:03:45.059 on the narrow measurement of GDP, 0:03:45.059,0:03:48.679 to say that, yes, economic growth matters. 0:03:48.679,0:03:50.568 It is important. 0:03:50.568,0:03:54.291 But it is not all that is important. 0:03:54.291,0:03:58.568 And growth in GDP should not be pursued 0:03:58.568,0:04:01.278 at any or all cost. 0:04:01.278,0:04:03.927 In fact, the argument of that group 0:04:03.927,0:04:08.767 is that the goal, the objective[br]of economic policy 0:04:08.767,0:04:11.769 should be collective wellbeing: 0:04:11.769,0:04:15.577 how happy and healthy a population is, 0:04:15.577,0:04:19.023 not just how wealthy a population is. 0:04:19.023,0:04:22.654 And I will touch on the policy[br]implications of that in a moment, 0:04:22.654,0:04:25.916 but I think particularly[br]in the world we live in today 0:04:25.916,0:04:28.114 it has a deeper resonance. 0:04:28.114,0:04:30.452 You know, when we focus on wellbeing, 0:04:30.452,0:04:32.827 we start a conversation 0:04:32.827,0:04:37.196 that provokes profound[br]and fundamental questions. 0:04:37.196,0:04:40.580 What really matters to us in our lives? 0:04:40.580,0:04:45.652 What do we value in[br]the communities we live in? 0:04:45.652,0:04:49.707 What kind of country,[br]what kind of society, 0:04:49.707,0:04:52.117 do we really want to be? 0:04:52.117,0:04:55.505 And when we engage people[br]in those questions, 0:04:55.505,0:04:57.589 in finding the answers to those questions, 0:04:57.589,0:05:01.505 then I believe that we have[br]a much better chance 0:05:01.505,0:05:05.418 of addressing the alienation[br]and disaffection from politics 0:05:05.418,0:05:11.279 that is so prevalent in so many countries 0:05:11.279,0:05:12.973 across the developed world today. 0:05:12.973,0:05:16.398 In policy terms, this journey[br]for Scotland started back in 2007 0:05:16.398,0:05:20.287 when we published what we call[br]our National Performance Framework, 0:05:20.287,0:05:23.957 looking at the range of indicators[br]that we measure ourselves against. 0:05:24.193,0:05:28.606 And those indicators are as varied[br]as income inequality, 0:05:28.606,0:05:30.828 the happiness of children,[br]access to green spaces, 0:05:30.828,0:05:34.190 access to housing. 0:05:34.190,0:05:38.105 None of these are captured[br]in GDP statistics, 0:05:38.105,0:05:43.071 but they are all fundamental[br]to a healthy and a happy society. 0:05:43.071,0:05:48.058 (Applause) 0:05:50.064,0:05:53.591 And that broader approach is at the heart[br]of our economic strategy, 0:05:53.591,0:05:57.860 where we give equal importance[br]to tackling inequality 0:05:57.860,0:06:00.695 as we do to economic competitiveness. 0:06:00.695,0:06:03.006 It drives our commitment to fair work,[br]making sure that work is fulfilling 0:06:03.006,0:06:05.692 and well-paid. 0:06:05.692,0:06:09.720 It's behind our decision to establish[br]a just transition commission 0:06:09.720,0:06:13.627 to guide our path[br]to a carbon zero economy. 0:06:13.627,0:06:17.016 We know from economic[br]transformations of the past 0:06:17.016,0:06:20.664 that if we're not careful,[br]there are more losers than winners. 0:06:20.664,0:06:23.826 And as we face up to the challenges[br]of climate change and automation, 0:06:23.826,0:06:28.280 we must not make those mistakes again. 0:06:28.280,0:06:32.055 The work we're doing here in Scotland[br]is, I think, significant, 0:06:32.055,0:06:35.195 but we have much, much to learn[br]from other countries. 0:06:35.195,0:06:38.378 I mentioned a moment ago[br]our partners at nations 0:06:38.378,0:06:42.056 in the wellbeing network, 0:06:42.056,0:06:43.215 Iceland and New Zealand. 0:06:43.215,0:06:47.188 So I'm noting, and I will leave it to you[br]to decide whether this is relevant or not, 0:06:47.188,0:06:50.818 that all three of these countries[br]are currently led by women. 0:06:51.115,0:06:55.167 (Applause) 0:07:02.241,0:07:04.334 They too are doing great work, 0:07:04.334,0:07:06.932 New Zealand, in 2019, 0:07:06.932,0:07:09.005 publishing its first wellbeing budget 0:07:09.005,0:07:11.631 with mental health at its heart; 0:07:11.631,0:07:15.604 Iceland leading the way on equal pay,[br]child care, and paternity rights, 0:07:15.604,0:07:20.936 not policies that we immediately think of 0:07:20.936,0:07:23.349 when we talk about[br]creating a wealthy economy 0:07:23.349,0:07:27.742 but policies that are fundamental[br]to a health economy 0:07:27.742,0:07:29.876 and a happy society. 0:07:30.416,0:07:33.371 I started with Adam Smith 0:07:33.371,0:07:36.254 and "The Wealth of Nations." 0:07:36.254,0:07:38.285 In Adam Smith's earlier work, 0:07:38.285,0:07:43.236 "The Theory of Moral Sentiments,"[br]which I think is just as important, 0:07:43.236,0:07:47.687 he made the observation[br]that the value of any government 0:07:47.687,0:07:49.875 is judged in proportion 0:07:49.875,0:07:53.078 to the extent that it makes[br]its people happy. 0:07:53.078,0:07:56.745 I think that is a good founding principle 0:07:56.745,0:08:00.467 for any group of countries 0:08:00.467,0:08:02.796 focused on promoting wellbeing. 0:08:02.796,0:08:05.215 None of us have all of the answers, 0:08:05.215,0:08:08.916 and not even Scotland,[br]the birthplace of Adam Smith, 0:08:08.916,0:08:13.829 but in the world we live in today,[br]with growing divides and inequalities, 0:08:13.829,0:08:16.416 with disaffection and alienation, 0:08:16.416,0:08:18.165 it is more important than ever 0:08:18.165,0:08:22.148 that we ask and find the answers[br]to those questions 0:08:22.148,0:08:25.839 and promote a vision of society 0:08:25.839,0:08:27.786 that has wellbeing, 0:08:27.786,0:08:29.093 not just wealth, 0:08:29.093,0:08:31.442 at its very heart. 0:08:31.442,0:08:35.112 (Applause) 0:08:35.950,0:08:43.557 You are right now in the beautiful,[br]sunny capital city 0:08:43.557,0:08:45.821 (Laughter) 0:08:45.821,0:08:50.729 of the country that led the world[br]in the Enlightenment, 0:08:50.729,0:08:53.958 the country that helped lead the world[br]into the Industrial Age, 0:08:53.958,0:08:56.926 the country that right now[br]is helping to lead the world 0:08:56.926,0:08:59.010 into the low carbon age. 0:08:59.010,0:09:04.443 I want, and I'm determined,[br]that Scotland will also be the country 0:09:04.443,0:09:09.463 that helps change the focus of countries[br]and governments across the world 0:09:09.463,0:09:13.904 to put wellbeing at the heart[br]of everything that we do. 0:09:14.098,0:09:17.850 I think we owe that to this generation. 0:09:17.850,0:09:21.928 I certainly believe we owe that[br]to the next generation 0:09:21.928,0:09:24.099 and all those that come after us, 0:09:24.099,0:09:27.791 and if we do that right here[br]from the country of the Enlightenment, 0:09:27.791,0:09:32.661 then I think we create[br]a better, healthier, fairer, 0:09:32.661,0:09:34.536 and happier society here at home, 0:09:34.536,0:09:36.518 and we play our part in Scotland 0:09:36.518,0:09:40.834 in building a fairer,[br]happier world as well. 0:09:40.834,0:09:42.817 Thank you very much. 0:09:42.817,0:09:47.430 (Applause)
