Association 00:00:13.931 --> 00:00:18.060 has identified transgender health care as being medically necessary. 00:00:18.060 --> 00:00:21.757 Yet many transgender Oregonians are routinely denied the ability 00:00:21.757 --> 00:00:23.315 to even purchase health insurance, 00:00:23.315 --> 00:00:26.777 or are denied the coverage for basic medically necessary care 00:00:26.777 --> 00:00:29.863 solely on the basis of their gender identity. 00:00:29.863 --> 00:00:31.488 And without that health insurance...[cuts off] 00:00:31.657 --> 00:00:34.132 When someone is born with a malformed heart valve 00:00:34.978 --> 00:00:36.223 there's no question we cover the treatment 00:00:36.223 --> 00:00:38.754 necessary to care for that person. 00:00:38.754 --> 00:00:43.210 Similarly, there should be no question that when someone is born transgender 00:00:43.210 --> 00:00:45.767 we provide the care they need. 00:00:45.767 --> 00:00:49.633 There are clear Standards of Care for treatment of a legitimate diagnosis. 00:00:49.633 --> 00:00:54.793 Gender Identity Disorder or Gender Dysphoria are recognized medical terms & diagnoses. 00:00:55.347 --> 00:01:00.435 I have read one of these exclusionary insurance statements, 00:01:00.435 --> 00:01:02.562 and it is just appalling. 00:01:02.562 --> 00:01:08.110 Uh, the idea that, uh, it would be, and it is, it's the equivalent of saying
